DECISION
THIS MAT'TER, an appucation for subdivislon of land, from Roy Wyatt has been received
and decided upon, pursuant to Spokane County Subdivision regulatians, on the day of
September, 1991.
FINDINGS OF FACT AND CONCLUSIONS
1 The individual signing below has further been properly delegated the responsibility for
rendenng the decision by the Spokane County Director of Flanniag.
2 The proposal is to divide approximately 12 acres into 41ots for the development of
mulnple family dwelluigs and professional offices.
3. The proposal is located east of and adjacent to Pmes Road, approximately 500 feet north
of Mansfield Avenue in the NW 1/4 of Section 10, Township 25 North, Range 44 EWM,
Spokane County, Washington.
4. The current zaning of the property is Urban Residentia122 (UR-22). (See fiIe Nos.
ZE-32-69 and ZE•31A-84). The proposed Tracts meet the nninimum lot size and frontage
requirements of this zone. Future development shall comply with all applicable
provisions of the Spokane County Zoning Code and the specif ic conditions of file Nos.
ZE-32-69 aad ZE-31A-84.
5 The Spokane County ConQprehensive Pl.an designates ttus area as Urban The
development and uses proposed are generally in accord with this category.
6 The required public noace was provided for this proposal and agencies having a potential
incer+est ~n the pr+o}ect were notified and rocommendauons sohciteci.
7 No adjacent property owners ui the area commented on the proposed short plat.
8 Recogruzing the recommended condzdons an.d Spokane County developmeat standards,
the proposed subciivislon makes appropnate provisivns for the pubhc health, safety and
general welfare and that the pubuc use and mterest will be seaved by plaarng the
subdivision
9 The project is exempt from envLronmental review under the State Envvonmental Pohcy
Act pursuant to WAC 197-11-800 (6) (a).
DECISION
Based upon the above noted Fi.ndings of Fact and Conclusions, Short Plat Application
SP-707-91 i.s hereby APPROVED until October 1, 1994, subject to condhtions noted
below. Most of the condiaons Qf approval shall be accomplished by the applacant and/or
sponsor prior to finalizati.on of the shart subdivision. This decision is final unless
appealed in wnting, consistent with adopted appeal procedures.
These Conditions of Approval apply to applicant(s), owner(s) of the
property, heirs, assigns or any successors-in-interest to property.

COUNTY ENGINEER'S DEPARTMENT CONDITIONS
1. The conditional approval of ihe plat is given by the County Engineer subject to
dedication of right-of-way and approval of the road system as indicated in the
preliminary plat of reconi. _
2 Plans, profiles, and cross-sections as designed to County standards shownng proposed
street centerlule and curb grades shall be submitted to the Counry Engineer for approval
pnor to construction and/oar the filing of each final plat, road plans to be prepared under
the direction of a licensed Professional Civil Engineer.
3 Draxnage plans and design calculations showing the alignment of drainage facilities
shall be submitted to the County Engineer for approval prior to construction andlor the
filing of the final plat. Drainage plans to be prepared under the duuwdon of a licensed
Professional Clvii Lngineer.
4. Constivction within the proposed pubhc streets and easements shall be performed
under the direct supervision of a licensed engineer/surveyar, who shall furnish the
County Engineer with "as-btult" plans and a certificate in writing that all impr+ovements
were installed to the lines and grades shown on the approved construcrion plans and
that all disturbed monuments have been replaced.
5 No canstruction work is to be perfarnaed within the existing or proposed public nght-
of-way until a permit has been issued by the County Engineer. All work is subject to
inspecaon and approval by the County Engineer.
6. All constivction within the existing or proposed public right-of-way is to be completed
prior to filing each final plat, or a bond in the amount estim,ated by the County Eagineer
to cover the cost of construction of unprovements, consttvction certification, "as-bwlt"
plans and monumenting the street centerlines shall be filed with the County Engineer

13. Sidewalks are required along the arterial(s) on Cheiry Street.
14. The word "applicant" shall include the owner or owners of the property, his heirs,
assigns and successors.
15. The Counry Engineer has designated Typical Roadway Secrion Number One, Local
Access standard for the unpmvement of Cheny Street, wluch is to be constructed
within the proposed development. This will require the installation of 40 feet of
asphatt. The construction of curbing and sidewalk is also required.
16. The pr+oposed subdivision shall be improved to the standards set forth in Spokane
County Board of Commissioners Resoludon No. 80-1592, as amended, which
resolution establishes regulations for roads, approaches, drainage and fees in new
construction.

on comphance with all rules and regulations of the Spokane County Health Distnct and
is further condidoned and subject to specifie applicadon approval and lssuance of
pemiits by the Health DistrieL

Dear Mr. Wyatt:
We have completed the authonzed exploration portion of our study to deterrtune the
viability of constructing Spokaae Counry "208" draui swale drywells at your proposed new office
facility, to be located on north Pines Road. The purpose of the explorauon was to determine the
soil profile present at the site and specifically in the areas of the proposed "208" swales.
A Case 880 track-mounted excavaior was utilized to excavate three test pits in the
areas of the proposed ponds. Two test pits were excavated, one on the north end and one on the
south end of the Lne of proposed storm dhsposal ponds aloag Puies Road, and one in the pond
area at the south end of the proposed builduig. The depths of the test pits ranged from 13 feet
below the ground surface tn TP-1 to 8 feet in TP-3. Metaunorphic bedrock was eocountered at
8 feet tn TP-3.
The native soils encountered ranged from gravelly sands with minor silt to clean sands
and gravelly sands. The sofls encountered are substanhally similar to the Gamson type srnls
mapped by the SCS "Soil Survey of the Sgokane County Area", to the north and south of the
site. Detailed descnptions of the sods encountered are presented in the test pit logs attached to
ttus letter.
It is our opuuon based on our subsurface explorahon, our assessment of the basic
geology of the area, and our previous experience with similu soils, and County testing
requirements from the "208" guideluies that percolation teshng of the naUve in-situ soils is not
necessary. The "208" swale drywell system should perform adequately in these soils. However,
it must be noted that a"sulgle-depth" drywell will hkely be required in the vicuuty of TP-3.
