The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
~ 1. Drainage calculations for stormwater voluntes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
, ~the 208 swale.
Q~5. A typical cross section of the 208 swale.

6. Calculations to justify the nwmber and type of

drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
Binding Site Plan No. BSP-22-88
GTB: This BSP must be finalized before any pernait will be
~ released by the Spokane County Engineer's Department.
C) The following improvements within adjacent Right of Way
~ are required prior to the release of a building permit:
1. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineering
Department for any new or improved driveway
approaches to the following streets:
a. Euclid Avenue
D) Insufficient information was subYa.itted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.

a. A parkinq and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
desiqn, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Pavinq as
required by the County Planninq Ordinance, will be required for
any portion of the project which is to be accupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Aqreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
docwaent is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
The applicant or his representative has been qiven a minimuia
requirements list. This list is not inclusive of all the
requirements needed but should be used as a minimum guideline.
Without the "minimum" requirements the Engineers Department may
not be able to perform a complete review of the project and could
result in prolonging the period before permit issuance. Only
after all the information and requirements listed above are
supplied or completed and the necessary review has been
accomplished will your building permit be released.

BINDING STTE PLAN A
THIS MATTER, a request for an extension of time from Spokane Industrial Park has been
received and decided upon, pursuant to Spokane County Subdivision regulation (Chapter III,
Secdon G) and RCW 58.17.140.
FIrIDINGS UF FACT
1. The individual sigiung below has been properly delegated the responsibility for rendering this
decision by the Spokane County Director of Planning.
2. The subject preliminary bmd'i.ng site plan was approved by the Planning Department on May
5, 1988.
3. T'he proposed binding sit,e plan is zoned Heavy Iadustnal (I-3).
4. The proposed binding site plan is locat+ed east of Sullivan Road north of Marietta Drive in the
NW 1/4 of Section 12, Township 25 North, Range 44 EWM, Spokane County,
Washington.
5. Spokane County has established specific criteria for considering the extension of ame for the
expiration of the preliminary binduig site plan. These cnteria are found in Chapter III,
Section G of the Spokane County Subdivision Ordinance and have been used as a basis for
this decision.
6. The Comprehensive Plan designates this area of the prelirxunary bindung site plan as
Industrial, and ihe location is within the Priority Sewer Service Area The Comprehensive
Plan designation remains the same si.nce the original preliminary binding site plan approvaL
7. No addiaonal conditions have been recommended by the vanous reviewing agencies and
deparanents, including the County Engineer's Office, County Health Distnct, County
Utilities and the Department of Building & Safety.

8. This is the first request for a time extensioa. The total life of the preliminary binding site plan
has been apprommately three years.
9. The followuig facts are also relevant
a. The original binding site plan application included phasing of the entire projecL
Separate file numbers were assigned to each phase. Phase I(BSP-17-88) and Phase II
(BSP-21-88) have been finahzed.
b. Significant progress has been made in finalizing this phase of the ariginal binding sitie
application.
CONCLUSIONS
BASED UP'C)N A REVIEW of (a) the criteria for approving an extension of time of the expiration
date for a preluninary plat and (b) the above Find.ings of Fact, the following conclusions are made.
1. A significant portioa of the original preliminary binding site plan has been finalized and a
three year time extension is justified.
2. The applicantlowner should show continued progress toward complying with Chapter III,
Section G, of the Snbdivision Ordinance before requesting an additional extension of time.

DECISION
BASED UPON THE ABOYE Findings of Fact and Conclusions, an extension of time request for
application BSP-22-88 is hereby APPROVED until September 1, 1994
CONDITIONS OF APPROVAL
SPOKANE COUNTY PLANNING DEPARTMENT CONDTTIONS (UPDATED)
1 All conditions imposed by the Planning Department shall be binding on the "Applicant",
which term shall include the owner or owners of the property, heus, assigns and
successors.
2. The proposal shall comply with the Heavy Indusuial (I-3) zone(s) as amended.
3. That the following statement be placed in the final binding site plan dedication: "No mare
than one primary use be placed on any Iot nor shall any lot be further subdivided for the
purpose of creating additional lots, ownerships, or bwlding sites without first filing a
replat."
4. The final binding site plan shall be designed substanaally in conformaace with the
prehrninary binding site plan of record as legally described and advertised. No increase of
lot number shall occur without a new applicatzon submittal and approval.
5. The Planning Director/designee shall review any proposed binding site plan oo ensure
compliance with these Findings and Caaditions of Approval.
6. A binding site plan nameinumber shall be ind.icated before the binding site plan is filed,
such namelnumber to be appraved by the Planning Director/designee.
7. Appropriate road name(s) shall be indicated.
8. The binding site pian shall indicate yani setback arc lengths on cul-de-sac lots which meet
or exceed the minimum frontage of the underlying zone of the binding sitie plan.
9. The binding site plan map shall uidicate by a clear, dashed line the required yard setbacks
froin all private, "Tract X" or public roads. The dedication shall contain the followi.ag
statement:
"Side yard and rear yazd setbacks shall be determined at the time building permits ar+e
requested unless these setbacks are specifically drafted on this final plat. The setbacks
indicated on this plat may be varied from if proper zoning approvals are obtained."
10. Appropriate utility easements shall be indicated on copies of the proposed binding site plan.
Written approval of utility easements by appropriate uahty comparues shall be received with
the submittal of the binding site plan.
11. Three (3) current certificates of tide shall be furnished to the Planning Departrnent prior to
filing the binding site plaa.
12. A plan for water facilities adequate for domestic service and fire protection shall be
appr+oved by the water purveyor, appropriate fire protection district, Cvunty Building &
Safety Department and County Health Distnct The agencies will cerafy on the Water Plan,
grior to the filing of a binding site plan, that the plan is in conformance with their respecdve
needs and regulations. The Water Plan and certification shall be drafted on a transparency
suitable for reproducuon and be signed by the binding site plan sponsor.
13. The water purveyor shall certifjr that appropriate contractual arrangements and schedule of
irnprovements have been made with the binding site plan sponsor for construction of the
water system in accordance vvith the approved Water Plan. The dme schedule shallprovide
for completion of the water system and inspection by the appropriate health anthorities prior
to apphcation for building permits wnthui the binding site plan The mangements or
agreements shall include a pruvision holding Spokane County and the purveyor harniless
from claims by any lot purchaser refused a bwlding permit due to the failure of the
subdivision sponsor to sadsfactorily complete the approved water system.
14. The binding site plan dedicadon shall contain the following statrecnent
"The public water system, pursuant to the Water Plan approved by county and stats health

authorities, the local fire protection district, County Building & Safery Department and
water purveyor, shall be installed within this subdivision or binding site plan, and the
apphcant shall pmvide for individual domestic water service as well as fire protecaon to
each lot prior to sale of each lot and prior to issuance of a buildmg permit for each loG"
15. No building pernnt will be issued for any lot within the binding site plan uatil certified by a
Washington state-licensed engineer that "the water system has been installed pursuant to the
approved Water Plan for the binding site plan," including a signed license stamp. The
cerafication m.ay be in the form of a letter, bnt is preferred to be certified on a copy of the
Water Plan as a schematic map showuig the "as-built" water system.
16. The Water Plan and the above four (4) conditions of approval regarding the Water Plan
rnay be waived by the Planning Director/designee upon receipt of lecters from the
appropriate wate,r purveyor and fir+e protection district stating that simple corunecdons to an
existing, approved water system will provide adequate domestic and fire protecdon water to
ensine the public health, safety and general welfare.
17. Prior to filing of all or a portion of tbe binding site plan, the applicaat's surveyor shall
submit one or more maps oudined in red of the area being finalized. The scale shall aaatch
the appropriate assessor's map scale.
18. A survey is required prior to the filing of a binding site plan.
SPOI{ANE COUNTY ENGINEER'S DEPARTMENT CONDTTIONS (UPDATED)
1. The County Engineer has examined this development proposal and has detemnined that the
unpact of this proposal upon the exisdng County Road System warrants the dedication of
additional right of way and the roadway improvements herein specified. That conditions of
approval of the binding site plan by the Connty Engineer is given subject to dedication of
right of way and approval of the road system. In conjunction with phasing of the final
bind.ing site plans, specific condstions appropriate to each phase will be specified.
2. The proposed binding site plan shall be improved to the standards set farth in Spokane
County Board of Commissioners Resoludon No. 80-1592, as amended, which resolution
establishes regulations for roads, approaches, drainage and fees in new construcaon.
3. The applicant shall deed to Spokane County 14 feet of the subject praperty for road right of
way along Sullivan Road and shall construct an add.inonal traffic lane along Sullivan Road
finm Marietta Avenue northward to the intersection of Euclid Avenue realigned.
Construction may be phased as development occurs along the Sullivaa road frontage.
4. The applicant shall deed to Spokane County 48 feet of right of way for Marietta Avenue in
the aligament as shown on the preliminary lrinding site plan.
5. All required improvements shall conforni to the current State of Washington standard
specifications for road and bridge construction and other apphcable county standards andlor
adopted resolutions pemmning to road standards and stormwater managerment in effect at
the date of constiuction, unless otherwise approved by the County Engineer.
6. Priar to the filing of each phase of the final binding site plan, appropriate plans, profiles
and cross sections as detennined by the County Engineer for Sullivan road, Euclid Avenue
and /or Marietta Avenue showing praposed street centerline and curb grades be submitted
for approval; road plans to be prepared under the dmction of licensed professional Civil
Engineer. Euclid Avenue road plans and improvement are to iaclude full depth pavement
design and consiruction (includes existing travelway connection to Flara Road). That
appropriate road drainage plans and design calculations as deterrnined by the County
Engincer showuig the aligmment of drainage facilities be submitted for approval. Drainage
plans to be prepared under the direcdon of a licensed professional Civil Engineer.
7. The apphcant shall submit for approval by the Spokane Counry Engineer prior to the
release of a building permit a surface water disposal plan fvr the building site or partion
thereof if the development is phased.
8. Prior m the release of a budding permit, a parking plan and mffic circulation plan shall be
submitted and approved by the Spokane County Engineer. The design, location and
arrangement of parlQng stalls shall be in accordance with standard tr-aff'ic engineering
practices. Paving or surfacing as approved by the County EngYneer, anll be required for
any portion of the project which is t,o be occupied or bra.veled by vehicles.

9. Construction within the proposed public streets and easements shall be performed under the
direct supervision of a hcensed engiueer/surveyor, who shall furnish the County Engineer
with "as-bwlt" plans and a cernficate m writing that all improvements were uistalled to the
lines and grades shown on the approved construction plans and that all disnube+d
monuments have been replaced.
10. No construction work is to be performed within the existing or proposed public nght-of-
way until a pernut has been issued by the County Engineer. All work is subject to
inspection and appmval by the County Engineer.
11. All construction vnthun tbe existing or proposed pubhc right-of-way is to be vompleted
prior to filing each final plat, or a bond in the amount estimated by the County Engineer to
cover the cost of construction of improvements, construcrion cernfication, "as-built" plans
and monumenting the street centerlines shall be filei with the County Engineer.
12. The applicant shall construct Euclid Avenue and Marietta Avenue as shown on the
preliminary binding site plan as public roads. These roadways shall be constructed in
compliance wich the typical roadway cross secaons designated and apprQVed by the County
Engineer. All other roadways shown on the prelimuiary bindiag site plan shall be private
roads.
13. The change in alignment and vacation of current alignment of Euclid Aveaue shall be
appmved by the Board of County Commissioners prior to the filing of the biacling site plan
containing that particnlar phase of the developmenL

Prior to the acceptance of the new alignmeat of Euchd Avenue by Spokane County, the
/ 'ght of way for the new roadway must be deeded to the County and the new roadway
onstructed per the approved Typical Roadway Cross Section. The vacarion of the exisdng
~ uclid Avenue will not become final until the new aligcunent is established by the Board of
County Commissioners. The change in alignment and vacatioa of the cwrrent alignment of
Euclid Avenue shall be approved by the Board of County Commissioners priar to the filing

14. In conjunction with the realignment of Euclid Avenue the applicant is responsible for the
reconstrucdon of the exisring traffic signal system at the Sullivan Road and realigned Euclid

15. In conjunction with the requirements of Short Plat 457-86 the applicant is responsible for
the future construction of a new traff'ic signal system at the intersection of Sullivan Road
and Marietta Avenue when the iateisecaon meets traffic engineering wanants far traffic
signal conswction.

16. That the minimum curb radii at all street intersections within the proposal shall be 30 feet

17 To construct the road unprovements stated herein, the applicant may, with the approval of
the County Engineer, join in and be a wilhng participant in any pedtion or re,solution which
purpose is the formation of a Road Improvement Distnct (RID) for said improvements,
pursuant to RCW 36.88, as amended. At such tune as an RID is cre:ated or any Road
Ianpmvement Project is sancdoned by Spokane County, the im~rovements reqnired (curb,
sidewalk, drainage coatrol and paving to existing pavement) will be at the sole expense of
the undersigned owner(s), their heirs, grantees and assigns.
18. Should an RID be pursued, it shall be the responsibility of the applicant to provide road and
drainage plans sufficient for the creation of a RID. These plans shall be prepar+ed by a
licensed professional civil engineer and shall be prepaned in compliance with Spokane
County road standards and drainage guideluies.
In order to conscruct requued roadway improvements on Sullivan Road, Marietta Avenue
and Eucud Aveaue, the applicant may petiaon the Board of County Commissioners to
create a RID. The RID must be created by the Boand of Couaty Commissioners prior to the
filing of the binding site plan.
19. The following statement shall appear on the binding site plan document "Parking will be
prohibited along Euchd Avenue."
20. A statetmnt shall be placed on the binding site plan document that no direct access be
allowed from lots to S ullivan Road or Flora Road.

21. Direct access from lots to Manetta Avenue and Euclid Avenue shall be limit,ed to the aocess
points approved by the County Eogineer and as shown on the preliminary bindwg site
plan.
22. A minimum 20 foot wide easement shall be provided along the east side of Sullivan Road,
Euclid Road and Marietta Av+enue. The pLnpose of the easement is to accomanodate
pathways, landscaping, and drainage from roadways.
23. A system of pathways, accessible to the public, be oonstructed along Sullivan Road, Euchd
Road and Manetta Avenue. The pathway is to be located within the common pathway,
ctrainage and landscape easement area. That a stateicnent shall be placed on the binding site
plan permitting Spokane County to enter within the easement for the purpose of drywell
and sign maintenanc,e. Snow removal from the public roadways shall be permitted with the
easement. Maintenance of pathways, drainage swales and laadscaping areas shall be the
responsibihty of the apphcanG
24. The proposed private roads as shown on the preliminary bindmg site plan are approved by
the County Engiaeer.
25. The following statement shall be placed in the dedicaaon of the final bindiag site plan•
"The private road as shown hereon is an easement wtuch provides a means of ingress and
egress for those lots within the binding site pla,n having frontage thereon."
26. Private road plans with connecnons to a pubhc road are the responsibility of the developer
and are requued prior to the release of a building permit A statement to this effect shall be
placed in the binding site plan document.
27. Pnvate roads be improved to a minimum improved surface width of 30 feet with a
minimum 20 foot wide landscaping and drainage easement on either side of the roadway.
Subject to appraval under Section 10.207 of the Spokane County Fue Code.

' 28 All vested owners shall sign and record private road documents as prescribed by the

Spokane County Engineer. These documents shall be reviewed and approved by the
Spokane County Engineer prior oo record,ing with the Spokane County Auditor. Recording
numbers shall be referenced in the language of the binding site plan.
29. The following statement shall be placed in the dedication of the final binding site plan
document:
"WARNING. Spokane County has no responsibihty to biuld, unprove, maintain or
otherwise service the private roads contained within or provide service t,o the property
described in this binding site plan. By accepting this binding site plan or subsequendy by
allowing a building permit, change of use pemnit or certificate of ovcupancy to be issued on
property on a private road, Spokane County assumes no obligation for said private road,
and the owners hereby acknowledge that the County has no obligation of any kind or
nature whatsoever to establish, exaznine, survey, construct, alter, repair, improve, maintain
or provide drainage or snow removal on a private road. 1'his requnement is and shall run
with the land and shall be binding upon the owner(s), their heirs, successars vr assigns,
including the obhgation to participate in the maintenance of the private road as provided
herein."
30. The following statement shall be placed on each phase of the binding site plan:
"1'he awner(s) or successor(s) in interest agree to authorize the County to place their
name(s) on a pedtion for the fonnation of a Road Improvement District (RID) by the
petition method pursuant to Chapter 36.88 RCW, which petition includes the owner(s)'
property, and futther not to object, by the signing of a ballot, to the fonnation of a.n RID by
the resolution method pursuant to Chapter 36.88 RCW, which resolution includes the
owner(s)' property. If an RID is formed by either the petidon or resolution method as
provided for in Chapter 36.88 RCW, the owner(s) or successor(s) further agree:
(a) that the improvement(s) or construcdon contemplated within the proposed RID is
feasible;
(b) that the benefits to be derived from the fonnation of the RID by the property included
therein, together with the amount of any County participadon, exceed the cost and
expense of formation of the RID; and
(c) that the property within the proposrd RID is sufficiendy develope,d.

Provided further that the owner(s) or successor(s) shall retain the right, as authorized under
RCW 36.88.090, to object to any assessment(s) on the property as a result af the
unprovements called far in conjunction with the fomnation of an RID by either petition or
resoludon method under Chapter 36.88 RCW, and w appeal to the Sugeriar Court the
decision of the Board of County Commissioners aff'uming the final assessment roll.
It is further agreed that at such time as an RID is created or any Road Improvement Project
is sancfiioned by Spokane County, the improvements required (curb, sidewalk, drairtage
control and paving) will be at the sole expense of the undersigned owner(s), their beirs,
graatees and assigns without participation by Spokane County.
The RID waiver contained m thLS agreement shall expire after ten (10) years from the date
of execudon below. However, the owner(s) or successor(s) agree that if said RID waiver
expires without construction of the required improvements, the owner(s) or successor(s)
agree to construct the required improvements at their owa expense, pay to Spokane County

COUNTY HEALTH DISTRICT CONDITIONS (UPDATED)
1. A combined surface water and sewage disposal detailed plan shall be approved by the
Spokane County Engineer and the Spokane County Health Distnct prior to the issuance of
any on-site sewage disposal permit or building pemut for this project.
2. Sewage disposal method shall be as authoriz,ed by the Director of Utilities, Spokane
County.
3. Waier service shall be coordinated thnough the Director of Utilities, Spokane County
4. Water service shall be by an existing pubhc water suppiy when approved by the Regional
Engineer (Spokane), State Department of Healih.
5. Prior to filing the final plat, the sponsor shall present evidence that the plat lies within the
recorded setvic;e area of the water system proposed to serve the plaL
6. A public sewer system wilI be made available for the plat/project, and individual service
will be provided to each lot pnor to sale. Use of individual on-site sewage disposal
systems shaU aot be authorized.
7. A statement shall be placed in the dedication to the effect that: "A public sewer system will
be made avanlable for the project and individual senrice will be provided to each lot prior to
sale. Use of individual on-site sewage disposal systenls shall not be authorized."
8. The dedhcatory language on the plat shall state: "Use of privaie wells and water systems is
prohibited."
9. The plat dedicadon will contain a statement to the effect that: '"I'he public watea system, as
approved by county and state health autborities, the local fire district and purveyor, will be
installed withui this plat, and the subdivider will provide for individual dornestic water
service as well as fire protection to each lot prior to sale of each lot."
COLTNTY UTILITIES DEPARTMENT CONDITIONS (UPDATED)
1. The dedicadon shall state:
"The ownex(s) or successor(s) in interest agree to authorize the Couaty to place their
name(s) on a petition for the formation of ULID by peddon method pursuant to RCW
36.94, wluch petition includes the owner(s)' property; and further not to object by the
sigRUng of a protest petiaon against the formation of a ULID by resolution method pursuant
to RCW Chapter 36.94 which includes the owner(s)' property. PROVIDED, this

3. Project will vonnect to existing Spokane Industnal Park Sewer System. Review and
inspection of the sewer plans will be the responsibility of the apphcanG
BUILDING AND SAFETY DEPARTMENT CONDITIONS (UPDATED)
1. The required fire flow for any building or subdivision is determined by building size, type
of construction and proximity of exgosures. Based on information preseated to this office
regarding this subdivision, the minimum f re flow established by code of 500 gallons per
aninute for 30 minutes is being required.
2. Project is located within Fire District No. l. The required fire flow is detennined by the
district.
3. Fire hydrants for oommercial and industirial buildings shall be located so that no portion of
the building exterior is more than 175 feet from the hydrant.
4. Fir+e hydrants shall be located so as to be accessible to fire apparatus and not be obstructed
by any structure or vegetation or have the visibiliry impaired for a distance of SO feet in the
direction of vehicular approach to the hydranL
5. Specific location of hydrants shall be determined by the Fire Distnct.
6. The applicant shall provide verification from the Fire District to the Department of Building
and Safety thai provisions have been made for adequate fire protecdon prior to the release
of building permits.

15. No building permat will be issued for any lot vnthin the bmding site plan until cernfied by a
Washington statie-licensed enguieer that "the water system has been installed pursuant to the

certification may be in the form of a letter, but is preferned to be certified on a copy of the
Water Plan as a schematic map showmg tbe "as-biult" water system.
16. The Water Plan and the above four (4) conditions of appraval regardng the Water Plan
may be waived by the Plan.ning Director/designee upon receipt of letters from the
appropnatie water plnveyor and fue protiection distict stating that sunple connecaons to an
exisang, approved water system will provide adequate domestic and fire protection wates to
ensure the pnbuc health, safety and general welfare.
17. Priar to filing of all or a pomon of the binding site plan, the applicant's surveyor shall

1 The County Engineer has examined this development proposal and has determined that the
impact of thYS proposal upon the existing County Road System wan,ants the dedication of
additianal right of way and the roadway unprovenients herein specified. That conditions of
approval of the bindiug site plan by the County Engineer is given subject to dedication of
ritght of way and approval of the road system In conjuncdon with phasting of the final
binding site plans, speci8c conditions appropriate to each phase will be specified.
2. The proposed binding site plan shall be improved to the standards set forth in Spokane
County Board of Commissioners Resolution No 80-1592, as amended, which resolution
establishes regulations for roads, approaches, drainage and fees in new construction.
3. The applicant shall deed to Spokane County 14 feet of the subject propenny for road nght of
way along Sullivan Road and shall construct an addidonal traffc lane along Sulhvan Road
from Marietta Avenue northward to the intersection of Euchd Avenue realigned.
Construction may be phased as development occurs along the Sullivan road frontage.

thereof if the development is phased.

9. Construction within the proposed public smets and easements shall be perfoxmed under the
direct supervision of a hcensed engineer/surveyor, who shall fiumish the Couaty Engineer
with "as-bnilt" plans and a certificate in writing thaz all unpravements were installed to the
lines and grades shown on the approved construcrion plans and that all dhsturbed
monuments have been replaced.
10. No construction work is to be performed within the exisnng or proposed public nght-of-
way until a permit has been i,ssued by the County Engineer. All work is subject to
mspection and approval by the County Englneer.
11. All consrrucdon within the existing or proposed public right of-way Ls to be compteted
prior to filing each final plat, or a bond in the amocuit estimated by the County Engineer to
cover the cost of construction of unprovements, conscruction certificadon, "as-built" plans
and monuinenting the street centeriines shall be filed with the County Engineer.
12. The applicant shall construct Euclid Avenue and Maiietta Avenue as shown on the
preliminary bi,nding site plan as public roads. These roadways shall be constructed in
compli.ance with the typical roadway cross sections designated and approved by the Connty
Engineer. All other roadways shown on the pre 'luninary biading site plan shall be pnvate
roads.
13 T'he change in alignment and vacation of cuzrmt altgnment of Euchd Avenue shall be
approved by the Board of County Commissioners pnor to the filing of tbe binding site plan
contaiiung that particular phase of the development.
Pnar to the acceptance of the new alignment of Euchd Avenue by Spokane County, the
right of way for the new roadway must be deeded to the County and the new roadway
constructed per the approved Typical Roadway Cross Section. The vacadon of the existing
Euclid Avenue will not become final until the new alignment is established by the Board of
County Commissioners. The change in alignment and vacation of the current alignment of
Euclid Avenue shall be approved by the Board of County Commissianers prior to the filing
of the binding site plan containuxg that particulaz phase of the realignmenL
14. In conjunction with the realignment of Euchd Avenue the applicant is responsible for the
reconstruction of the existing traffic signal system at the Sullivan Road and realigned Euchd

Imgrovement Project is sanctioned by Spokane County, the improvements required (curb,
sidewallk, drainage control and gavuig to exisdng gavement) will be at the sole expense of
the undersigned owner(s), their heirs, grantees and assigns.
18 Should an RID be pursued, it shall be the responsibiilty of the applicant to provide road and
drainage pians sufficient for the creation of a RID. These plans shall be prepared by a
licensed prufessional civil engineer and shall be prepared in compliance with Spokane
County road standards and drainage guidelines
In order to construct required madway unpmvesnents on Sullivan Road, Manetta Avenue
and Euclid Avenue, the apphcant m.a.y petirion the Boaard of County Commissioners to
create a RID. The RID must be created by the Board of County Commissioners prior to the
filing of the binding site plan.
19. The following statement shall appear on the binding site plan document "Farlang will be
prolubited along Euclid Avenue."
20. A statement shall be placed on the binduig site plan document that no direct access be
allowed from lots to Sullivan Road or Flora Road.

Euclid R,oad and Marietta Avenue. The purpose of the easement is to a+ccommodate
pathways, landscaping, and drainage from roadways
23 A system af pathways, accessible to the public, be constructed along Sullivan Road, Euclid
Road and Manetta Avenue. The pathway is to be located within the common pathway,
drainage and landscape easement area. That a statement shall be placed on the binding site
plan permitting Spokane County to enter withi.n the easement for the purpose of drywell
and sign maintenance. Snow removal from the pubhc roadways shall be permitted with the
easement. Maintenance of pathways, dramage swales and landscaping areas shall be the
responsibility of the applicant
24. The proposed private roads as shown on the preliminary binding site plan are approved by
the County Engineer.
25 The following statement shall be placed in the dedication of the final binding site plan•
"The private road as shown hereon is an easement wluch provides a means of mgress and
egress far those lots withm the binduig site plan havwg frontage thereon."
26. Pnvate road plans vsnth cornaections to a public road are the responsibihty of the developer
