The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containinq HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed an site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the followinq
land use action:
Hinding Site Plan No. 87-17
C) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
desigrs, location and arranqement of parkinq stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
D) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.

E) The owner of the property or the authorized
representative must complete and siqn Spokane County
Engineers "Aqreement to Pay Fees". This dociunent must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return

Engineers Department.
Only after all the information and requireatents listed above
are supplied or completed and the necessary review has been
accomplished will your buildinq permit be released.

nonsignificance for the installation and operation of an aspbalt
tank farm, proposed by JJW Trucking DBA Western Asphalt and
Emulsion. We reviewed the environmental checklist and have the
fol lowinq comaaents.
The proposal appears to include a bofler. The dfsposal of
wastewater from boiler blowdown, di-rty steaYa condensate, or other
process should be considered. Wastewater should be discharqed to
the sanitary sewer system or other appropriate treatment process
before f inal discharqe.

After review of Notice of Construction #513, a final determinatioa
has been made. The conditions of approval are given below.
1. SCAPCA must be notified of the exact date that the
equipment will begin operating at the site. Notification must
occur at least 7 daye before the starting date.
2. SCAPCA muet be notified of the ex,act date of the end of
activities at the site for each year and the exact date that
activities commence again. Notification must occur at leaet
2 ctiays after ceasing operationa for the year and 7 daya before
the etarting again.
3. The onl.y typea of asphalt that shall be handled and/or
produced at the eite shall be liquid asphalt (no cutback),
cationic emulsified aephalt, and high float asphalt. The
conetituents for the cationic and high float emulsified
asphalt shall be ae detailed in the Notice of Construction
application and the approxinEate mixing ratioa shall be
maintained.
4. If the facility wiehes to handle and/or produce products
other than those listed in #2 above, a aew Notice of
Comstruction shall be filed with and approved by SCAPCA prior
to the handling and/or production of such product.
5. The ma~cimum temperature of liquid asphalt shall not exceed
350°F while in the atorage tanks or being pumped. A
temperature sensor shall be installed and maintained in proper
working condition in each liquid asphalt etorage tank to
verify the temperature. The poeition and type of aenaor shall
be approved by SCAPCA prior to inetallation.
6. The maximum temperature of the emuleified aephalt shall not ~
exceed 20010F while in the etorage tank or while being puatped. ~

8. Smiasions from the truckloading of liquid and emulsified
asphalt shall be controlled by a device/method which decreaeee
emisaione by 95W or more from uncontrolled levels. The exact
devices/methods chosen shall be submitted to SCAPCA for
approval prior to fnstallation.
9. Carbon adaorption, or an equally effective odor control
measure as approved by SCAPCA, shall be ueed to control
odoroua emiasions from storage tank venting and truckloading.
10. Al l equipment required to meet # 7,# 8, and #9 above shall
be maintaf aed and be properly operated at all t imes that there
ie the potential for emissions to be released. An operation
and maintenaace plan shall be developed and submitted to
SCAPCA for approval within 30 days of facility etart-up. The
plan ahall, at a minimum, incorporate manufacturer recommended
maintenance activities. Once approved by SCAPCA, the plan
shall be implemented. Changee to the plan shall be approved
by SCAPCA prior to impleinenting euch changes.
li. The boiler shall meet the requiremeats of 40 CFR 60
3ubpart Dc. The facility shall keep daily records of natural
gae use and that the records for the two previous yeara of
operation be kept at the eite.
12. Only natural gas shall be used to fuel the boiler. If the
facility wishes to uae a.nother fuel, a Notice of Constructioa
must be filed with a.nd approved by SCAPCA prior to any such
use. .
13. Thie approval ia good only for Burnham model 3P-250
boiler. The boiler may be moved from and returned to the
site, ae long as SCAPCA ie notified at least 48 houre prior to
ita leaving and at leaet 7 daya prior to arriving at the site.
If a different boiler ie operated at the facility a Notice of
Construction muet be filed with and approved by SCAPCA priar

WAC 173-400-110 (6) .

or in part for just cause including, but not limited to, the

1. Violation of any terms or conditions of this authorization
2. Obtaining thia authorization by misrepresentation or
failure to diaclose fully all relevant facts.

° The following bitumen materials have been tested for car-

THIS MATTER, an application from Spokane industrial Park has been received a
decided upon, pursuant to Spokane County Subdivision regulations, on the 5th day
of May, 1988.
The individual signmg below has turther been properly delegated the
responsibility for rendering the declsion by the Spokane County Director of
Planning.
FINDINGS OF FACT AND CONCIiJStON
t The proposal is to divide 160 acres Into 46 lots for the development of industrial
lots.
2 The proposai is located in the nonh half ot Section 12. Township 25 North, Range
44 E.W.M., Spokane County, Washingion, lying nonh of the railroad between
Sullivan and Flora Roads.
3. The current zoning of the property is Manufacturing, established in 1960. The
proposed bt sizes, trontage and intended uses are allowed withln ihis zone.
4. The Spokane County Comprehensive Plan designates this area es Industrial. The
lots and uses proposed are generally in aooord with thls planning category.
5 The required public notice was provided for this proposai and agencies havinp a
potential interest in the project were notifled and asked for recommendations.
6 There was a recommendation for a more detailed environmental review from the
Spokane County Engtneers. The sponsor and the Spokane County Engineers have
agreed upon necessary road improvements and phesing of development to mitlgate
potentiai improvements and phasing of development to mitigate potential adverse
traffic impacts. A mitigated Determination of Nonstgnificance is substituted for the
odginal D.N.S.. The mitigating measures recommended by the Spokane County •
Engineers have been agreed upon by the sponsor to generally reduce anticipated
traftic impacis ot the proposal.
7. That in oonsideration of the reoommended oonditions and Spokane County
development standards. ihe proposal is not detrimental to the public health, safety
and general welfare.
8. That the project 1s proposed to have phased development In three stages with
necessary improvements constnucted to meet the needs of each phase. Such phasing
is consistant with subdivision practices.
9. That the provisions of the Manufacturing Zone and other sectlons of the Spokane
County Zoning Ordinance appfy to the use of the lndividual lots.
DECISION
6ased upon the above noted Findings of Fact, Binding Site Plan Applicettion 6SP-

prior to filing ihe final binding site plan.
9. That the following statement be piaced in the final binding site plan dedicatton: "No
more than one primary use be placed on any Lot nor shatl any lot be fuhher
subdivlded tor the purpose ot creatinfl addttlonal lots, ownerships, or building sttes
without tirst filing a replat."
10. The final binding site plan map shall indicate by a ctear dashed line, the required
seibadcs from all private, tract x or public roads. The dedtcadon shell oa►ntain a
statement ihat: 'Sfde yard end resr yard setbacks shell be determtned at the time
building pemntts are requested. The setbacks [ndtcated on thts bindinA site pian
may be varied irom it proper zoning approvals ere obtained.'
~ 11. That e plen for waler facilities adequate for domestic sen+ice and iire protectlon be
approved by the water supplier, fire protection dlstrict, Spokane County Buildfng
& Safety Department and County health authoritles. The agencles wlll certtfy on
the WATER PIAN, prior to the iiiing of the tinel binding site plan or any phase oi
the preliminary binding site plan that the plan is in oonformance with thetr
respective needs and regutations. The WATER PIAN and certification will be
drafted an a transparency suitable tor reproduction and be signed by the sponsor.
12. The purveyor will also certify on 1he Water Plan that approprlete caontractual
arranpements and schedule oi improvements have been made wtth 1he sponsor tor
oonstruction of the water system in aooordence wlth the approved WATER PLAN.
The time schedule for improvements wtll provide for compleUon of the water
system end inspection by the appropriate health authorities prior to application
for build'+ng permits within the finel binding site plan. The arrangements or
agreements wiil include a provision hotding Spokane County and the purveyor
harmless from ctaims by any lot purchaser refused a building permit due to the
failure of the sponsor to satisfactorily complete the approved water system.

13 The final ptat dedication wilt oontain the foilowing staiement: 'The public water
system, pursuant the WATER PLAN aipproved by County and State Health
authorittes, the locat lire distrlct, County 8uilding 8 Saiety Departmento and
water purveyor, will be installed wiihin this binding site plan, and the
subdivider/sponsor wlll provide for individusl domestic water service as well as
fire protection to each lot prior to sale of each !ot and prior to issusnce of a
building permit for each fot."
14 That no buitdtng permit will be issued for any lot within ihe Final Binding Site
Ptan untii certitied by a Washington State Ucensed engineer "that the weter system
has been instalted pursuant the approved WATER PLAN for ihe Finel Binding Site
Pian', signed and stamped by sald engineer.
15 That a survey is required prior to the filing of a final binding site plan.
GOUNTY ENCINEER'S GONQITIQNS
1 The County Engineer has examined lhis deveiopment proposal and has determined
that the impact of this proposal upon ihe exlsting County Road System warrants the
dedication of additional Right of Wey and ihe roadway improvements hereln
specified. That conditions of approval of the 8inding Site Plan by the County
Engineer is given subject to dedicatlon of RiQht of Way and approval of the raad
sytem. In oonjunction with phasing ot the tlnal Binding Stte Plans, speclfic
conditione appropriaie to eech phase will be specifled.
2. The proposed 8inding Site Pten shall be improved to the standards set forth In
Spokane Counry Board of Commisstoners Resolutton No. 80-1592, as amended,
which establishes regulations for roads, approaches, drainage and fees In new
construction.
3 The applicant shatl deed to spokane County 14' feet of the subject property tor Road
Right ot Way along Sullivan Road and shall construct an additionai traffic lane along
Sullivan Road irom Marietta Avenue northward to the intersectlon of Euclld Avenue ,
realigned. Construction may be phased es development occurs along the Sulliven
Road frontage.
4 The applicant shall deed to Spokane County 48' teet of Ri9ht of Wey tor Marletta
Avenue In the aNgnment as shown on the preliminary Binding Site Plan.
5 All required improvements sha11 oonform to the current State of Washington
standard speciflcatlons for road and bridge oonstruction and other applicabie
County stenderds and/or adopled resotutions pertaining to rosd standards and
stormwater management In effect at the date of oonstruction, untess oihervvise
approved by the County Engineer.
6 Prior to the filing of each phase of the finai binding slte p1an, appropriate plans,
proiiles and cross sections as determined by the County EnAineer for Sullivan Road,

grades be submitted for epproval; road plans to be prepered under the direction of

8 Prior to the retease of a building permit, a parking plan and iraffic circutation
plan for each site shall be submitted and approved by the Spokane Counfy Engineer.
The design, location and arrangement of parking stalis shall be In aooordance with
standard engineering practices. Paving or surfacing as approved by the County
Engineer will be required tor any portion of the project which is to be occupied or
traveled by vehicles.

right of way until a permit has been issued by the County Engineer. All worc is

estimated by the County Engineer to cover the cost of construction oi

12 The applicant shall oonstrucl Euclid Avenue and Masietta Avenue as shown on the
preliminary binding site plan as pubiic roads. These roadways shaN be oonstructed
in comptfance with the rypical roadway cross sections designated and approved by
the County Engineer, A copy of those typical cross sections ls attached for Inclusion
In the 'Conditions of Approval". All other roadways shown on the preliminery
binding site ptan shall be private roads.
13 The change In alignment and vacation ot current alignment of Euclid Avenue shall be
approved by the Board of County Commissioners prlor to the filtnp of the binding
site plan vontaining Ihat particular phase of the development.
Pnor to the acceptance ot the new aliQnment ot Euclid Avenue by Spokane County,
the right of way tor the new roadway must be deeded to the County and the new
roadwaay constructed per Ihe approved Typlal Roadway Cross Section. The vacaiion
of the exisling Euciid Avenue wili not become tinat until the new allgnment is
estabiished by the Board of County Commissioners. The change In alignment ahd
vacation of the current alignment of Euciid Avenue shall be approved by the Board
of County Commissioners prior to the flling of the 8indin9 Site Plan containing that '
particular phase ot the realignment.
14 In oonjunction with the realignment of Euclid Avenue the eppltcant is respansible
tor the reoonstruction of the existing traffic signal systern at the Sullivan Road and
realigned Evclid Road intersection and for the oonstruction of the entire additional
trafiic lane on Sullivan Road.
15 In conjunction with the requirements of Short Plat 86-457 the applicant is
responsible for the future construcUon of e new traific slgnal system at the
intersection of Sullivan Road and Marietta Avenue when the intersectton meets
traffic englneering warrants for traHic signal construction.
16 That the minimum curb radii at all street intersections withtn the proposal shall
be 30' teet. Mintmum radii at Sullivan Road intersections shall be 40' teei.
17 To oonstruct the road Impfovements stated 1herein, 1he appiicant may, with the
approval ot the County Engineer, join In end be a willing participant In any
petilion or resolution which purpose is the formation ot a Road Improvement
DislriCi (RIO) for said lmprovernenls pursuant to RCW 36.88, as emended. At
such ttme es en RID is creeted or eny roed Improvemenl projeat Is senctloned by
Spokane Counry, the improvements required (curbs, palhways, drainage controi,
paving, tratfic signal systems, etc.) will be at the sole expense of 1he undersigned
owner, their heirs, grantees and asstgns.
18 Should an RID be pursued, it shaN be the responslbiiiry of the epplicant to provide
road and dralnage ptans sutiictent tor Ihe creatlon o1 a Road Improvement District
These plans shatl be prepared by a IiCensed prolessional civil engineer and shall be
prepared in oompliance with Spokane County road standards and dralnage
guldellnes.
In order to construct required roadway impfovements on Suliivan Road, Marielta
Avenue and Euclid Avenue the applicant may petilion the 8oard of County
Commissioners to creaie a Road Improvement Distrlct R.I.D. The RID must be
created by the Board oi Counly Commissioners prior to the filing o( 1he binding site

19 The tollowing statement shall appesr on the binding site plan document 'Parking
will be prohibited elong Euctid Avenue".
20 A statement shall be placed on the binding site plan doucment which prohibits
direct access from lots to Sutlivan Road or F1ora Road
21 Direct aocess trom lots to Marietta Avenue and Euclid Avenue sha11 be limited to the
access points approved by the County Engineer and as shown on ihe preliminary
binding site plan
22 A minimum 20' foot wide easement sha11 be provided along 1he east side of Sullivan
Road and each side of the public road rtght of way on Eucltd Avenue end Marietta
Avenue. The purpose of 1he easement Is to aooommodate pathweys, lendscaping, and
drainage from roadways.
23 A system of pathways, aocessibfe to the pubfic, be oonstructed along Sullivan Road,
Euclid Road and Ma►ietta Avenue. The pathway is to be located within the aommon
pathway, dralnage and landscape easement eree. Thai a statement shall be placed on
the binding site plan pemnitUng Spokane County to enter within the easement for
the purpose of dryweil and sign maintenance. Snow removed trom the public
roadways shall be permitted with the easement. Malntenance of pathways, drainage
swales and landscaping areas shail be the responsiblity o1 the eppllcant.
24 The proposed pnvate roads as shown on the preliminary binding site plan are
approved by the County Engineer.
25. The following statement must appear on the binding site ptan dxument: "The
private roads as shown hereon are easements whlch provide a means of ingress and
egress ior those lots within the binding site p18n having trontage thereon.'
26 Private road plans with connections to a public road are the responsibility of the
developer and are required prior to the release of a buitding permit. A statement to
this eHect shall be placed In the binding site plan document.
27 Private roads be improved to a mtnlmum improved surface width of 30' feet with a -
minimum 20• toot wide landscaping and drainage easement on either side of ihe
roadway. Subject to approval under sectlon 10 207 of the Spokane County Fire
Code.
28 All vested owners shali sign and reootd private road documenis as prescribed by
the Spokane County Engineer. These documenis shall be reviewed and approved by
the Spokane County Engineer prtor to reoording with the Spokane County Auditor.
Recording numbers shatl be reierenced on the binding site plan dxument.
29 The toilowing statement shall be placed on the binding site ptan document:
'WARNING• Spokane County has no responsibility to bui{d, improve, maintain or
other wise service the prlvate roeds contained within or providing service to the
property described in Ihis binding site plan. 6y accepting this binding site plan or
subsequently by allowing a bultdinp permlt 1o be issued on property on a prlvate
road. Spokane Ceunty assumes no obligatiOn for said prtvate road and the owners
hereby acknowledge thal the County has no obligation of any kind or nature
whatsoever to establish, examfne, survey, construct, aiter, repatr, tmprove,
maintain, provide drainage or snow removal on a private road. This requfrement
is and shall run with the land and shail be btnding upon the owner, their heirs,
successors or assipns tncludinp the oblipation to participate in the melntenance of
the private road as prov(ded herein.
30 The (oilowing statement shalt be placed on each phase of the binding site plan: "The
owner(s) or suocessor(s) in jnterest agree to suthorize the County to place their
name(s) on a petition lor Ihe formatlon of e Road ImproveMeni Olstrict (R{D) by
the petition method pursuant to Chapter 36.88 RCW, whlch pelitlon Includes the
owner(s) propeny, and lurther not to object, by the slgning of a ballot, the
formation of a RID by the resolution melhod pursuant to Chapter 36 88 RCW,
which resolution includes the owner(s) property. If a RID is tormed by either the
petitcon or resolution method, as provided for in Chapter 36.88 RCW, the
owner(s) or successor(s) iurlher agree: (1) that the improvements or
construction contemplated wilhin the proposed RID is feasible, (2) Ihat the
benefiis to be derived lrom the formation of the RlD by the property included
therein, together with the amount of any County participation, exceeds the cost and

QnUNTY HEALTH DISTRICT C NDITIONS

any on•site sewage disposal permit or building permtt for this project.
2. Sewage disposal method shall be as authorized by the Director of Utiltties. Spokane
County.
3. Water service shatl be ooordinated through the Director ot Utilities. Spokane
County.
4. Water serviCe shall be by an existing public water supply when approved by lhe
Regtonal Englneer (Spokane), State Department of Sxial & Heaith Servlces.
5. Prior to fifing the flnal plat, ihe sponsor shall present evidenoe ihet the piet lies
wiihin the reoorded service area of the water system proposed to serve the plat.
6. A public sewer system wili be made available for the project and indtviduat service
will be provided to each lot prior to sale. Use of Individusl on•site sewaAe disposal
systems shall not be authorized.
7 A statement shal{ be placed 1n the dedication to the effect 1hat: 'A public sewer
syslem wdt be made availabie for the project and individual service wiii be

COUNTY UTILITIES DEPARTMENT CQNDITIONS
1. The dedicatlon shall state: "The owner(s) or Successor(s) in interest agree to

by petition method pursuant io RCW 36.84 which the petition inciudes the
Owner(s) property and turther not to objecl by the stgning of a protest petition

JUILUING & SAFETY DEPARTMENT CONDITIONS
t. The required iire flcw for any butlding or property development is deierrnined by
building size. type ot oonstruction, and proximity of exposures. Required fire
ilows sha{I be based on an evaluation of each building at the time of buliding permit
application.
2 Project is located withln Fire District No. 1. The requlred tire flow is determtned
by the district.

3. Fire hydrants for commercial and tndustrial buildings shall be focated so ihat no
portion of the building exterior is more than 175' feet from the hydrant.
4. Fire hydrants shall be bcated so as to be aocessible to tire apparatus and not be
obstructed by any structure or vegetatton or have the visibility impaired for a
distance of tifty feet in the direction of vehlcular approach to the hydrant.
5. Specific location of hydrants shall be determined by the Fire District.
6. The applicant shall provide veritication from the Fire Distrfct to the Department
of Building and Safety that provisions have been mede for edequate flre protection
prior to the release of buildfng permits.
