I received the above referenced application on October 16, 1998.
I recommend the following conditions of approval for any time extension that may be granted:
• A Professional Engineer, licensed in the State of «'ashington, shall submit final road and
drainage plans, a drainage report and calculations that conform to all current standards and
laws governing stormivater mauagement in Spolcane County. Final drainage plans and a
drainage report shall receive the County Engineer's acceptance prior to release of a
construction or building permit, or approval of the land action.
• The stormwater management systems and roads for this plat shall be consti-ucted and certified
to be constructed in accordance with the accepted i•oad and drainage plans, or all tlle required
improvements must be bonded for ia accordance with Spokane County regulations, prior to
the recording of the final plat. Record drawings and all construction documentation shall be
submitted with the proper certification statement.
• A bond for the anticipated engineering inspection and certification portion of the project shall
be posted with the County Engineer prior to plan acceptance.
• Yf the project is pbased and one phase depends on another phase for access and/or drainage
treatment and disposal, the prior phase shall be completed and cei-tified prior to the submittal
of plans for ttie dependent phase of the development. One foot no access strips on public roads
ivill not be released until the subject phase is completed, certified and accepted by Spokane
County for maintenance. No access through a non certified and non-accepted phase of the
development may be allowed and no plans will be accepted by Spokane County for
construction unless the prior phase is completed and certified by the Sponsor's Engineer.
• Adequate drainage easements, granted to Spokane County and/or an acceptable maintenance
entity, must bc provided for all elements of the drainage plan, in order that proper
maintenance may be performed. Easements for drainage ditches and natural drainage
channels shall be wide enough to contain within the easement the runoff from a 50 year, 24
hour storm event for the contributing basin, plus a 30% freeboard. The easement shall also
include an adequate maintenance access for the drainage course.

T[iIS MATTER, a request for an extension of time from CHD Inc. has been received and was
decided upon, pursuant to Spokane County Subdivision regulation (Chapter III, Section G) and
RCW 58.17.140, on the day o?Ga-~of November, 1996.
FINDINGS OF FACT AND CONCLUSIONS
1. The individual signing below has been properly delegated the responsibility for rendering
this decision by the Director of Spokane County Division of Building and Planning.
2. The proposal was to divide approximately 3.55 acres into 4 tracts for 1 existing single
family residence and 3 new additional residential tracts.
3. The subject preliminary plat was given conditional approval by the Spokane County
Planning Department on October 12, 1993.
4. The proposal is located at tlie northeast corner of Flora Road and Baldwin Avenue, in the
SW 1/4 of Section 7, Township 25 North, Range 45 E.W.M. Spokane County,
Washington.
5. The existing zoning of fihe property described in the application is Urban Residential-3.5
(UR-3.5), which does remains the same since the original preliminary plat approval and
continues to conform to the requirements of the UR-3.5 zone.
6. The preliminary plat is located in an area which was designated by the Spokane County
Comprehensive Plan as Urban, which does remains the same since the original
preliminary plat approval and continues to conform to the Plan.
7. The applicant has requested this extension of time because of cunent litigation and
financial commitment involving the appeal of his adjacent preliminary plat called Flora
Meadows (file no. PE-1706-93), which has prevented him from making any further
progress towards finalizing the proposed short plat. The applicant has indicated tllat he
needs the additional time until a decision on Flora Meadows, scheduled for June 1997,
has been made and to complete the short plat.
8. Although the applicant has not taken any substantial steps towards finalizing his plat, as
stated above, the preliminary short plat as approved remains consistent with the
Generalized Comprehensive Plan for Spokane County insofar as density and other
development consistent with the original approval.
9. The purpose of a time extension is to bring a preliminary approved plat into compliance
with current adopted policies and regulations.
10. The required public notice was provided for this proposal and agencies having a
potential interest in the project were notified and recommendations solicited. No
written comments or recommended conditions were received, except those provided
by the County Division of Building and Planning.
11. This is the first request for a time extension. The total life of the preliminary plat has
been approximately 3 years.
12. This request for an extension of time, as conditioned, represents no significant change in
the approved original preliminary plat and will not be adverse to the public health, safety
and general welfare.
13. The applicant / owner should show substantially greater progress towards complying with
Chapter III, Section G, of the Subdivision ordinance before requesting another extension
of time.
14. All previous Findings of Fact and Conclusions still apply, except as noted above.
DECISION
Based upon the above Findings of Fact and Conclusions, an extension of time request for SP-
860-93 is hereby APPROVED for two (2) years, specifically until;December l, 1998f All the
below conditions imposed shall be binding on the "Applicant", which term sliall include the
owner or owners of the proper-ty, heirs, assigns and successors.
CONDITIONS OF APPROVAL
Those previous Conditions of Approval specified in the Spokane County Planning Department's
Findings and Decision dated October 12, 1993, together with the following updated conditions:

1. This time extension is approved for two (2) years, specifically until December 1, 1998.

) DECISION THIS MATTER, an application for subdivision of land, from CHD Inc., has been received
and decided upon, pursuant to Spokane County Subdivision regulations, on the /-"kday
of October, 1993.
FINDINGS OF FACT AND CONCLUSIONS
1. The ind.ividual signing below has further been properly delegated the responsibility for
rendering the decision by the Spokane County Director of Planning.
2. The proposal is to divide approximately 3.55 acres into four (4) lots for residential uses
and those uses permitted in the underlying zone which may include duplexes for those
lots 20,000 square feet or greater in area.
3. The proposal is generally located east of Flora Road and north of Baldwin Avenue in
the SW 1/4 of Section 7, Township 25 North, Railge 45 E.W.M. Spokane County,
Washington.
4. The existing zoning of the property described in the application is Urban Residential-
3.5 (UR-3.5), previously established as Agricultural (A) zoning in 1957 (ZE-286-57)
and redesignated to Urban Residential-3.5 (UR-3.5) on January l, 1991 consistent
with the Program to Implement the Spokane County Zoning Code. Pursuant to RCW
~ 58.17.195 the proposal does conform to the requirements of the existing Urban
Residential-3.5 (UR-3.5) zone. The Urban Residential-3.5 (UR-3.5) zone does allow
duplexes on lots which are 20,(}(0 squ;lc-c fect in ai-ca or gre<<ler. The :ippl1CFUlI hlis
• proposed duplex units.
5. The Spokane County Comprehensive Plan designates th-is area as Urban. The
development and uses proposed are generally in accord with this category.
6. The site is generally flat and contains an existing single family residence with accessory
. structures. Surrounding uses are primarily residential on urban and small acreage lots
with some nonconforming, large animal keeping, present.
7. The required public notice was provided for this proposal and agencies having a
potential interest in the project were notified and recommendations solicited.
8. Written com.ments were received from an adjoining property owner. Concems
expressed were, inadequate roads, inadequate schools, and loss of wildlife habitat.
.
The proposed short plat has been conditioned to address impacts to roads and public
schools. The Urban Category is not intended to protect wildlife habitat.
9. The site is located within the Public Transit Benefit Area (PTBA). Route #18,
Broadway Feeder, provides service to downtown Spokane.
10. The Spokane County Axterial Road Plan identif'ies Flora Road as a Principle arterial
with an existing width of bQ feet and a proposed width of 100 feet. The County
Engineer has requested dedication of an additional2 feet of right-of -way on Flora
Road and an 18 foot reserve strip to be designated as a Future Acquisition Area.
Sidewalks are required on Flora Road.
The Arterial Road Plan designates Baldwin Avenue as a Local Access Street. The
County Engineer requested dedication of 5 feet of property for additional right of way.
By adopted County standards, sidewalks are not required along Baidwin Avenue.
11. The proposed short plat will be served by a public water system. Waste water disposa]
will be as authorized by the Director of Ut-ilities.
12. The Central Valley School District (No. 356) has commented on the proposed short
plat. The District has indicated that existing school facilities are inadequate to serve the

proposed short plat and has requested the applicant negotiate with the Distiict to provide
appropriate capital facilities as required by the Revised Code of Washington (RCW)
. 58.17.110. The Planning Department must assume that the agency of jurisdiction, in
. this case the Central Valley School District, has made a reasonable request: Approval
of this short plat should include conditions requiring that provisions for appropriate
facilities be in place prior to recording this final plat in the forni of a written agreement
between the property owner and the school district.
13. The Spokane County Parks Department has commented on the proposed short plat.
The Parks Department has requested a voluntary agreement be completed between the
Parks Department and the property owner to mitigate impacts to the County Park
, system. County legal counsel has indicated such agreements can be required. The
Spokane County Planning Department recommends the property owner negotiate with
the Spokane County Parks Department to 'provide for appropriate capital facilities as
. required by the Revised Code of Washington (RCW) 58.17.110. Approval of this
short plat should include conditions requiring that provisions for appropriate facilities
be in place prior to recording this final plat in the form of a written agreement between
the owner and the Spokane County Parks Department.
14. The site was part of a previous preliminary plat proposal known as Flora Meadows
(PE-1706-93). Flora Meadows consisted of 31 residential lots on approximately 9.3
acres. Development approval for Flora Meadows was denied by the Spokane County
. Board of County Commissioners due to the lack of sewers a:id urban like development
which would be inconsistent with surrounding land uses. This proposal consists of
fewer lots and an overall lower density.
15. Recognizing the recommended conditions and Spokane County development standards,
the- proposed short subdivision makes appropriate provisions for the public health,
safety and general welfare and that the public use and interest will be served by platting
the proposed short subdivision.
The short subdivision proposal is generally consistent with RCW 58.17 and the County
subdivision regulations, promoting the public health, safety and general welfare in
accordance with standards established by the state and Spokane County. The Planning
Department has considered the provision of public facilities as cited in RCW 58.17.110
(2). More specifically:
a. open spaces
b. drainage ways
c. public and/or private rights-of-way
d. transit
e. potable water
' f. sanitary waste disposal
g. parks and recreation facilities
h . playgrounds
i. schools and schoolgrounds
j . sidewalks
16. The project is exempt from environmentiC0 review under the State Environrrlental Policy
Act pursuant to WAC 197-11-800 (6) (a).
DECYSION
Based upon the above noted Findings of Fact and Conclusions, Short Plat Applicaaon
SP-860-93 is hereby APPRUVED until November l, 1996, subject to condations noted
below. Most of the conditions of approval shall be accomplished by the applicant and/or
sponsor prior to finalizatiori of the short subdivision. This decision is fina.l unless
appealed in writing, consistent with adopted appeal procedures.
PLANNING DEPARTMENT CONDITIONS
1. All conditions imposed by the Planning Department shall be binding on the
"Applicant", which term shall include the owner or owners of the property, heirs,
assigns and successors.

2. The proposal shdll comply with t1ie Urban IZesidential-3.5 (UIZ-3.5) zones as
amended. -
3. The final plat shall be designed substantially in conformance with the preliminary plat
of record. No increase in density or number of lots shall occur without a change of
condition application submittal and approval. 4. The Planning Director/designee shall review any proposed final plat to ensure
compliance with these Findings and Conditions of Approval.
5. Appropriate road name(s) shall be indicated.
6. The preliminary plat is given conditional approval for three (3) years, specifically to
November 1, 1996. The applicant may request an extension of time by submitting a
written request approximately forty-five (45) days prior to the above expi.ration date.
7. Appropriate utility easements shall be indicated on copies of the proposed final plat.
Written approval of utility easements by appropriate utility companies shall be received
with the submittal of the final plat.
8. Three (3) current certificates of title shall be furnished to the Planning Department prior
to filing the final plat.
9. The Spokane County Planning Department shall prepare and record with the County
Auditor a Title Notice specifying a future land acquisition area for road right-of-way
and utilities. The reserved future acquisition area Title Notice shall be released, in full
or in part, by the*Planning Department. The notice should be recorded within the same
rime frame as an appeal and shall provide the following:
a. At least 18 feet of reserved future a;,quisition area for road right-of-way and
. utilities, in addirion to the existing and/or newly dedicated right-of-way along Flora Road. NOTE: The County Engineer has required 2 feet of new dedication.
b. Future building and other setbacks required by the Spokane County Zoning Code
shall be measured from the reserved future acquisition area.
c. No required landscaping, parking, '208' areas, drainfield or allowed signs should
be located within the future acquisition area for road right-of-way and utilities. If
. any of the above improvements are made within this area, they shall be relocated
at the applicant's expense when roadway improvements are made.
d. The future acquisition area, until acquired, shall be private property and may be
used as allowed in the zone, except that any improvements (such as landscaping,
parking, surface drainage, drainfield, signs or others) shall be considered interim
uses.
e. The property owner shall be responsible for relocating such "interim"
improvements at the time Spokane County makes roadway improvements after acquiring said future acquisition area.
10. The final plat map shall indicate by a clew-, dashed line the required yard setbacks from
all private, "Tract X" or public roads. The dedication shall contain the following
statement:
"Side yard and rear yard setbacks shall be determined at the time building pernuts are
requested unless these setbacks are specifically drafted on this final plat. The setbacks
indicated on this plat may. be varied from if proper zoning approvals are obtained."
11. A plan for water facilities adequate for domestic service and fire protection shall be
approved by the water purveyor, appropriate fire protection district, County Building &
Safety Department and Counry Health District. The agencies wi11 certify on the Water
Plan, prior to the filing of a final plat, that the plan is in conformance with thei.r
respective needs and regulations. The Water Plan and certification shall be drafted on a .
transparency suitable for reproduction and be signed by the plat sponsor.
12. The water purveyor shal] certify that appropriate contractual arrangements and schedule
of improvernents have been made with the plat sponsor for construction of the water

system in accordance with the approved Water Plan. The time schedule shall provide
for completion of the water system and inspection by the appropriate health authorities
prior to application for building permits within the final plat. The arrangements or
, agreements shall include a provision holcling Spokane County and the purveyor
hazmless from claims by any lot purchaser refused a building permit due to the failure
of the subdivision sponsor to sarisfactorily complete the approved water system.
13. The final plat dedication shall contain the following statement:
"The public water system, pursuant to the Water Plan approved by county and state
- health authorities, the local f.re protection d.istrict, County Building & Safety
Department and water purveyor, shall be installed within this subdivision, and the
applicant shall provide for individual domestic water service as well as fire protection to .
each lot prior to sale of each lot and prior to issuance of a building permit for each lot."
14. No building pernut will be issued for any lot within the final plat until certified by a
Washington state-licensed engineer that "the water system has been installed pursuant
to the approved Water Plan for the fina.l plat" including a signed license stamp. The
certification may be in the form of a letter, but is preferred to be certified on a copy of
the Water Plan as a schematic map showing the "as-built" water system.
15. The Water Plan and the above conditions of approval regarding the Wate'r Plan may be . waived by the Planning Director/designee upon receipt of letters from the appropriate
water purveyor and fire protection district stating that simple connections to an existing,
approved water system will provide adequate domesti.c and fire protectYOn water to
ensure the public health, safety and general welfare.
16. A survey is required prior to the filing of a final plat.
17. The owner shall negotiate with the Central Valley School Distiict and Spokane County
Parks Department and submit a recorded copy of the agreement making appropriate
provisions for public schools and parks prior to finalization and recording of this short
plat. The agreement shall provide a written descriprion of the subject property to which
the agreement applies and also state the dollar amount per lot and any other agreed to
mitigating measure(s).
The Owner shall also notify any potential pu.rchasers who have made an agreement to purchase property within said short plat pursuant to the Revised Code of Washington
(58.17.205), that adequate provisions for school facilities and parks must- be made
conditioned on a future agreement between the plattor, school district, and County
Parks Department.
' Voluntary agreements between the Owner, School Dist7-ict, and County Parks sha11
conform to the requirements of the Revised Code of Washington Chapter 82.02.
18. Yn the event the Board of County Commissioner's decision on Flora Meadows is
overturned by the Superior Court and the owner/applicant pursues development of Flora Meadows, this short plat will become null and void. '
COUNTY ENGINEER'S DEPARTMENT CONDITIONS
1. The conditional approval of the plat is given by the County Engineer subj,~ct to
dedication of right-of-way and approval of the road system as indicated in the
preliminary plat of record.
2. Drainage plans and design calculations showing the alignment of drainage facilities
shall be submitted to the County Engineer for approval prior to construction and/or the
filing of the final plat. Drainage plans to be prepared under the direcrion of a licensed
Professional Civil Engineer.
3. No construction work is to be performed within the existing or proposea public right-
of-way until a permit has been issued by the County Engineer. All work is subject to
inspection and approval by the County Engineer. '
4. Individual driveway access permits are required prior to issuance of a bui'ding pennit
for driveway approaches to the county road system.
5. Dedication of 2 feet of additional right-of-way along Flora Road is required.

6. Dedication of S feet of additional right-of-way along Baldwin Avenue is required.
7. A statement sha.ll be placed in plat dedication that no direct access be allowed from lot A
to Flora Road.
8. Existing county roads providing direct access to the plat shall be paved and/or curbed to
Spokane County standards. 9. Sidewalks are required along the arteriaJ on Flora Road.
10. The word "applicant" shall include the owner or owners of the property, his heirs,
assigns and successors.
11. To construct the road improvements stated herein, the applicant may, with the approval of the County Engineer, join in and be a willing participant in any petition or resolution
which purpose is the formation of a Road Improvement District (RID) for said
improvements, pursuant to RCW 36.88, as amended. At such time as an RID is
created or any Road Improvement Project is sanctioned by Spokane County, the
improvements required (curb, sidewalk, drainage control and paving to existing
pavement) will be at the sole expense of the undersigned owner(s), their heixs, grantees
and assigns. This provision is applicable to Flora Road and Baldwin Avenue. 12. As an altemative methai of constructing the road improvements stated herein, the
applicant may, with the approval of the County Engineer, accomplish the road
i.mprovements stated herein by joining and participating in a County Road Project
(CR.P) to the extent of the requi.red road improvements. At such time as an RID is
created or any Road Improvement Project is sanctioned by Spokane County, the
improvements required (curb, sidewalk, drainage control and paving to existing
pavement) will be at the sole expense of the undersYgned owner(s), their heirs, grantees
and assigns. This provision is applicable to Flora Road and Baldwin Avenue.
13. The following statement shall be placed in the plat dedication:
"The owner(s) or successor(s) in interest agree to authorize the County to place their
name(s) on a petition for the formation of a Road Improvement District (RID) by the
petition method pursuant to Chapter 36.88 RCW, which petition includes the owner(s)'
property, and further not to object, by the signing of a ballot, to the formation of an
RID by the resolution method pursuant to Chapter 36.88 RCW, which resolurion
includes the owner(s)' property. If an RID is formed by either the petition or resolution
- method as provided for in Chapter 36.88 RCVV, the owner(s) or successor(s) further
agree:
(a) that the improvement(s) or construction contemplated within the proposed RID is
feasible;
(b) that the benefits to be derived from the formation of the RID by the property
included therein, together with the amount of any County participation, exceed the cost
and expense of formation of the RID; and
(c) that the property within the proposed RID is sufficiently developed.
Provided further that the owner(s) or successor(s) shall retain the right, as
authorized under RCW 36.88.090, to o-)=ect to any assessment(s) on the property as a
result of the improvements callM for in conjunction with the formation of an RID by
either petition or resolution method under Chapter 36.88 RCW, and to appeal to the
Superior Court the decision of the Board of County Commissioners affuming the final
assessment roll.
It is further agreed that at such time as an RID is created or any Road
. Improvement Project is sanctioned by Spokane County, the improvements required
(curb, sidewalk, drainage control and paving) will be at the sole expense of the
undersigned owner(s), their heirs, grantees and assigns without participation by
Spokane County.
The RID waiver contained in this agreement shall expire after ten (10) years from
the date of execution below. However, the owner(s) or successor(s) agFee that if said
RID waiver expires without construction of the required improvements, the owner(s) or
successor(s) agree to construct the requixed improvements at their own expense, pay to

County to complete the same, or furnish a bond or other secuje method suitable to the
County (which may include the execution of another RID waiver agreement) providing
. for or securing to the County the actual construction of the improvements.
All of the requirements of this agreement shall run with the land and shall be ,
binding upon the owner(s), their successor(s) or assign(s)." i his provision is
applicable to Flora Road and Baldwin Avenue.
14. The County Engineer has designated TvDical Roadway Section Number Two, Minor
Arterial standard for the improvement c'Flora Road, which is adjacent to the proposed
development. This wi11 require the add,ition of approximately 12-14 feet of asphalt
along the frontage of the development. The constcuction of curbing and sidewalk is
also requued.
15. The County Engineer has designated Typical Roadway Section Number Two, Local
Access standard for the improvement of Baldwin Avenue, which is adjacent to the
proposed development. This will requu-e the add.ition of approximately 10-12 feet of
asphalt along the frontage of the development. The construction of curbing is also
required.
16. The proposed subdivision shall be improved to the standards set forth in Spokane
. County Board of Commissioners Resolution No. 80-1592, as amended, which
resolution establishes regulations for roads, approaches, drainage and fees in new
construction.
17. The Counry Engineer has examined this development proposal and has determined that
the impact of this proposal upon the existing county road system warrants the
ded.ication of additional right-of-way and the roadway improvements herein specified.
18. The applicant shall dedicate the applicable radius on Flora Road and Baldwin Avenue.
19. The Counry Arterial Road Plan identifies Flora Road as a Principle arterial. The
existing right-of-way width of 60 feet is not consistent with that specified in the Plan.
In order to implement the Arterial Road Plan, in addition to the required right-of-way
dedicarion, a strip of property 18 feet in width along the Flora Road frontage shall be
set aside in reserve. This property may be acquired by Spokane County at the time .
when arterial unprovements are made to Flora Road. 20. There may exist utilities, either underground or overhead, affecting the subject
property, including property to be dedicated or set aside for future acquisition.
Spokane County assumes no financial obligation for adjustments or relocarion
' regarding these utilities. Applicant(s) should check with the applicable utility purveyor
and the Spokane County Engineer to deternune whether applicant(s) or the utiliry is
responsible for adjustment or relocation costs and to make an-angements for any
necessary work.
COUNTY HEALTH DISTRICT CONDITIONS
1. The final plat shall be designed as indicated on the preliminary plat of record and/or any
attached sheets as noted.
2. Appropriate urility easements shall be in-licated on copies of the preliminary plat of
record for distribution by the Planning D:,partment to the utility companies, Spokane
County Engineer and the Spokane County Health District. Written approval of the
easements by the utility companies must be received prior to the submittal of the final
plat.

Spokane County Health District that an adequate and potable water supply is available
to each tract of the plat.
7. Prior to filing the final plat, the sponsor shall present evidence that the plat lies within
the recorded service area of the water system proposed to serve the plat.
8. Prior to filing the final plat, the sponsor shall demonstrate to the satisfacrion of the
Spokane County Health District that suitable sites for on-site sewage disposal systems .
are avai.lable on tracts A, B, & D. '
9. Prior to filing the final plat, the sponsor shall demonstrate to the satisfaction of the
Spokane County Health District that the existing on-site sewage disposal system
serving the residence located on tract C is wholly located within the boundaries of the
tract.
10. Subject to specific application approval and issuance of pernuts by the health officer,
the use of individual on-site sewage disposal systems may be authorized.
11. The dedicatory language of the plat will state: "Subject to specific application approva]
and issuance of pernuts by the Health Officer, the use of on-site sewage systems may
be authorized."
12. The dedicatory language on the plat shall state: "Use of private wells and water
systems is prohibited."
13. The final plat dedicarion shall contain rhe following statement: "The public water
system, pursuant to the water plan approved by county and state health authorities, the
local fi.re protection district, County Building and Safety Department, and water
purveyor, shall be installed within this subc'.ivision and the applicant shall provide for
individual domestic water service as weli as fire protecdon to each lot/tract prioz- to sale
of each lot/tract and prior to issuance of a building permit for each tract."
COUNTY UTILITIES DEPARTMENT CONDITIONS
1. Pursuant to the Board of County Commissioners Resolurion No. 80-041$, the use af
on-site sewer disposal systems is hereby authorized. This authorization is condihoned
on compliance with all rules and regulations of the Spokane County Health District and
is further condiaoned and subject to specific application approval and issuance of
permits by the Health District.
- 2. The dedication shall state:
"The owner(s) or successor(s) in interest agree to authorize the County to place their
name(s) on a petition for the formation of ULID by perition method pursuant to RCW
36.94, which petition includes the owner(s)' property; and further not to object by the
signing of a protest petition against the formation of a ULID by resolution method
pursuant to RCW Chapter 36.94 which includes the owner(s)' property. PROViUED,
this condition shall not prohibit the owner(s) or successor(s) fronl objecting to any
assessment(s) on the property as a result of improvements called for in conjuncaon
with the formation of a ULID by either petition or resolution method under RCW
Chapter 36.94."
3. Any water service for this project shal.l be provided in accordance with the Coordinated
Water System Plan for Spokane County, as amended.
4. The dedication sha11 state: "Each new dwelling unit shall be double-plumbed for
connection to future areawide collection systems."

The followinq "Conditions of Approval" for the above referenaed subdivision
are submitted to the Spokane County Planninq Department for inclusioa in the
"Findinqs and Order" should the short plat be approved.
E 1 That conditional approval of the plat by the County Engineer is given
subject to dedication of Right-of-Way and approval of the road system as
indicated in the preliminary plat of record.
E 3 That drainage plans and design calculations showing the alignment of
drainage facilities be submitted to the County Engineer for approval
prior to construction and/or the filing of the final plat. Drainage
plans to be prepared under the direction of a licensed Professional
Civil Engineer.
E 6 No construction work is to be performed within the existing or proposed
Public Right-of-Way until a permit has been issued by the County
Engineer. All work is subject to inspection and appreval by the County
Engineer.
E12 The applicant should be advised that individual driveway access permits
are required prior to issuance of a building permit for driveway
approaches to the County road system.
E13 Dedication of 2 feet of additional Right-of-Way along Flora Road.
E14 A statement shall be placed in plat dedication that no direct access be

participant in any petition or resolution which purposes is t.he

pursuant to RCW 36.88, as amended. At such time as an RID is created or
any Road Improvement Project is sanctioned by Spokane County, the
improvements required (curb, sidewalk, drainage control and paving to

Road and Baldwin Avenue.
E21 As an alternative method of constructing the road improvement stated
herein, the applicant may, with the approval of the County Engineer,

approxirnately 12-14 feet of asphalt along tlhe frontage of the
develapment. The construativn of curbing and sidewalk is also required.
E24 The County Engineer has designate,d Typical Roadway Sectian Number Two~
Local Access Standard far the improvement of Baldwin Avenue which is
adjacent to the proposed develapinent. This w-ill require the additivn of

Arterial. The existing right of way width of 60 feet is not consistent
with that specified in The Plan. In order to implement the Arterial
Road Plan it is recommended that in addition to the required right of
way dedication, a strip of property 16 feet in width along the Flora
Road frontage be set aside in reserve. This property may be acquired by
Spokane County at the time when Arterial Improvements are made to Flora
Road.
E90 The applicant should be advised that there may exist utilities either
underground or overhead affecting the applicants propericy, including
property to be dedicated or set aside for future acquisition. Spokane
County will assume no financial obligation for adjustments or relocation
regarding these utilities. The applicant should check with the
applicable utilities and Spokane County Engineer to determine whether
the applicant or utility is responsible for adjustment or relocation
costs and to make arrangements for any necessary work.
