The County Engineerin+g Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the numbex and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
Short Plat 86-457
Binding Site Plan No. BSF-88-21
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainaqe plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. Marietta
All required construction (sidewalk) within the Public Road
Right of Way is to be completed prior to the release of a
building permit or a financial quaranty in an amount estimated by
the County Engineer to cover the cost of construction or
improvements shall be filed with the County Engineer. Required
plans are to be submitted prior to estimating the amount of the
financial guaranty or permit release.

2. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineering
Department for any new or improved driveway
approaches to the following streets:
a. Marietta
D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County £ngineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic enqineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illeqal to back out onto the Right of Way.
E) Utility Condition: Permittee ia responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and siqn Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this docwaent is executed. This
docwaaent is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
The applicant or his representative has been given a minimum
requirements list. This list is not inclusive of all the
requirements needed but should be used as a minimum guideline.
Without the "minimwn" requirements the Engineers Department may
not be able to perform a complete review of the project and could
result in prolonqing the period before permit issuance. Only
after all the information and requirements listed above are
supplied or completed and the necessary review has been
accoiaplished will your building permit be released.

A review of the ebove referenced project has been accomplished. The list below is a
summary of the items that need to be addressed. Please refer to the enclosed check prints
for complete comments.
v1. ~ The right-of-way for Marietta Avenue as shown on your plan is
incorrect. The distance from the centerline to the property Ime
should be 41'. The►e is no easement for a meandenng sidewatk
across the front of this parcel. Due to the constraints of the
/ parcel, we will accept sidewalk up against the curb. Ptease revise.
~~2. The road to the east of the site is a privete road and therefore
~ shoutd be labeled es Pioneer Lane.
`3. Provide spot elevetions as mdiceted
4Q The approaches on Marietta need to meet County standards.
The plan shows a redius approach, which does not meet
standards nor match the detail shown. The other approach
on Pioneer Lane may have the radius type approach
since they serve the fire trucks.
Q5 Approach permits are requiFed for all approaches to County roads.

~6. The calcutation for swate #1 are incorrect, the storage required

FINDINGS OF FACT ANO CONCLUSION
1. The proposal is to divide 6.4 acres into 3 lots for the development of
uses allowed within Manufacturing zone.
2. The proposal fs located adjacent to and easterly of Sullivan Road in the
southwest corner of the property known as the Spokane Industrial Park in
Spokane County in Section 12, Township 25N, Range 44 E.W.M.
3. The current zoning of the property is Manufacturing. The prvposed lot
sizes, frontage and intended uses are allowed within this tone.
4. The Spokane County Comprehensive Plan designates this area as
Industrial. The density and uses proposed are in accord with thfs
plannfng category.

5. The required public notice was provided for this proposal and agencies
having a potential interest in the project were notified and asked for
recontnendat i ons .
6. That no one in the area conmented on the proposal.
7. That in consideration of the recomnended conditions and Spokane County
deveTopment standards, the proposal is not detrimental to the publlc
health, safety and general welfare.
8. That the project is exempt from environmental review under the State
Environmental Policy Act. •
DECISION
Based upon the above noted Findings of Fact, Short Plat Application
SP-86-457 is hereby APPROVED subject to conditions which sha11 be complied
with by the applicant and/or sponsor prior to finalization of the short plat.

PLANNING DEPARTMENT
11 That the preliminary plat be given conditional approval to September 1,
1989. The Short Plat Administrator may administratively approve a
request for a one year extension of time if the sponsor submits a
written request forty-five (45) days priar to the above expiration
date. A request for an Extension of Time may sub3ect the proposal to
new conditions required by reviewing agencies.
2. That the plat be designed as indicated on the preliminary plat of record
and/or attached sheets as noted.
3. That appropriate street names be indicated.
4. That appropriate utility easements be indicated on copies of the
approved preliminary plat for distribution to the Planning Department
and the utility companies. Written approval of the easements by the
utility company must be received prior to the submittal of the final
plat.

6. That a survey be required prior to the filing of a final p1at.
COUNTY ENGINEERS
1. That conditional approval of the plat by the County Engineer is given
subject to dedication of Right-of-Way and approval of the road system.
2. That the plans, profiles and cross sections as designed to County
standards showing proposed street centerline and curb grades be
submitted to the County Engineer for approval prlor to construction
and/or the fil ing of a final plat; road plans to be prepared under the
direction of a licensed Professional Civil Engineer. This condit3on is
applicable to the right turn lane and Tract X easement required by these
conditions.
3. That drainage plans and design calculations showing the alignment of
drainage facilities be submitted to the County Engineer for approval
prior to construction and/or the filing of each final plat. Drainage
plans to be prepared under the direction of a licensed Professional
C1vi1 Engineer. .
4. The applicant should be advised that individual driveway access permits
are required prior to issuance of a building permit for driveway
approaches to the County road system.p
5. A statement shall be placed in plat dedication that no direct access be
allowed from Lots A and C to Sullivan Road.
6. Existing County roads providing direct access to the plat shall be paved
and/or curbed to Spokane County standards.
7. The word "applicant" shall include the owner or owners of the property,
his heirs, assigns and successors. The Applicant shall be responsible
for the construction of a right turn lane along Su111van Road which wi 11
accommodate turning movements into the proposed development.
8. To construct the road improvements stated herein, the applicant may.
with the approval of the County Engineer, join in and be a willing
participant in any petition or resolution which purposes is the
formation of a Road Improvement District (RID) for said improvements
pursuant to RCW 36.88, as amended. At such time as an RID is created or
any Road Improvement Project is sanctioned by Spokane County, the
improvements required (curb, sidewalk, drainage control and paving to
existing pavement) wi11 be at the sole expense of the undersigned owner,
their heirs, grantees and assigns.

9. As an alternative rnethod of constructing the road improvement stated
herein, the applicant may, with the approval of the County Engineer,
accomplish the road 9mprovements stated herein by joining and
participating in a County Road project (CRP) to the extent of the
required road improvement. At such time as an RID is created or any
Road Improvement Project is sanctioned by Spokane County, the
improvements required (curb, sidewalk, drainage control and paving to
existing pavement) wi11 be at the sole expense of the undersigned owner,
their heirs, grantees and assigns.
10. That the followfng statement be placed in the plat dedication: pThe
owner(s) or successor(s) in interest agree to authoriie the County to
place their name(s) on a petition fvr the formation of a Road
Improvement District (RIO) by the petition method pursuant to Chapter
36.88 RCW, which petition fncludes the owner(s) property, and further
not to object, by the signing of a ballot, the formation of a RIO by the
resolution method pursuant to Chapter 36.88 RCW, which resolution
includes the owner(s) property. If a RIO is formed by either the
petition or resolution method, as provided for in Chapter 36.88 RCW, the
owner(s) or successor(s) further agree: (1) that the improvements or
construction contemplated within the proposed RIO is feasible, (Z) that
the benefits to be derived from the formation of the RID by the property
included therein, together with the amount of any County participation,
exceeds the cost and expense of formation of the RID, and (3) that the
property within the rvposed RID is sufficiently developed. Provided,
further, the owner(s~ or successor(s) shall retain the right, as
authorized under RCW 36.88.090, to object to any assessment(s) on the
property as a result of the improvements called for in conjunction with
the formation of a RIO by either petition or resolutlon method under
Chapter 36.88 RCW.
11. The proposed private road(s) as shown on the preliminary plat serving
one lot with no extension possible is approved by the County Engineer.
12. That private road(s) be improved to Spokane County standard for a
private road Urban-Suburban standard serving one lot. Subject to
approval under Section 10.207 of the Spokane County Fire Code.
13. All vested owners shall sign and record private road documents as
prescribed by the Spokane County Engineer. These documents shall be
reviewed and approved by the Spokane County Engineer prior to recording
with the Spokane County Auditor. Recording numbers shall be referenced
in the dedicatory languagea of the plat.
14. That the following statement be placed in the plat dedication:
pWARNING: Spokane County has no responsibility to build, improve,
maintain, or otherwise service the private roads contained within or
providing service to the property described in this plat. By accepting
this plat or subsequently by allowing a building permit to be issued on
property on a private road, Spokane County assumes no obligation for
said private road and the owners hereby acknowledge that the County has
no obligation of any kind or nature whatsoever to establish, examine,
survey, construct, alter, repair, improve, malntain, provide drainage or
snow removal on a private road. This requirement is and shall run with
the land and shall be binding upon the owner, their heirs, successors or
assigns including the obligation to participate in the maintenance of
the private road as provided herein".
15. The proposed plat shall be improved to the standards set forth in
Spokane County Board of Commissioners Resolution Ho. 80-1592, as
amended, which establishes regulations for roads, approaches, drainage,
and fees in new construction.
16. The County Engineer has examined this development proposal and has
determined that the lmpact of this proposal upon the existing County
Road System warrants the dedication of additional right-of-way and the
roadway improvements herein specified.

17. That the following statement must appear in the dedicatory language of
the p1at: The private road as shown hereon is an easement which
provides a means of ingress and egress for those lots within the plat
having frontage thereon.
18. That a 60 ft. wide "Tract X" future publ ic right of way tract shal l be
provided along the north property line of Parcel pA". This easement
shail extend from the west property line to the east property line. If
the easement is located within the boundary of the proposed p1at, it
shall be depicted on the final plat. If it is to be located north of
the plat boundary the applicant shall record those documents prescribed
by the County Engineer and refer to the recording number in the plat
dedication. The purpose of this easement is to serve as a means of
access to parcels within the plat as well as provide for future public
road access to adjolning parcets. The gplicant shall be responsible
for installation of traffic signals at e new intersection. Condit9ons
8, 9 8 10 are applicable to signal installation and construction of a
right turn lane on Sullivan Road.
19. SulliVan Road is a designated major arterial. The development of this
property will give rise in the future to the need for a right turn lane
which will serve the uTract X" future public right of way tract.
Suff i c i ent ri ght of way does not ex i st a 1 ong Su 11 i van Road to permi t
construction of the right turn lane. Therefore, the applicant shall
deed the right of way which is necessary for the addition of this
lane. The applicant shall deed a 40 ft. radius at the intersection of
Sullivan Road and the "Tract X° easement. Right of way dedication for
the right turn lane sfiall be based upon the design of the lane. This
design is to be reviewed and approved by the County Engineer as
specified in Condition #Z.
COUNTY HEALTH DISTRICT
1. Sewage disposal method shall be as authorized by the Director of
Utilities, Spokane County.
2. A statement shall be placed in the dedication to the effect that: pA
public sewer system will be made available for the plat and individual
service wfll be provided to each tract prior to•sale. Use of individual
on-site sewage disposal systems shall not be authorized.° Note: The
public sewer system which will serve the project is under the purvfew of
the Department of Ecoiogy.
3. Water service shall be by an existing public water supply when approved
by the Regional Engineer (Spokane), State Department of Soc1a1 & Health
Services..
4. Prior to filing the final plat, the sponsor shall present evidence that
the plat lies within the recorded service area of the water system
proposed to serve the plat. The dedicatory language on the plat shall
state: "Use of private we11s and water systems is prohibited.p
6. The plat dedication will contain a statement to the effect that: "The
public water system as approved by County and State health authorities
and the local fire district and purveyor will be installed withln this
plat, and the subdivider will provide for individual domestic water
service as well as flre protectlon to each tract prlor to sale of each
tract.0

COUNTY UTILITIES
1. The dedication shall state: "The owner(s) or Successor(s) in interest
agree to authorize the County to place their name(s) on a petition for
the formation of ULID by petition method pursuant to RCW 36.94 which the
petition includes the Owner(s) property and further not to object by the
signing of a protest petition against the formation of a ULID by
resolution method pursuant to RCW Chapter 36.94 which includes the
Owner(s) property. PROYIDED, this condition shall not prohibit the
owner(s) or successor(s) from objection to any assessment(s) on the the
property as a result of improvements called for in conjunction with the
formation of a ULID by either petition or reso]ution method under RCW
Chapter 36.94.
2. Any water service for this project shall be provided in accordance with
the Coordinated Water System Plan for Spokane County, as amended.
3. Any sewerage service for this project shall be provided in accordance
with the Comprehensive Wastewater Management Plan for Spokane County, as
amended.

A review of the above referenced project has been accompiished. The list below is
a summary of the items that need to be addressed. Please refer to the enclosed check
prints for complete comments.
1. Label the s+dewaik width on the plan as 6'. The sidewalk only scales to
4'-5'.
2. Draw the 30' driveway to the east to scale.
3. The dimension of the approaches shouid be measured at the flat bottom
portion as indicated in detail 7 as 'W'.
4. Swale B will not fit in the area as indicated. With 3:1 sideslopes the
swale will have to be revised to 12' x 27' in order to fit and provide
adequate area. Please revise.
5. Provide spot elevations as jndicated
6. Revise the detait for Swale A as shown.

bvnding for the sidewalk improvemenis. We are requiring that in lieu
of the bond, that Mr. Rod Tedrow sign the attached Letter of

This agreement between Spokane County and Spokane Valley Fire Protection District

LETTER OF UNDERSTANDING
This agreement between Spokane County and Spokane Valley Fire Protection District
No. 1 is entered into this S.1 gr day of _&11,4 C g , 1994. This agreement is
appiicable to the project known as: Fire Station No. 5 at 15510 E. Marietta Avenue.
That the individuals and parties named herein as having an interest in the above
described property or project agree to the following:
1. The County has agreed to release the building permit for said project
without receiving the required financial guarantee for construction
of sidewalk along the frontage of Marietta Avenue.
2. A Certificate of Occupancy will be withheld until the sidewalk is
. constructed to County standards as required as a condition of this permit.

closer to Sullivan Road (west). Tbis would place the west edge of the cutb drop 150' from
ihe centerline af Sullivan Road
I understand that thete is A possible conflict with the traffic engineer's requireaients. I am
requesting that you review it with him, and advise if, from a traffic standpaint, tlsis possible
reviscd plan is something we could pursue.
