The following information must be provided in order for us to proceed with our review. A) For any new hard surface area, for an asphaltic roof, or a roof containing HVAC machinery, a drainage plan for the site shall be prepared in compliance with Spokane County "Guidelines for Stormwater Management". At a minimum the plan must contain: 1. Drainage calculations for stormwater volumes generated on site. 2. Calculations for total impervious surfaces contained within the site. 3. Finished grade elevations for structures to be constructed on site. 4. Finished grade elevations at the top and bottom of the 208 swale. 5. A typical cross section of the 208 swale. 6. Calculations to justify the numbex and type of drywells proposed. 7. Elevation of drywell inlets where applicable. 8. Copy of the proposed landscape plan. B) The subject property is affected by the "Findings and Order" and the "Conditions of Approval" for the following land use action: Short Plat 86-457 Binding Site Plan No. BSF-88-21 C) The following improvements within adjacent Right of Way are required prior to the release of a building permit: 1. You must submit road and drainaqe plans for street improvements. These must be prepared by an engineer. Plans must be prepared for the following streets: a. Marietta All required construction (sidewalk) within the Public Road Right of Way is to be completed prior to the release of a building permit or a financial quaranty in an amount estimated by the County Engineer to cover the cost of construction or improvements shall be filed with the County Engineer. Approach permits must be obtained, after a site plan has been approved, and before the issuance of a building permit, from the County Engineering Department for any new or improved driveway approaches to the following streets: a. Marietta D) Insufficient information was submitted with the proposal. We are unable to proceed with our review. We will need the following before we can proceed: 1. Site Plan. 2. Drainage plan as specified. 3. other information: a. A parking and traffic circulation plan shall be submitted and approved by the Spokane County £ngineer. The design, location and arrangement of parking stalls shall be in accordance with standard traffic enqineering practices. Paving as required by the County Planning Ordinance, will be required for any portion of the project which is to be occupied or traveled by vehicles. It is illeqal to back out onto the Right of Way. E) Utility Condition: Permittee ia responsible for arranging for all necessary utility adjustments or relocation as required for completion of the improvement. F) The owner of the property or the authorized representative must complete and siqn Spokane County Engineers "Agreement to Pay Fees". This document must be returned to the County Engineers Office. Plan review will not be completed until this docwaent is executed. This docwaaent is attached to these comments. Please return the completed Agreement to your contact person at the Engineers Department. The applicant or his representative has been given a minimum requirements list. This list is not inclusive of all the requirements needed but should be used as a minimum guideline. Without the "minimwn" requirements the Engineers Department may not be able to perform a complete review of the project and could result in prolonqing the period before permit issuance. Please refer to the enclosed check prints for complete comments. v1. ~ The right-of-way for Marietta Avenue as shown on your plan is incorrect. The distance from the centerline to the property Ime should be 41'. The►e is no easement for a meandenng sidewatk across the front of this parcel. Due to the constraints of the / parcel, we will accept sidewalk up against the curb. Ptease revise. ~~2. The road to the east of the site is a privete road and therefore ~ shoutd be labeled es Pioneer Lane. `3. Provide spot elevetions as mdiceted 4Q The approaches on Marietta need to meet County standards. The plan shows a redius approach, which does not meet standards nor match the detail shown. The other approach on Pioneer Lane may have the radius type approach since they serve the fire trucks.
