I. General Overview - The owner, Affordable Custom Cabinets, is proposing to construct a
5,230. square foot addition to an existing building to be used as a shop and warehouse.
Matenals and eqtupment (gnnders, etc.) will be stored in praposed. Light maintrenance on
equipment will also be done in the propossd. Restrmms with a shower are also proposed.
Proposad will be two (2) story with an office located on the second floor. A Gareta~Icers
residence with a carport exists on the site and is occupied by the applicant. Also proposea is
enclosing the carport. No signs or outdoor storage is proposed.

1. Planning Department (456-2205) - Francine Shaw
A. Discussion Items
l. The proposed is located in an I-2 zone. The proposed use appears to be
allowed in the zone. Francine Shaw will verify with her supervisors if ma,chine
maintenance is allowable in the zone.
2. The proposed is located on parcel number 12544-0103 and is effeeted by
Zone Change ZE-225-57 for which there are no conditions. _
3. Please submit a floor plan for both floors illustrating the square footage of
each type of use for parldng requirements to be de~ermined. Par~ng
requirements will be based on one (1) parking stall for e,ach 400 square feet of
shop area, one (1) garking stall for each 2,000 squane feet of warehouse area,
plus two (2) parking stalls are nequired for the caretaloer's residenae.
4. Please illustrate on the revised site plans all traffic oontrol devives.
5. Please identify the location and direction of illumination for any groposed
lighting.
6. Please illuswate aU existing and proposed fencing on the revised site plans,
indicating location and height. Fencing may be up to eight (8) feet in height.
7. Please submit the valuation of the existing building and the valuation of the
remodel. If the valuation of the remodeling is greater than SO% of the valuation
of the existing building, the following additional landscaping will.berequired
a five (5) foot strip of Type III landscaping along Flora Road antlvn the vicuuty
of the development and outside of the oounty right-of-way. Please illustrate the
existing landscaping on the revised site plans.
8. Requirements of the I-2 zone state that no operation produce heat perceptible
firom any property line of the site, that no glare-producirig processes be visiblc
beyond the property lute of the site, and that the noise staadards in WAC 173-60
be met Also, all requirements and standards of applicable fedesal, state, and
local agencies' statues, laws, and ordinaaces with regards to protscting the soil,
ground, and surface waLer, air, and human health must be met.
B. Pennit Release Requirements
1. Please submit an estimate from a nursery including size, type, quantity of
Iandscaping, itemized cost of the irri.gation system, and the cost of labor along
with a promissory letter from the owner stating the landscaping will be installed.
2. Please submit a revised site plan illustrating the use of the building, the
square footage of use, tiaffic control devices, lighting, fencing, landscaping, and
setbacks for review and approval.
3. Pleasa submit the valuadon of the existing building and the remodel.

A. Discussion Items
1. Commerits were given to the applicant and the Department of Buildings by
Pat Harper. Bob Turner is tbe contact person for the proposad.
2. Please submit a drainage plan for the site that is in oompliance with Spokane
County Guidelines for Staormwater Management, Iiem A of the comments
addresses the requirements.
3. Please submit noad and drainage plans prepared by . an engiaeer for road
improvements to Flora Road. All requirod road construcaon shall be completied
prior to pernut issuance or a bond in an amount estimated by the County
Engineer to cover the cost of construction shall be submitted. The appLicant was
advised to submit the road and drainage plans as soon as possible so that permit
issuance would not be delayed.
As an alcernative, a RID/CRP Agreement, Notice to the Public No. 6, for Flora
Road may be r+ecorded. Plea.se submit a copy of the revorded property deed to
the Division of Bagineering & Roads so that the agreement can be prepared.
Flora Road is not consistent in right-of-way widtb. In some locations, it is 80
feet in width. Pat Hazper will work with the applicant after the meeting to
determine the width fronting on the site.
4. Approach permits shall be obtained for new driveway approaches along
Flora/Montgomery. The ap licant indicatsd that he is not proposu~g to change
the curnent approach to the s~te.
5. An Agroement to Pay Fees was given to the applicar►t during the meeting.
The agreement is to be signed, by the owner aad returned to the Division of
Bngineering & Roads. Plan review will not be oompleted until ttus document is
executed.
B. Permit Release Reyuirements
1. Ple,ase submit a drainage plan as described above for review and approval.
2. Please submic road and drainage plans prepared by an engineer for road
improvements on Flora Road or a RID/CRP Agreement.

M. Health Dismct (324-1577) - Daryl Way
A. Discussion Items
1. Comments were given to the applicant and the Department of Buildings by
Daryl Way. He is the contact person for the proposed.
1. The water purveyor for the proposed is Consolidated Irrigation Distdct No.
19 (924-3655). Please contact the water purveyor to review requirements for
back flow preventers.

septic systecn must have a riser to grade elevation equipped with an uon ring and
hd. Please barricade the drainfield in such a manner as to preclude vehicles from
crossing over it.
An on-sitie sewage disposal system exists for the caretaker's residence.
3. Ple.ase submit a critical materials list to the Department of Buildings for
review. If it is determined that the proposed is a critical matesials user, the
owner will be required to sign a Sampling Agreement. The agreement allows the
Health District to sample the effluent of the septic tank on an annual basis. All
costs for sample retrievai and analysis shall be paud by the owner. _
4. All construction debris shall be taken to a hcensed landfill.
B. Perimit Release Requirements
1. Please apply for an on-site sewage dispmsal system.
2. If pmposed is a critical materials user, please file a SampLng Agreement.
IV. Spokane County Air Pollution Control Authority (456-4727) - Kelle Vigeland
A. Discussion Items
1. Cornments were given to the applicant and the Degartment of Buildings by
Kelle Vigeland.
2. Proposed must.meex all air pollution regulations, including those dealing with
dust enussions dunrig construction and exc,avaaon projects.
3. Any processing or equipment which produces air emissions may require a
Notice of Construction and application for approval.
4. All traveled surfaces are required to be paved.
V. Fire District No. 1(928 2462)
A. Discussion Iterns
1. Fire flow for the proposed has been calculated for 4,500 G.P.M..
2. 'Iwvo (2) fire hydrants exist (one on Montgomery and one on Flora) which
provide approximately 2,500 - 3,000 G.P.M..
One (1) fire hydrant is required to be installed by the driveway to the site and
shall be ihstalled as per an approved water plan. Prior to the preparation of the
water plan, the applicant shall contact Consalidated Irrigation District No. 19 at
9124-3655 as soon as possible to obtain the purveyor requirements includuig
specifications. The water plan shall oontain the location of the hydrant, hydrant
assembly detail, and plumbing detail. The water plan shall be subnuued to the
Fic+e Distnct and water purveyor for approval pnor to installation. The fire
hydrant(s) shall be uist.alled prior to occupancy.

Even with the installation of the additional fir+e hydrant, the Fire District doubts
thait the fire flow will be met. Discussion was held with the applicant reganding
his options for achieving the required fire flow. In addition to the insWlation of
the new fire hydrant, the applicant may install a heat and sniok,e detection, system
which is centrally inonitored or install a sprmkler system. Please subnut plans
for the sprinkler system to the Fum District if that is the option chosen to reach
the required fire flow.
3. A lock (Knox) box entry system for, fire department personnel access is
required to be installed. Forms for orderu~g was given to the applicant. The
completed forms are to be returned to the Fire Distnct prior to release of the
buildung pernut. The box shall be installed prior to occupancy. ~
B. Pernut Release Requirements
1. The order form for the lock (Knox) box entry system shall be submittred to the
Fire District prior to r+elease of the building permit.
VI. Degartment of Buildings (456-3675) - Jun Mascardo
A. Discussion Items
1. Plan review has been completeci oa the site plan only by Jun Mascardo.
2. The proposed building is being classified as a B-1.
3. The pmposed shall meet the minimum requirement of the ltegulations for
Bairrier Free Facilities. Proposed should also comply with the provisions of the
American Disabilities AcL The Deparhnent of buildings will not be r~equiring
compliance with this act until it is adopted as part of the Washiagbon State
Barrier Free Regulations, wluch is not expected to occur until July , 1992. For
information about the Americans with Disabilities Act, call 1-800-435 7232.
Please locate the handicap parlQng stall adjacent to the proposed building insbead
of at the caretaker's residenoe. All restrooms must meet the requirements of the
Regulations for Bazrier Free Facilities.
4. A one-hour fire wali is required along the east side of the proposed building
adjacent to the car~etaker's resi ence.
5. A one-hour fire wall with a parapet is required along the south side of the
proposed budding. Any opening(s) must be prot,acted with 3I4-hour fire
protection rated door/window.
6. 'The onc-hour fi.re wall along the west side of the proposed buildiag with no
parapets is adequate as illustrated.
7. Please subnut an updated critical materials list for review.
8. The front page (cover sheet) of the construction drawings shaU contain, at a
minimum, the professional stamp with an original dated signature. This vover
sheet shall include tbe building address, legal descnptton and index of pages
being submitted under the professional stamp.

American Disabilities Act. The Department of buildings will not be requiring
compliance with this act until it is adopted as part of the. Washington State
Bamer Free ltegulations, which is not expected to occur unhl July , 1992. For

Please locate the handicap parking stall adjacent tio the proposed building instead
of at the careWer's residence. All restrooms must meet the raquirements of the

5. A one-hour fire wall with a parapet is required along the south side of the
proposed building. Any opening(s) must be protected with 3/4-hour fire

8. The front gage (cover sheet) of the construction drawings shall contain, at a

The County Engineering Department has completed a review of
the above referenced project. The followinq inforniation must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HIAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimwn the plan must contain:
1. Drainaqe calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished qrade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The followinq improvements within ad j acent Right of Way
are required prior to the release of a building permit:
1. You must submit road and draiuage plans for street
iinprovements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. Flara
2. As an alternative to the required road improvelnents
the County will accept an RID/CRP aqreement
"Notice to Public No. 6" on the property.
3. Please submit a copy of a recorded property deed
from the Auditors office for the subject property.
Upon receipt of the deed our staff will prepare the
the RID/CRP agreement.
4. Approach permits must be obtained from the County
Engineering Department for driveway approaches to
Flora/Montqomery.

The existing approach for parcel #45124.0103 currently lies within the right-of-way
for Flora Road I hereby acknowledge that upon improvement of Flora Road this
approach will have to be relocated to accommodate such improvements. The cost of
relocating this approach will be at the expense of the property owner.
