Resolution 80-1592 attachment C, as amended. The fees will
be based on actual salary costs incurred by Spokane County
for project reviews and / or inspections plus a ten percent
administrative charge, and will be billed monthly as
accrued.
2. The undersigned agrees that these fees are due and payable

The County Engineering Department has completed a review of
the above•referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
/ Spokane County "Guidelines for Stormwater Management". At
~ .
a Yninimum the plan must contain:
~ )OV 1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
~ 6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.

44 B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
`land use action:
1. Binding Site Plan No. 88-21
C) The followinq improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. Road and drainage plans for street improvements
have been prepared. Please coordinate these plans
with the new site plan, i.e. correlate elevations
of the site and the road. Please address the
location of the approved swale for Marietta that is
in front of your property and your proposed access
off of Marietta. This swale extends for 180 feet
into your property from the west property line.
2. Approach permits must be obtained from the County
Engineerinq Department for driveway approaches to
the followinq streets:
a. Marietta Ave.
Note: Only one access is allowed to each Marietta
Ave. and Second.

D) Insuff icient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. Correlate the road plans and the site plan as
specif ied.
b. Please address the location of the approved
swale for Marietta and your proposed Marietta
access.
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the i.mprovement.
F) The owner of the property or the authorized
representative must complete and siqn Spokane County
Engineers "Agreement to Pay Fees". This docuntent must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
Only after all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your building permit be released.

SCOPE/PROJECT DESCRIPTION:

I. General Overview - The owner, Spokane Industrial Park is
groposinq to construct a cne story, 17,498 square foot building to
be leased to CXT to be used as a concrete paver plant.
The buflding will be a 8-2, Type VN construction with steel roofing
and deck. The applicant plans on beinq fully completed with the
project by January 27, 1992.
Project Note
The proposed comes under the authority of the State Envirorunental
Policy Act (SEPA) which requires a threshold determination to be
issued by the Department of Buildinqs to assist the department in
makinq it's determination, an Environmental Checklist is required to
be submitted for circulation to agencies of jurisdiction. The
department shall not act upon the proposal until the fifteen day
public comment period has ended. A fee of $75.00 is required to
initiate the environmental review.
SIIMMARY OF DSPARZ'M$NTAL REQIIIREM$N'1'8 =
I. Planninq Department (456-2205)

A. Discussion/Requirements
1. The proposed is located in a I-3 zone and the use is
permitted.
2. The proposed is located on parcel 45121.9138. The
parcel is also subject to the conditions of Binding
Site Plan numbered BSP 88-21.
3. Handouts reqarding zoninq requirements applicable to
the proposed site were qiven to the applicant.
4. All parking areas and traveled surfaces are required
to be paved. The applicant had cancerns reqarding the
pavinq requirement for the storaqe area located in the
rear of the property. This area will be used strictly for
storage of the pavers on pallets. The only vehicle
operating within the storage yard would be a larged
wheeled fork lift. Tom Velj ic advised the applicant to
contact either Steve Horobiowski or Wally Hubbard at the
Plarsninq Department regarding the criteria for submitting
a request to be exempted from this recluirement.
5. A minimum of 10% of the parking area is to be
landscaped. Also, all parking stalls are to be located
withi.n 60 feet of a landscape feature consisting of 32
square feet in area. Five feet of Type III Landscaping is
required along Marietta Avenue.
6. One 12 foot x 30 foot loading space is required for
the proposed, please illustrate the location on the site
plan.
7. Parking was calculated based on the proposed building
usage includinq future expansions. Using 2oninq standard
of 1 space for each 350 square feet of office area, 1
space for each 400 square feet of manufacturinq area and 1
space for each 2000 square feet of storage, a total of 22
spaces are required.
8. Please submit a revised site plan illustrating the
required 22 parking spaces, paving of parking and travel
areas, building height, and the height of the fence (8
feet is allowed). Also state type of fence, height, and
note that it will be sight-obscuring. The plan shall also
illustrate method of traffic circulation.
9. The landscape plan to be submitted shall include an
estimate from a nursery includinq size, type, and quantity

of landscaping, itemized cost of the irrigation system,
and the cost of labor along with a promissory letter from
the owner atating the landscaping will be fnstalled.
B. Permit Release Requirements
1. Please submit a revfsed site plan illustrating the
items described above to the Plannfnq Department.
2. Please submit a Landscape plan to the Planninq
Department. The landscape plan shall contain the
information described in iteia #9 above.
II. Division of Engineering & Roads (456-3600)
A. Discussion/Requirelaent
1. Comments were given to the applicant ahd the Division
of Buildings by Bob Turner.
2. For any new hard surface area, a drai.naqe plan for
the site shall be pregared in compliance with Spokane
County "Guidelines for Stormwater ManageYnent". At a
minimum the plan must contain:
1. Drainage calculations for stormwater volumes
qenerated on site.
2. Calculations for total impervious surfaces
contained withi.n the site.
3. Finished qrade elevations for structures to be
constructed on site.
4. Ffnished grade elevations for structures to be
constructed on site.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
Since the roof of the proposed will be non-asphalt
(Steel), Stormwater run-off may be discharged directly to
a drywell.
3. The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:

4. Road and drainaqe plans for street improvements have
been prepared. Please coordinate these plans with the new
site plan, correlate elevations of the site and road.
Please address the location of the approved swale for
Marietta that is in front of your property and your
proposed access off of Marietta. This swale extends for
180 feet into your property from the west property line.
5. Onl e access is allowed to each Marietta Avenue
] an cond Street. The proposed site plan indicates two
ccesses off of Second Street. Please submit a memo
~ statinq the reasons why the two accesses are needed.
6. The access off of Marietta is propoged to bridge the
existinq 208 swale. The Lngineerl's Office stated that
this optfon is not being preferred. Other options would
be to increase the size of the swale or chanqe the
configuration of drainage paths. Please contact Taylor
Engineerinq for information regarding the Marietta Road
drainaqe system.
7. Second s is a private road, and in accordance
with the nditions of the BSP. 88-21, improvement of
Secon must be completed prior to the release af the
B' ding Permit. In regard to the statement that a bond
ight be a possible alternative, it was concluded by the
Enqineer's Office after the meetinq, That a bond would not
• be in conformance with the bindinq site plan.

8. An Agreement to Pay Fees was given to the applicant
durinq the rneeting. The aqreement is to be siqned by the
owner and returned to the Division of Bnqineering & Roads.
Plan review will not be completed until this document is
executed.
B. Permit Release Requirements
1. Please submit a drainage plan for the site that is in
compliance with Spokane County Guidelines for Stormwater
Management and fnformation contained under the discussion
items.
2. Complete the improvements to Second street. Please
contact Bob Turner for plan requirements prior to
construction.
3. Please submit a copy of the Agreement to Pay Fees
signed by the owner.

III. Health District (456-6040)
A. Discussion/Requirements
1. The water and sewer purveyor for the site is Spokane
Industrial park.
2. Al1 construction debris shall be taken to a licensed
landf ill .
3. Please submit a revised critical materials lfst to
the Division of Buildinqs for review and approval.
B. Permit Release Requirements
1. The Health District is ready to release their portion
of the building permit once it is applied ufor.
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. Fire flow for the proposed has been calculated for
4000 G.P.M. by the Fire District #1.
2. It is required to have two fire hydrants on the
property. One fire hydrant is already existing, which is
on Ma►rietta Avenue. T'he other hydrant is to be installed
on 2nd Street as the second access.
3. If a new ffre hydrant is installed, the hydrant shall
be installed as per an approved water plan. Prfor to the
preparation of the water plan, the applicant shall contact
Spokane Industrial Park as soon as possible to obtain the
purveyor requirements including specifications. The water
plan shall contain the location of the hydrant, hydrant
assembly detail, and plumhinq detail. The water plan shall
be submitted to the fire district and water purveyor for
approval prior to installation. The fire hydrant shall be
installed prior to occupancy.
4. A lock (Knox) box entry system for fire department
personnel access is required to be installed. Forms for
orderinq was qiven to the applicant. The completed forms
are to be returned to tbe fire district. The box shall be
installed prior to occupancy.

5. Access tlirough the qate to the storage yard may be a
Rnox key or a type of lock which may be cut in case of an
emergency.
V. Division of Buildinqs (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on the site plan only.
2. The proposed building is beinq classified as B-2,
Type vN construction.
3. The foot print of the proposed buildinq exceeds the
allowable area of 16000 square feet for a Type VN
building. This includes the footprint for the future
expansion. If the area exceeds 16000 square feet a
two-hour separation wall will be required.
4. The buildinq shall be handicap accessible and shall
comply with the provisions of the WaBhington State Barrier
Free Regulations. Specifically, handicap parkinq stall,
lever hardware, handicap signaqe, drinking fountain and
restroam shall conform to the handicap requirements. This
also includes the production area. There shall be a floor
or landinq on each side of a door. The floor or landinq
shall be not more than 1/2 inch lower than the threshold
of the doorway. Landings shall be a minimum of 5• x V.
5. Cross connection devises shall be installed on any
equipment which may cause pollution of domestic water
supply.
6. If construction specifications require concrete with
a design strength over 2,500 p.s.i., hiqh strenqth
bolting, or structural weldinq specfal inspections will be
required on the proposed. Please fndfcate the name of the
testing laboratory and submit copies of the inspection
reports to the Division of Buildings for review.
7. Portable fire extinguishers shall be installed
according to the UFC Standard No. 10-1.
8. Please submit a critical materials list to the
Division of Buildings for review.

I discussed the events surrounding the above with Tom Postlewalt and...
1) The customer was in our office the day before Thanksgiving wanting the permit.
2) A phone call was made to Bob Tumer. Both Tom and Ken (]effrey) were involved in
discussions quesaoning whether the permit could be released andlor whether it could be
released with con(itions placed on the certificate of occupancy. Apgarently the Counry
Engineers Office was not ready to release under either circumstance. But Bob indicated to
Ken he' d work on it.
3) The customer then proceeded to Bob's office, held discussions of an unknown nature with
Bob, and returned to our office.
4) A second phone call - from Tom to Bob - then occurred wherein it was indicated to Tom
that Bob didn't have a problem vsnth a"footing and foundation" approval, but could not
release the endre permit.
Apparently the plans were expected wnthin a day or two, but the Thanksgiving holiday was
causung a disruption in regular schedululg. Based on these cucumstances this department opted
starts" without a

Dear Tom veljic:
After review of the information provided to us by Mr. Ferman Pasold
of Pasold Architects concerning the CXT project at E. 15708
Marietta, the following recarnmEndation is made in response to Mr.
Pasold's paving waiver request. Tt is SCAricA's opa.nion that the
storage area need not be paved. This decision is based on the
facts listed below.
i. Qn the site plan that was shown to me in a meeting with Mr.
Pdsold on November 12, 1991, all travel.led surfaces were
paved. The only exception was the Vtoxage yard.
2. In the storage yard the ma]ority of the tratfic would be
forklifts and heavy duty equipment that would tear up pavinq.
3. The storage area will be fenced and have a security gate to
keep unauthorized vehicles aut ot the storage area.
Based ot these facts it seems reasonable that the storage yard
remain unpaved.
If the storage yard is left uripaved this will not excuse the
project praponents from complying with SCAPcaA regulatYan5 which
require dust emissions be controlled. Fox this reason the storage
yard shvuld have gravel put down as often as necessary to minimi ae
dust.
The attached letter was sent to the proponents informing them of
SCAPCA' s zecommendat ions on the paving wa iver .

Dear Sir:
As follow-up to the Pre-application Meeting held at 10:00 AM on
Monday, October 14, 1991, and Zoning Code 14.802.080, paragraphs
1 and 2; this request for asphalt paving exemption is authored.
The Storage Area, as denoted on the Site Plan, south of the
proposed building structure is to be used for the storage of
concrete pavers. The pavers will be stored in pallet type storage,
four to five pallets high, and will exert load bearing capacities
in the range of 2,880 lbs per square foot.
In addition to the deadload of the stacked product, the motorized
equipment which is currently owned by CXT to handle this product,
are large cleat tired equipment with articulated action steering.
This equipment includes a Case W14 with a 24,000 lb rating and an
Iternational 515B with 28,000 lb rating.
Storage of this type of concrete product and the operation of the
existing equipment will tear up and destroy asphalt paving.
The storage yard area will not be accessible to the storage of
over-the-road vehicles, only the storage of concrete products and
the two pieces of existing equipment to handle that product. This
request is being submitted on the basis that the intended usage of
the storage yard clearly falls within the Exceptions as noted in
the Zoning Code under Chapter 14.802.080, paragraphs 1 and 2. Your
approval of this Exception is herewith requested.

Here is a chronology of events associated with the CXT plant.
10-3-91 Application was made for a pre-application meeting
10-14-91 10:00 A.M. Buildinq pre-application meetinq. The plan submitted
was very preliminary with no drainage calculations. There was an
approach across the swale. I requested details of how this
approach and swale conflict would be handled.
10-16-91 Received a revised site plan.
- Culverts were under the approach to the property.
- No drainage calculations were supplied.
- Curbing and curb cuts were used to direct the on site drainage
to the 208 swales.
* I requested 208 calculations, swale details, culvert
calculations, and paving of the back storage yard.
10-17-91 Sent comments to Pasold Architects
10-30-91 Received a revised site plan, agreement to pay fees, request for
two accesses on 2nd street.
- Culverts were still under the approach to the property.
- Curbing and curb cuts were still being used to direct on site
drainage.
- 208 calculations were supplied.
11-2-91 Before I could review the revised site plan of 10-30-91 I
received another revised site plan.
- The approach no longer had culverts under it but instead went
down into the swale.
- Curbing and curb cuts were still being used to direct on site
drainage.
- The back storage yard was still not paved.
* I requested that the back storage lot be paved, and to detail
how the approach and swale were going to work.
11-5-91 Sent comments back to Pasold Architects.
11-20-91 Received revised site plan. My comments were:

road plans. Suggested they consider another location and to
consult with Taylor Engineers who generated the road plans.
11-21-91 Sent comments back to Pasold Architects.
11-26-91 Waived the requirement to pave the back storage lot per SCAPA
letter.
12-2-91 Received revised site plan, and calculations for Marietta and the
approach.
- The curbing and curb cuts for site drainage were removed.
- The 208 calculations were corrected.
- The grades for the site were supplied and proved adequate.
* I requested that Taylor Engineers provide more detailed plans.
The plans submitted did not address the swale being separated by
the approach which was 6 to 9 inches above the bottom of the
swale. The elevations provided on the site plan for the approach
conflicted with the Taylor Engineering road plans.
12-4-91 Sent comments to Pasold Architects and Taylor Engineers.
12-10-91 Received revised calculations and plans from Taylor Engineers.
12-11-91 Comments of minor nature to Taylor Engineering over the phone.
The comments mainly dealt with elevations and stations left off
the plan. Told Taylor Engineers that we also needed a revised
site plan reflecting their road desiqn changes. Pasold Architects
and Taylor Engineers both delivered revised site plans that met
our requirements. I walked over to the Department of Buildings
and signed off the permit.
While at the Department of Buildings I made a copy of an "early
start/footings and foundations only" permit. The permit said that I
approved by phone the issue of this permit for the Engineers Department. To
my knowledge I never made that approval. My records do not reflect any

approval or even a mention or comment on the subject. Gary Nelson would
have been consulted and would have given me approval to do this before I
could sign this "early start" permit. Gary has no recollection of this
subject ever being brought up.
Please note: for every day that the County Engineers Department had the
plans the proponent had them for approximately four and one half days.
