The County Enqineerinq Department has Completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containinq HVAC maahinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Manaqement". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished qrade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justi€y the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the followinq
land use action:
Binding Site Plan No. 17, 211 22
C) The followinq improvements within adjacent Riqht of Way
are required prior to the release of a building permit:
1. Approach permits must be obtained from the County
Engineering Department for any new or improved
driveway approaches to the followinq atreets:
a. Marietta
b. Second
c. Euclid
D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the followinq before we can proceed:

a. A parkinq and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineerinq practices. Pavinq as
required by the County Planninq Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
E) Utility Condition: Permittee is responsible for arranqinq
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and siqn Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Enqineers Office. Plan revfew will
not be completed until this document is executed. This
document is attached to these comineqts. Please return
the completed Aqreement to your contact person at the
Engineers Department.
Only a€ter all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your buildinq permit be released.

THIS MATTER, an appllcatlon from Spokane Industrial Paric has been received and
decided upon, pursuant to Spokane Caunty Subdiviston regulatlons, on the 5th day
of Mayo 1988.
The indivlduai signing below has further been properiy delegated the
responsibility for rendering the decision by the Spokane County Director of
Planning.
FlNDINGS OF FACT AND CONCUISION
1. The proposal ts to divide 160 acres into 46 lots for the development of industrlal
lots.
2. The proposal is located in the nocth half of Sectlon 12, Township 25 North, Range
44 E.W.M., Spokane County, Washington, lying north of the railroad between
Sullivan and Flora Roads.
3. The current zoning of the property is Menufacturing, estabiished in 1960. The
proposed bt sizes, frontage and intended uses are altowed within thts zone.
4. The Spokane County Comprehensive Plan designates thls area as Industrial. The
lots and uses proposed are generaliy in axord wiih this planninp category.
5. The required public notice was provided for this proposal and agencies having a
potential Interest in the project were notifled and asked for reoommendagons.
6. There was e reoommendegon for a more detaited envlronmental review from the
Spokane County Engineers. The sponsor and the Spokane County Engineers have
agreed upon necessary road tmprovements and phasing of development to mnlgate
potentiat tmprovements and phasing of development to mitigate potential adverse
traffic Impacts. A mltlgated Determination of Nonsigniflcance is substituted for the
original D.N.S.. The mltigating measures reoommended by the Spokane County
Englneers have been agreed upon by the sponsor to generaliy reduce antielpated
traffic impacts of the proposal.
7 That in consideration of the recommended oonditjons and Spokane County
development standards, the proposal ts not detrimental to ihe pubiic health, safety
and general weifere.
8. That the project is proposed to have phased development in three steges with
necessary Improvements oonstructed to meet the needs of each phase. Such phasing
is consistant with subdivlsion practices.
9. That the provisions of the Manufactudng Zone and other sections of the Spokane

& Sefety Depertment and County health authortties. The epencles will certity on
the WATER PLAN, prjor to the filing of the finai binding site plan or any phase of
the prelimtnary binding stte plan that the plan is in oonformance with their
respective needs and regulations. The WATER PLAN and certiflcation will be
drafted on a transparency suitabie for reproduction and be signed by the sponsor.
12. The purveyor will also certify on the Water Plan that approprtate oontractual
arrangements and schedule of tmprovements have been made with the sponsor for
oonstruction of the water system in aocordance wilh the approved WATER PLAN.
The gme schedule for improvements will provide for compietion of the water
system and inspection by the appropriate health authorities prior to application
for buitding permits within ihe flnal binding site plan. The arrangements or
a9reemenis will include a provision holding Spokane County and the purveyor
harmless from ciaims by any lot purchaser refused a building permit due to the
failure of the sponsor to satisfactorily oomplete the approved water system.

Engineer is given subject to dedication of Right of Way and approval of the road

22. A minimum 20' foot wide easement shall be provided along the east side of Sullivan
Road and each side of the public road right of way on Euclid Avenue end Marietta
Avenue. The purpose of the easement Is to accommodate pathways, landscaping, and
dratnage from roadways.
23. A system of pathways, aocessible to the public, be oonstructed along Sullivan Road,
Euclid Road and Marietta Avenue. The pathway is to be located withln the oommon
pathway, drainage and landscape easement area. That e statement shall be placed on
the bindinp site plan permitttng Spokane County to enter within the easement for
the purpose of drywell and sign maintenance. Snow removed from 1he public
roadways shall be permitted with the easement. Maintenance of pathways, drainage

Comcnissioners af Spokane County, be authorized to apprvve and
execute that certain document entitled "Release a.nd Quit Claim of
Easement " , pursuant to which the Bdaucd of County Cammisgioners
release a drainage easement in a partion af Binding Site Pla.n 88 -
21, purportedly conveyed to Spakane County by Pentzer Development
Corporation d/b/a Spokane xndustrial Park, and whick, easemegt was

SPOKANE COUNTY, a political subdivision of the State of
Waehington, hereby releasea and quit claime to PENTZER DEVBLOPMENT
CORPOR.ATION d/b/a SP4KANE INDUSTRIAL PARR (hereinafter referred to
as "Pentzern) any a.nd all interest it may have in the Drainage
Basement purportedly conveyed to Spokane County by Pentzer on June
91 1992, recorded at Spokane County Auditora No. 9206090455, and
described with particularity on Attachment "A" , attached hereto
and incorporated by reference herein.
Said drainage easement wa.s conveyed to Spokane County by
Pentzer in error and was neither requested, accepted or desired by
Spokane County.
