RESOLUTION NO. 17-009
A RESOLUTION OF THE CITY OF SPOKANE VALLEY, SPOKANE COUNTY,
WASHINGTON, DECLARING THAT EMERGENCY CONDITIONS NO LONGER EXIST
WHICH NECESSITATED THE CLOSING OF THE SPOKANE RIVER WITHIN THE CITY
LIMITS; AND OTHER MATTERS RELATED THERETO.
WHEREAS,the City may take appropriate action to protect the public health, safety, and welfare
of its citizens pursuant to the Washington State Constitution, Article XI Section 11, and RCW
35A.11.020; and
WHEREAS, pursuant to Resolution No. 17-007, the City Council declared that emergency flood
level conditions existed on the Spokane River due to high water levels resulting from seasonal runoff and
authorized the City Manager to close the Spokane River within the City limits until such time the City
was notified by the Spokane County Sheriff that the conditions giving rise to the closure had abated; and
WHEREAS, the City has been advised by Spokane County Sheriff Knezovich and Police Chief
Werner that the emergency conditions giving rise to the closure no longer exist.
NOW THEREFORE, be it resolved by the City Council of the City of Spokane Valley, Spokane
County, Washington as follows:
Section 1. Opening River.
The City Council, based upon the recommendation of the Spokane County Sheriff and Spokane
Valley Chief of Police, hereby finds that the emergency conditions giving rise to the closure of the
Spokane River within the City limits no longer exist and the restrictions and closure set forth in
Resolution No. 17-007, adopted by the City Council on March 21, 2017, are hereby terminated. The
Spokane River is hereby reopened for normal use.
Section 2. Effective Date. This Resolution shall be effective upon adoption.
