building permits. Without these minimum requirements the Spokane County
Engineer's Department is not able to perform a review of the project. The
project will be retumed to the applicant or held without further review untit the
minimum items and this checkiist have been submitted.

surfaces (pavement, roofs, etc.) Vvithin the Aquifer Sensitive Area. Show the
quantity of impervious area, volume required and provided, swale anea
required and provided. A total of 3,000 square feet or less of new impervious
area including the building, if the roof is asphaltic, will not be required to go
to a'208' swale. Ate*-s.

This list is not inclusive of all af the requirements needed but instead is the
minirnurn required to initiate review. Additional submittals and information
may be required by conditions of approval, standards, and other agreements
,to secure final department approval. Other items that may be required could
include the following:

pavement waiver. The letter is obtained by this department after a written
request is received from the applicant. A pavement waiver is required when
a portion of a site is not paved when otherwise required to do so. May, be
submitted on second submittal if necessary.
0 ~Woo~A reciprocal use a9reement is required for this Pro1'ect. It is an
agreement between the owners of two or more parcets granting reciprocal
use befinreen the properties. Situations that require this agreement include,
(but are not limited to), ingress/egness, parking or drainage across property
lines. This agreement is a legal document between the parties. For more
information on this agreement contact your land-use attomey. May be
submifted on second submittal, if necessary.

all approaches that will be altered. Contact Sylvia Lightfoot at the County
Engineer"s Department. Approach permits for county roads will not be rssued
until a site plan is approved.

swale area.
13 13 3 A bond or some other form of financial surety approved by
Spokane County needs to be submitted, for proposals that require
improvements within the adjacent right-of-way. To expedite your request for
a building permit the County has 3 pre-approved bond formats. If you chose
to use a different format a member of the County's legal staff will have to
review it which will likely result in a delay.

and north of and adjacent to the B N R R, 2200 feet east of University Road in SecUan 9,
Township 25 North, Range 44 EWM, Spokane County, Washington
3 The current zoning of the property is Light Industnal (I-2) The proposed lot sizes,
frontage and intended uses are allowed within this zone The property is also covered by
the Airport Overlay Z,one, and is within the Comcal Area (CA), which has specific Iand use
limitabons for the property
4 The Spokane County Conipreliensive Plan designates this area as Industnal The
development and uses proposed are generally in accord with this planning category '!'he
proposal as subrxutted with its environmental checklist and proposed mitigating measures
will effecuvely accompUsh the intent of the Camprehensive Plan The Transportation
Secdon of the Comprehensive Plan, in the Artenal Road Plan, indicates a need to plan for
Montgomery Avenue as a Minor Artena] Thc review by the County Engineers indicates
dedication of roadway(s) is needed now, while the Comprehensive Plan indicates the need
for addiaonal future nght-of-way, with structure and improvement setbacks fram the Future
rtght-of-way widths
5. The requuod notice was provided for this proposal and no one in the area commented upon
the proposal Agenctes having a potential interest in the project were notified and their
condidons are contained heretnafter
b. With the recommended condiaons of approval and Spokane County development
standards, the proposal is not detrimental to tlie pubLc health, safery and general welfare,
implements the underlying zocung as well as the Comprehensive Plan, and complies with
the adopted Binding Site Plan Chapter 4 af the County's Subdlvision Regulanons, Board
of County Commissioners Resoluaon 89-0511
7 Pursuant to the provisions of Chapter 43 21 C RCW, the SEPA Rule (WAC 1 y7-1 l) and
the Spokane Envu-onmental Ordhnance, a Determination of Nonsignificance has been issuecl
at least fifteen (15) days pnor to this date The Detesminacion of Nonsignifcance was
issued and c2rculated to eight agencies and no comments as to the proposal's likely
