The County Engineerinq Department has completed a review of
the abave referenced project. The following information must be
provided in order for us to proceed with our review.
A) A dra3.naqe plan for the site which has been prepared in
compliance with Spokane County "Guiaelines for Stormwater
Manaqement". At a minimum the plan must contain:
1. Dzainage calculations for roof stormwater volumes
qenerated on site.
2. Finished grac3e elevations for sttuctuzes to be
cvnstructed on site.
3. Calculations to Justify the number and type of
drywells proposed.
9. Elevation of dzywell inlets where applicable.
B) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following befare we can proceed:

CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by the Department of Buildings Code Compliance

SCOPEIPROJECT DESCRIPTION:
I. General Overview - The owner, Max Spalding is proposing the
construction of a 4,040 square foot parts storage warehouse. The
proposed will be a dry storage building and will be used to
dismantle parts.
SIIMMARY OF DEPARTMENTAL REAIIZREMENTS:
I. Planning Department (456-2205)
- A. Discussion/Requirements
1. Verification needs to be made on wether or not the
subject property has road frontage on a county maintained
road. If the property has no road frontage a Certificate
of Exemption or a Minor Lot Line Adjustment will have to
be obtained for the property. Al1an deLaubenfels stated
that he would check into the matter and qet back to the
applicant.
2. The existing parkinq and landscaping are adequate.

B. Permit Release Requirements
1. The Planning Department will release their portion of
the building permit once it has been determined if the
proposed has road frontage.
II. Engineering Department (456-3600)
A. Discussion/Requirement
1. Comments were given to the applicant and the
Department of Suildings by Bob Turner.
2. Please submit a drainage plan for roof drainage that
is in compliance with Spokane County Guidelines for
Stormwater Management. The roof being non-composition
material may be drained to a drywell or the applicant may
show on a site plan, proper elevations to illustrate how
stormwater can be retained on the property.
3. An Agreement to Pay Fees was given to the applicant
during the meeting. The agreement is to be signed by the
owner and returned to the Engineeri.ng Department. Plan
review will not be completed until this document is
executed.
B. Permit Release Requirements
1. Please submit a drainage plan as described above for
review and approval.
2. Please submit a copy of the Agreement to Pay Fees
signed by the owner.
III. Health District (456-6040)
A. Discussion/Requirements
1. Please submit a revised site plan illustrating the
location of the existinq on site sewage disposal system,
the location of all of the existing buildings on the site,
and the location of the water line from University Road.
2. The applicant stated that there are six employees at
this time and do not anticipate any new employees.
3. Please submit a critical materials list to the
Department of Buildings for review.

4. If it is determined that the proposed is a critical
materials user the owner will be required to sign a
Sampling Agreement. The agreement allows the Health
District to sample the effluent of the septic tank on an
annual basis. All cost for sample retrieval and analysis
shall be paid by the owner.
5. Al1 construction debris shall be taken to a licensed
landf i 11.
6. The water purveyor for the proposed is Modern Electric
Water company (456-8000).
B. Permit Release Requirements
1. Please submit a revised site plan as described above
for review and approval.
2. If it is determined that the proposed is a critical
materials user a Sampling Agreement signed by the owner
shall be submitted.
IV. Fire District A1o. 1(928-2462)
A. Discussion/Requirements
1. The existing hydrants located at the site are
adequate.
2. The fire district needs access to the proposed.
3. A lock (Knox) box entry system for fire department
personnel access is required.
V. Department of Buildings (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on preliminary plans
and a letter was sent to the applicant by Tom Postlewait.
2. Please submit a brief description of the use of the
proposed building either on the site plan or in letter
form.
3. Occupancy description for the proposed is B-2,
therefore, all H-4 comments referenced in the plan review
letter can be disregarded.

v 4. Please submit a critical materials list to the
Department of Buildings for review.
5. Storage of Class I. II, or III liquids sball conform
to the requirements of the Uniform Fire Code.
6. The proposed will be a non-heated building.
7. Plans shall be directly stamped and signed by the
architect (wet stamp).
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting and other
items from the plan review letter needs to be submitted
for review and approval.
COIINTY ACTION:
Allan deLaubenfels will check to see if the subject property has
frontage on a county maintained road and get back to the applicant.
APPLICANTfS COMMENTSIACRNOWLEDGLM$NT:
The applicant acknowledged that all comntents/requirements were
understood and had no further questions at this time regarding
permit requirements.
CORRECTIONS:
To minutes or changes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes.
To site plans as required by any or all of the above-listed
departments shall be submitted to the Department of Buildings who
will then distribute accordingly to those departments.
ADJOIIRNMENT: There being no further business, Tom Davis thanked the
applicant and the departments for their participation and reminded
all that he should be contacted if there are any unforeseen problems
which may arise.
The meeting was adjourned at approximately 10:30 a.m.

NOTE TO APPLICANT: Some time ago the County recognized the need ta
streamline the building permit system and accordingly initiated
these Pre-Construction Conferences. Comments so far would indicate
these conferences are successful and do enhance the permit system.
