MICHAEL HUFFMAN being first duly sworn on oath deposes and says that he is the EDITOR of the Spokane Valley News
Herald, a weekly newspaper. That said newspaper is a legal newspaper and it is now and has been for more than six months prior
to the date of publication hereinafter referred to, published in the English language continually as a weekly newspaper in Spokane
County, Washington, and it is now and during all of said time was printed in an office maintained at the aforesaid place of
publication of said newspaper, which said newspaper had been approved as a legal newspaper by order of the Superior Court of
the State of Washington in and for Spokane County. That the following is a true copy of a Legal Notice as it was published in
regular issues commencing on the 14th day of April, 2017, and ending on the 14th day of April, 2017, all dates inclusive, and
that such newspaper was regularly distributed to its subscribers during all of said period:

Description of Proposal: AShoreline Sub-
stantial Development Permit to excavate
and remove dilapidated cinder retaining
wall and metal staircase; place retaining
boulders in several areas; install new brick
patio and crushed rock pathway; remove
and replace an existing boathouse; repaira
rail system associated with the boathouse;
and repair an existing pier style dock on the
Spokane River.

Written comments: Agencies, tribes, and
the public are encouraged to review and
provide written comments on the proposal/
project and its probable environmental
impacts. Ali comments received by May
15, 2017, which is within thirty (30) calendar
days of the date'of this notice will be con-
sidered poor to making a decision on this
project. Any person has the right to com-
ment on this project. Further, any person
may request a copy of the decision for the
proposal once made. Pursuant to Chapter
17.90 (Appeals) of the City of Spokane
Valley Municipal Code (SVMC), a written
appeal of the decision shall be tiled with the
City of Spokane Valley within fourteen (14)
calendar days after the date the notice of
the decision is mailed. Stantng to appeal
decision shall be determined in accordance
with the provisions of Chapter 17.90.030
(Standing) of the SVMC.

Riverway, Spokane Valley, WA; located 250
feet east of the intersection of South River -
way Ave and Dick'Road, further located in
the southwest quarter of Section 6, Town-
ship 25 North, Range 44 East Willamette
Meridian, Spokane County Washington.

dential Suburban District
Other Permits: City of Spokane Valley
Floodplain Development, Land Disturbance
(Grading), and Residential Constriction
Permit; Hydraulic Project Approval Permit

of Fish and Wildlife; and other permits as
determined may be required.
Studies recurred: Additional studies may
be determined.
Environmental Review: This project Is not
categorically exempt pursuant to WAC 197-
11-800 from environmental review under
the provisions of the State Environmental
Policy Act. The City of Spokane Valley,
acting as lead agency, has reviewed the
proposal/project for probable adverse en-
vironmental impacts and expects to issue
a determination of non -significance (DNS)
forthis project. THIS MAYBE YOUR ONLY
OPPORTUNITY TO COMMENT ON THE
ENVIRONMENTAL IMPACTS OF THE
PROPOSED PROJECT. A copy of the
subsequent threshold determination for the
proposal may be obtained upon request.
Existing Environmental Documents:
The appkcant submitted an environmental
checklist, Joint Aquatic Resources Permit
application, floodplain development permit
application and land disturbance permit
application.
Applicable development regulations:
SVMC Title 21 (Environmental Controls),
SVMC 21.50 (Shoreline Master Program),
and SVMC 24.50 (Land. Disturbing Activi-
ties) are the primary development regula-
tions applicable to the site.
Public Hearing: The. Shoreline Substan-
tial Development permit is classified as
Type II permit and will not be subject to
a public hearing. This may be your only
opportunity to comment on the impacts of
this development.
