for the above-referenced minutes. Please replac+e your copy with
the enclosed. The only change is the square footage for the
retail area from 4,192 sq. ft. to 4,992 sq, ft.

B. Permit Release Requirements
1. An on-site sewage disposal system permit is
required, including the inspection of on-site test
holes.
2. A ULID Statement is required and will be processed
by the District, along with the issuance of the
sewaqe permit.
IV. Planning Degartment (456-2205)
A. Discussion/Requirements
1. The property was zoned Commercial with conditions
in 1978.
2. The site plan shows the property at 190 x 272,
however the Assessor's Office shows the property
being 170 x 272. This discrepancy will need to be
addressed.
3. Storage either needs to be indoors or within a six
foot sight-obscuring fence. Fences over six feet
in height will be required to meet the minimum
setback requirements of the Commercial Zone
(01-side yard, 151-rear yard).
4. The proposed construction is located on two
parcels that are less than five acres with no
record of these parcels qoing through a
subdivision or being exempt. Applicant needs to
address this situation by either showing the
parcel was segregated prior to March, 1978 or by
initiating a short plat application.
5. Parking shall be calculated as follows:
a. Vehicular service area - 1 space for every
400 square feet of gross f loor area.
b. Retail area - 1 space for every 200 square
f eet of gross f loor area.
The retail area is 4,992 sq.ft. and
requires 25 stalls; the passenger service area is 5,000
sq.ft. and requires 13 stalls. The current site
plan is short by eight stalls. Also, a 23 foot
back-up is required from the stalls.
B. Permit Release Requirements
l. A drainage plan needs to b~ submitted for review ~
and approval. The p1an shall show the following:
a. Drainage calculations for the quantity of ~
stormwater are required.
b. Calculations for the sizing of stormwater
disposal areas.
C. 'i'ypical cross-sections af "208" swales.
d* Finished elevations for the buxlding,
e. Elevations on the site indicating the
direction of stormwater €lvw.
f. Acopy of the landscape plan needs to be

2. Apglicant neecis to sign a "Spo}~ane County Notice
to the Public #6" for participatian in a road
imprrv+ement district or county road project on
Sprague Avenue.
III. Health District (456-3600)
A. Discussion/Requirernents
1. The on-site sewage dispvsal system must be 14 feet
from stormwater drainage.
2. A minimum 1,000 galTon tank and 400 gallon
distributxon bed shall be installed an+d provide a
capacity of 15 gallons per emplvyee per day. ''he
district may accept actual usage f rom the other
existing tire stores as the basis for
determination vf sewage capacities.
3, A separate permit for the tire storage area will
probably nvt be: required, but the applicant shauld
discuss the matter further with Rhys Sterling,
Solid Waste Coordinator.
