CALL TO oRDER: The meeting was called to arder at approximately
10:35 a.m. by Building and Safety's Senior 8uilding Technician Jeff

SCOPE/PROJECT DESCRIPTION:
I. General Overview - The applicant is proposing to construct a
multipurpose roota used for parent/teacher conferences, music, and a
play room. The existing school is for 42 gifted children.
SOMMARY OF DEPARTMENTAL REQOIRBMSNTB:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The applicant stated that the school has been
occupyinq the building for 5 years and that it was
originally built as an office building.
2. The site is zoned Local Business, subject to zone
change ZE-40-79, which does not allow a school. Prior to
1979 it was zoned Restricted Office, which does allow
private schools. John Pederson, Planning Department,
stated that a zone change will need to be initiated to
correct the situation.
3. John Pederson stated that the parcel number was
incorrect and that it should be 13543-0422 instead of
13543-0420.

4.. In 1984 the parcel was segregated into 2 separate
parcels which does require a short plat.
5. The current assessor's map does not show any road
frontage. Frontage is required so the applicant will need
to obtain a variance.
6. It was stated by the applicant that there will be no
new signs.
(It was noted at this tinte that the applicant was not
goinq to proceed with the proposed building due to the
above given requirements by the Planning Department. Any
comments made after this statement are contingent upon the
applicants decision to proceed with the proposed
building.)
B. Permit Release Requirements
1. A rezone and a short plat are required for the
property in quesiton.
2. A revised site plan illustrating the accurate
property lines and dimensions, the required setbacks on
the side and the rear property line.
II. Engineerinq (456-3600)
A. Discussion/Requirements
1. Bob McCann, Engineer's Department, needs
clarification on the drywells, paving, and where the roof
run-off is going to go. The applicant stated that it will
be guttered off to the southeast corner.
B. Permit Release Requirements
1. A drainage plan is required and needs to be submitted
for review and approval.
III. Health District (456-6040)
A. Discussion/Requirements
1. Meter readings for 1 year needs to be submitted to
the Health Department to determine septic system demands.
2. It was stated that the existing drainfield would need
to be identified. As it appears the addition may extend
over the drainfield.

B. Permit Release Requirements
1. A full set of constructfon plans needs to be
submitted for review and approval.
2. If the sewer volume is at a lesser rate than the
drainfield allows then the permit will be released. If
the volume is more than its capacity there will be hold on
the permit until the system is upgraded.
IV. Utilities Department (456-3604)
A. Discussion/Requirements
l. The Utilities Department was not present and had
no comments regarding the proposed project.
V. Building and Safety (456-3675)
A. Discussion/Requirements
l. A change of use permit and zone change is required
for the existing school.
(Discussions had ended at this time and Ken Jeffrey did
not make any comments regarding the proposed building.)
SPORANE COIINTY R$QIIIRED ACTIONB:
1. John Pederson, Planning Department, will research the zone
change, ZE-40-79, that took place in 1979. The owner did not recall
requestinq a zone change to Local Business
CORRECTIONB:
To miautes or changes from what appears in the minutes, we should be
notified within one day of your receipt of these minutes.
To plans as required by any or all of the above-listed departments
shall be submitted in sets of 7 to Building and Safety who will then
distribute aacordingly to each department.
