CALL TO ORDBR: The meeting was called to order at approximately
10:00 a.m. by Building and Safety's Code Compliance Coordinator,
Tom Davis, with the following in attendance:

SCOP$/P1tO.TSCT DFSCRIPTION:
A pet shop is being proposed on this particular site. A zoning
hearing is scheduled for August 8, 1987 to change from
Agricultural to B-3. After approval of the zone change, an
existinq house on the site will be removed prior to construction.
Construction type is liqht-frame, energy-efficient construction
with a metal roof. An extensive ventilation system will be
installed to maintain a"fresh" atmosphere in the pet store.
With the exception of the pet shop, future plans for construction
on the property have not been finalized aad is not a part of this
apglication. At the time the remainder of the property is
developed, other structures on the site will be removed.
SUNNARY OF D$PATEMEMTAL R~QU S:
I. Building and Safety (456-3675)
A. Discussion/Requirements
1. An initial plan review has been completed. A
letter and addendum addressing the plans was qiven to
the applicant at the meeting.

2. If the house being removed includes a basement,
compaction tests will need to be done.
3. Fire District 1 will be contacting the department
with their fire hydrant requirements.
II. Engineering (456-3600)
A. Discussion/Requirements
1. Copies of comments were given to the applicant and
Building and Safety by 8ob McCann.
2. Concerns about the "phasing" of the property were
expressed. The applicant indicated there were no firm
plans for the site as yet.
3. Should the Valleyway be included in the legal
description of the property for the pet store, the
applicant should be aware that, in the future,
improvements will be made to the road, including
curbing, sidewalks and widening of the street. This
will be included in the requirements at the zoning
hearing.
B. Permit Release Requirements
1. A drainage plan needs to be submitted for the
developed site, includinq calculations and cross
sections for the 208 swale prior to permit release
(copies of how to prepare the drainage plan was given
to the applicant after the meeting).
2.Prior to the release of a building permit and, if
required, the applicant shall submit an engineered plan
for road improvements, together with a bond or a form
of surety, to guarantee road improvements to Valleyway.
III. Health District (456-3600)
A. Discussion/Requirements
1. Should there be an existing well on the property,
it will need to be abandoned.
2. The owner needs to be aware of the Washington
State regulations regarding the sale of animals. A
copy of their requirements can be obtained through the
Health District.

3. Regulations require the system to be set back 10
feet from property lines, buildings, sewer lines and
the 208 area.
B. Permit Release Requirements
1. Water use data (meter readings) need to be
submitted. This can be obtained from other pet stores
of the same size, from this State or any other.
2. An on-site sewage system already exists for the
house. At the time of the removal of the house, the
tank will need to be pumped out and crushed. The
existing system cannot be used for the pet store.
3. A sewage permit application is required prior to
the issuance of a building permit.
IV. Planninq Department (456-2205)
A. Discussion/Requirements
1. A zone change is scheduled in August from
Agricultural to B-3. The property will then be subject
to 8-3 standards, including landscaping.
2. Any subdivision of the property will require a
short plat.
3. No landscaping along the south or north property
line is required.
4._ Signage will need to be reviewed.
5. Al1 setbacks are adequate, with the exception of
the rear yard which needs to be 15 feet mininium.
6. Parking stalls shall not be located more than 60
feet from a landscaped area and no landscaping area
shall be less than 32 sq.ft. landscaping which occurs
between the parking lot and a building cannot be
considered as complying with this requirement.
7. Parking shall be calculated at 1 space for every
200 square feet of retail area.
B. Permit Release Requirements
l. A landscape plan shall be submitted showing the
type of materials, quantity, size at the time of

installation, height of shrubs, including sod and a
sprinkler system, along with a landscape estimate, and
a prornissory letter to insure completion of the
landscaping.
V. Utilities (456-3604)
A. DiscussionlRequirements
1. Double plumbing is required.
2. The owner will need to sign a ULID Statement -
this can be done at the Health District at the time the
sewage apglication is made.
3. The sewer will be available within approximately
two years. Don Largent, Utilities Department, can be
contacted for further information.

reminded all that he should be contacted if there any unforeseen
problems which may arise. Also, should there be any changes from
what appears in the minutes, we should be notified within one day
