Dear Bill:
This letter is in regards to the stormwater runoff flowing onto and across the referenced short
plat. The existing condition was analyzed using pasture and meadow for the area localed
within the plat boundary. A trip was made to the site which revealed a smaJl portion of the
existing residential area on the south boundary WE11Cl1 appears to contribute to the drainage. The same drainage basin, the area of the short plat and the contributing area on the south, was
used for the "Before" and "After" development conditions. The drainage from tlie adjacent
roads on tiie north and east sides of the site appear the be contained within the right-of-way
and was not accounted for in the analysis. The majority of the basin is located inside the plat .
botindary, with a minor amount offsite, therefore a 10 anci a 50 year return event were
analyzed. The basin is approximately 1.43 acres in size and was analyzed using the Rational
Method. The resulting maxirnum runoff rate calculated for the existing condition is .76 cfs and
1.07 cfs of the 10 and 50 year event, respectively.
The developed condition was analyzed assurning approximately 3000 s.f. per lot of impervious
area and the rest is lawn and landscaping. The resulting maximum runoff rate calculated for
this situation is .72 cfs and 1.03 cfs for the 10 and 50 year event, respectively. Road
ii»provements are anticipated by RID at a later date which should account for drainage
disposal. This rate is less than the existing case, therefore the lot development should not
cause any additional negative impacts beyond the existing condition. No stormwater problems
, are anticipated providing sound construction practices are used.

SHORT PLAT NO. SP-775-92 ) CONCLUSIONS AND
DECISION
THIS MATTER, an application for subdivision of land, from Bobbie Swanson has been
rece~ ved and decided upon, pursuant to Spokane County Subdivision regulations, on the
65 day of July, 1992.
FINDINGS OF FACT AND CONCLUSIONS
1. The individual signing below has further been properly delegated the responsibility for
rendering the decision by the Spokane County Director of Planni,ng.
2. The proposal is to divide approximately 1.19 acres into 3 lots for the development of two
si.ngle family dwellings and one duplex.
3. The proposal is located on the southwest corner of the intersection of 12th Avenue and
Adams Road in Section 23, Township 25 North, Range 44 EWM, Spokane County,
Washington.
4. The cunent zoning of the property is Urban Residential-3.5 (UR-3.5). The proposed lot
sizes, frontage and intended uses are allowed within this zone.
5. The Spokane County Comprehensive Plan designates this area as Urban. The
development and uses proposed are generally in accord with this category.
6. The required public norice was provided for this proposal and agencies having a potential
interest in the project were notified and recommendations solicited.
7. A number of persons in the area commented on the proposal. T'he chief concerns
expressed were the construction of a duplex and added sewage effluent reaching the
aquifer.
8. The Spokane County Arterial Road Plan designates Adams Road as a Minor Arterial with
a planned right of way width of 80 feet. To irnplement this plan, the applicant must
dedicate and/or set aside up to 10 feet of right of way along Adams Road.
9. Recognizing the recommended conditions and Spokane County development standards,
the proposed subdivision makes appropriate provisions for the public health, safety and
general welfare and that the public use and interest will be served by platting the
subdivision.
10. The project is exempt from environmental review under the State Environmental Policy
Act pursuant to WAC 197-11-800 (6) (a).
DECISION
Based upon the above noted Findings of Fact and Conclusions, Short Plat Application
SP-775-92 is hereby APPROVED until August 1, 1995, subject to conditions noted
below. Most of the conditions of approval shall be accomplished by the applicant and/or
sponsor prior to finalization~of the short subdivision. This decision is final unless
appealed in writing, consistent with adopted appeal procedures.
These Conditions of Approval apply to applicant(s), owner(s) of the
property, heirs, assigns or any successors-in-interest to property.

PLANNING DEPARTMENT CONDITIONS
1. The preliminary plat of record approval is for the property legally described in the
application for this proposal. 2. The proposal shall comply with the Urba.n Residential-3.5 (UR-3.5) and Aquifer
Sensiuve Area (ASA) zone(s) as amended.
3. The final plat shall be designed substantially in conformance with the preliminary plat
of record. No increase of density or number of lots shall occur without a change of
condirion application submittal and approval.
4. The Planning Director/designee shall review any proposed final plat to ensure
compliance with these Findings and Conditions of Approval.
5. Appropriate road name(s) shall be indicated.
6. The preliminary plat is given conditional approval for three (3) years, specif'ically to
August l, 1995. The applicant znay request an extension of time by submitting a
written request approximately forty-five (45) days prior to the above expirarion date.
7. Appropriate utility easements shall be indicated on copies of the proposed final plat.
Written approval of utility easements by appropriate utility companies shall be received
with the submittal of the final plat.
8. Three (3) current certificates of title shall be furnished to the Planning Department prior
to filing the final plat.
9. The Spokane County Planning Department shall prepare and record with the Counry
Auditor a Tit1e Notice specifying a future land acquisition area for road right-of-way
and utilities. The reserved future acquisition area Title Notice shall be released, in full
or in part, by the Planning Department. The notice should be recorded within the same
time frame as an appeal and shall provide the following:
a. At least 8 feet of reserved future acquisition area for road right-of-way and
utilities, in addition to the existing and/or newly dedicated right-of-way along
Adams Road. NOTE: The County Engineer has required 2 feet of new
dedication.
b. Future building and other setbacks required by the Spokane County Zoning Code
shall be measured from the reserved future acquisition area.
c. No required landscaping, parking, '208' areas, drainfield or allowed signs should
be located within the future acquisition area for road right-of-way and utilities. If
any of the above improvements are made within this area, they shall be relocated
at the applicant's expense when roadway improvements are made. _
d. The future acquisition area, until acquired, shall be private property and may be
used as allowed in the zone, except that any improvements (such as landscaping,
parlang, surface drainage, drainfield, signs or others) shall be considered interim
uses.
e. The property owner sha11 be responsible for relocating such "interim"
improvements at the rime Spokane County makes roadway improvements after
acquiring said future acquisition area.
10. The final plat map shall indicate by a clear, dashed line the required yazd setbacks from all private, "Tract X" or public roads. The dedicarion shall contain the following
statement:
"Side yard and rear yard setbacks shall be deterniined at the time build.tng permits are
requested unless these setbacks are specifically drafted on this final plat. The setbacks
indicated on this plat may be varied from if proper zoning approvals are obtained."
11. . No water plan is required, and a simple tap is needed at the time of building permit
release.
12. A survey is required prior to the filing of a final plat.

13. Prior to approval of road and drainage plans, you are required to coordi.nate with the
United States Postal Service to determine type and location of central mail delivery
facilities which may include applicable easements for developments of three or more
homes.
COUNTY ENGINEER'S DEPARTMENT CONDITIONS
1. The conditional approval of the plat is gi.ven by the County Engineer subject to
dedication of right-of-way and approval of the road system as indicated in the
prelinunary plat of record.
2. Drainage plans and design calculations showing the alignment of drainage facilities
shall be submitted to the County Engineer for approval prior to construction andJor the
filing of the final plat. Drainage plans to be prepared under the direction of a licensed
Professional Civil Engineer.
3. No construction work is to be performed within the existing or proposed public right-
of-way until a permit has been issued by the County Engineer. All work is subject to
inspection and approval by the County Engineer.
4. Individual driveway access permits are required prior to issuance of a buildi.ng pernut
for driveway approaches to the county road system.
5. Dedicarion of 10 feet of addirional right-of-way along 12th Avenue is required.
6. Dedicarion of 2 feet of additional right-of-way along Adams Road is required.
7. Existing county roads providing direct access to the plat shall be paved and/or curbed to
Spokane County standards.
8. All public roads within the plat shall be designed and constructed to Spokane County
standards.
9. Sidewallcs are required along the arterial(s) on Adams Road.
10. The word "applicant" shall include the owner or owners of the property, his heirs,
assigns and successors. -
11. To construct the road improvements stated herein, the applicant may, with the approval
of the County Engineer, join in and be a willing participant in any petirion or resolution
which purpose is the formarion of a Road Improvement District (R1D) for said
improvements, pursuant to RCW 36.88, as amended. At such dme as an RID is
created or any Road Improvement Project is sanctioned by Spokane County, the
improvements required (curb, sidewalk, drainage control and paving to existing
pavement) will be at the sole expense of the undersigned owner(s), their heirs, grantees
and assigns. This provision is applicable to Adams Road and 12th Avenue.
12. As an alternative method of constructing the road improvements stated herein, the
applicant may, with the approval of the County Engineer, accomplish the road
improvements stated herein by joining and participating in a County Road Project
(CRP) to the extent of the required road improvements. At such time as an RID is
created or any Road Improvement Project is sanctioned by Spokane County, the
improvements required (curb, sxdewalk, drainage control and paving to existing
pavement) will be at the sole expense of the undersigned owner(s), their heirs, grantees
and assigns. This provision is applicable to AdamS Road and 12th Avenue.
13. The following statement shall be placed in the plat dedication:
"The owner(s) or successor(s) in interest agree to authorize the County to place
their name(s) on a petition for the formation of a Road Improvement District
(RID) by the petition method pursuant to Chapter 36.88 RCW, which petition
includes the owner(s)' property, and further not to object, by the signing of a
ballot, to the formation of an RID by the resolution method pursuant to Chapter
36.88 RCW, which resolution includes the owner(s)' property. If an RID is
formed by either the petition or resolution method as provided for in Chapter
36.88 RCW, the owner(s) or successor(s) further agree:

(a) that the improvement(s) or construction contemplated within the proposed
RID is feasible;
(b) that the benefits to be derived from the formation of the RID by the property
included therein, together with the amount of any County participation,
exceed the cost and expense of formation of the RID; and
(c) that the property- within the proposed RID is sufficiently developed.
Provided further that the owner(s) or successor(s) shall retain the right, as
authorized under RCW 36.88.090, to object to any assessment(s) on the
property as a result of the improvements called for in conjunction with the
ormanon of an RID by either pention or resolunon method under Chapter
36.88 RCW, and to appeal to the Superior Court the decision of the Board
of Counry Commissioners affuming the final assessment roll.
It is further agreed that at such time as an RID is created or any Road
Improvement Project is sancrioned by Spokane County, the improvements
required (curb, sidewalk, drainage control and paving) will be at the sole
expense of the undersigned owner(s), their heirs, grantees and assigns
without participation by Spokane County.
The RID waiver contained in this agreement shall expire after ten (10) years
from the date of execution below. However, the owner(s) or successor(s)
agree that if said RID waiver expires without construction of the required
improvements, the owner(s) or successor(s) agree to construct the required
improvements at their own expense, pay to Spokane County the then
estimated cost of the required improvements to enable the County to
complete the same, or furnish a bond or other secure method suitable to the
County (which may include the execution of another RID waiver agreement)
providing for or securing to the County the actual construction of the
improvements.
All of the requirements of this agreement shall run with the land and shall be
binding upon the owner(s), their successor(s) or assign(s)." This provision
is applicable to Adams Road and 12th Avenue.
14. The County Engineer has designated Typical Roadway Section Number Two, Minor
Arterial standard for the improvement of Adams Road, which is adjacent to the
proposed development. This will require the addirion of approxirnately 11 -13 feet of
asphalt along the frontage of the development. The construction of curbing and
sidewalk is also required.
15. The County Engineer has designated Typical Roadway Section Number Two, Local
Access standard for the unprovement of 12th Avenue, which is adjacent to the
proposed development. This will require the addirion of approximately 8- 10 feet of
asphalt along the frontage of the development. The construction of curbing is also required.
16. The proposed subdivision shall be improved to the standards set forth in Spokane
County Board of Commissioners Resolution No. 80-1592, as amended, which
resolution establishes regulations for roads, approaches, drainage and fees in new
construction.
17. The County Engineer has examined this development proposal and has determined that
the impact of this proposal upon the existing county road system warrants the
dedication of additional right-of-way and the roadway improvements herein specified.
18. The County Arterial Road-Plan identi.fies Adams Road as a Minor arterial. The existing
right-of-way width of 50 feet is not consistent with that specified in the Plan. In order
to implement the Arterial Road Plan, in addition to the required right-of way dedication,
a strip of property 8 feet in width along the Adams Road frontage shall be set aside in
reserve. This property may be acquired by Spokane County at the tune when arterial
improvements are made to Adams Road.
19. There may exist utilities, either underground or overhead, affecting the subject
property, including property to be dedicated or set aside for future acquisition.
Spokane County assumes no financial obligation for adjustments or relocation
regarding these utilities. Applicant(s) should check with the applicable utility purveyor

and the Spokane County Etigineer to deternune whether applicant(s) or the utility is
responsible for adjustment or relocation costs and to make arrangements for any
necessary work.
COUNTY HEALTH DISTRICT CONDITIONS
1. The final plat shaU be designed as indicated on the preliminary plat of record and/or any
attached sheets as noted.
2. Appropriate utility easements sha11 be ind.icated on copies of the preliminary plat of
record for distribution by the Planning Uepartment to the utility companies, Spokane
County Engineer and the Spokane County Health District. Written approval of the
easements by the utility companies must be received prior to the submittal of the final
plat.
3. Sewage disposal method shall be as authorized by the Director of Utiliries, Spokane
County.
4. Water service shall be coordinated through the Director of Utilities, Spokane County
5. Water service shall be by an existing public water supply when approved by the
Regional Engineer (Spokane), State Department of Health.
6. Prior to filing the final plat, the sponsor shall demonstrate to the satisfacrion of the
Spokane County Health District that an adequate and potable water supply is available
to each tract of the plat.
7. Prior to filing the final plat, the sponsor shaU present evidence that the plat lies within
the recorded service area of the water system proposed to serve the plat.
8. Prior to filing the final plat, the sponsor shaU demonstrate to the satisfaction of the
Spokane County Health District that suitable sites for on-site sewage disposal systems
are available on all tracts.
9. Subject to specific applicarion approval and issuance of permits by the health officer,
the use of individual on-site sewage disposal system(s) may be authorized.
10. The dedicatory language of the plat will state: "Subject to specific application approval
and issuance of permits by the Health Officer, the use of individual on-site sewage
systems may be authorized."
. 11. The dedicatory language on the plat shaU sta.te: "Use of private wells and water
systems is prohibited."
12. The plat dedication shall contain a statement to the effect that: "The public water
system, pursuant to the Water plan approved by county and state health authorities, the local fire district and water purveyor, shall be installed within this plat, and the
applicant shall provide for individual domestic water service as well as fire protection to
each tract prior to sale of each lot/tract and prior to issuance of a building permit for
each tract."
CC)UNTY UTTLITIES DEPARTMENT CONDITIONS
1. Pursuant to the Board of County Commissioners:PResolurion No. 80-0418, the use of
on-site sewer disposal systems is hereby authorizea This authorization is conditioned
on compliance with all rules and regulations of the Spokane Counry Health District and
is further conditioned and subject to specific application approval and issuance of
pennits by the Health District.
2. The dedication shall state: "The owner(s) or successor(s) in interest agree to authorize the County to place their
name(s) on a petition for the formation of ULID by petition method pursuant to RCW
36.94, which petition includes the owner(s)' property; and further not to object by the
signing of a protest petition against the formation o£ a ULID by resolution method
pursuant to RCW Chapter 36.94 which includes the owner(s)' property. PROVIDED,
this condition shall not prohibit the owner(s) or successor(s) from objecring to any

BUZLDING AND SAFETY DEPARTMENT CONDITIONS
