DECISION
THIS MATTER, an application for subdivision of land, from Don Henrichs has been
received and decided upon, pursuant to Spokane County Subdivision regulations, on the
~31 S~ day of August, 1992.
FINDINGS OF* FACT AND CONCLUSIONS
1. The individual signing below has further been properly delegated the responsibility for
rendering the decision by the Spokane County Director of Planning.
2. The proposal is to divide approximately 2.7 acres into two (2) lots for medical office uses
and those uses permitted in the underlying zone. _

McDonald Road in the 114 of Secrion 15, TownshiP 25 North, Range 44 E.W.M.
Spokane County, Washington.
4. The current zoning of the property is Urban Residential-22 (UR-22) which was
established in 1989 (ZE-30-89). The proposed lot sizes, frontage and intended uses are
allowed within this zone.
5. The Spokane County Comprehensive Plan designates this area as Urban The
development and uses proposed are generally in accord with this category. .
6. Sunounding uses are residential, med.ical offices, and undeveloped.
7. The required public notice was provided for this proposal and agencies having a potential
interest in the project were notified and recommendations solicited.
8. No comments were received from any adjoining property owners.
9. Recognizing the recommended conditions and Spokane County development standards,
the proposed subdivision makes appropriate provisions for the public health, safery and
general welfare and that the public use and interest will be served by platting the short
subdivision.
10. This is a redivision of Lot B of SP-689-91, under the provisions of RCW 58.17.060(11
11. The Arterial Road Plan identifies McDonald Road as a Minor Arterial with a proposed
right of way width of 80 feet. The property was previously conditioned for a five (5)
foot Future Acquisition Area along the property's McDonald Road frontage.
12. The proposed short plat will be served by a public water system. Waste water disposal will be as authorized by the Director of Utilities.
13. The project is exempt from environmental review under the State Environmentai Policy
Act pursuant to WAC 197-11-800 (6) (a).
DECISION
Based upon the above noted Findings of Fact and Conclusions, Short Plat Application
SP-778-92 is hereby APPROVED until September 1, 1995, subject to condirions noted
below. Most of the conditions of approval sha11 be accomplished by the applicant and/or
sponsor prior to finalization of the short subdivision. This decision is final unless
appealed in wriring, consistent with adopted appeal procedures.
These Conditions of Approval apply to applicant(s), owner(s) of the
property, heirs, assigns or any successors-in-interest to property.

PLANNING DEPARTMENT CONDITIONS 1. All conditions imposed by the Planning Department shall be binding on the
"Applicant", which term shall include the owner or owners of the property, heirs,
assigns and successors.
2. The proposal shall comply with the Urban Residential-22(UR-22) zone as amended.
T'he conditions of approval from ZE-30-89 shall also apply to this short plat.
3. The Planning Director/designee shall review any proposed final plat to ensure
compliance with these Findings and Conditions of Approval.
4. Appropriate road name(s) shall be indicated.
5. The preliminary plat is given conditional approval for three (3) years, specifically to
September 1, 1995. The applicant may request an extension of tune by submitting a
written request approximately forty-five (45) days prior to the above expiration date.
6. Appropriate utility easements shall be indicated on copies of the proposed final plat.
Written approval of utility easements by appropriate utility companies shall be received
with the submittal of the final plat.
7. Three (3) current certificates of title shall be furnished to the Planning Department prior
to filing the final plat.
8. The Spokane County Planning Department shall prepare and record with the County
Auditor a Title Notice specifying a future land acquisition area for road right-of-way
and uriliries. The reserved future acquisition area Title Notice shall be released, in full
or in part, by the Planning Departinent. The notice should be recorded within the same
time frame as an appeal and shall provide the following:
a. At least 5 feet of reserved future acquisition area for road right-of-way and
utilities, in addition to the existing and/or newly dedicated right-of-way along -
McDonald Road.
b. Future building and other setbacks required by the Spokane County Zoning Code
shall be measured from the reserved future acquisition area.
c. No required landscaping, parking, '208' areas, drainfield or allawed signs should
be located within the future acquisition area for road right-of-way and utilities. If
any of the above improvements are made within this area, they shall be relocated
at the applicant's expense when roadway improvements are made.
d. The future acquisirion area, until acquired, shall be private property and may be
used as allowed in the zone, except that any improvements (such as land.scaping,
parking, su:rface drainage, drainfield, signs or others) shall be considered interim
uses. e. The property owner shall be responsible for relocating such "interim"
improvements at the time Spokane County makes roadway improvements after
acquiring said future acquisition area.
9. The final plat map shall indicate by a clear, dashed line the required yard setbacks from
all private, "Tract X" or public roads. The dedication shall contain the following
statement
"Side yard and rear yard setbacks shall be deternuned at the time building permits are
requested unless these setbacks are specifically drafted on this final plat. The setbacks
indicated on this plat may be varied from if proper zoning approvals are obtained."
10. A plan for water facilities adequate for domestic service and fire protection shall be
approved by the water purveyor, appropriate fire protection district, County Building &
Safety Department and County Health District. The agencies will certify on the Water
Plan, prior to the filing of a final plat, that the plan is in conformance with their
respective needs and regulations. The Water Plan and certif cation shall be drafted on a
transparency suitable for reproduction and be signed by the plat sponsor.

11. . The water purveyor shall certify that apprapriate contractual azrangements and schedule
of xmprvvements have been made with the plat sponsor for construction af the water system in accoxdance, with the ap,proved Water P1an. The time sche.dule shaU provxde

12, The final plat dedication shall cvntain the following statement;

Department and water pui veyor, shall be installed vvithin this subdivision, and the
applicant shaU provlde faar indavidual domestic water service as weR as fire protection to

13. No bu.ilding pernit w-ill be issued for any lot with-in the final pXat until certified by a
Washi.ngton state-licensed engineer that "the vvater system has been installecl pursuant
to the approved Water Plan for the fifinal ptat" incl-uding a signe.ci license stamp. The
certif~ication rnay be in the forrn of a letter, but is preferred to ~e certified an a copy of
the Water Plan as a schematic map showing the "as-built" water system.
14. The ~'iTater Plan and the above fvur (4) condZtions of appraval regarding the Water Plan
may be waived by the Planning DirectorJdesigziee upon receipt of letters f-~om the
appropriate water purrr-yor and fue prvtection dxstrict statilig that siznp1e con.nections to
an existing, aPProved water system will pravide adequate damestic and fire protection
vvater to ensure the public health, sa€ety and gener-a1, welfare.

regarding these utilities. Applicant(s) should check with the applicable utility purveyor
and the Spokane County Engineer to detennine whether applicant(s) or the utility is
responsible for adjustment or relocarion costs and to make arrangements for any
necessary work.
10. The applicant shall comply with all cond.irions of approval of ZE-30-89, a rezone
application approved for the subject property.
COUNTY HEALTH DISTRICT CONDITIONS
1. The final plat shall be designed as indicated on the preliminary plat of record and/or any
attached sheets as noted.
2. Appropriate urility easements shall be indicated on copies of the prelixninary plat of
record for distribution by the Planning Department to the urility companies, Spokane
County Engi.neer and the Spokane County Health District. Written approval of the
easements by the utiliry companies must be received prior to the submittal of the final
plat. 3. Sewage d.isposal method shall be as authorized by the Director of Utilities, Spokane
County.
4. Water service shall be coordinated through the Director of Utilities, Spokane County.
5. Water service shall be by an existing public water supply when approved by the
Regional Engineer (Spokane), State Department of Health.
6. Prior to filing the final plat, the sponsor shall demonstrate to the satisfaction of the
Spokane County Health District that an adequate and potable water supply is available
to each tract of the plat.
7. Prior to filing the final plat, the sponsor shall present evidence that the plat lies within
the recorded service area of the water system proposed to serve the plat.
8. A public sewer system will be made available for the plat/project, and individual service will be provided to each lot/tract prior to sale. Use of individual on-site sewage
disposal systems shall not be authorized.
9. A statement shall be placed in the dedacation to the effect that: "A public sewer system
will be made available for the plat, and individual service will be provided to each lot
prior to sale. Use of individual on-site sewage disposal systems shall not be
authorized." 10. The dedicatory language on the plat shall state: "Use of private wells and water
systems is prohibited."
11. The plat dedication will contain a statement to the effect that: "The public water system,
as approved by county and state health authorities, the local fire district and purveyor,
will be installed within this plat, and the subdivider will provide for individual domestic
water service as well as fire protecrion to each lot/tract prior to sale of each lot/tract."
COUNTY UTILITTES DEPARTMENT CONDITIONS
1. Applicant shall make connection to public sewer system. Sewer connection percnit is
required. Plans and specifications are to be reviewed and approved by the Utilities
Department.
BUILDING AND SAFETY DEPARTMENT CONDITIONS
1. The applicant shall contact the Department of Buildings at the earliest possible stage of
design/development in order to be informed of code requirements
administered/enforced by the department, e.g., State Building Code Act regularions,
such as requirements for fire hydrantJflow, fire apparatus access roads, street address

assignment, barrier-free regulations, energy code regulations and general coordination
with other aspects of project implementation.
2. Requirements of Fire District No.l need to be sarisfied during the building permit

SUBJECT: Standard DrainaQe LanQUaQe for the Dedication on atj 18
1) Drainage easements, as platted and shown hereon, which are for the purpose of installing,
operating and maintaining drainage swales and drainage facilities to dispose of runoff, are hereby
granted. The County of Spokane is hereby granted the right of ingress and egress to all drainage
easements adjacent to the public right of way. The property owner shall maintain the drainage
swale with a permanent live cover of lawn turf, with optional shrubbery and/or trees, which do
not obstruct the flow and percolation of storm drainage water in the drainage swale as indicated
by the approved plans.
2) The owners of Lots & , of Block , and Lots
& , of Block , shall be held responsible for
keeping open and maintaining the path of the natural or man-made drainage flow over and across
the property.
3) The property owner or his representative shall inform each succeeding purchaser of all drainage
easements on the property and his responsibility for maintaining drainage facilities within said
easements.
4) Spokane County does not accept the responsibility of maintaining the drainage course on private
lots within drainage easements or floodplain areas, nor the responsibility for any drainage,
whatsoever, including but not limited to inverse condemnation to any properties due to deficient
construction and/or maintenance of drainage courses in drainage easements on private property.
5) The lowest buildin opening, including basement opening, for any building on is~e
~ and ~ shall be high enough to allow a minimum slope of 2%
away from the building. All drainage shall be routed away from the building to natural drainages
or other lawful drainage features.
6) Development within this subdivision shall conform to the requirements of the National Flood
Insurance Program and Chapter 3.20 of the Spokane County Code. The lowest floor, including
basement floor, for any structure shall be constructed according to the requirements of the
Spokane County Flood Zone regulations in effect at the time a building permit is issued.
Purchasers of property in this subdivision are warned of possible flooding or ponding and the
potential requirement to purchase Flood Insurance. This warning sha11 be carried in each and
every deed drawn to transfer ownership of any and all property within this plat in the Area of
Special Flood Hazard.
7) An approved lot grading plan exists for Lots and

Grading must conform to said plan on file in the County Engineer's Office.
8) Spokane County shall not be responsible to maintain ingress or egress across the flood plain area.

for service or benefit obtained by the planning, design, constructing, maintaining, or operation
of stormwater control facilities.
10) A statement must appear in the dedicatory language of the plat that individual driveway access
permits be required prior to issuance of a building permit for driveway approaches to the County
road system. This approach shall be constructed in accordance with the approved plan on file
in the County Engineer's office.

Proposal: A request to rezone an approximate 5 acre parcel from Agricultural Suburban
(AS) to Urban Residential-22 (UR-22) for the purpose of developing medical offices.
Location: Generally located at the southeast corner of Mission Avenue and McDonald
Roa.cl in the N.E. 1/4 of Section 15, Township 25 North, Range 44, E.W.M.,
Spolcane County, Washington.

The Urbari category is a land use designation suitable for residential uses at various
densitiess and certain non-residential usese Criteria for type and density of a
particular development is dependent upon site specific considerations included are
land use and zoning pattern, location, proximity to arterials, and development
trends. The Comprehensive Plan recommends that specific measures be considered
to insure compatibility between proposed developments and existing or future
developments. This is especially pertinent in regard to high density residential or
non-residential uses adjacent to low density residential neighborhoods. Measures
to consider may include landscaping, physical separation, height limitations, access
restrictions, screening, and change or modification in intensity of proposed land
use.
Arterial Road Plan:
Mission Avenue and McDonald Road are designateti as Minor Arterialse The .
Spokane County Arterial Road Plan right of way width is 80' feet as suggested by

the plan, with a recommended setback of 35 feet from ultimate right of way on
+ both arterials. Eacisting rights of way of 60' feet are inadequate to implement the
plans, future dedication and acquisition will be required.

The mixed zoning and land use generally reflects transition of the immed.iate
area from Rural to Urban. The predominant forces behind the change are the
medical and service related facilities associated with Valley General Hospital,
which is located approximately 1/4 mile west of the subject property. Existing
single family developments, west and south of this site are somewhat removed
from Mission Avenue and McDonald Road and are isolated from traffic
associated with medical service uses. Isolation is due to incomplete residential
streets that dead end without providing access between two arterials. More
recently, newer office and medical related proposals have been approved along
east side of Vercler Road, south of Mission Avenue (see file #'s ZE-29-87, ZE-
48-83, ZE-53-86).

, A previous zone change request from Agricultural and Agricultlu-al Suburban to
Urban Residential-22 for a church, office, and residential use for the subject
property (see file #ZE-23-86) was denied by the Hearing Examiner Committee
. concluded that development of a large parcel (29.75 acres) without specific
details or detailed site plan, would have a great impact upon the immediate area.
However, the Hearing Examiner Committee and opponents of record did
recognize that the development uend occurring immediatelv adjacent to Mission
Avenue would not be to single family residential. Further urbanization of the
immediate area occwrred when the Board of County Commissioner approved
Wilmar Mission, a preliminary plat and zone change (see file #'s ZE-59-87, PE-
1551-87) to develop 9.6 acres into S lots for single family dwellings and 102
multi-family dwelling units in the Urban Residential-3.5 and Urban Residential-
12 Zones. This proposal is located approximately 1/4 mile east of the subject
property.
According to Program to implement Spokane County Zoning Code, on January
l, 1991, existing zoning classifications in area will cross over to new zoning
code as follows: Agricultural and Agricultural Suburban become Urban
Residential-3.5; Residential Office becomes Urban Residential-22.

Site Plan Considerarions:
The applicant proposed development of the medical office building on the northerly
1.5 acres of the tota15.03 acre site. The remaining southerly portion of the rezone
site is not detailed on the proposed site plan, however, proposed Urban Residential- _
22 Zone would permit future professional office or 22 apartments per acre and other
uses permitted in Urban Residential-22 zone.

Proposed medical office building is designed as a single story structure,
" approximately 26 feet in height with a"residential" appearance and character.
. Majority of off-street parlcing areas are oriented to the east portion of the site
abutting an eadsting 150 foot wide Bonneville Power Administration easement
" which is traversed by overhead and below-ground lines. Orientation of parking
. toward the power line and vacant property to east and south mitigates impact upon
single family development to west
Proposed site plan provides for future dedication and acquisition areas along Mission Avenue and McDonald Road, with required setbacks measured from future
right of way. Access is shown both to Mission Avenue and McDonald Road.
Type I landscaping is indicated on the east portion of the site adjacent to off-smeet
parking are, (but outside power line easement) and along portion of proposed
structure. No landscape details are indicated for southerly portion of the site.

The site plan submitted for review by the Zoning Hearing Examiner Committee
is general in nature. Detailed review to deternune compliance with all Ordinance
regulations and condirions of approval is recommended to be administrative and
to occur at the Building Permit stage.
I V o SITE DEVELOPMENT RECOMMENDATIONS
Design: The proposed design concept, featuring a medical office with a residential
appearance, orientation of paricing to undeveloped areas, and location at intersection
of two minor arterials, is consistent with development trend along Mission Road for
similar parcels to west of subject property, and is an appropriate buffer design.
. Higher intensity office uses should be found in close proximity to Mission Avenue
with a uansition south along McDonald Road to less intensive uses.
. Landscaping: The site plan generally indicates landscaping on the Mission Avenue and
McDonald Road frontage, adjacent to off-street parking areas and around the
proposed structure. Specifically, the landscaping is inconsistent with Spokane
County Zoning Code standards as follows. The site plan indicates 10 to 15 feet of
Type III landscaping along Mission Avenue and McDonald Road. However, the
Spokane County Zoning Code requires Type III landscaping along a street to a width
of 20 feet Zoning Code requirements also specify provision of 20 feet of Type I
landscaping, a six foot site obscuring fence or wall, or solid landscaping, adjacent to
a Urban Residential-3.5 zone. However, existing Bonneville Power Administration
easement and overhead power lines may prevent installation of required landscaping
and fence/wall on east progerty line. Detailed review for compliance with standard.s
will occur at building pernut stage. Use of power line easement for required
landscaping, screening, drainfield, and "208" area will require approval of Bonneville
Power Administration.
Signage: As per Urban Residential-22 7.one requirements.

Circulation/Access: The Spokane County Engineer requires dedication of 2 feet along
McDonald Road and Mission Avenue and a 20' radius at the intersection of said -
streets for improvements to consist of additional asphalt, curbing, and sidewalks. To
nutigate traffic impacts to adjoining single family residences to west, the Hearing
Examiner Committee may want to prohibit vehicular access to McDonald Road. -
Easements: Use of existing easement for "208" area and drainfield will require letter of
approval from Bonneville Power Administration prior to release of building pernut.
V. SEPA ENVIRONMENTAL REVIEW
An Environmental Checklist was submitted by the sponsor and was reviewed by the
County Planning Department. The review considered the specifics of the proposal,
other available information, County ordinances, other regulations and laws, possible
standard Conditions of Approval, the Generalized Comprehensive Plan, and other
County policies and guidelines. The Zoning Administrator has determined that "No
probable significant adverse impacts" would result from the proposal being developed
and has issued a Detenninarion of Non-Significance ("DNS").
The 'DNS'° was circulated to 10 other agencies of jurisdiction and other
agencies/departments affecteti by the future development for review and conunenL The
"DNS"/"NIDNS" comment period ends Septenzber 19,1989 and was advertised 15
calend.ar days before said date in the newspaper, by letter to adjacent property owners
within 400 feet of the proposal, and by notice on a sign posted on the prroposal site.
The Hearing Examiner may consider addidonal environmental related testimony and the
"DNS" at the public hearing.
VI. PL.ANNING DEPARTMENT SUMMARY 1. The Comprehensive Plan within the Urban Category supports high density _
residential and service related non-residential uses along major arterials where
impacts to residential development can be mitigated.
2. Both Mission Avenue and McDonald Road are arterials that provide good access to the site. Traffic can directly access these arterials without circulating through
adjoining single family areas.
3. That proximity of Valley General Hospital has encouraged a change in land use to
medical, office, and multi-family uses that is slowly expanding, in a transition
pattern east along Mission Avenue. The proposed zone reclassification is consistent
with this development uend.
4. That existing Bonneville Power Administration easement and power lines, together
with associated development restrictions makes the site less desirable for low-
density residential development
5. The Sgokane County Zoning Code will provide buffering techniques and landscape .
standards that will provide aesthetic amenities to the proposed development.

6. Approval of portion of proposed zone reclassification is consistent with previous
land use actions in area, as evidenced by approval of high density residential
proposal to east of subject property, and approval of several medical related zone
change requests to west of site.
7. Denial of remainder of proposed zone change request is supported by previous land
use action for subject property, in which no specific details of future development
were disclosed. Therefore, potential impacts could not be measured, nor
consistency with adjacent uses evaluated.
VII. CONDITIONS OF APPROVAL
All Conditions imposed by the Hearing Examiner Committee shall be
binding on the "Applicant", which term shall include the owner or
owners of the property, heirs, assigns, and successors.
COUNTY PLANr1ING DEPARTMENT
1. Legal description:
Starting at the N.W. corner of the N.E. 1/4 of Section 15, Township 25 North,
Range 44 Easterly on Mission 325' then southerly 675' then westerly 325' then
northerly 675' to point of beginning. -
2. Approval is required by the Planning Director/designee of a specific lighting and
signing plan for the described property prior to the release of any building permits.

3. A specific landscape plan, planting schedule and provision for maintenance
_ acceptable to the Planning Director/designee shall be submitted with a performance
bond for the project prior to release of building pennits. Landscaping shall be
installed and maintained such that sight distance at access points is not obscured or

4. The applicant shall develop subject propeTty generally in accordance within the
concept presented to the Hearing Exanuner Committee. Variations, when approved
by the Planning Director/designee, will be permitted, including, but not limited to
the following changes: building location, landscape plans, and general allowable
uses of the pennitted zone. A11 variations must conform to regulations set forth in
the ZONIIVG CODE FOR SPOK:ANE COUNTY. The original intent of the
development plans shall be maintained,
5. The specific development plan will be submitted for Planning Department review
and approval prior to issuance of building permits.
6. All current standards of the Urban Residential-22 (UR-22) Zone, as amended,
shall be complied with in the development of this site.
7. The present proposal is not detailed enough to detennine whether or not the use of • or materials stored on the site are in compliance with Section 14.706 (Aquifer
Sensitive Area Overlay Zone) of the ZONIIVG CODE FOR SPOKANE COUNTY.

conditions of approval affecting the property in question. The "Title Norice" shall
be recorded within fifteen (15) days of final disposition of the approved land use
action and shall only be extinguished by the Spokane County Planning Deparnnent.

number) is the subject of a land use action, imposing a variety of special development conditions, by a Spokane County Hearing Body

COUNTY ENGINEERING DEPARTMENT
Prior To The Issuance Of A Building Permit Or Use Of The Proaertv As Provosed:
1. Applicant shall dedicate 2 feet on McDonald Road and Mission Avenue and a 20
foot radius at the McDonald - Mission intersection for right of way.
2. Access permits for approaches to the County Road System shall be obtained from
the Spokane County Engineer. .
3. Applicant shall submit for approval by the Spokane County Engineer road,
drainage, and access plans.
4. The applicant shall submit for approval by the Spokane County Engineer and the
_ Spokane County Health District a detailed combined on-site sewage system plan
and surface water disposal plan for the entire project or any portion thereof, if the
development is to be phased.
5. A parldng plan and traffic circulation plan shall be submitted and approved by the
Spokane County Engineer. The design, location, and arrangement of parking stalls
shall be in accordance vvith standard traffic engineering practices. Paving or
surfacing as approved by the County Engineer, will be required for any portion of
the project which is to be occupied or traveled by vehicles.
6. The County Engineer has designated Typical Roadway Section Number One,
Secondary Arterial Standard for the improvements of Mission Avenue and
McDonald Road, which are adjacent to the proposed development. This will
require the addition of approximately 12 to 14 feet of asphalt along the frontage of
the development. Curbing and sidewallc must also be constructed.
7. All required improvements shall conform to the cunent State of Washington
. Standard Specifications for Road and Bridge Construction, and other applicable
County standards and/or adopted resolutions pertaining to Road S tandards and
Stormwater Management in effect at the date of construction, unless otherwise
- approved by the County Engineer.

8. Roadway standards, typical roadway sections and drainage plan requirements are -
found in Spokane Board of County Commissioners' Resolurion No. 80-1592 as
amended and are applicable to this proposal. -
9. No construction work is to be performed within the e3cisting or proposed public
right-of-way until a pennit has been issued by the County Engineer. All work is
subject to inspection and approval by the County Engineer.
10. All requued consuuction within the existing or proposed public right of way is to
be completed prior to the release of a building pernut or a bond in the amount
estimated by the County Engineer to cover the cost of construction of improvements
shall be filed with the County Engineer.
11. The county Arterial Road plan identifies Mission Avenue and McDonald Road as
Minor Arterials. The existing right of way width of 60 ft. is not consistent with that
specified in the Plan. In order to implement the Arterial Road Plan it is
recommended that in addition to the required right of way dedication, a strip of
property 8 ft. in width along the Mission and McDonald frontages be set aside in
reserve. 1'his property may be acquired by Spokane County at the time when
Arterial Improvements are made to Mission or McDonald.
COUNTY UTILITIES DEPARTMENT
1. Pursuailt to the Board of County Commissioners Resolution No. 80-0418, the use
of on-site seweT disposal systems is hereby authorized. This authorization is
conditioned on compliance with all rules and regulations of the Spokane County
Health District and is further conditioned and subject to specific application
approval and issuance of permits by the Health DistricL
2. The dedication shall state: "The owner(s) or successor(s) in interest agree to
authorize the County to place their name(s) on a petition far the formation of ULID
by petition method pursuant to RCW 36.94, which the petition includes the
owner(s)' property; and further not to object by thc signing of a protest petition
against the formation of a LJLID by resolution methai pursuant to RCW Chapter
36.94 which includes the owner(s)' property. PROVIDED this cond.ition shall not
prohibit ehe owner(s) or successar(s) fronl objecting to any assessment(s) on the
property as a result of improvements calleci for in conjunction with the formation of
a ULID by either petition or resolution method under RCW Chapter 36.94."
3. Any water service for this project shall be provided in accordance with the
Coordinated Water System Plan for Spokane Counry, as amended.
4. Each unit shall be double plumbed for connection to future area-wide collection
systems.
COUNTY HEALTH DISTRICT
1. A combined surface water and sewage disposal detailed plan shall be approved by .
the County Engi.neer and the Spokane County Health District prior to the issuance
of any building permit for this project.

2. Sewage disposal method shall be as authorized by the Director of Uriliaes, Spokane
- County.
3. Water service shall be coordinated through the Director of Utilities, Spokane -
" County.
4. Water service shall be by an existing public water supply when approved by the
Regional Engineer (Spokane), State Department of Social & Health Services.
5. Disposal of sewage effluent beneath paved surfaces is currently prohibited.
6. Subject to specific application approval and issuance of permits by the health
officer, the use of an individual on-site sewage disposal system(s) may be
authorized.
7. Use of private wells and water systems is prohibited.
COUNTY BUILDING AND SAFETY DEPARTMENT
1. The applicant shall contact the Department of Building and Safety at the earliest -
possible stage of design/development in order to be inforaled of Code requirements
administered,/enforced by the department, e.g., State Building Code Act regulations
such as requirements for fire hydrantlflow, fire apparatus access roads, street
address assignment, barrier-free reguladons, energy code regulations, and general
coordination with other aspects of project implementation.
2. Requirements of Fire District No. 1 need to be satisfied during the building pennit
process.
WATER PURVEYOR
. 1. Water Purveyor is Modern Electric Water Company and they will supply the site
with adequate water for domestic, fire and inigation uses.
SPOKANE COUNTY AIR POLLUTION CONTROL AUTHORITY
1. All air vollurion regularions must be met. This includes but is not limited to the

2. Air pollution regulations require that dust emissions during demolition, excavation
and construction projects be controlled. Z'his may require use of water sprays,
tarps, sprinklers, or suspension of activity during certa.in weather conditions. Haul
roads should be treated and emissions from the transfer of earthen material must be
controlleti as well as emissions from all other construction related activities.
3. Measures must be taken to avoid the deposition of dirt and mud from unpaved
surfaces onto paved surfaces. If tracking or spills occur on paved surfaces,
measures must be taken immediately to clean these surfaces.
4. All traveled surfaces (ingress, egress, parking areas, access roads) must be paved
and kept clean.
