III. (3ACY.GROUNO/ANALYSIS
Original]y two office buildings were approved for this s7te anci adjacent
property. Since the original request,.two Change of Condition Hearings have
been held, approving Sneva's Lighting Lube and Jet Self-Service Gas Station.
This request incorporates ali remaining iand required to come in for a Change
of Conditions prior to development.
The Spokane County Health District finds that:
l. This project lies over the Spokane Aquifer
2. It is within Critical Water Supply Servlce area No. 3, and within the
service area of Modern Electric Company. Groundwater resources appear
adequate to support development at this density.
3. The project is: Inside the 201 Sewer Study Area Zone No. 3 and inside
the Primary Sani tary Sewer Area reconn»ended in the ' ZO8' Study. The
method of sewage disposal is subject to approvai of the Director of
Utilities pursuant to County Resolution 80-0418 adopted March 24, 1980.
The topography and soils in the area are generally suitable for use of
individual on-site sewage systenis.
IV. AGENCIES RECOMMENDED CONOITIONS
a) COUNTY FIRE MARSHAL
l. The site is located in Fire District #1.
2. Adequate water for fire protection, and distribution of such water is
required. A plot plan shotiving fire protection water distribution
and access for emergency vehicles is required to be submitted for
approval prior to any la nd use.
b) COUNTY ENGIPIEER
l No additional Conditions.
c ) WATER PURUEYOR
1. Purveyor is Modern E 1 ec tri c Wa ter Compa ny, a nd they ari 11 suppl y the '
site with adequate water for domestic fire and irrigation uses.

formal action by the Zoning Hearing Examiner Connittee as instructed
by the Planning Department staff.
2. The request has proven to be environnrentally non-significant.
Therefore, a final declaration of non-significance shall be signed
by the Chairman of the Hearing Examiner Committee.
f ) ZOPJ I NG
1. A specific landscape plan, pla nting schedule and provisions for
rnaintenance acceptable to the Spokane County Zoning Administrator
shall be submltted with a performance bond for the project prior to
release of building permits.
2. The appllcant shall develop subject property generally in accardance
within the concept presented to the Nearing Examiner Committee.
Minor variations when approved by the toning Administratior will be
permitted, including, but not limited to the follvwing changes-
Quilding location, landscape plans, and general allowable uses of the
perniitted zone. Ail variations must conform to regulations set forth
in the Spokane County Zoning Ordinance. The original intent of the
development plans shail be maintained.
3. All other conditions of the original zone reclassification shall be
complied with. '
g) CODUTY UTILITIES
l. An on-site sewage systeiii be allowed under the rules and regulations
of the Spokane Caunty Nealth District.
2. The owner, his heirs and successors shall agree not to protest le ,

1. The advertised property shall be developed in substantial conformance with
the approved site development plan and elevation drawings, i.e., a singTe
story retail building with peripheral paved parking lots and landscaped
areas, substantially as shown. The elevation drawings are to be interpreted
as depicting general quality of exterior finish material, rather than a
precise description of what is to be built.
2. The subject property shall be lighted in a manner which will not praduce

At the July 20, 1973 hea ring, the Planning Commission recommended approval of
the Sisco request subject to submittal and review of a more detailed site
develapment plan, and subject to reclassification to (Multiple Family Suburban
of certain properties to the west of Argonne Road. In a letter dated Quoust 6,
1973, the 6oard of County Corrunissioners suggested that the Planning Commission
"consider the reclassification of the property aiest of Argonne Road at a hearing
