CALL TO ORDER: The meeting was called to order at approximately
10:45 a.m. by Building and Safety's Code Compliance Coordinator,
Tom Davis, with the follawing in attendance:

SCOPE/PR4JBCT DESCRIPTION:
The meetinq was held to review a proposal by Washington Water
Power ta determine requirements which must be met in order to
obtain a building permit for a 115-113 RV electrical distribution
substation and control house. The substation will include a
transformer containing 2,500-3,000 gallons of oil. The proposed
location, North 710 Locust Road, is in within Modern Electric
Company's service area and has been chosen by the electrical
needs of the community for both comganies. Washington Water Power
(WWP) will be providing two distribution feeders for Modern
Electric.
A seven foot fence in an area of 150' x 150' will be installed
with long range plans being to expand this area to 230' x 1501.
However, this expansion will not take place for approxi.mately ten
years.
Initially, one 115 KV line will be set up, terminating into the
station. Within the substation will be a 20' x 12' control

house. Steel construction has been planned for the substation
with concrete foundations. The contral house will be a
pre-fabricated building. Plans are to strip the top soil and
replace with gravel.
There two existing structures on this property, one being a
storage building which will be removed and the other a house that
will either remain or be removed.
An environmental review will be required and the SEPA checklist
is being prepared by WWP.
Applicant notes that this proposal is similar in nature to a
conditional use permit issued for their 3rd and Barker location.
Sv14KARY OF DEPARTMENTAL RF.QUIRFCMTS :
1. Building and Safety (456-3675)
a, Lead agency for SEPA will be Building and Safety.
b. Structures to be torn down require a demolition permit.
c. Moving a structure off the property requires a
relocation permit.
d. Fences over six feet in height require building
permits.
e. Fire Protection District No. 1 has no requirements.
f. Plans for the transformer shall be provided showinq
double containment.
2. Engineering (456-3600)
a. Prepared comments were given to the applicant and
Huilding and Safety by Sob McCann.
b. A site drainage plan for review and approval is
required prior ta the release of a building permit.
c. An approach permit is required prior to approach
construction. The driveway approach must be paved and
delineated, hawever the driveway can be gravel.

d. Any further questions should be submitted to Jerry
Sims.
e. With regards to stormwater drainage, the applicant
indicated the property is level, there will be no build up
or slope. Engineering will need a letter from the applicant
stating the property will remain flat/level, with gravei as
ground cover to absorb the moisture. 208 drainage is not
necessary if property remains level.
3. Health District (456-6040)
a. Not present at meeting.
4. Planning Department (456-2205)
a. Parcel numbers on application are believed to be
incorrect.
b. There are four parcels of land involved in the proposal
which would either require a subdivision, short plat, or a
lot line adjustment. It was suggested that WWP which has
options to purchase the properties rnay qualify for a lot
line adjustment which would be less time consuming, taking
only 15 minutes, as opposed to a short plat or subdivision
that takes 60-90 days.
c. Zoning is Agricultural-Suburban. Within that zone,
public utility transmission facilities are a permitted use,
subject to standards listed in the Zoning Ordinance.
Specifically, Section 4.17.070 states that:
(1) "The utility company shall secure the necessary
property or right of way to assure for the proper
construction, continued maintenance, and general safety
to the properties adjoining the public utility
transmission facility;
(2) "All support structures for electrical
transmission lines shall have their means of access
located a minimum of ten (10) feet above the ground;
(3) "The facilities shall be compatible with the
surrounding uses either by distance, landscaping,
buffering, or design, as determined by the Zoning
Administrator;

(4) "The height of the structure above ground does not
exceed one hundred twenty-five (125) feet or the
requirements of the Airport Overlay Zone (AOZ) if it
applies (Section 4.16)."
d. It was stated that pursuant to the Zoning Ordinance,
only one primary use is allowed on a single parcel of land.
The existing residence, if it is to remain, will need to be
addressed either through a lot line adjustment or a short
plat.
e. Landscape plan is required showing the type of
materials, quantity, size at the time of installation,
height of shrubs, includYng fence details, along with a
landscape estimate, and a promissory letter to insure
completion of the landscaping.
f. Fences over six feet in height may require a variance.
5. Utilities (456-3604)
a. Not present at meeting.
Required Actions (Coun :
1. Marty Robinson, Building and Safety, and Stan Miller,
Engineer's Office, will discuss the detail o€ the plans for
double containment of the transformer and contact the applicant,
Jim Fuller (482-4416), with their result.
2. John Pederson, Planning Department, to discuss with the
Short Plat Administrator the possibility of obtaining a lot line
adjustment for the subject property.
AD.TO : There being no further business, Tom Davis thanked
the applicant and the departments for their participation and
remi.nded all that he should be contacted if there are any
unforeseen problems which may arise.

agency. The checklist contains mitigating measures being proposed by
the applicant which are being iacorporated as pro3ect conditions by the
lead agency. Substantive authority to impose these conditions is
granted pursuant to Sections 11.10.100 and 11.110.160 of the Spokane
Environmental Ordinance. This information is available to the public
on request.
This mitiqated DNS is issued under WAC 197-11-340(2) and WAC
197-11-350; the lead agency will not act on th,is proposal for 15 days

Space is available for expansion to one additional transformer and switching facil-
ities as shown in the Ultimate Plan. A future transformer will be phased in depending
upon Modern Electric Co. service area requirements and is not expected for ten years.
The ultimate expansion of the site would amount to a fenced area of 190 ft. x 158 ft.
Additional facilities will be similar to the original construction. Should expansion
occur, the landscaping plan will be ad3usted accordingly.

proposed route of the 115 kV transmission line-is shown on the attached map (Proposed
and Alternative Routes for 115 kV Transmission Line). The route begins at an exsiting
WWP 115 kV liae near Sprague and Mullan. The Willow Road-Appleway-Locust route is
considered to be preferred while the Willow Road-Broadwaq-Locust Road route is con-
sidered as an alteraative. Both the preferred and altemative routes utilize existing
distribution line rights of way. The distributioa lines will be underbuilC to the
transmissioa structures as shQwn on the attached draWing (Dishman 115 kV tap typical
structure). The transmission liue will be constructed of wood poles approximately
70 f eet in height.

An oil-filled, 115/13 kV, Power Transformer will be the only initially installed,
potential aquifer contamination source. The attached drawing shows our praposed plaa
to contain spilled oil, in the event of a non-catastrophic failure such as a broken
drain valve ot tank leak.
The oil contaiimnent system consists of a 24' x 17' concrete slab, with a continuous
12 inch curbed perimeter. The curb is used to hold any oil spillage within the con-
tainmeat area. Normal rainfall collected within the curbed area will dissipate
through natural evaporation. A typical 115/13 kV, 20 MVA Power Transformer contains
approxfmately 3,000 gallons of ail. The curbed fouadation will contain approximately
1,750 gallons of oil.
The failure of equipment due to low oil level and subsequent public response from loss
of electrical service, provides WWP with a quick "indirect" alarm for a transformer oil
leak. Further, future installation of SCADA in distribution stations, such as Dishman,
will provide immediate indication of an oil spill sftuation.

further scierrtifie amvestigation.
The substatiQn is designed to minimize the opportwu.ty for eatrance and cDntatting
eIIergized e.lcctrical equipment. Aan eight faat chain link fence with appropriate signing

Backqround:
The Planninq Commission has been reevaluating the existinq Multiple
Family Suburban zoned areas in the Spokane Valley to determine whether
the existinq areas are apgropriate for: 1) apartments, 2) mobile homes
and trailer courts, 3) single family residences and duplexes, or 4) other
uses. The Comr.zission is subsequently rezoning many of the Multiple
Family Suburban areas ta cnore appropriate classifications. The Commis-
sion expanded the Farr Road study area west to Locust Road to avoid
splittinq several propertie s with zoning boundatie s.
A. Reasons;
1. The predominate land use in the area consists of sinqle famxly
residences on suburban lots which range in size from 1/4 acre to
1 1/4 acre3. The development is typically Agricultural Suburban
in nature because mast of the lots are long and narrow with the
residences developed on the road frontages.
2. The Comprehensive Plan indicates that hiqh density residential
development should occur adjacent to the Sprague Avenue busf-
ness frontaqes rather than within the interior of the neighborhocd.
3. The Commission notes that only two (2) trailers have been
established within the study area. No apartncients have been
built in the area presently zoned Multiple Family Suburban.
4, The Commission notes that areas to the east of the Study Area
(Sunderland and Walnut Raa d) which were previously zoned
Multiple Family Suburban have been upqraded to the Restricted
Resfdential clas sification at the reque st of re sidents within tre
areas who have attempted to prevent apartment developments in
their respective areas.
