Subject: Changes to Drainage Plan,
Short Plat 92-825
A& C Proj. No. 93-292
Dear Dave:
In the process of constructing the private road, Meadow River Lane, as shown on Sheets 6 and 7
of the utility and road plans reviewed by Spokane County for Faris Development, it was
necessary to revise the road profile. In so doing the location and sizing of the drainage facilities
also had to be adjusted.
At the time that these adjustments were being considered, I called Chris Reich of your offce to
explain the situation and to determine the feasibility of making these field changes and how it
would be affected by the regulatory process. On May 15 of this year, Chris gave verbal approval
of these changes. He believed that a resubmittal for review was not necessary.
The substitution of a Type B drywell for a Type A drywell allowed the size of the drainage pond
originally shown at Station 18+00 Right, to be reduced. The new and smaller pond no longer
required a drainage easement on the adjoining lot (shown as Lot 2; now known as Parcel B on the
Short Plat.) Furthermore, the locations of the drywells and silting basins originally shown at
Stations 17+60, Left and 15+00, Right were changed to match the new road profile. The new
locations of those facilities are Stations 17+17, Left and Right, respectively. These changes do
not in any way diminish the reliability of the drainage design nor deviate from the original intent of
the design or the recommendations of the plan review section of your office.
If you have any questions regarding this matter please contact this office as soon as possible.
Thank you for your prompt attention to this matter.

subject: Jim Hill Road
To: Gary Kennaly/Pat Harper
In follow up on the above development we have made significant progress in
resolving our outstanding issues. We have recently approveti an intersection
plan for the Jim Hill and SR-2 intersection, which we will provide you a copy
of. We currently are in the process of revising our "Limited Access Plan" to
reflect this new county road. As part of this limited access plan change we need
confirmation that this is going to be a county road, in order for this change to
occur. I think our headquarters is looking for language similar to what I have ,
shown below: The westerly extension of Jim t.Iill Road from SR-2 will be accepted .as a county road, for thaz portioja indicaled on the plan, once it is constructed by
the property developer. It is also our intention iji the future, when warranted,
to extend Jim Hill road to become an integral pait of the county roud
network.
If you could provide us with a memo on the County's acceptance of this road
we would be very appreciative. Thank you in advance for assistance in this
matter.

Ron Dunsmore of Adams and Clark has provided me with sufficient information to show that ~
the Short Plat noted above is entirely outside the designated flood zone in that area. This
means we can eliminate the condition on the short plat that requires them to compty with the -
requirements of the flood program.
If you have any questions, let me know.
Thanks.

After reviewin~ the preliminzry site plan for this development tlie Washington State

• Due to the access control that WSD0'1, has purchased i11 this area, the current
access to this parcel is via a farm approach. This farm approach was originaUy
prov.ided to allow the 2 property Owners in this azea access to their farms.
However, this limits the approach to 2.farms (2 1ot.s) ancl since this short plar
proposes to create 8 lots this existing farm approach is not aciequate to provide the
needecl access.
WSDOT has, however, provided this property witli a provision that 1Jlow5 for a

requixes that a new county road connection be established at highway enuineers
station LL. 270+53 LT. (as shown on the site plan) to provide access for this and
other parcels in the area. This new road must be a county road and be constructed
to the appropriate county road standards. Access control must also be establislied
on this new county road for a minimum of 300 feet From the anterscction of SR-2.
An interconiiection between this new county roaci and other parcels in this area
