MICHAEL HUFFMAN being first duly sworn on oath deposes and says that he is the EDITOR of the Spokane Valley News
Herald, a weekly newspaper. That said newspaper is a legal newspaper and it is now and has been for more than six months prior
to the date of publication hereinafter referred to, published in the English language continually as a weekly newspaper in Spokane
County, Washington, and it is now and during all of said time was printed in an office maintained at the aforesaid place of
publication of said newspaper, which said newspaper had been approved as a legal newspaper by order of the Superior Court of
the State of Washington in and for Spokane County. That the following is a true copy of a Legal Notice as it was published in
regular issues commencing on the 28th day of April, 2017, and ending on the 5th day of May, 2017, all dates inclusive, and that
such newspaper was regularly distributed to its subscribers during all of said period:

Proposal: The proposed improvement will
complete the third phase of the Appleway
Trail Project. This phase of the project
will construct a 1.3 mile long 12 foot wide
asphalt trail from Sullivan Road to Corbin
Road. The trail will parallel Sprague Av-
enue, starting approximately two blocks
south at Sullivan Road and starts to taper to-
wards Sprague Avenue east of Steen Road,
on parcels owned by Spokane County. The
project will include installation of midblock
crossings at Sullivan Road, Conklin road,
Steen Road, Flora Road and Corbin Road.
These crossings may include pedestrian
activated traffic signals/devices. Landscap-
ing, trail amenities and irrigation may also
be installed along the corridor.

City of Spokane Valley Municipal Code
(SVMC) 17.90 (Appeals), a written appeal
of the decision shall be filed with the City
of Spokane Valley Community & Public
Works Department within fourteen (14)
calendar days after the date the notice of
the decision is mailed. Standing to appeal a
decision shall be determined in accordance
with the provisions of SVMC 17.90.030
(Standing).

kane Valley Planning Division has reviewed
the proposal/project for probable adverse
environmental impacts and expects to issue
a Determination of Non -Significance (DNS)
far this project. The optional DNS process
in WAC 197-11-355 is being used.. THIS
MAY BE YOUR ONLY OPPORTUNITY
TO COMMENT ON THE ENVIRONMEN-
TAL IMPACTS OF THE PROPOSED
PROJECT.
Existing Environmental Documents:
None.
Applicable Development Regulations:
SVMC Title 19 (Zoning), Title 21 (Environ-
mental Control) and Title 22 (Development
Standards); 2009 City of Spokane Valley
Street Standards; and 2008 Regional
Stonnwater Manual are primary develop-
ment regulations applicable to the site.
Public Hearing: Pursuant to SVMC
17.80.060, the Planning Division shall be
the decision -maker on a proposal. There-
fore, the proposal is not subject to a future
public hearing.
