The following information must be provided in order for us to proceed with our review. A) For any new hard surface area, for an asphaltic roof, or a roof containing HVAC machinery, a drainage plan for the site shall be prepared in compliance with Spokane County "Guidelines for Stormwater Management". At a minimum the plan must contain: 1. Drainage calculations for stormwater volumes generated on site. 2. Calculations for total impervious surfaces contained within the site. 3. Finished grade elevations for structures to be constructed on site. . 4. Finished grade elevations at the top and bottom of the 208 swale. 5. A typical cross section of the 208 swale. 6. Calculations to justify the number and type of drywells proposed. 7. Elevation of drywell inlets where applicable. 8. Drainage plan as specified. 3. Other information: a. A parking and traffic circulation plan shall be submitted and approved by the Spokane County Engineer. The design, location and arrangement of parking stalls shall be in accordance with standard traffic engineering practices. Paving as required by the County Planning Ordinance, will be required for any portion of the project which is to be occupied or traveled by vehicles. It is-illegal to back out onto the Right of Way. E) Utility Condition: Permittee is responsible for arranging for all necessary utility adjustments or relocation as required for completion of the improvement. F} The owner of the property or the authorized representative must complete and sign Spokane County Engineers "Agreement to Pay Fees". This document must be returned to the County Engineers Office. Plan review will not be completed until this document is executed. This document is attached to these comments. Please return the completed Agreement to your contact person at the Engineers Department. The applicant or their representative is responsible for including each item that is marked "Required By This Project" in their submittal in accordance with the checklist descriptions. Each item submitted that is to meet the checklist shall be checked off by the applicant or their representative. Submittals which do not conform to the above requirements will be returned for further items with no review being accomplished. This will prolong the review process. If changes occur in the requirements for the project because of further conversations with Spokane County representatives, please attach a note explaining the agreed upon change in requirements. When the applicants' submittal is finally approved, the Engineers department will release their portion of the Building Permit. I NTRODUCT ION This matfier having come before the Examiner Committee on February 28, 1980 and the members of the Committee present being Eldon Thomas, Chairperson, Kathy Carstens, and Jane Myers and the Committee having personally visisted the site of the proposal. B. PROPOSAL The sponsor, Walter A. Miller, is requesting approval of a preliminary plat, PE-1365-80, Montgomery Commerce Center for subdivision of 9.7 acres into 14 lots for industria{ use with offices and there being present, the following appiicant or representative: 111ALTER MI LLER, SPONSOR C. FINDINGS OF FACT 1. That the existing land use in the area is vacant with one trailer on property. 2. That the Comprehensive Pfan designates this area as industrial usage. 3. That the existing zoning of the property described in the application is Restricted Industrial. ' 4. That the proper legal requirements for advertisement of the Agenda Item have been fulfilled. 6. That the land in this area is suitable for the proposed use, or uses within the proposed Zone Classification. 7. That the proposed use is compatible with existing uses in the area. 8. The -Hearing Examiner Committee finds the proposed use is not detrimental to the general purpose or otherwise *harmfull to the public health, safety, and welfare. 9. That the owners of adjacent lands expressed approval of the proposed use. 10. The following are additional findings of fact considered by the Hearing Examiner. Committee: a) That the sponsors have proposed a very responsible and compatible proposal. D. SPECIAL CONDITIONS OR CONTIGENCIES APPLICAgLE TO THIS SUBDIVISION APPROVAL: If approval is granted, the following conditions are recommended. 1. That the plat be designated as indicated on the preliminary plat of record and/or attached sheets as noted. , 2. The tim+e schedule will provide, in any case, for completivn of the water system and inspectxon by the appropriate health authorities prior to application for bui3ding perrnits within the plat. The contractual arrange- ment-s wili include a pravrsion hoiding 5pokane County and the purveyor 3 File No. PE-1365-80 , harmless from ciaims by any lot purchaser refused a building permit due to the failure of the plat sponsor to satisfactorily complete the approved water system. The plat dedication will contain a statement to the effect that the public water system as approved by County and State Health authorities and the local fire district and purveyor will be installed within this plat, and the subdivider will provide for individual domestic water service as well as fire protection to each lot prior to sale of each lot. 7. That a certificate of title be furnished the Planning Department prior to the filing of the final plat. r 8. That the preliminary plat be given conditional approvaf to March 1, 1981. 9. That a declaration of Non-Significance be issued, in accordance with Section 11.15.340 of the Spokane County Environmental Ordinance (SCEO) prior to approval, or any approving action in accordance with SCEO 11.15.340. NOTE: The official file contains an environmental checklist for the proposal and a staff review of their check{ist as required by wAC 197-1 0-320. 10. That conditional approval of the plat by the County Engineer is given subject to dedication of right-of-way and approval of the road system as indicated in the preliminary plat of record. 11. No construcfiion work is to be performed within the existing or proposed t . public right-of-way until a permit has been issued by the County Engineer. All work is subject to inspection and approval by the County Engineer. . 15. All construction within the existing or proposed public right-of-way is to be completed prior to filing plat or a bond in the amount estimated by the County Engineer to cover the cost of construction of improvements, construction certification, "As Built" plans, and monumenting the street centerlines shall be filed with the County Engineer. 16. That appropriate provision be made that the following described property be held in trust until the continuation of the streets be dedicated or deeded. A parking plan and traffic circulation plan shall be submitted and approved by the Spokane County Engineer. The design, location, and arranqement of parking stalls shall be in accordance with standard traffic engineering practices. Paving or surf acing as approved by the County Engineer, will be required for any portion of the project which is to be occupied or traveled by vehicles. 5. The word "applicant" shall include the owner or owners of the property, his hei.rs, assigns, and successors. 6. The construction of the road improvements stated herein shall be accomplTShed as approved by the Spokane County Engineer. 7. The County Engineer has designated Typical Roadway Section Number One, Secondary Arterial standard for the irnprovement of University Road which is adjacent to the proposed development. This will require the addition of approximately 12 feet to 14 feet of asphalt, curb and sidewalk along the frontage of tflo development. 8. The project shall not produce more than 3,600 gallons of generated wastes per day for on-site sewage disposal. e) COUNTY BUILDING AND SAFETY DEPARTh1ENT 1. The site is located in Fire District # l. 2. This project may involve the storage and handling of critical materials. It is recommended that the applicant contact the Department of Bui lding and Safety for material s identif ication and containment requirements prior to the issuance of any building permit. 3. The required f ire f low for any bui lding or property development i s determi ned by bu i ld i ng s i ze, type of construct i on, and proximity of exposures. Required fire flows shall be based on an evaluation of each bui lding at the time of bui lding permit application. The specific location of hydrants shall be determined by the fire district. 4. Any proposed conditions relating to bui lding location, design, and occupancy sha11 be reviewed by Building and Safety for compliance with the Uniform Building and Fire Codes prior to finalization of action. 5. Fire hydrants shall be located so as to be accessible to fire apparatus and not be obstructed by any structure or vegetation or have the visibility impaired for a distance of fifty feet in the direction of vehicular approach to the hydrant. 6. Approved numbers or addresses shall be placed on all new and existing buildingsin such a position as to be plainly visible and legible from the street or road fronting the property. The relocation of the existing building or the demolition of the building shall comply with the provisions of Title 3, Spokane County Code and that prior to the relocation or demolition, a permit from the Department of Building and Safety is required. f} WATER PURVEYOR 1. Water Purveyor is Irvin Water District, and they are able to supply the site with adequate water for domestic, fire and irrigation uses. g) COUNTY AIR POLLUTION CONTROL AUTHORITY Ail air pollution regulations must be met. This includes but is not 1 imited to the fol lowing: l. Air pollution regulations require that dust emissions during demolition, excavation and constructivn projects be controlled. This may require use of water sprays,.tarps, sprinklers, or suspension of activity during certain weather conditions. Haul roads should be treated and emissions f rom the transfer of earthen material must be controlled as well as emissions f rom all other construction related activities. 2. Measures must be taken to avoid the deposition of dirt and mud from unpaved surfaces onto paved surfaces. If tracking or spills occur on paved surfaces, measures must be taken immediately to clean these surfaces. 3. All travelled surfaces (ingress, egress, parking areas, access roads) must be paved and kept clean. 4.
