CALL T0 ORDBR: The meeting was called to order at approximately
10:00 a.m. by Building and Safety's Code Compliance Coordinator
Tom Davis, with the following in attendance.

SCOPE/PROJLCT D$SCRIPTION:
12 unit condominium complex. Appl3.cant would like to begin
cvnstruction no later than €irst of March with a date of
completion estimated 60 to ?Q days after the start of
construction.
SUr1rIly[ARY OF DEPARTMRITAL REQUIRBiW.NTS :
1. Building and Safety (456-3675)
a. A two-hour area separation wall is required in each
building. Correspondence indicating results of the
plan review have been forwarded to the architect.
b. Letter from Fire District No. 1 has been received,
requiring a fire hydrant at the back end lot and a 50
foot turnaround. The owner can discuss the turnaround
and hydrant further with Paul Chase of Fire District 1.
c. No plumbing and electrical plans are needed for this
project.

2. Engineers Office (456-3600)
a. Prepared comments were given to the applicant and
Building and Safety by Bob McCann.
b. Applicant must comply with conditions of approval for
Spokane County Zone Change ZE-57-86, which includes the
fallowing requirements:
1. The dedication of a 17 foot right-of-way along
University.
2. Approval of stormwater drainage plan (a plan has
been reviewed and comments have been returned to
the enqineer for inclusion in and modification of
the plan). Any changes in the turnaround radius
may necessitate corresponding changes in drainage
plans.
3. Approach permits must be obtained from the County
Enqineer.
c. Applicant should be aware that landscape plan and 208
drainage plan should be coordinated to avoid conf lict
between the two plans. The Engineer's office would
need to review a landscape plan for compatibility with
the drainage plan.
d. Copies of deeds and similar information needed €or
right-of-way dedication.
e. No docurnents far sewage are required.
Contact person at County Engineer's Of€ice is Gary Nelson
3. Health District (456-6040)
a. The project is currently inside a proposed i1LID. The
preli.minary assessment hearing is scheduled for
February 17, 1987. If the ULID is approved, a request
for a waiver of regulations should be filed to allow
installation of the oriqinal system only and a
replacement system would not be required. If it does
not pass, replacement system/area requirements will be
reviewed.
b. Original tanks were two at 2,000 gallons this should be
changed to one 2,500 and one 1,500 gallon single
compartment tanks. (The first tank should be 2/3 of
the overall capacity of the system).

c. Leachbeds are satisfactory size for 10 units shown.
The possibility of granting a request for waiver of
replacement area would allow an llth unit to be
constructed utilizing the oriqinal on-site sewage
system.
d. Condominium owners must form an association for
maintenance and operation of sewage system before the
permit is issued.
e. Permit for on-site system required.
4. Planninq Department (456-2205)
a. Rezone approved as proposed.
b. Required setback as indicated are adequate.
c. Proposed garking is adequate.
d. 24 feet of Type 3 landscaping required alonq University
Road.
e. Landscape plan for type 3 and cost estimate, along with
a promissory note is required.
f. SEPA f inal anotice of action must be filed.
q. Proposal includes three parking sgaces for each unit
making a total of 36 spaces provided. Zoning code
requires as a minimum of 1-1/2 spaces per unit.
h. 10 •day appeal period running from the day after the
public hearing approvi.ng the re2one is in effect. The
public hearing was held on February 5, 1987.
5. Utilities (456-3604)
a. Double plumbing is required.
b. As-built drawings on sewer system required.
c. ULID statement required.
d. Required to hook up to sewer system as soon as it is
available for connection. (Sewers shauld be in the end
of summer or beginning of fall). (Permit required).

12-UNIT CONDO PROJECT
STORM DRAINAGE ANALYSIS
The project is proposed to be constructed in at least two phases. The first
phase consisting of 10 living units is serviced by an interim on-site sewage
disposal system. The second phase consists of two additional living units to
be added when public sewers are available. When project completion 1s
reached at 12 units, all on-site sewage disposal systems will be abandoned
resulting in the elimination of all on-site sewage disposal space requirements.
Storm drainage calculations are based on the completed project.
The site is divided into five small drainage basins as shown on the attached
ap. By inspection, we can say that the time of concentration for any one of
the basins is less than five minutes. Runoff coefficients for pervious and
rimpervious surfaces is 0.1 and 0.9 respectively. Other pertinent data con-
` cerning each of the basins is tabulated as follows.

*Bottom volume is defined as a volume 0.5 feet deep over the '208' area
shown on the plan. Each square foot of bottom area has 0.5 cubic feet of
usable storage volume.
**The perimeter volume is defined as the volume outside the '208' bottom
area associated with the 3:1 backslope. Each 11nea1 foot of '208' area
perimeter has 0.375 cubic feet usable storage volume. Where '208' swales
with no flat bottom area are called for, and the swale slope will not exceed
1%, the usable storage volume is 0.75 cubic feet per lineal foot of swale.
The 6owstring Method Detention Basin Design Tabulation for the two drywells
proposed is attached and verifies the adequacy of one single barrel drywell
to service combined areas #1 and #2; and one single barrel drywell to
service combined area #3, #4, and #5.
