9104 57th (Moran Prairie Elementary) and E. 5 Willow Road (Conv.
Store). We have been unable to reach you, therefore we must
correspond in writinq. As you are aware, both of these projects were
signed off with assurances from your office that drafnage plans would
be forthcominq.
We sent you comments on May 5, 1989 on N. 5 Willow Road, and we
siqned the building permit "No occupancy" the same day. Since then
we have not heard from you.
we signed the E. 9109 57th building permit "No occupancy" on July 7,
1989 and we sent you comments on July 11, 1989. Since then we have
not heard from you.
We reguest that you respond immediately witb a drainaqe plan for each
project which addresses these conuaents. Both of these projects are
very far along, and should have had drainaqe plans approved before

DRAINAGE REPORT
N. 5 Willow Road

This drainage report demonstrates the adequacy of drainage
structures proposed to dispose of runoff f rom a ten-year design
storm for a small section of Willow Road. The site is a
convenience center with various uses on the west side of Willow
Road at the northeast corner of Willow and Sprague Avenue, in
Section 17, T.25 N., R.44 E.W.M. The west side of Willow Road
immediately east of the site is to be improved by constructing
approximately 337 L.F. of curb and sidewalk on the west side of
the street and paving between the curb and existing pavement. In
accordance with County policy on improvements to short sections
of public roads in the Aquifer Sensitive Area (ASA), no
provisions for '208' treatment have been made. Sheet 66 of the
Soil Survev of SQokane Countyt WashinQton shows that the soil on
the site is GgA (Garrison gravelly loam, 0 to 5% slopes).
The proposed design will create a low spot at Sta. 4+00. The
limits of the basin which drains tv this lowspot are an enisting
drywell at Sta. 4+50 which disposes of runoff from most of the
existing paved area to the north of this project and high points
in the existing sidwalk and paving at the south end of the
proposed improvements. The basin has an area of 8200 sq. ft. or
.19 acres, which consists totaily of impervious paving and
sidewalk having a"C" factor of 90.
By inspection, time of concentration far the basin is less than 5
minutes. Therefore, peak discharge of the ten-year design storm
(O=CIA) is .90 * 3.18 *.i9 =.54 cfs. A type "H" drywell at
Sta.4+00 is adequate, in the Garrison gravelly loam, to dispose
of this peak discharge.

Dear Sir;
Funds in the amount of $16,500 are being held in a special non-interest
bearing account in the name of Pring Tonani Partnership
(developer/borrower), et ux, for the purpose of assuring completion of
installation of roadway surfacing, including grading and gravel, storm
drainage and monuments in Willow St. from Sprague North approx 325 ft.
(development) in accordance with the drawings and specifications ars
submitted to and approved by the County of Spokane Engineer's Office on May
11 1989. No funds will be disbursed from this account without the priar
written authorization of the Spakane County Engineer.
In the event that the completion and acceptance of the above-named
improvements for maintenance by the County of Spokane are not accomplished
within a period of one year from the date of this agreement, all funds
remaining in the account will be forfeited to the County of Spokane upon
written request by the Spokane County Engineer's Office to U. S. 6ank of
Washington. It is understood and agreed that upon the forfeiture of the
funds to the County of Spokane, that the County of Spokane will then
undertake completion of the subdivision to be accomplished within tweive
(12) manths from the date of the forfeiture of funds. It is further
understood and agreed that in the event of any shortage of funds to
complete improvements, the County of Spokane may have recourse against the
original owner/deveioper, but not against U. S. Bank of Washington.
It is specifically understood and agreed by the parties, that in holding
funds for this development, U. S. 6ank of Washington is not serving as
guarantor, and if at the time of forfeiture, U. S. Bank of Washington is
then the owner by virtue of foreclosure or deed in lieu of foreclosure,
then no recourse shall be had against U. S. Bank of Washington as the then
owner for any additional costs lncurred by the County of Spokane in the
completion and acceptance of the above-named improvements.

With regards to the above-referenced minutes, under the Planning
Department's comments, please replace item 1A-5 with the following
language:
The dumpster shall be located within a 5 1/2 foot
sight-obscuring fence.
Also, under Planning Department's comments, please replace item 1A-7
with the following language:
Along the north and east property lines, 15 feet of Type 3
landscaping shall be installed and 5 feet of Type 1 where the
parkinq snaces abutt the north property line. Also, along the 'westerly right-of-way, five feet of Type 3 landscapinq shall be

new convenience center which will include various uses suc,h as a i~
store, laundrvmat, dry cleaners, tunnel and self seiviae car washes,
and a short turn around car service (lube changes)., There will also
be gas service on the sfte with gas pumps located on Sprague Avenue ~
and Mullan Road.
II. Construction Time - The applicant would like to obtain an `
"Early start" approval.

I. Planning Department (456-2205) A. Discussion/Requirements
i. The south portion of the site is zoned Commercial and
the north portion of the site is zoned B-2.

2. The sfte is subject to a zone change, file number
ZE-39-88, and must comply with conditions of such. One of
the conditions is to file an "ASA Notice to the Public."
The applicant believed one was filed with Steve
Horobiowski. (John Pederson will verify for the
appl icant
3. The setbacks of the proposed canopy shall be
illustrated on the site plan.
4. A separate permit will be requfred for the proposed
siqn that will be located at the southwest corner of the
sfte. The applicant should be aware that this area is
designated ae the "clear view trianglen area.
5. The dwnpster shall be located within a 6 foot
siqht-obscurinq fence.
6. A critical materfals listinq, which will be supplied
by buf.lding and Safety, shall be completed and returned to
Buildinq and Safety for ieview.
7. Along the north an8 east property lines, 15 feet of
Type 3 landscapinq shall be installed. Also, along the
right-of-way, five feet of landscapinq shall be installed.
B. Permit Release Requirements
1. A revised site plan illustratinq the required
setbacks for the canopy, the screening for the dumpster,
and the required landscaping shall be submitted for review
and apprcval. 2. A landscaping plan which shall include size, type,
and quantity and an estimate from a nursery for the cost
along with a promissory letter statfng that the soddinq,
sprinkler system, and landscaping will be installed, shall
be submitted for review and approval.
II . Engineering Departtaent ( 4 56-3 600 )
A. Discussion/Requirements
1. Cominents were given to the applicant and Building and
Safety by Bob McCann.
2. The Engineer's Department is working on the final
terms and conditions of vacation of certain riqht-of-ways
on the site.

bond in an anaount estiffiated by the County Enqineer to
cover the cost of construction or improvements cari be

plans and unfinished equipment schedule shall be submitted
for review and approval.
IV. Utilities Department (456-3604)
A. Discussion/Requirements
1. The Utilities Department was not present and had no
comoments gor the proposed project since they were
connecting to the valley sewer.

2. Daryl Way conmented that the IItilitfes Department is
currently workinq on a pre-treatment program that will be
in effect in the near future.
V. Suilding and Safety (456-3675)
A. Discuseion/Requirements
1. Plan review has been completed and Tom Postlewait and
the applicant addressed the plan review letter prior to
the meeting.
2. The applicant needs to contact Paul Chase, with Fire
District No. 1, regarding verification of fire hydrant
location and chanqinq existing 2 port hydrant to 3 port
hydrant.
3. Any sand traps and floor drains shall be reviewed by
the Depaztment of Ecology.
4. The applicant and Tom Postlewait discussed the `
requirements of the propoeed underqround fuel tanks prior
to the meetinq. The actual tank capacity and size of the
tanks shall be included on the site plan along with the
contents for each tank.
5. Since there will be boilers installed, the applicant
needs to contact the State of Washinqton and Air Pollution
Control Authority for their approval.
6. A critical materials list shall be completed and
returned for review and approval.
7. The site consists of 4 separate parcels and a lot
line adjustment should be completed for the purpose of the
one-hour construction requfrement from property lines.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed prior to and durinq the meeting and other
items from the plan review letter needs to be submitted
for review and approval.

for street storm water run-off, and that an existing Willow Road design may
exist as it extends north from this project.
