General Overview - Gib Brumback is in the process of purchasing th.is property for the purpose of constructing 9 mini-storage buildings containing a combined square footage of 43,600. The number of units within each building has not been determined at this time. The . buildings proposed will be 1 story in height, with B-2 occupancy and Type VN construction. It will be unheated, with no employees or caretaker on the site, and the entire area wil.l be fenced. Applicant plans to begin construction in the spring of 1492 and stated that Level 1 soil testing the will be performed on the site. Applicant indicated that he is in the process of short platting the site into 2 parcels. . SL;fMMARY OF DEPARTM]ENTAL REQ . I. Planning Department (456-2205) A. Discussion/Requirements 1. The progosed is located in a B-3 zone. The proposed use is allowed in the zone. However, the triangular shaped portion of the site at the west end is zoned UR-3.5 and any commercial activity including open storage is prohibited. 2. The proposed is located on parcel number 07541-9069. 3. Proposed must comply with conditions of zone change ZE 70-69. . 4. A copy; of sign standards; landscaping requirements, parlcing requ'irements, the zone change, and a sample copy of - a-promissory letter were given to ; the applicant. ~ -1- ~ • .t . 5. The Zone Change has landscaping requirements along Montgomery Avenue that are fairly restrictive. The landscaping must meet the requirements of what was previously proposed when the property was going to be utilized as a Rosauer's supermarket. 6. Please submit a lighting plan for the proposed. 7. Please submit a signage plan for any proposed signs indicating the height and dimensions of the signs. _ 8. The property to the north owned by Burlington Northern plus the property to the west are zoned single family residence (UR-3.5) and will require 20 feet of Type I landscaping. 9. In discussing the more restrictive landscaping requirements along the railroad right of way and the portion of the site which is zoned for residential uses on1y, the applicant was presented with 2 options: a. Rezone the triangular piece of property to B-3 through a Public Hearing process b. Apply for a change of conditions for the landscaping requirements, which also requires a Public Hearing It was noted that the triangular piece could be used for the stormwater drainage swale. 10. Twenty-four (24) foot wide aisles are required between buildings if proposed is to have doors on both sides of the aisle accessing the storage units. 11. Parking requirements are based on the number of units (1 space is required for every 300 units, 2 spaces are required for 300-600 units). Please indicate on revised site plans the total number of units proposed. . 12. Please indicate on the revised site plans the height and setbacks of the proposed. B. Permit Release Requirements 1. A landscaping plan containing an estimate from a nursery including size, type, and quantity of landscaping that. meets the requirements along with a promissory letter from the owner stating the landscaping will be installed shall be submitted. 2. Please submit a revised site plan illustrating the height of the proposed storage units, lighting, signage, aisle widths, parking, landscaping, and setbacks for review and approval. II. Division of Engineering & Roads (456-3600) A. Discussion/Requirements : . l. Comments were given to the applicant and the Department of Buildings by , Bob Turner. -2- 2. Please submit a drainage plan for the site that is in compliance with Spokane County Guidelines for Stormwater Management. If proposed roof is asphalt, it must drain into a 208 swale. However, if the proposed roof is metal roof drainage may go directly into a drywell. The drainage plan shall contain: a. Dra.inage calculations for stormwater volumes generateti on site. b. Calculations for total impervious surfaces contained within the site. c. Finished grade elevations for structures to be constructed on site. d. Finished grade elevations at the top and bottom of the 208 swale. e. ti typical cross section of the 208 swale. f. Calculations to justify the number and type of drywells proposed. g. Elevation of drywell inlets where applicable. h. Copy of the proposed landscape plan. 3. A RID/CRP Agreement, Notice to the Public No. 6, on Montgomery Avenue needs to be recorded. Please submit a copy of the recorded property deed to the Division of Engineering & Roads so that the agreement can be prepared. 4. Sidewalks must be installed alonb Montgomery Avenue. Curbing is alzeady in place. If this requirement is not completed prior to occupancy, it ca. be bonded for. Please contact the water purveyor to review requirements for back flow preventers. 2. Please submit a critical materials list to the Department of Buildings for review. 3. No floor drains will be allowed in any dry units. 4. All construction debris shall be taken to a licensed landfill. 5. The tenant rental agreement must prohibit the the storage of flammable, toxic, caustic, and/or explosive materials. Please submit a copy of the generic rental agreement for review. B. Pernut Release Requirements 1. Please submit a critical materials list to the Department of Buildings for review. 2. Please submit a copy of the generic rental agreement for review. IV. Fire District No. 1(928-2462) A. Discussion/Requirements 1. Fire flow for the proposed has been calculated for 4,000 G.P.M.. 2. The nearest water to the site is located at Hutchinson and Montgomery Avenue. Applicant was sent a letter dated 9/23/91 requiring that a 10 inch water main be installed from Knox Avenue to Montgomery Avenue and then north on Sargent Road. 3. One (1) fire hydrant is required to be installed on the site at locations yet to be determined. The fire hydrant shall be installed as per an approved water plan. Prior to the preparation of the water plan, the applicant shall contact Spokane County Water District No. 3(536-0121) as soon as possible to obtain the purveyor requirements including specifications. The water plan shall contain the location of the hydrant, hydrant assembly detail, and plumbing detail. The water plan shall be submitted to the fire d.istrict and water purveyor for approval prior. . to installation. The fire hydrant shall be installed prior to occupancy. 4. A lock (Knox) box entry system for fire department personnel access is required to be installed at the gated main entry. Forms for ordering was given to the applicant. The completed forms are to be returned to the fire district. The box shall be installed prior to occupancy. . 5. Fire trucks require a 50 foot outside turning radius and a 20 foot inside ..turning.radius. Please verify that these; measurements are met on the proposed. _ ~ -4- • . . ~ . 7. Department of Buildings (456-3675) A. Discussion/Requirements 1. Plan review has been compieted on the site plan only. 2. The proposed building is being classified -as B-2, Type VN construction. Allowable area per building for -1ype VN construction cannot exceed 8,000 square feet. One hour exterior wall protection is required when buildings are less than 20 feet from an assumed property line between buildings. 3. If construction specifications require concrete with a design strength over 2,500 p.s.i., high strength bolting, or structural welding, special inspections will be requued on the proposed. Please indicate the name of the testing laboratory and submit copies of the i.nspection reports to the Department of Buildings for review. 4. The Planning Department has reviewed the site and landscape plans submitted to this office on August 10, 1993 for compliance of the proposal with the Zoning Code of Spokane County and conclitions of approval for zone reclassification, file no. ZE-70-69C and short plat, file no. SP- 733-91. Although the site plan is generally acceptable, the Planning Department is requesting additional informarion in order to conf:m compliance of the proposal with all applicable zoning criteria. This informarion inciudes-: A. A revised site plan shall be submitted indicating the following: 1. The required number of off-street parking stalls cannot be detennined for the site. Parldng for self-service storage facilities are based on one (1) stall per manager, one (1) stall per employee and one (1) space per every three hundred (300) storage units. Although enough paxking may be provided on site, this department needs infonnation regarding number of employees and number of units proposed to verify adequate parking. 2. Dimension a typical off-street parking stall and a typical disabled person's parking stall as per Zone Code standards. All outdoor trash, garbage and refuse storage areas shall be screened on all sides from public view and at a minimum be enclosed on three sides by a five and one half (5 1/2) foot high concrete block or masonry wall, or sight-obscuring fence with a sight-obscuring gate for access. If outdoor trash, garbage or refuse storage areas exist or are being proposed, please indicate these areas on the revised site plan. Note the height and type of screening proposed. 7. Please, provide a fencing detail. The Zoning Code of Spokane County limits fence height to eight feet within the B-3 zone. Barbed wire is allowed within the B-3 zone but may be used for security purposes only on the upper one-quarter (1/4) of the eight foot fence (6 to 8 feet above grade) . 8. If parking lot lighting is proposed, the lights shall be constructed, shielded and used so as not to illuminate directly on to nor create glare visible from adj acent properties or public rights-of-way. Locate the exterior lighting fixtures and illustrate the direction of illumination such that code standards are met. 9. No building permit will be issued for any lot within the plat until certified by a Washington State licensed engineer that the "water system has been installed pursuant to the approved water plan for the final plat" including a signed license stamp. The certification may be in foml of a letter but is preferred to be certified on a copy of the water plan as a schemaric map showing the "as-built" water system. This condition may be waived upon receipt of letters from the appropriate water purveyor and fire protecrion district stating that simple connections to existing, approved water system wi..ll provide adequate domestic and fire protection water to ensure the public health, safety and general welfare. B. The submitted landscape plan has been approved by the Planning Department. The following comments refer to the plans and calculations produced by North Idaho Engineering. ✓1. The swale cross-section and drywell installation detail shown are not adequate. Please refer to the enclosed Spokane County standard drawing. Y2/. Provide a section of the sidewalk. This may be added to the swale cross-section if necessary. 3. Provide bottom of swale and top of grate elevations for both swales. 4. At the end of the ribbon gutter, curb notches are called out. Is there curb around the / swale? The eastern gutter is only 0.45%. The minimum is 0.5%. 6. Add the following note to your drawing: "Prior to pouring the concrete ribbon gutter, the grades must be verified by a licensed professional surveyor. These grades must be 0.5% minimum." 7. Provide '208' calculations for each separate area. There are two drainage areas, therefore calculations for each area must be provided. 8. The drywell sizing is incorrect. The time of concentration calculated is not correct. There are a couple of ways to approach drywell sizing. The first approach is within the scope of simple '208' drainage calculations and would not require a P.E. stamp. This approach would use the following guideline: One type 'A' drywell handles 5,000 sf and one type 'B' drywell handles 15,000 sf. Another method would be to use bowstring calculations, a worksheet is included. This method would require the calculations to be stamped by a P. E. 9. Provide a benchmark. SP-733-91 ) CONCLUSIONS AND DECISION THIS MATTER, an application for subdivision of land, from Gib Brumback has been received and decided upon, pursuant to Spokane County Subdivision regularions, on the day of January, 1992. FINDINGS OF FACT AND CONCLUSIONS 1. The individual signing below has further been properly delegated the responsibility for rendering the decision by the Spokane County Director of Planning. 2. The proposal is to divide approximately 4.92 acres into 21ots for the development of mini storage and general business uses. 3. The proposal is generally located north of and adjacent to Montgomery Avenue and approximately 300 feet west of A,rgonne Road in the NE 1/4 of Section 7, Township 25 North, Range 44 EWM, Spokane County, Washington. 4. The project is exempt from environmental review under the State Environmental Policy _ Act pursuant to WAC 197-11-800 (6) (a). The County Engineer has designated Typical Roadway Section Number One, Local Access standard for the improvement of Montgomery Avenue, which is adjacent to the proposed development. The construction of curbing and sidewalk is also required. 12. The proposed subdivision shall be improved to the standards set forth in Spokane County Board of Commissioners Resolution No. 80-1592, as amended, which resoluaon establishes regulations for roads, approaches, drainage and fees in new construction. 13. Disposal of sewage effluent beneath paved surfaces is currently prohibited. 10. Prior to filing the final plat, the sponsor shall demonstrate to the satisfaction of the Spokane County Health District that suitable sites for on-site sewage disposal systems are available on tracts A and B. 11.
