BACKGROUND ANALYSIS 1) COP1PREHENSIVE PLAN: The property lies within two Comprehensive Plan Categories; i.e., "Urban" and "Industrial" and can be considered as a "Transition Area" and, therefore, a Comprehensive Plan Ainendment is not necessary. The Urban category suggests screening or other performance standards to help make differing land uses compatible. This concept at a minimum should be utilized for those properties along Jackson, Bowdish, and Montgomery. Another "Decision Guideline" suggests multi-family structures be located adjacent to arterials; near public transit routes and be used to improve or maintain the consistency of adjacent single family areas. Another alternative would be to landscape heavily along Jackson, Bowdish and hlontgomery, in conjunction with a greater front yard setback along these streets. 2) ZONING: North Agricultural, Established, 1942 East Residential Manufactured Home, established, 1969 West Restricted Industrial, est. 1972 South Agricultural, Established, 1942 Restricted Industrial, Established, 1976, 1977, and 1978 3) LAND USE: Site Vacant North Single Family Residential (Sunny Valley Acres Subdivision, 12,900 Square Feet) . If this new proposal zoning all the property to Restricted Industrial is approved, the plat should be withdrawn or at least a change of conditions made to the approval of the plat recognizing this zone change. . 5) NEIGNBORHOOD CONSIDERATIONS: Proposal is located in an area which includes a wiae range of different land uses, ranging from rural residential to restricted industrial. The residential uses occur predominately north of Montgomery Drive, while industrial uses exist predominately to the south. III. Vacant, single lot residential 1 LOiV ERkC: LAS51 F I CAT I ON 1MB ER : ZE-152-8"i SITE PLAN INFOf;MATION (con-l'inued) 1981 COMPREHENSIVE PLAN DESIGNATION': URBAN/INDUSTRIAL NUMBER OF EXISTING BU I LDI NGS: 1 NUMBER OF BUI'LDINGS PROPOSED: No Site Plan 111. BACKGROUND/ANALYSIS A. COMPREHENSIVE PLAN - The proposal is locateci oil the bounclai-y line between an Urban and an Industrial category. As such the - proposal is consistent and appropriate with the Plan. However, since the rezone proposal rests adjacent' to a residential development, future industrial development plans should include buffering tech- niques appropriate for the developmen't. B. SITE CONSIDERATIONS - Probably the most important factors of the site that warrant consideration are the surrounding industrial development activities to the West and the residential activities to the North and West. Existing industrial activities west of the site sug- gest such a proposal is conducive to the area. Yet the residential activity immediately adjacent to the proposal suggests need for ade- quate bufifering bettiveen existing residential acfiivity and the proposal. Potential traffic problems may exist with this proposal, depenciing upon specific site developmenfi plans. The residential firaffic and future industrial traffic could create need for traffic facility improve- ment. ' The site is located within the designated conical airfield overlay near Felts Field. C. HISTORY OF OTHER LAND USE ACTIONS - Rezoning actions have occurred over the past ten (10) years in the areas north and west of the proposal. Most of the rezone actions taken north of the proposal have been from Agricultural to "R-1" residential zones. An area located to the northeast of the proposal was rezoned from Agricultural to Multiple Family Suburban (MFS) in 1978. The area west* of the proposal on the other hand has been rezoned from "Agricultural" to "Restricted Industrial" in 1972 and 1978. The proposal 'site falls be- tween these zoning and development activities. D. CONCLUSION - The requested zoning is consistent with the Com- prehensive Plan and development activities to the West. The compati- bility of the zone change with land use to the north and east could be greatly increased by the use of buffering techniques and careful site planning. Specific site plan review shoulci be necessary when such a site plan is completed. . 2 ZONE RECLASSIFICATI( lUMBER: ZE-152-81 ~ IV. Tt is within Critical Water Supply Service Area No. 19 and within the service area of Trvin Water District #b. c. The project is inside the Spokane County Comprehensive Wastewater Manage- ment Area; and inside the Priority Sewer Service Area recommended in the '201' Study. The method of sewage disposal is subject to approval of the Director of Utilities pursuant to County Resolution 80.0418 adopted March 24, 1980. The topography and soils in the area are generally suitable for use of individual on-site sewage systems. d. The project lies in a relatively flat area west of Bowdish Road and south of Carlisle Avenue. Local drainageways are insignificant. e. Surface soils are classed as Garrison gravelly loam with 0% to 5% slopes. They have a septic tank filter field Iimitation of slight. There is also possible contaminatioa of groundwater. f. Geologically, the soils are glaciofluvial deposits. These geological structures generally yield moderate to very large amounts of water. Data from wells in the area shows they are from 95' to 142' deep. The highest nitrate level was found to be 1.1 parts per million. The Irvin Water District #6 has indicated that it can supply domestic use water for the project. sed.Zone Change: 7,L-154-81 (Irvin Water Distr.xct #6) Page 2 April 22, 1982 3. Recommendations: a. BSP-32-92 ) FINDINGS OF FACT, TED GUNNING/NORTHWOOD ) CUNCLUSIONS AND PIZOPER`X'IES ) DECISION THIS MA'I''ER, an application from Ted Gunning/~Iorthwood Properties has en received and decided uPon, Pursuant to SPokane CountY Subdivision reg . ulations, on the (~t~^day of 3ulY, 1992. The individual signing below has been properly delegated the responsibility for rendering the decision by the Spokane County Director of Planning. FINDZNGS OF FACT AND CONCLUSrONS 1. The proposal is to divide 22.2 acres into 19 lots for the development of industrial use lots. 2. The proposal is located in the Spokane Valley, south of and adjacent to Jackson Avenue and north of and adjacent to the B.N.R.R., 2200 feet east of University Road in Section 9, Township 25 North, Range 44 EWIvi., Spokane County, Washington. 3. The current zoning of the property is Light Industrial (I-2). The proposed lot sizes, frontage and intended uses are allowed within this zone. The property is also covered by the Airport Overlay Zone, and is within the Conical Area (CA), which has specific land use limitations for the property. - 4. The Spokane County Comprehensive Plan designates this area as Industrial. The development and uses proposed are generally in accord with this planning category. The proposal as submitted with its environmental checklist and proposed mitigating measures will effectively accomplish the intent of the Comprehensive Plan. The Transportation Secaon of the Comprehensive Plan, in the Arterial Road Plan, indicates a need to plan for Montgomery Avenue as a Minor Arterial. 7'he review by the County Engineers indicates dedication of roadway(s) is needed now, while the Comprehensive Plan indicates the need for additional future right-of-way, with structure and improvement setbacks from the future right-of-way widths. 5. The requireti notice was provided for this proposal and no one in the area commented upon y the p. )posaI. Agencies having a potential interest in the project were notified and their condiaons are contained hereinafter. 6.
