The County Eng~ineering Department has completed a review of
the above referenced project. The following information rnust be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
Binding Site Plan No. BSP 16-87
C) Insufficient information was submitted with the proposal.
we are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arranqement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
D) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as

formabon of a Road Improvement District. This document is required in lieu of
making necessary roadway improvements. A deed is also necessary if right-of
way is required.

raadway. Mylars with the developers signature will be required before the plans
are approved by Spokane County.
0136 bond or some other form of financial surety approved by Spokane Coun

is required. To expedite your request for a building pernnit, the County has 3
pre-approved bond formats. If you choose to use a different format, a member
of the Countys' legal staff wiil have to review the language. This wiil likely result
in delaying the permit review process. The amount of the bond will be calcutated
by the County after the first submittal.
This list is not inclusive of all of the requirements needed nor will fulfiliment of
these minimum requirements automatically result in approval from this
department.
This checklist is meant to help expedite the review process by assuring that
minimum items are available. The County weicomes comments concerning this
checklist #o assure that it is fuifiiling its' purpose - helping the review process

SHORT PLAT N0. BSP-16-87 ) CONCLUSION AND DECISION
THIS MATTER, aa application from William Wagstaff has been received and
decided upon, pursuant to Spokane County Subdivlsion regulations, on the 23rd
day of October, 1987.
The individual signing below has further been properly delegated the
responsibility for rendering the decision by the Spokane County Director of
Planntng.
FINDINGS OF FACT AND CONCLUSION
1. The proQosal is to divide 27.5 acres into 27 lots for the development of
industrial tracts.
2. The proposal is located adjacent to and aortti oF Montgomery Avenue south
of the Burlington Northern Railroad tracks and adjacent to the Union
Pacific tracka in Section 8, Township 25 North, Range 44 E.W.M., Spokane
County, 4iaehington.
3. The current zoning of the property is Restricted Industrial. The
proposed lot sizes, frontage and intended uses are allowed withia this
zone.
4. The Spokane County Cocaprehensive Plan designates thLS area as
Industrial. The development and uses pcoposed are generally in accord
with this planning category.
5. The required SEPA notlce was provided for this proposal and agencies
having a potential interes[ in the project were notified and asked foc
recommendations.
6. That in consideratioa of the recommended condLtioas and Spokane County
development standards, the proposal is not detrimental to the public
health, safety and general welfare.
7. That the project is aot exemQt from environmental reviev under the State
Environmental policy Act. (A Declaration of Non-Significance was issued
on July 1th, 1987 and circulated to 12 agencies for ceview and comment.
There has not been a recommendation for a more detailed environmental
review).
8. That the approval of the Binding Site Plan still requires individual lot
owners ro comply wLth the underlying zoning.
DECISION
Based upoa the above noted Flndings of Fact, Binding Site Plan
Application BSP-I6-87 is hereby APPROVED subject to conditions which shall be
complied with by the applicant and/or spoasor prior [o finalization of the
bind Lng site plan.

These Conditions of Approval apply to applicante, heirs, or any
successors in interest to property
PLANNING DEPARTMENT
1. That ttle below listed conditLOas of all Departments and Agencies are
binding upon the applicant, owner(s) of the properCy, heirs, auccessors
or assigns as well as the zoning requiremen[s on the property.
2. The preliminary Bindiag Site Plan of record approval is for the property
legally described in the applLCation for this proposal.
3. That the Final BLnding Site Plan be designed substantially in
conformance with the pcelimxnary plat of record as legally described and
advertised. No increase of deasity or iot number shall occur without a
nev application submittal and approval.
4. The Spokane County Subdivision Administrator shall review any proposed
Final Binding Site Plan to insure compliance with [he Findings and
Conditions of Approval.
5. That a Final Binding Site Plan number be indicated befoce the final plat
is filed; such number to be approved by the County Assessor and [he
Planning staff.
6. That appropriate road names be indicated.
7. That appropriate utility easements be indlcated on copies of proposed
Final Binding Site Plan, for distribution to the County Planning
Department, Utilities Department, Engineering Department, Health
District and applicable utility companLes. Writtea approval of said

submittal of the final BLnding Site Plan.
8. ThaC 3 current certificates of title be furnished the County Plaaniag
Department prior to filing the Einal binding site plan.
9. The specific and detailed development plan will be submitted for
Planning Depactment review and approval as part of the building permit
and prior to issuance of building permits. The development muet be
consiatant with the approved zoning.
10. That a plan for water facilities adequate for domestic service and fire
protection be approved by the water supplier, fire protection district,
Spokane County Building b Safety Department and County health
authocities. The agencies will certlfy on the WATER PLAN, prior to the
filing of the final plat or any phase of the preliminary plat that the
plan is in conformance with their respective needs and regulationa. The
WATER PLAN and certification will be drafted on a transparency suitable
for reproduc t ion.
The purveyor will also certiFy tha[ appropriate contractual arrangements
and achedule of improvements have been made with the plat sponsor for
coastruction of the water system ia accord8nce with the eppcoVed WATER
PLAN. The time schedule will provide for completion of the watec sy9tem
and inspection by the appcopriate health authorities prior to
application for building perroits within the final plat. The
arrangements or agreements will Laclude a provisioa holding Spokane
County and the purveyor harmless Ecom claims by any lot purchaser
refused a building permit due to the failure of the plat sponsor Co
satisFactorily complete the approved water sysCem.
The plat sponsor snall also sign the WATER PLAN to confirm the
contractual arrangements or agreements.

The final plat dedication will contain the following statement: "The
public water system, pursuant the WATER PLAN approved by County and
State Nealth authorities, the local fire district, County Building &
Safety Department, and water purveyor, will be installed within this
plat, and the subdivider/sponsor will provide for individual domestic
water service as well as fire protection to each lot prior to sale of
each lot and prior to issuance of a building permit for each lot."
11. That no building permit will be issued for any lot within the Final Plat
until certified by a Washington State licensed engineer "that the water
system has been installed pursuant the approved WATER PLAN for the Final
Plat", signed and stamped by said engineer. The certification may be in
the fona of a 1 etter but i s preferred to be cert i f ied on a copy of the
WATER PLAN as a schematic map showing the "As Built" water system.
12. That a survey be required prior to the fil ing of a final binding site
plan.
COUNTY ENGINEERING DEPARTMENT
1. That prior to the filing of the Binding Site Plan the applicant shall:
A. Submit to the County Engineer for review and approval plans,
profiles and cross sections as designed to County Standards showing the
proposed street centerline and curb grades. These plans sha11 be
submitted for Montgomery Orive and tfie proposed private roads within the
developrnent. These plans shall be prepared by a Licensed Professional
Civil Engineer.
B. Subinit to the County Engineer for review and approval drainage plans
and design calculations showing the alignment of drainage facilities.
These plans shall be prepared for Montgomery Drive and the proposed
private roads within the development. These plans shall be prepared by
a licensed Professional Civil Engineer.
Spokane County Road Standards indicate that when developments have the
potential to generate more than 200 trips per day, the development
street system should have at least two accesses. The Institute of
Traffic Engineers Trip Generation Manual indicates industrial property
can be expected to generate between 15.6 and 59.9 trips per acre,
depending on land use. Using these numbers, this property would
generate between 420 and 1600 trips qoer acr'ib. Therefore, Phase I(the
area indicated by lots 1 through 7 and lots 21 through 25) can be
developed with only one access. Any further development beyond Phase I
(the area indicated by lots a through 20) shall provide a second access
by extending the private road to Buckeye.
2. That the Binding Site Plan Document shall:
A. Provide for an additional 10' foot setback for buildings constructed
on lots ad3acent to tlontgomery Orive which is designated as a Major
(Principal) Arterial street. This setback will facilitate the
acquisition of road right of way should it become necessary to widen
Montganery Drive in the future.
B. Contain language which prohibits access to tlontgomery Drive from lot
number one.
C. Contain the following statement:
WARNING: Spokane County has no responsibility to build, iirtprove,
rnaintain or otherwise service the private roads contained within or
pravlding service to the property described in this Binding Site Plan.
By accepting this Binding Site Plan or subsequently by allowing a
building permit to be issued on property on a private road.
Spokane County assumes no obligation for said private road and the
owners hereby acknowledge that the County has no obligation of any kind
or nature whatsoever to establish, examine, survey, construct, alter,
repair, improve, maintain, provide drainage or snow removal on a private
road. This requirement is and shall run with the land and shall be
binding upon the owner, their heirs, successors or assigns including the
ob 1 igat ion to part icipate in the ma intenance of the private road as
provided herein.

D. Coatain the following statement: "The private roads as shown hereon
are easements which provide a means of ingress and egreae for those lots
within the Binding Site Plan having frontage thereon.
3. General Conditions aad Requirementa:
A. The applicant should be advised thaC approach permits must be
obtained from the Couaty Eagineec prior to the construction of nev
driveway approaches to Montgomery DtLVe or prior to the construction of
the private road iatersectioa with Montgomery Drive.
B. No constructioa work is to be performed within the existing public
road right of way until a permlt has been issued by the County
Engineer. All work is subject to the inspection and approval of the
County Engineer.
C. That the proposed private road system serving this developmeat is
approved by the County Engineer.
D. That tbe private roads vithin this proposed developmeat shall be
improved to a minimuun width of 24' feet. This will provide travel laaes
wide enough to accommodate truck traffic. This would however preclude
on street parkiag. If on stceet parking is contemplated thea the width
of the proposed roads should at a minimum be 40' feet.
E. That the radii at all intersections shall be aminimum of 30' feet.
F. That existing County roads providing direct access to the Binding
~Site Plan ehall be improved to Spokane County Standards.
G. That all vested ownera shall sign and record private road documents
as prescribed by the County Engineer. These documents shall be reviewed
and approved by the County Engineer prior to recording the documents
with the Spokane County Auditor. Recording numbers shall be referenced
on the binding site plan doucment.
H. That the Binding Site Plan shall be improved to the standards set
forth in Spokane County Board of County Commissioners Resolution 80-1592
as amended, wnich establishes regulations for roads, approachea,
drainage and fees in new construction.
That direct access to Montgomery Drive from parcels one (1) and
twenty-five (25) is prohibited. Access to these parcels shall be from
the proposed private road and associaCed easement.
4. That prior to the release of a building permit the applicant shall:
A. Prior to the release of building Tmits on those parcels having
Erontage on Montgomery Dcive (parcels 25, 26 and 27), Montgomery
Drive shall be Lmproved Ln accoTdance with Spokane County Typical
Roadway Section Nwaber One, Secondery (minor) Arterial Standard. This
will require the addition of 8' feet to 10' feet of asphalt. The
installation of curb and sidewalk will also be required.
B. All required roadway improvemente must be compteted before building
pecmits may be released for paccelsl, 25, 26 and 27 or a bond in the
amount estimated by the County Engineer to cover the cost of
construction of improvements shall be Filed with the County Engineer.
C. Submit Eor approval by the Couaty Engineer and the Spokane County
Health District a detailed combined on-site sewage system plan and
surface water disposal plan for the entire project or portions thereof
if the project is to be phased.
D. Submit a parking plan and traffic circulation plan for review and
approval of the County Engineer. The design and locatioa of parkiag
stalls shall be in accordance with standard engineering practices.

COUNTY HEALTH DISTRICT:
1. A combined surface water and sewage disposal detailed plan shall be
approved by the Spokane County Engineer and Spokane County Health
District prior to the issuance of aay on-site sewage disposal permit or
building permit for this project.
2. Sewage disposal method shall be as authorized by the Director oE
UtLlities, Spokane County.
3. Water service shall be coordianted thcough the Director of Utilities,
8pokane County.
4. Water service shall be by an existing public water supply when approved
by the Regional Engiaeer (Spokane), State Department of Social and
Health Services.
5. Prior to filing the binding site plat, the sponsot ahall present
evidence that the plat lies withia the recorded service area of the
water systea► proposed to serve the plat.
6. Disposal of sewage effluent beneath paved surfaces is currently
prohibited.
7. Prior to filing the final plat, the sponsor shall demonstrate to the
satisfaction of the Spokane County Nealth District that suitable sites
for oa-site sewage disposal systems are available on all lots.
8. The dedicatory language of the bindiag site plat will state: "Subject
to sQecific application approval and issuance of permits by the Health
Officer, the use of individual on-aLte sewage disposal syatems may be
authorized."
9. The dedicatory language on the binding site plat shall state: "Use of
private wells and water systems is prohibi[ed."
10. The binding sLte plat dedication will contain a statement to the effect
that: "The public watec system as approved by County and State Nealth
Authori[ies and the local fire district and purveyor will be installed
withia this plat, and the subdivider will provide foc individual
domestic Water service as well as fire protection to each lot prior to
sale of each lot."
COUNTY UTILITI6S DEPARTMSNT:
1. Pursuant to the Board of County Commissioners Resolution No.80-0418, the
use of on-site sewer disposal systems is hereby authorized. Thie
authorization is conditioned on compliance with ell rules and
regulations of the Spokane County Health District and is further
condiCioned and subject to specific applicaton approval and issuance of
permits by the Health District.
2. The dedication shall state: "The owner(s) oc Succeeaor(s) in intereet
agree to authorize the County to place their name(s) on a petition for
the formatioa of ULID by petition method pursuant to RCW 36.94 which the
petition includes the Owner(s) property and further not to object by the
signing of a protest petition against the formation of a ULID by
resolution method pursuant to RCW Chapter 36.94 which includes the
Uwner(s) property. PROVIDED, this condition shall not prohibit the
owner(s) or successor(s) from objection to any asse9sment(s) on the
proper[y as a result of impYOVements called for in conjunction with the
formation of a ULID by either petitLOn or resolution method under RCW
Chapter 36.94".
3. Any water service for this project shall be provided in accordance with
Che Coordinated Water System plan for Spokane County, as amended.
4. The dedicatioa snall state: "Each lot shall be double plumbed for
connection to fuCure area-wide collection systems."

5. A dry sewer connection to the future area-wide Sewerage Syetem ia to be
constructed. Plans and specifications for the dry sewer connection are
to be reviewed and approved by the Utilities Department.
COUNTY BUILDING & SAFETY:
1. This project may involve the storage and handling of critical materials.
2. The required fire flow foc any building or property development is
determined by building size, type of construction, and proximity of
exposures. Requiced fire flows shall be based on an evaluatLOn of each
building at the time of building permit application.
3. Depending on the extent of existing water mains and hydrant locations,
f ire hydtants which meet the minimum fire flow requiremente as
enumerated in Chapter 6, Title 3 of the Spokane County Code, may be
required to be installed prior to any construction.
4. The Department of Building and Safety will require the applicant to
identify crltical materials and submit design requirements for the
containment prior to the issuance of a building permit.
5. Fire hydraats shall be located so as to be accessible to fire apparatua
and not be obstructed by any structure or vegetation or have the
visibility impaired for a distance of fifty feet in the direction of
vehicular approach to the hydrant.
6. Specific location of hydrants shall be detecmined by the Fire Dietrict.
7. The applicant shall provide verification From the Fire District to the
Department of Building and Safety that provisioas have been made for
adequate fire protection prior to the release of building permits.
DBPARTMENT OF ECOLOGY CONDITIONS:
1. The applicant should be awace that discharge of commercial/industrial
wastewater to on-site systems is under the jurisdiction of the
Department of Ecology. Such discharges are genera,lly prohibited.
