CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by the Department of Buildings Code Compliance
Coordinator Tom Davis, with the following in attendance.

SCOPEIPROJECT DESCRIPTION:
I. General Overview - The owner Wam Enterprises is proposing the
construction of a 35,000 square foot furniture store. Approximately
20,000 square feet will be used for warehouse and the remaining
15,000 square feet will be used for retail sales. The applicant
stated that the owner is planning to occupy the proposed July 1991
and anticipates having less than 10 employees.
An Environmental Checklist requiring a 15 day public comment period
and a$75.00 fee is required for the proposed furniture store.
SUMMARY OF DEPARTMENTAL REnUIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The number of parking stalls indicated on the site
plan are adequate.
2. Please submit a revised site plan illustratinq
landscaping and indicate that the parking lot will be
paved.

3. The proposed~is located in a Commercial Zone and considered a permitted use. On January l, 1991 the zone
will be changed to a B-3 Zone. The applicant asked if it
would be possible to retain the standards of the
Commercial Zone after January 1, 1991. Allan deLaubenfels
stated that if a valid application is submitted for the
proposed prior to January 1, 1991, the applicants right to
proceed would be vested and a building permit could be
released after January 1, 1991 upon completion of all
permit release requirements.
(Please Note: The applicant was advised by the Department
of Buildings that in order to have a valid application, a
complete set of construction plans needs to be submitted
along with payment of plan review fees. As an added
clarification of what constitutes a fully completed
application, the requirements for a permit application as
stated in Section 3.03.020 of Title 3 of the Spokane
County Code and Section 302(a) of the Uniform Building
Code shall be followed, see attachment.)
B. Permit Release Requirements
1. Please submit a revised site plan as described above
for review and approval.
2. An estimate from a nursery including type, size, and
quantity along with a promissory letter from the owner

during the meeting. The agreement is to be siqned by the
owner and returned to the Engineering Department. Plan

III. Health District (456-6040)
A. Discussion/Requirements
1. The applicant stated that the existing building
located on the site will be demolished.
2. The proposed will be connected to an on site sewage
disposal system. The Health District will submit the
proposed to the County Utilities Department to verify if
double plumbing will be required.
3. Please submit a critical materials list to the
Department of Buildings for review.
4. Daryl Way stated that on site sewage disposal systems
previously located on the site may not have been properly
abandoned and advised the applicant to watch for the
systems.

B. Permit Release Requirements
1. Apply for a permit to install the proposed on site
sewage disposal system. Please indicate its location on
the revised site plan.
2. The Health District is ready to release their portion
of the permit once it has been applied for.
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. Fire f low for the proposed is 3,000 g.p.m.
2. The water purveyors for the site are Carnhope Water
District and Spokane County Water District #3 (536-0121).
3. The f ire hydrant located on the corner of Sprague
. Avenue and Custer Road needs to be raised. The hydrant
located on the southwest corner of First Avenue and Custer
Road needs to be changed from a two port hydrant to a
three port hydrant.
4. An additional fire hydrant is required to be
installed, it is to be located at the driveway off of
Sprague Avenue (preferably at the east side of the
driveway). The sprinkler siamese and vault are to be
located at this hydrant. The fire hydrant and sprinkler
siamese shall be installed as per an approved water plan.
5. A lock (Knox) box entry system for fire department
personnel access is required to be installed.
6. Smoke and heat vents are required to be installed in
the proposed building.
7. The maximum storage height in the warehouse area is 16
feet.
V. Department of Buildings (456-3675)
A. Discussion/Requirements
1. Please indicate the method of cardboard disposal to be
used in the proposed. -
2. Ken Jeffrey stated that he has a concern that the
exits will be visually obscured. Please submit a layout

sales area requires a minimum of 14 feet of exit and the
warehouse area requires one exit.
3. Please submit the method of high pile stock in the
warehouse area.
4. Please submit a critical materials list to the

5. The handicap parking stalls must meet the minimum
requirements of the Regulations for Barrier-Free Facilities.
6. The required size of the curtain boards will be
determined after plans have been reviewed.
7. Please submit compaction reports for all fill areas.
, 8. Please submit shop drawings for tilt up wall lift
procedures for review.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting and other
items from the plan review letter needs to be submitted
for review and approval.

The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) A drainage plan for the site which has been prepared in
compliance with Spokane County "Guidelines for Stormwater
Management". At a minimum the plan must.contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
B) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer to the County Standard Roadway Section
No. 1, Access Standard. Plans must be prepared for
the following streets:
a. Custer
b. First Avenue
All required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a building permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.
2. Approach permits must be obtafned from the County
Engineering Department for driveway apProaches to
the following streets:
a. Custer

the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) A drainage plan for the site which has been prepared in
compliance with Spokane County "Guidelines for Stormwater
Management". At a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed. 7. Elevation of drywell inlets where applicable.
B) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer to the County Standard Roadway Section
tVo. l, Access Standard. Plans must be prepared for
the following streets:
a. Custer
b. First Avenue
All required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a building permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.
2. Approach permits must be obtained from the County
Engineering Department for driveway approaches to
the following streets:

D) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
E) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
Only after all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your building permit be released. Your contact person at the County Engineering Department may
