The County Engineeri.ng Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new impervious surface area a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Manaqement". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on sfte.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished qrade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findinqs and
Order" and the "Conditions of Approval" for the following
land use action:
Bindinq Site Plan No. 16-87
D) Insufficient information was submitted with the proposal.

the followinq before we can proceed:

a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Enqineer. The
desiqn, location and arranqement of parkinq stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planninq Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illeqal to back out onto the Riqht of Way.
E) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improveiaent.

returned to the County Engineers Office. Plan review will
not be completed until this docwnent is executed. This
docuatent is attached to these comments. Please return

Engineers Department.

The applicant or their representative fs responsible for
including each item that is marked "Required By This Project" in
their submittal in accordance with the checklist descriptions.
Each item submitted that is to meet the checklist shall be
checked off by the applicant or their representative. Submittals
which do not conform to the above requirements will be returned
for further items with no review being accomplished. This will
prolonq the review process. If chanqes occur in the requirements
for the project because of further conversations with Spokane
County representatives, please attach a note explaining the
aqreed upon chanqe in requirements. When the applicants'
submittal is fi.nally approved, the Engineers department will
release their portion of the Building Permit.

SHORT PLAT N0. BSP-16-87 ) CONCLUSION AND DECISION
TNIS MATTER, an application Erom William Wagstaff hes been received and
decided upon, pursuant to Spokane County Subdivision regulations, on the 23rd
day of October, 1987.
The individual signing below has further beert properly delegated the
responsibility for rendering the decision by the Spokane County Director of
Planning.
FINDINGS OF FACT AND CONCt,USION
1. The proposal is to divide 27.5 acres iato 27 lots for the development of
industrial tracts.
2. The proposal ie located adjacent to and north of Montgomecy Aveaue aouth
of the Burlington Northern Railroad tracks and adjaceat to the Union
Pacific tracke in Section 8, Towaship 25 North, Raage 44 S.W.M., Spokane
Couaty, Washington.
3. The current zoaing of the Property is Restricted Industrial. The
proposed lot sizes, frontage and intended uses ace allowed withia this
zone.
4. The Spokane County Comprehensive Plan designates thia area ae
Industrial. The development and uses proposed are geaerally in accocd
with this planning category.
5. The required SEPA notice was provided for this proposal and agencies
having a potential interest in the pcoject were notified and asked for
recommendations.
6. That Ln consideration of the recommended conditions and Spokane County
development standards, the proposal is not detrimental to the public
health, safety and general welfare.
7. That the project is not exempt from environmental review uader the State
Environmental Policy Act. (A Declaration of Non-Sigoificaace was issued
on July 7tb, 1987 and circulated to 12 agencies for review and comment.
There has not been a recommendation for a more detailed envirocmaeatal
review).
8. That [he approval of the Binding Site Plan still requires individual lot
ownera to comply with the underlying zoning.
DECISI4N
Based upon the above noted Findings of Fact, Binding Site Plan
Application BSP-16-87 is hereby APPROVED subject to conditions which shall be
complied with by the applicant and/or sponsor prior to finalizatioa of the
binding sLte plan.

PLANi1ING DEPARTMENT
1. That the below listed conditions of all Departments and Agencles are
binding upon the applicant, owner(s) of the property, heira, succeasors
oc assigos as well as the zoning requirements on the property.
2. The prelimiaary Biading Site Plan oF record approval is for the property
legally described in the applicatioa for thie proposal.
3. That the Final Binding Site Plaa be designed substaotially in
conEarmence with the preliminary plat of cecord as legally described and
advertised. No increase of density or lot number shall occur without a
new application submittal and approval.
4. The 3pokane Couaty Subdivision Administrator shall review any proposed
Final Bindiag Site Plan to insuce compliance with the Findinga and
Conditions of Approval.
5. That a Fiaal Binding Site Plan number be indicated befoce the final plat
ia filed; such nuonber to be approved by the County Aesesaor and the
Planning staff.
6. That appropriate road names be indicated.
7. That appropriate utility easements be indicated on copiea of proposed
final Binding Site Plan, for distribution to the County Planning
Department, Utilities DepartmenC, Engineering Department, Hea1Ch
District aad applicable utility companies. Written approval of said
utility easementa by said utility companies must be received with the
submittal of the final Binding Site Plan.
8. That 3 current certificates of title be Furnished the County Planning
Department prior to filing the final binding sLte plan.
9. The apecific and detailed development plan will be submitted foc
Planning Departmeat review and approval as part of the building permit
and prior to issuance oF building permits. The development muat be
consistant with the approved zoning.
10. ThaE a plan for water facilities adequate for domestic service and fire
protection be approved by the water supplier, fire protection diatrict,
Spokane County Building b SafeCy Department and County health
suthorities. The agencies will certify on the WATLR PLAN, prior to the
filing of the final plat or any phase o€ the preliminary plat that the
plan is in conformance with their respective needs and regulations. The
WATBR PLAN and certification will be drafted on a transparency auitable
for reproduction.
The purveyor will also certiFy that appropriate coatractual arrangementa
and schedule of improvements have been made with the plat sponsor for
coastruction of the water system £a accotdance wiCh Che epproved WATER
PLAN. The time schedule aill provide foT completion of the water system
and inspection by the appropriaCe health suthorities prior to
application for building permits within the final plat. The
arrangemenCs or agreements will include a provision holding Spokane
County and the purveyor harmlesa from claims by any lot purchaaer
refused a building permit due to the failure of the plat sponsor to
satisfactorily aomplete the approved water system.
The plat sponsor shall also sign the WATER PLAN to confirm the
contractual arrangements ot agreements.

The final plat dedication will contain the following statement: "The
public water system, pursuant the WATER PLAN approved by County and
State Health authorities, the local fire district, County Building &
Safety Department, and water purveyor, will be installed wlthln this
plat, and the subdivider/sponsor will provide for individual domestic
water service as well as fire protection to each lot prior to sale of
each lot and prior to issuance of a building permit for each lot."
11. That no building permit will be issued for any lot within the Final Plat
until certified by a Washington State licensed engineer "that the water
system has been installed pursuant the approved WATER PLAN for the Final
Platp, signed and stamped by said engineer. The certification may be in
the forr,i of a 1 etter but i s pref erred to be cert i f ied on a copy of the
WATER PLAN as a schematic map showing the "As Built" water system.
12. That a survey be required prior to the fil ing of a final binding site
plan.
COUNTY ENGINEERING DEPARTMENT
l. That prior to the filing of the Binding Site Plan the applicant shall:
A. Submit to the County Engineer for review and approval plans,
profiles and cross sections as designed to County Standards showing the
proposed street centerline and curb grades. These plans shall be
submitted for Montgomery Drive and tfie proposed private roads withln the
development. These plans shall be prepared by a Licensed Professional
C1vi1 Engineer.
B. Subrnit to the County Engineer for review and approval drainage plans
and design calculations showing the alignment of drainage facillties.
These plans shall be prepared far Mantgomery Orive and the proposed
private roads within the development. These plans shall be prepared by
a licensed Professional Civil Engineer.

Spokane County Road Standards lndicate that when developments have the
potential to generate more than 200 trips per day, the development
street system should have at least two accesses. The Institute of
Traffic Engineers Trip Generation Manual indicates industrial property
can be expected to generate between 15.6 and 59.9 trips per acre,
depending on land use. Using these numbe s, this property would
generate between 420 and 1600 trips er ac. Therefore, Phase I(the
area indicated by lots 1 through 7 an ots 21 through 25) can be
developed with only one access. Any further development beyond Phase I
(the area indicated by lots 8 through 20) shall provide a second access
by extending the private road to Buckeye.
2. That the 6inding Site Plan Document shall:
A. Provide for an additional 10' foot setback for buildings constructed
on lots adjacent to Montgomery Drive which is designated as a Major
(Principal) Arterial street. This setback will facilitate the
acquisition of road right of way should it become necessary to wlden
Montgomery Orive in the future.
B. Contain language which prohibits access to Nontgomery Drive from lot
number one.
C. Contain the following statement:
WARNING: Spokane County has no responsibility to build, lmprove,
inaintain or otherwise service the private roads contained within or
providing service to the property described in this Binding Site Plan.
By accepting this Binding Site Plan or subsequently by allowing a
building permit to be issued on property on a private road.
Spokane County assumes no obligatian for said private road and the
owners hereby acknawledge that the County has no obligation of any kind
or nature whatsoever to establish, examine, survey, construct, alter,
repair, improve, maintain, provide drainage or snow removal on a private
road. This requirement is and shall run with the land and shall be
binding upon the owner, their heirs, successors or assigns including the
obligation to participate in the maintenance of the private road as
provided herein.

D. Contain the following statement: "The prLVate roads as shown hereon
are easements which provide a means of ingreas and egress for thoee lots
within the Binding Site Qlan having fronCage thereon.
3. General Conditions and Requirements:
A. The applicant should be adviaed that approach permita must be
obtained from the County Engineer prior to the construction of new
driveway approaches to Montgomecy Drive or prior to the conatructioa of
the private road Latersectioo with Montgomery Orive.
B. No construction work is to be performed within the existing public
road cight of way until a permit has beea issued by the County
Engineer. All work is subject to the inspectioa and approval Of the
Couaty Engineer.
C. That the proposed private road syatem serving this development is
approved by the County Engineer.
D. That the private roads within Chia Proposed development shall be
improved Co a minimum width oF 24' feet. This will provide travel lanes
wide enough Co accommodate truck traffic. This would however preclude
on stceet parking. IF oa atreet parking is contemplated then the width
of the proposed roads should at a minimum be 40' feet.
E. That the radii at all intersections shall be a minimum of 30' feet.
F. That existing County roads providing direct eccesa to the Binding
1000Site Plan ahall be Lmproved to Spokaae County Standards.
G. That all vested owneca shall sign and tecord private road documents
as prescribed by the County Engineer. These documents ahail be reviewed
and approved by the County Engineer prior to recording the documents
with the Spokane County Auditor. Recording numbers shall be referenced
on the binding site plan doucment.
H. That the Binding Site Plan shall be improved to the atandards set
forth in Spokane County Board of County Cocmaisaioners Resolution 80-1592
as amended, which establishes regulations for roads, approaches,
drainage and fees in new construction.
That direct access to Montgomery Drive from parcels one (1) and
twenty-five (ZS) is pcohibited. Access to these parcels shall be from
the propoaed private road and associated easement.
4. That prior to the release of a building pern►it the applicant shall:
A. Prior to the release of building lumits on those parcels having
frontage on Montgomery Drive (parcels 25, 26 and 27), Moatgomery
Drive ahall be improved in accordance with Spokane Couaty Typical
Roadway Section Number One, Secoadary (minor) Arterial Standard. This
will require the additioo of 8' feet to 10' feet of asphalt. The
installation of curb and sidewalk will also be required.
B. All required roadway imptovement8 muat be completed before building
permits may be celeased for paccels(~), 25, 26 and 27 or a bond ir the
amount estimated by the CounCy Engineer to cover the cost of
construction of improvements shall be filed with the County Engiaeer.
C. Submit for aPproval by the County Engineer and the Spokane County
Health District a detailed combined on-site sewage ayatem plan and
surface water disposal plan for the entire project or portions thereof
if the project is to be phesed.
D. Submit a parking plan and traffic circulation plan for review and
approval of the County Engineer. The design and location of Qarking
stalls shall be in accordance with standard engineering practices.
Paving or surfacing as approved by the County Engineer will be required
for any portion of the project which is to be occupied or travelled by
vehicles.
E. The proposed private road shall be constructed to Buckeye Avenue
prior to the release oF building permits on the area repreaented by Lots
8 through 20 or any part thereof.

COUNTY HEALTN DISTRICT:
1. A combined surface water aRd sewage disposal detailed plan shall be
approved by the Spokane CounCy Engineer and Spokane County Health
District ptior to the issuance of any oa-site sewage disposal permit or
buildiag permit for this project.
2. Sewage disposal method shall be as suthorized by the Director of
Utilities, Spokane County.
3. Water service shall be coordian[ed through the DirecCor of Utilities,
Spokaae County.
4. Water service sh811 be by an existing public water supply when approved
by the Regional Engineer (Spokane), State Department of Social and
Health Services.
5. Prior to filing the binding site plat, the sponsor ehall preaent
evidence that the plat lies within the recorded service acea of the
water system proposed to serve the plat.
b. Disposal of sewage effluent beneath paved surfaces is currently
prohibited.
7. Prior to filing the final plat, the sponsor shall demonstcate to the
satisfaction of the Spokane Couaty Health District that suitable sitea
for on-site sewage disposal systems are available on all lota.
8. The dedicatory language of the binding site plat vill state: "Subject
to specific application approval and issuance of permita by the Health
Officer, the use of individual on-site sewage disposal aystems may be
authorized."
9. The dedicatory language on the binding site plat shall state: "Use of
ptivate wells and water systems is prohibited."
10. The binding site plat dedication will contain a statement to the effect
that: "The public watec system as approved by County and State Nealth
Authorities and the Local fire district and purveyor will be inetalled
aithin this plat, and the aubdivider will provide for individual
domestic water aervice as well as fire protection [o each lot prior to
sale of each lot."
COUNTY UTILITIES DEPARTMENT:
1. Pursuant to the Board of County Comanissioners Resolutioa No.80-0418, the
use of on-site aewer disposal systema is hereby authorized. This
authorizatioa is conditioned on compliance wiCh all rules and
regulations of the Spokaae County Health Distcict and is further
conditioned and subject to specific applicaton approval and issuance of
permits by the Health District.
2. The dedication sball state: "The owner(s) or Succesaor(s) in intereat
agree to suthorize the County to place [heir name(s) on a petition for
the formatioo of ULID by petition method pursuant to RCW 36.94 vhich the
petition iacludea the Owner(s) property and fucther not to object by the
signing of a protest petition againat the formation of a ULID by
resoluCion method pursuant to RCW Chapter 36.94 which iacludes the
Ovnec(s) property. PROVIDBD, this condition shall not prohibit the
owner(s) or succeasor(s) from objection to any asseasment(s) on the
properCy as a result of improvements called foc in coajunction with the
formation of a ULID by elther petition or resolution method under RCW
Chapter 36.94".
3. Any water service for this project shall be provided in accordance with
the Coordinated Water System Plan for Spokane County, as ameaded.
4. The dedication snall state: "Each lot shall be double pleimbed for
connection to future area-wide collectioa systems."

5. A dry sewer connectioa to the future area-wide Sewerage System ia to be
constructed. Plans and specifications for the dry aewer connection are
to be reviewed and approved by the Utilities Department.
COUNTY BUILDING b 3AFETY:
1. This Project may involve the storage and handling of cYitical materials.
2. The required fire flow for any building or property development is
determined by building size, tqpe of construction, and proximity of
exposurea. Required fire flows ahall be based on an evaluation of each
tSuilding at the time of building permit application.
3. Depending on the extent of existing water mains and hydraat locations,
fire hydcants which meet the minimum fice flov requirements as
enumerated in Chapter 6, Title 3 of the Spokane County Code, may be
required to be inetalled prior to any construction.
4. The Department of Building and Safeey will require the applicant to
identify cr'ltical materials and submit design requirementa foc the
containmeat privr to the issuance of a building permit.
5. F'ire hydraats shall be located so ae to be accessible to fire apparatus
and not be obatructed by aay structuce or vegetation or have the
viaibility impaired for a distance of fifty feet in [he direction of

6. Specific location of hydranta shall be determined by the Fire Diatrict.
1. The applicant shall provide verification from the Fire District to the
Department of Buflding and Safety that provisions have been made for
adequa[e fire protection prior to the release of building permite.
DEPARTMENT OF ECOLOGY CONDITIONS:
1. The applicant should be aware that discharge of commercial/industrial
wastewater to on-site sys[ems is under the jurisdictioa of the
Department of Ecology. Such discharges are generally pYOhibited.
