The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in complia.nce with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to 3ustify the number and type of
drpwells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The sub3ect property is affected by the "Findings and
Order" and the "Condita.ons of Approval" for the following
land use action:
Binding Site Plan No. BSP-16-87
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. Buckeye Avenue, Typical Roadway Section No. 2,
Local Access Standard
2. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineering
Department for any new or improved driveway
approaches to the following streets:
a. Buckeye Avenue

All required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a building permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.
D} Insufficient information was subraitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parkinq stalls shall be in
accordance with standard traffic engineeri.ng practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
E) Utility Condition: Permittee is respansible for arranqing
for all necessary utility adjustments or relocation as
required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engi.neers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
The applicant or their representative is responsible for
including each item that is marked "Required By This Project" in
their submittal in accordance with the checklist descriptions.
Each item submitted that is to meet the checklist shall be
checked off by the applicant or their representative. Submittals
which do not conform to the a.bove requirements will be returned
for further items with no review being accomplished. This will
prolong the review process. If changes occur in the requirements
for the project because of further conversations with Spokane
County representatives, please attach a note explaining the
agreed upon change in requirements. When the applicants'
submittal is finally approved, the Engineers department will
release their portion of the Building Permit.

succeasors in interest to property
PLANNIN6 DEPARTMLNT
1. That the below listed conditions of all Departments and AgencLes are
binding upon the apPlicant, owner(s) oE the property, heirs, successors
or assigns as well as the zoning requirements on the property.
2. The preliminary Binding Site Plan of record approval is for the property
legally described in ehe application fot this proposal.
3. That the Final Binding Site Plan be designed substantially in
conformance with the preliminary plat of record ae legally deacribed and
advertised. No increase of denaity or lot number ahall occur without a
new application submittal and approval.
4. The Spokane County Subdivision AdminisCrator shall review any proposed
Final Binding Site Plan to insure compliance with the Findings and
Conditions of Approval.
5. That a Final Binding Site Plan numbet be indicated before the final plat
is filed; such number [o be approved by the County Assesaoc and the
Planning staff.
6. That appropriate road names be indicated.
7. Tha[ appropriate utility easemeats be indicated on copies of propoaed
final Binding Site Plan, for dis[cibution to the County Planning
Department, Utilities Department, Engineering Department, Nealth

Department prior to filing the final binding site plan.
9. The speciFic and detailed development plan will be submitted for
Planning DepartmenC review and approval as part of the building permit
and prior to is9uance of bullding permits. The developmestt must be
consiatant with the approved zoning.
10. That a plan for water facilities adequate foc domestic service and fire
protection be approved by the water aupplier, fire protection district,
Spokane County Building b Safety Department and County health
authorities. The agencies will certify on the WATER PLAN, prior to the
filing of the final plat or any phase of the preliminary plat tbat the
plan ia in conformance with their respective needs and regulations. The
WATER PLAN and certification will be drafted on a transparency suitable
f or reproduc t ion.
The purveyor will also certify that appropriate contcactual arrangements
end schedule of Lmprovements have been made with the plat sponsor for
construction of the waCer aystem in accocdance with the approved WATER
PLAN. The time schedule will provide far cvmpletion of the vater system
and inspection by the appropriate health authorities prior to
application for building permLts within the final plat. The
arrangements or agreements will include a provisLOn holdiag Spokane
County and the purveyor harmlesa from claims by any lot purchaser
refused a building permit due to the failure of tlte plat sponsot to
satisfactorily cocaplete the approved water system.
The plat sponsor shall also sign [he WATER PLAN to conflrm the
contractual arrangements or agreements.

The final plat dedication will contain the following statement: pThe
public water system, pursuant the WATER PLAN approved by County and
State Health authorities, the local fire district, County 6uilding &
Safety Oepartaient, and water purveyor, will be installed within this
plat, and the subdivider/sponsor will provide for individual domestic
water service as well as fire protection to each lot prior to sale of
each lot and prior to issuance of a building permit for each lot."
11. That no building permit will be issued for any lot within the Final Plat
until certified by a Washington State licensed englneer "that the water
system has been installed pursuant the approved WATER PLAN for the Final
Plat", signed and stamped by said engineer. The certification may be in
the fon.i of a letter but is preferred to be certified on a copy of the
WATER PLAN as a schematic map showing the "As Built" water system.
12. That a survey be required prior to the f31 ing of a final binding site
plan.
COUNTY ENGINEERING DEPARTMENT
1. That prior to the fi 1 ing of the Bind ing Site Plan the appl icant sha11:
A. Submit to the County Engineer for review and approval plans,
profiles and cross sections as designed to County Standards showing the
proposed street centerline and curb grades. These plans shall be
submitted for Montgomery Drive and tfie proposed private roads within the
development. These plans shall be prepared by a Licensed Professional
Civil Engineer.
B. Subiiiit to the County Engineer for review and approval drainage plans
and design calculations showing the alignment of drainage facilities.
These plans shall be prepared for Montgomery Drive and the proposed
private roads within the development. These plans shall be prepared by
a licensed Professional Civil Engineer.
Spokane County Road Standards indicate that when developments have the
potential to generate more than 200 trips per day, the development
street system should have at least two accesses. The Institute of
Traffic Engineers Trip Generation Manual indicates industrial property
can be expected to generate between 15.6 and 59.9 trips per acre,
depending on land use. Using these numbers, this property would
generate between 420 and 1600 trips er acr'b. Therefore, Phase I(the
area indicated by lots 1 through 7 an ~Tots 21 through 25) can be
developed with only one access. Any further development beyond Phase I
(the area indicated by lots a through 20) shall provide a second access
by extending the private road to Buckeye.
2. That the Binding Site Plan Document shall:
A. Provide for an additional 10' foot setback for buildings constructed
on lots adjacent to Montgomery Orive which is designated as a Major
(Principal) Arterial street. This setback will facilitate the
acquisition of road right of way should it become necessary to wlden
Montgomery Drive in the future.
B. Contain language which prohibits access to tlontgomery Drive from lot
number one.
C. Contain the following statement:
WARNING: Spokane County has no responsibility to build, improve,
inaintain or otherwise service the private roads contained within or
providing service to the property described in this Binding Site Plan.
By accepting this Binding Site Plan or subsequently by aliowing a
building permit to be issued on property on a private road.
Spokane County assumes no obligation for said private road and the
owners hereby acknowledge that the County has no obligation of any kind
or nature whatsoever to establish, examine, survey, construct, alter,
repair, improve, maintain, provide drainage or snow renoval on a private
road. This requirement is and shall run with the land and shall be
binding upon the owner, their heirs, successors or assigns including the
ob 1 igat ion to part ic ipate in the ma intenance of the private road as
prov i de d here i n.

3. General Conditions and Requiremeats:
A. The applicanC should be advised that approach permita must be
obtained fcom the County Engineec prior to the conetructioo of new
driveway approaches to Montgomery Orive or prLOr to the conatruction of
the private road intersection with Montgomery Drive.
B. No construction work is to be performed within the existing public
coad right of way until a permit has been issued by the County
Engiaeer. All work is subject to the inspection and approval Of the
County Engineer.
C. That the proposed private road system serving this development ie
approved by the County Engineer.
D. That the private roads aithin this proposed development shall be
improved to a minimum vidth of 24' feet. This will pcovide travel lanes
wide enough to accommodate truck traffic. This would however preclude
on street parking. Lf on stceet parking is contemplated tben the vid[h
of the proposed roads should at a minimum be 40' feet.
E. That the radii at all intersections shall be a minimum of 30' feet.
F. That existing Cvunty roads providing direct access to the Binding
4eiite Plan shall be impcoved to Spokane County Standards.
G. That all vested owners shall sign and recocd pcivate road documenCs
as prescribed by the County Engineer. These documents shall be reviewed
and approved by the County Engineer prior to recording the documents
with the Spokane County Auditor. Recording numbers shall be referenced
on the binding site plan doucment.
H. That the Binding Site Plan shall be improved [o the standards set
foYth in Spokane County Board of County Commissioners Resolution 80-1592
as ameaded, which establishes regulations for roads, approaches,

4. That pcior to the release of a building permit the applicant shall:
A. Prior to the release of building Trmits on those parcels having
frontage on Montgomery Drive (parcels ZS, 26 and 27), Montgomery
Drive shall be improved in accotdance with Spokane County Typical

1. A combiaed surface water and sevage disposal detailed plan ehall be
approved by the Spokane County Engineer and Spokane County Nealth
District prior to the issuence of any on-site sewage disposal permit or

2. Sewage disposal method shall be as authorized by the Director of
UtiliCies, Spokane County.
3. Water service shall be coordianted through the Director of Utilities,
Spokane County.
4. Water service shall be by an existing public water supply when app=oved
by the Regional Engineer (Spokane), State Department of Social and
Health Services.
5. Prior to filing the binding site plat, the sponsor shall present
evidence that the plat lies within the recorded service area of the
vater system proposed to serve the plat.
6. Disposal of sewage effluent beneath paved surfaces is currently
prohibited.
7. Prior to filiag the final plat, the sponsor shall demoastrate to the
8atisfaction of the Spokane County Health District that auitable sites

2. The dedication ahall state: "The owner(s) or Succesaor(s) in inCerest
agree to authorize the County to place their name(s) on a petitfon for
the formaCion of ULID by petLtion method pursuant to RCW 36.94 which the
petition includes tbe Owner(s) pcoperty and further not to object by the
signing of a protest petition against the formation of a ULID by
resolution method pursuant to RCW Chapter 36.94 which includes the
Owner(s) property. PROVIDED, this condition shall not pcohibit the
vwner(s) or successor(s) From objection to any assesament(s) on the
property as a result of improvements called for in conjunction with the
formation of a ULID by either petition or resolution method under RCW
Chapter 36.94".
3. Any water service for this pro}ect shall be provided in accordance with
the Coordinated Water System Plan for Spokane County, as amended.

COUNTY BUILDING & SAFETY:
1. This project may involve the starage and handling of critical materials.
2. The required fire flow for any building or property develoPment is
determined by building size, type of conatruction, aad proximity of
exposures. Required f ire flovs shall be based on an evaluatioa of each
building at the time of building permit application.
3. Depending on the extent of existing vater maina and hydtant locations,
f ire hydrants which meet the minimum fire flow requirementa as
enwnerated in Chapter 6, Title 3 of the Spokane County Code, may be
required to be installed prior to any constcuction.
4. The Department of Buildiag and Safety will require the applicant to
identify cl"ltical materials and submit design requirementa for the
containment prior to the issuance of a building permit.
5. Fire hydrants shall be located so as to be accessible to fire apparatus
and not be obstructed by any structure or vegetation or have the
visibility impaired for a distance of f ifty feet in the direction of
vehicular approach to the hydrant.
6. Specific location of hydrants shall be determined by the Fire District.
7. The applicaat shall provide verification from the Fire District to the
Department of Building and Safety that provisions have been made for
adequate f ire protection prior to the release of building permite.
DEPARTMENT OF ECOLOGY CONDITIONS:
1. The applicant should be aware that discharge of commercial/industrial
wastewater to on-site systems is under the jurisdiction of the
Department of Ecology. Such discharges are genera-lly ProhibiCed.
