A. Discussion/Requirements
1. The proposed is located in an I-2 zone. The proposed use is allowed m the
zone.
2. The proposed is currently located on garcel number 08541-0190PTN. T'he
minor lot line adjustment completed 11/ 14/91 has yet to ie recorded at the
Assessor's office. Please venfy that this has been r+ecorded.
3. Please submit a revised site plan mdicating fencing, signs, and curbing along
the landscaping areas.
4. Prvposed must have 5 feet of Type III landscaping. Since Dartmoutfi. Lane is
a private road, this landscaping can extend to the edge of the easement.
5. Please submit an estimate from a nursery including size, type, and quantity of
landscaping, itemized oost of the irrigation system and the oost of labor along
with a pmmissory letter from the owner stating the landscaping will be installed.
6. Applicant would prefer a Montgomery address, though aocess to the property
will be from Dartmouth. Applicant was informed that unde~ the zoning requirv-
ments, the aocess and the address must be the same. Applicant aras also ia-
formed that in some zones a difference in setbacks would be applied depending
on which str+eet was u5ed as the address. Plesse note that the front yard is deter-
mined bLr he address. However, in this ins~nce, the I 2 zone roqwres tbe same

1. Please submit a revised site plan including a logo illust~rrating the cornoct

A. Discussion/Requirements
1. Comments were given to the applicant and the Departme,nt of Buildings by
Bob Turrter.
2. Please subrrut a drainage plan for the sit,e that is in compliance with
Spokane Couaty Guidelines for Stormwater Management.

improveinents to Montgomery Dnve and Dartmouth Lane. Appl~cant stated that
these were submitted on Friday, 11/21/91. All oonstruction shail be completed
prior to permit issusnce or a bond in the amount of $10,100 to caver the cost of
construction shall be submitted. The apglicant was advised tio submit the road
and drainage glans as soon as possible so that permit issuance would not be
delayed. Forn►s for posting the bond are available at the County Engineer's
office. Applir,ant was tiold that a Temporary Certificate of Occupancy oould be
issued without delaying theeirr time frame (see comments under Department of
Buildings).
4. Approachpe=ts shall be obtaiaed for any new driveway approaches along
countY nght of waY.
5. Proposed must comply wiih Binding Site Plan No. BSP-16-87.
6. A one foot deep drainage ditch is reqvired along Dartmouth Lane, therefore
applicant was advised to install culverts underneath their approaches.
7. An Agreernent to Pay Fees was given to the applicant during the meeting.
The agreement is to be signed by the owner and returned to the Division of
Engineering & Roads. Plan review will not be completed nntil this docume,nt is
executed.
B. Pernut Release Requirements
1. Please subm.tt a drainage plan as described above for review aad approval.
2. Please submit road and drainage plans prepared by an engineer for road
improvements on Montgoraery Dave and Dartmouth Lane.
3. Approach permits shall be obtained for driveway approaches along oounty

5. Please submit a bond in the amount of $10,100 for road unprovements on
Montgomery Drive.

M. Health District (456-6040)
A. Discussion/Requinements
l. Written oomments were submitted by Daryl Way and given to the applicant
by Tom Davis.
2. The water purveyor for the pr+oposed is Irvin Water District #6 (924-9320).
Please contact the water purveyor to review requinements for back flow pievent
ers.

the Uti.hties Department (456-3604) for information on the exact location of the
interceptor and requirements for connection.
4. Please submit a cntical materials list to the Department of Buildings for review.

6. No on-site burning or burial of debris will be allowed.
B. Permit Release Requirements
1. The Health District is ready to release their portion of the building permit.
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. Fire flow for the proposed has been calculated for 1,700 G.P.M. for 'Iype
IIN construction. Fire flow for type VN would also be sufficient.
2. One fire hydrant is requir+ed. The existing hydrant is adequate.
3. A lock (Knox) box entry system for fine department personnel acc;ess is
required to be installed. Forms for orde, ~ng was given to the apphcant. The
oompleted forms are to be wturned to the fire distri+ct. The bax shatl be installed
prior to occupancy.
4. Applicant was told that the Fire District would prefer a Dairtmouth address.
V. Department of Buildings (456-3675)
A. Discussion/Requinements
1. Even thougl% the applicaat may desine aType II Nconstruction, plan review
has been completed for Type VN constructton as illustrated on the siire plan anly.
Type VN constnution is the minimum type construction allawed by the UBC.
2. The propased building is be'sng classified as a B-2, Type VN construction.
3. If construction specafic,~tions raquire concrete with a design strength over
2,500 p.s.i., high strength bolting, or structural welding, speci.al inspecaons will
be reqtured an t6e propased. Pkase indicate the name of the te.sting laboratiory
and submit oapies of the inspectiion teports to the Deparanent of Buildings for
review.
4. If the building is to be vonstructed over any dis~urbed earth (fill), soil oom-
paction tests will be r+equired by an appraved testing laboraWry.
5. All welding shall be done by, an approved fabricator or special inspections
will be requu+ed on all steel. Speaal ~n~spectton forms were given to the apphcant
during the meeting. A de;signated plac;e shall be provided on the site where all
the special inspection records can be kept.

• ' 7. A one-hour fire-resistive wall must be provided on the nortb side of the
building as it is less than 20 feet from the lot line.
8. The propased shali meet the minimum requirement of the Regulations for
Barrier Free Facilities. A minimum of one stall is nequined. Specifically, a
ramp from the padring lot to a primary entrance of the bailding shall be not
steepel' than one vertical to 12 honzontal in the direction of travel, nor one
vertical to 48 horizcntal transverse to the direcbon of travel. Please indicate the
handicaPPed Faz'king stall(s) on the revised site plan.
9. Please submit aa updated critical materials list for review. Applicant was
given infornnation regardmg this.
10. Please submit detailed information on the loading dock aad ramp for review
and appmval. No dryweU is allowed, however a catch basin with a manual uplift
to a 248 swale (utiLz~ag a manual switch) would be satisfactory.
11. Please verify that the ventilation system has the capdbility of supplying the
mnumum outside air raquirements specif ed in the Washington StaLe Fnergy
Code. Applicant will need to provide a letter stated that there wffl be no vehicle
traffic in the warehouse area, if this is the case.
12. Cross-oonnection devices shatl be installed on equi.pment that may cause
pollution of the domestic water supply.
13. Safety glass shall be installed in the front windows of the offioe area.
14. Fire extinguishers shall be installed as per the requinements of the Uniform
Fire Code.
15. Applicant was told tfiat a Temporary C:ertificate of Occupancy oould be
i.ssued prior to the completion of lands+caping and/or paving as long as aIl saffety
issues have been oompleted.
16. Drawings shall be directly stamped and signed by the architect. (Pea and

The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review,
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimuni the plan must contain:
1. Drainage calculations far stormwater volumes
generated on site.
2. Calculations for total impervious surfates
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.

THIS MATTER, an application from William Wagstaff has been received and
decided upon, pursuant to Spokane County Subdivision regulations, on the 23rd
day oE October, 1987.
The individual sigaing below has further been properly delegated the
responsibility for renderiag the decision by the Spokane County Director of
Planning.
FINDINGS OF FACT AND CONCLUSION
1. The proposal is to divide 27.5 acres ir►Co 27 lots for the development of
industrial tracts.
2. The proposal is locaCed adjacent to and north oF Montgomery Aveaue south
of tbe Burlington Northera Railroad tracks and adjaceat to the Unioa
Pacific tracks ia Section 8, Towmship 25 North, Raage 44 E.W.M., Spokane
County, Washiagton.
3. The current zoning of the propesty is Restricted Industrial. The
proposed lot aizes, frontage and intended uses are allowed within this
zone.
4. The Spokane Couaty Comprehensive Platt desigaatea Chis area ae
Industrial. The development and uses proposed are generally in accord
witn this planning category.
5. The required SEPA notice was provided for this proposal and agencies
having a potential interest ia the project were notified and asked for
recommeadatiops.
6. That in consideration oF Che recommended conditions and Spokane County
development standards, tbe proposal is not detrimental to the public
health, safety and general welfare.
7. That the project is aot exempt Erom environmental ceview uader the State
Eavironmental Policy Acr. (A Declaration of Non-Sigaificaace was issued
on July 7th, 1987 and circulated to 12 agencies for reviev and comment.
There has aot been a recommeadation for a more detailed environmental

PLANNING DEPARTMENT
1. That the below listed conditioas of all Departments and Agenciea are
bindLng upon the applicant, owner(s) of the property, heirs, euccessors
or assigns as well as the zoning requirementa on the property.
2. The preliminary Binding Site Plan of record approval is for the property
legally described in the application for this proposal.
3. That tbe Final Binding Site Plan be designed eubatantially ia
conformance with the preliminary plat of record as legally desctibed and
advertised. No increase of deaeity or Lot num4er shall occur without a
nev application submittal and approval.
4. The Spokane County Subdivision Administrator shall review any proposed
Final Binding Site Plan to insure compliance vith the Findings and
Conditions of Approval.

Spokane County Building b Safety DepartmenC and County health
authoYities. The agencies will cerCify on the WATEIt PLAN, prior to the
filing of the final plat or aay phase oF the preliminary plat that the
plan is ia conformance with their respective aeeds and regulaCiaas. The
WATER PLAN and ceYtification will be drafted on a transpazency suitable
for reproduction.
The purveyor will also certiFy that appropriate contractual arrangements
and schedule of improvemeata have been made with the plat sponsor for
coasCruction of the water eyatem in accordance with the approved WATER
PLAN. The time schedule will provide for completion of the water system
and inspection by the appropriate health authorities prior to
appiication for building permita within the final plat. The

refused a building permit due to the failure of the plat apoasor to

public water system, pursuant the WA7ER PLAN approved by County and
State Nealth authorities, the local fire district, County Building &
Safety Department, and water purveyor, will be installed within thls
plat, and the subdivider/sponsor will provide for individual domestic
water service as well as fire protection to each lot prior to sale of
each lot and prior to issuance of a building permit for each lot.p
11. That no buildfng permit will be issued for any tot wlthin the Final Plat
unxil certified by a Washington State licensed engineer "that the water
systein has been installed pursuant the approved WATER PLAN for the Fina1
Platp, signed and stamped by said engineer. The certification may be in
the forri of a 1 etter but i s preferred to be cert if ied on a copy of the
WATER P1.AN as a schematic map showing the "As Built" water system.
12. That a survey be required prior to the fil ing of a final binding site
plan.
COUNTY ENGINEERING DEPARTMENT
1. That prior to the filing of the Binding Site Plan the applicant shall:
A. Submit to the County Engineer for review and approval plans,
profiles and cross sections as designed to County Standards showing the
proposed street centerline and curb grades. These plans sha11 be
submitted for Montgomery Orive and tFie proposed private roads within the
develapment. These plans shall be prepared by a Licensed Professional
Civil Engineer.
B. Subinit to the County Engineer for review and approval drainage plans
and design calculations showing the al ignment of drainage faci l ities.
These plans sha11 be prepared for Montgomery Orive and the proposed
private roads within the development. These plans shall be prepared by
a licensed Professional Civil Engineer.
Spokane County Road Standards indicate that when developments have the
potential to generate more than 200 trips per day, the development
street system should have at least two accesses. The Institute of
Traffic Engineers Trip Generatian Manual indicates industrial property
can be expected to generate between 15.6 and 59.9 trips per acre,
depending on land use. Using these numb s, this property wauld
generate between 420 and 1600 trips er ac . Therefore, Phase I(the
area indicated by lots 1 through 7 an ots 21 through 25) can be
developed with only one access. Any further development beyond Phase I
(the area indicated by lots 8 through 20) sha11 provide a second access
by extending the private road to Buckeye.
2. That the Binding Site Plan Document shall:
A. Provide for an additional 10' foot setback for buildings constructed
on lots adjacent to Montgomery Drive which is designated as a Major
(Principal) Arterial street. This setback wi11 facilitate the
acquisition of road right of way should it become neCessary to wlden
Montgomery Drive in the future.
B. Contain language which prohibits access to Montgomery Orive from lot
number one.
C. Contain the following statement:
WARNING: Spokane County has no responslbility to build, improve,
riiaintain or otherwise service the private roads contained within or
providing service to the property described in this Binding Site Plan.
By accepting this Binding Site P1an or subsequently by allowing a
building permit to be issued on property on a private road.
Spokane County assumes no obligation for said private road and the
owners hereby acknowledqe that the County has no obligation of any kind
or nature whatsoever to establish, examYne, survey, construct, alter,
repair, improve, maintain, provide drainage or snow removal on a private
road. This requirement is and shall run with the land and shall be
binding upon the owner, their heirs, successors or assigns including the
obligation to participate in the maintenance of the private road as
provided herein.

Utilities, Spokane County.

agree to auCborize the County to place Cheir name(s) on a petitioa for
the formation of ULID by petition metbod pursuaat to RCW 36.94 vhich the
petition iacludes the Owner(s) property and further not to object by the
signing of a protest petition against the formation of a ULID by
resolution method pursuanC Co RCW Chapter 36.94 which includes the
Owner(s) property. PROVIDED, this condition shall not prohibit the
owner(s) or successor(s) From objection to aay asseeament(s) on the
property as a result of improvements called for in coajunction vith the
formation of a ULID by either petition or rasolutioa method uader RCW
Chapter 36.94".
3. Any water service for this project shall be provided in accordance with
the Coordinated Water System Plaa for Spokane Caur►ty, as amerded.
4. The dedication snall state: "Each lot ahall be double plumbed for

2. The required fire flow for any building or propeYty developmenC is

exposures. Required f ire flows shall be based oa an evaluation of each
building at the txme of building peraQit applicatioa.
3. Depending on the extent of existfng water maius and hydract locations,
Eire bydrants vhich meet the miniwum f ire Flov requiremeats as
enwnerated in Chapter 6, Title 3 of the Spokaae Couaty Code, may be
required to be installed prior to any construction.
4. The DepaYtment of Building and Safety will require the 8pplLCant to
identiFy critical materials aad submit design requiremeats for the
containment prior to the issuance of a buildiag pes-mit.
5. Fire hydraats shall be located so as to be accesaible to fire apparatua
and not be obstructed by any structure or vegetation or have the
vLsibility iapaired for a distance of fiFty feet in the direction of
vehicular approach to the hydrant.
6. Specific location of hydraats shall be determined by the Fire District.
7. The applicant shall provide verificatioa from the Fire DistricC to the
DepartmenC of Building and Safety that provisioaa have been made for
adequate fire protectioa prior to Che release of building petmita.
DLPARTMENT OF ECOLOGY CONDITION3:
1. The applicaat should be aware that discharge of commetcial/industrial
wastewater to on-aite systems is under tbe jurisdictioa of the
Departmeat of Ecology. Such discharges are generaaly prohibited.

The purpose of this letter is to provide assurances pertaining to future paving of
Dartmouth Lane so as to allow the issuance of buildmg permits on lots specffied below.
• Lot Description. Lots 1, 25 and the south 1/2 of Lot 24, Bindmg Site Plan
#16-87
• Paving completion date: See below.
• Estimated roadway pavmg cost: Approximately $7,925. See attached
estimate by Iniand Asphalt Co.
It is my irrtent to arrange for paving of Dartmouth Lane along tfie entire frontage of said
lots at the earliest opportunity m the spring of 1992 subject to weather candiUons and
paving company work schedules. Further, I agree to coordmate this road pavmg work
wi#h construction schedules for two development projects planned fior this wirrter, i.e,
Gottfredson project on Lot 1 and Applegate/McElhinny project on Lot 25 and south 1/2 of
Lot 24 To the extent that weather condrtions and paving company schedules allow, I
agree to authorize the road paving to comcide with the construction completion date of
the earlier of the two development projects, but in any event no later than June 1, 1992.
Provided that the above assurances are sufficient, please sign the acknowledgement
statement on page 2 of this letter to srgnify that building permits mentioned herem may
