The County Engineering Department has completed a review of
the above referenced praject. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a mz.nimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total i.mpervious surfaces
contained within the site.
3. Finished grade elevations for structures to he
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to 3ustify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B} The subject property is affected by the "Finclings and
Order" and the "Conditions of Approval" for the following
land use action:
Spokane County Binding Site Plan 16-87
C) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
3. Other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied ox traveled by
vehicles. It is illegal to back out onto the Right of Way.
D) Utility Condition: Permz.ttee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.

E} The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
documerrt is attached to these comments. Please return
the completed Agreement ta your contact person at the
Engineers Department.
The applicant or their representative is responsible for
including each item that is marked "Required By This Pro3ect" in
their submittal in accordance with the checklist descriptions.
Each item submitted that is to meet the checklist shall be
checked off by the applicant or their representative. Submittals
whi.ch do not conform to the above requirements will be returned
for further items with no review being accomplished. This will
prolong the review process. If changes occur in the requirements
for the pro]ect because of further conversations with Spokane
County representatives, please attach a note explaining the
agreed upon change in requirements. When the applicants'
submittal is finally approved, the Engineers department will
release their portion of the Building Permit.

permits. Without these minimum reqwrements the Spokane County Engineer's Department
is not abie to perfomn a review of the project. The project will be retumed to the applicant

TNIS MATTBR, an application from William Wagstaff has been received and
decided upoa, pursuant to Spokane Couaty Subdivision regulations, on the 23rd
day oE October, 1987.
The individual signing belov has further been properly delegated the
responsibility for rendering the deciaion by the Spokane County Director of
Planaing.
FINDINGS OF FACT AND CONCLUSION
1. The proposal is to divide 27.5 acres into 27 lots for the development of
industrial tracts.
2. The proposal is located adjacent to and north of Montgomery Avenue south
of the Burlington Northern Railroad tracks and adjaceat to the Union
Pacific tracks ia Section 8, Tovnship 25 North, Itange 44 E.W.M., Spokane
Couaty, Washington.
3. The curreAt zoaing oF the property is Restricted Iadustrial. The
proposed lat sizea, frontage aad intended uses are allowed withia this
zoae.
4. The Spokaae County Comprehensive Plan designates thie area as
Industrial. The developmeat and usea propoaed are generallq in accord
wita this plaaaing category.
5. The required SEPA notice was provided for this proposal and agenciea
having a potential interest in the project vere notified and asked for
recommeadations.
6. That in coasideration of the recommeaded conditions aad Spokane County
development standards, the proposal is not detrimeQtal to the public
health, safety aad general velfare.
7. That the project is not exempt from environmeatal reviev under the State
Environmental policy Act. (A Declaration of Non-Significaace was issued
on July 7th, 1987 and circulated to 12 agencies for reviev and comment.
There has not been a recommendation for a more detailed enviroamenCal
revLev).
8. That the approval of the Binding Site Plan still requirea individual lot
owners to comply with the underlying zoning.
DECISION

plat, and the subdivider/sponsor will provide for individual domestic
water service as well as fire protection to each lot prior to sale of
each lot and prior to issuance of a building permit for each lot. p
11. That no building permit will be issued for any lot within the Final Plat
until certified by a Washington State ljcensed engineer athat the water
system has been installed pursuant the approved WATER PLAN for the Final

development. These plans shall be prepared by a Licensed Professional
Civil Engineer.
B. Submlt to the County Engineer for review and approval drainage plans
and design calculations showing the alignment of drainage facilities.

Spokane County Road Standards indicate that when developments have the
potential to generate more than 200 trips per day, the development
street system should have at least two accesses. The Institute of
Traffic Engineers Trip Generation Manual indicates industrial property
can be expected to generate between 15.6 and 59.9 trips per acre,
depending an land use. Using these numb s, this property would
generate between 420 and 1600 trips r ac . Therefore, Phase I(the
area indicated by lots 1 through 7 aneots 21 through 25) can be
developed with only one access. Any further development beyond Phase I
(the area indicated by lots 8 through 20) shall provide a second access
by extending the private road to Buckeye.
2. That the 6inding Site Plan Document shall:
A. Provide for an additional 10' foot setback for buildings constructed
on lots adjacent to tdontgomery Drive which is designated as a Ma3or
(Principal) Arterial street. This setback will facilitate the
acquisition of road rlght of way should it become necessary to widen
Montgomery Orive in the future.
B. Contain language which prohibits access to tlontgomery Drive from lot
number one.
C. Contain the following statement:
WARNING: Spokane County has no responsibility to build, improve,
raaintain or otherwise service the private roads contained within or
providing service to the property described in this Binding Site Plan.
By accepting this Binding Site Plan or subsequently by allowing a
building permit to be issued on property on a private road.
Spokane County assumes no obligation for said private road and the
owners hereby acknowledge that the County has no obligation of any kind
or nature whatsoever to establish, examine, survey, construct, alter,
repair, improve, maintain, provfde drainage or snow removal on a private
road. This requirement is and shall run with the land and shall be
binding upon the owner, their heirs, successors or assigns including the
obligation to partfcipate in the maintenance of the private road as
provided herein.

THIS MATTER, an application from William WagstaEf has been received and
decided upon, pursuant to Spokane County Subdivision regulations, on the 23rd
day of October, 1987.
The individual signing below hae further been properly delegated the
responsibility for rendering the decision by the Spokane County Director of
planning.
FINDINGS OF FACT AND CONCLUSION
.
1. The proposal is to divide 27.5 acres into 21 lota for the development of
industrlal tracts.
2. The proposal is lacated adjacent to and north of Montgomery Avenue south
of the Burlington Northera Railroad tracks and adjacent to the Union
PaciEic tracks in Section 8, Tovnship 25 North, Range 44 E.W.M., Spokane
Couaty, Waehington.
3. The current zoning of the property is Restricted Industrial. The
proposed lot sizes, frontage and intended uses are allowed within this
zoae.
4. The Spokane County Comprehenaive Plan deaignates this area as
Iadustriat. The development aad uses proposed are generally in accord
vith this planning category.
5. The required SEPA notice was provided Eor this proposal and ageacies
having a poteatial intereat in the project were notified and asked for
recommendationa.
6. That in consideration of the recommended condltions aad Spokane County
development standards, the proposal is not detcimental to the public

PLANNING DBPARTMENT
1. That the below listed conditions of all Departments and Agenciee are

3. That the Fiaal Binding Site Plan be designed substaatially in
conformance vith the preliminary plat of record as legally described and

COUNTY ENGINEERING DEPARTMENT
1. That prior to the filing of the Binding Site Plan the applicant shall:
A. Submit to the County Engineer for review and approval plans,
profiles and cross sections as designed to County Standards showing the
proposed street centerline and curb grades. These plans shall be
submitted for Montgomery Orive and tfie proposed private roads within the
developrnent. These plans shall be prepared by a Licensed Professional
Civil Engineer.
8. Subinit to the County Engineer for review and approval drainage plans
and design calculatlons showing the alignment of drainage facilities.

Spokane County Road Standards indicate that when developments have the
potential to generate more than 200 trips per day, the development
street system should have at least two accesses. The Institute of
Traffic Engineers Trip Generation Manual indicates industrial property
can be expected to generate between 15.6 and 59.9 trips per acre,
depending on land use. Using these numb s, this property would
generate between 420 and 1600 trips er ac . Therefore, Phase I(the
area indicated by lots 1 through 7 an ots 21 through 25) can be
developed with only one access. Any further development beyond Phase I
(the area indicated by lots 8 through 20) shall provide a second access
by extending the private road to Buckeye.
2. 7hat the Binding Site Plan Document shall:
A. Provide for an additional 10' foot setback for buildings constructed
on lots adjacent to Montgomery Drive which is designated as a Major
(Principal) Arterial street. This setback will facilitate the
acquisltion of road right of way should 1t become necessary to wlden
Montgamery Orive in the future.
8. Contain language which prohlbits access to tlontgomery Drive from lot

WARNING: Spokane County has no responsibility to build, improve,

COUNTY MEALTN DISTRICT:
1. A combined aurface water and sewage disposal detailed plan shall be
approved by the Spokane County Engineer and Spokane CouQty Nealth
Dietrict prior to the isauance of any on-site sewage disposal permit or
building permit for this project.
2. Sevage disposal method shall be as authorized by the Director of
Utilitie9, Spokane County.
3. Water service shall be coordLanCed through the Director of Utilities,
Spokane County.
4. Water service shall be by an existing public water supply wheo approved
by the Regional Engineer (Spokane), State Department of Social aad
Health Services.

COUNTY BUII.DING b SAFETY:
1. This project may involve the atorage and handling of critical materials.
2. The required fire flow for any building or property development is
determined,by building size, type of construction, and proximity of
expoaures. Required fire flovs shall be based oQ an evaluetion of each
building at the time of buildiag permit applicatioa.
3. Depending on the extent of existing water maine and hydrant locations,
fire hydrants which meet the minimum fice flow requirements as
enumerated in Chapter 6, Title 3 of the Spokane County Code, may be
required to be installed prior to any construction.
4. The Department of Building and Safety will requLre the applicant to
ideatify crltical materials and submit design requirements for the
containment prior to the issuaace of a building permit.
5. Fire hydrants shall be located so as to be accessible to fire apparatus
and not be obstructed by any structure or vegetation or have the
visibility impaired for a distance of fifty feet in the direction of
vebicular approach to the hydraat.
6. Specific location of hydrants ahall be determined by the Fire Dietrict.
7. The applicant shall provide verific8tion from the Fire District to the
Department of Building and Safety that provisions have beeo made for
adequate fire protection prior to the release of building permite.
DBPARTMLNT OF ECOLOGY CONDITIONS:
1. The applicant should be aware that discharge of commercial/industrial
wastewater to on-eite systecne is under the juriadiction of the
Department of Ecology. Such discharges ace generaaly prohibited.
