BCOPE/PROJECT DESCRIPTZON:
I. General Overview - The owrier Bill Gotfredson is proposing to
build a 6000 square foot warehouse and a° office consisting of
insulation sales and storage. The office area will occupy 1000
square feet of the building. Construction is not anticipated until
~spring of next year.
SIIMMARY OF DEPARTMENTAL R$QIIIRBM$NTSe -
I. Planning Department (456-2205)
A. Discussion/Requfrements
1. The proposed is located in a I-2 zone.
2. The applicant is desirous to have Montgomery Road
vacated. Please sbow the setbacks of the property on the
site plan. If the road is vacated, then the proposed
setbacks are acceptable. If Montqomery Road is not vacated
then the applicant needs to submit a revised site plan
showing conformance to setback requirements. A minimum of
,65 foot setback from the centerline of the roadway

riqht-of-way or 35 foot setback from the lot line;
whichever provfdes the greater setbacks from the
centerline of the roadway right-of-way is required.
3. Since the gravel storage area will be used to store
company vehicles, pavinq is required. It is also required
to have a six foot aight obscurinq fence around the
storaqe area.
4. The applicant needs to submit a landscaping plan
showing five feet of type III landscaping alonq Dartmouth
La,ne.
5. An estiiaate from a nursery including size, type, and
quantity along with a promissory letter from the owner
statinq the landscaping will be installed shall be
submitted.
6. T'he applicant needs to have a water system documented
on the property.
7. One loading space is required and shall be a minimwa
of 12 x 30 feet and if covered, shall be 14 feet 6 inches
in
heiqht.
B. Permit Release Requirements
1. Please submit a revised landscape plan.
2. An esti.mate from a nursery including size, type, and
quantity along with a promissory letter from the owner
statinq the landscapinq will be installed shall be
subm.itted.
3. Montqomery road needs to be vacated to meet the
setback requiresaents.
4. Please submit a revised site plan illustrating
paving, setbacks, and fencinq heiqht for review and
approval.
5. Please submit a plan meeting the requirements as
described above of the loadinq space.
II. Division of Enqineerinq & Roads (456-3600)
A. Discussion/Requirement

1. Comments were given to the applicant and the Division
af Buildings by Bob Turner.
2. This proposal is affected by conditions of the
Bfndinq Site Plan No. 16-87 which has been filed.
3. Please submit a drafnaqe plan for the proposed that
is in complfance wfth Spokane County Guidelines for
Stormwater Manaqement.
4. An approach permit must be obtained to construct the
approach to Montgomery Drive from Dartmouth Lane.
5. The applicant fs required to improve Montgomery Drive
if any portfon of his property abuts Montqomery Drive.
Said i.nmprovements include paving, curb, and sidewalks.
6. The applicant was advised to contact Verle Smale as
soon as possible regarding the vacation of t-.he unused
portion Montqomery Road.
7. The applicant shall show on the site plan the cross
section of Dartmouth Lane road improvements which are on
file with the Enqineer's Office.
8. An agreement to pay fees shall be signed by the
owner. Plan review will not be complet=d until this
document is executed.
8. Permit Release Requirements
1. Please submit a drainage plan.
2. Approach permits must be obtafned to connect to
Montgomery Drive.
3. Please submit an aqreement to pay fees siqned by the
owner.
4. If any portion of your property abuts Montgomery
Drive, road plans for improvements as described above are
required to be submitted.
III. Health District (456-6040)
A. Discussion/Requirements
1. Please submit a critical materials list to the
Divisfon of Buildings.
2. A dry sewer line has been installed in Dartmouth
Lane. Connection to the valley intercepter has not been
made. Since the intercepter is located nearby, connection
to the line will be required. The Applicant/developer is
responsible to make the connection.
3. Tom Veljic noted that if Spokane County Retains the
unused riqht-of-way of Montqomery Road for sewer
transmission lines, setbacks of the buildinq must conform
to the same setbacks as for public roads.
4. The owner will store approxiiaately 10 gallons of
adhesive but other than that there will be no critical
materials on the property.
5. Stormwater from the loadinq ramp may be drained
directly to a Dry Well if the use is not considered a
Critical Materials user. If a critical material user, the
stormwater shall be drained to a"208" swale. The
applicant indicated that a loadinq dock may be constructed
instead of a loadinq ramp.
B. Permit Release Requirements
1. The Health Department is ready to release their
portion of the Buildinq permit once all their questions
have been answered.
IV. Fire District No. 1(928-2462)
A. Discussion/Reguirements
l. Fire flow for the proposed is 3000 G.P.M. which will
require two fire hydrants. Credit for one hydrant is
given since there is an existinq hydrant located on the
south side of Montqomery Drive at Dartmouth Lane. The new
hydrant shall be installed between lots 24 and 25 on the
east side of Dartmouth Lane prior to the issuance of the
Certificate of occupancy.
2. The fire hydrant shall be fnstalled as per an approved
water plan. The water plan shall contain the location of
the hydrant, hydrant assembly detail, and plumbing detail.
The water plan shall be submitted to the fire district and
water purveyor for approval prior to installation.
3. A lock (Knox) box entry system for fire department
personnel access is requfred to be installed. Forms for

ordering was qiven to the applicant. The completed for-ms
are to be returned to the fire district.
V. Divisfon of Buildings (456-3675)
A.- Dfscussion/Requirements
1. Plan review has been completed on the site~plan only
and a letter was sent to the applicant by Tom Postlewait.
2. The sections of the south and west exterior walls
which are less than 20 feet from the property line shall
be a m'inimwm one-hour f ire-resistfve rated.
3. Verify the elevations for the parking area and the
sidewalk elevations for review.
4. verify that the sidewaZk and handicap parking space
does not slope more than 1 in 48.
5. Handicap parking space shall be not lessthan 12 feet
6 inches wide. Each parkinq space shall be identified by
a sign centered from 3 feet'to 5 feet above grade at the
head of the parking space.
6. The floor or landing shall be not more than 1/2 inch
lower than the threshold of the doorway. Landings shall
be level except for exterior landings which may have a
slope of not to exceed 1/4 inch per foot.
7. Restrooms shall satisfy the minimum requirements of
Section 511 of the Washington State Regulations for
_ Barrier-Free Facilities.
8. The spout af the water fountain shall be not higher
t,han 36 inches above the finished floor.
9. Cross Connection devises shall be installed on
equipment which will cause pollution of domestic water
supply.
10. Safety glass shall be installed when qlass is
eiqhteen inches or less from floor or walkinq surface and
in locations within 12 fnches of the door.
il. Portable fire extinguishers shall be installed
accordinq to7the Uniform Fire Code.
12. Drawinqs shall be directly stamped by the architect.

1. Two complete revised sets of plans addressinq the
items discussed durinq and after the meetinq and other
items from the plan review letter needs to be submitted
for review and approval.

The County Engineezing Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) A drainage plan for the site which has been prepared in
compliance with Spokane County "Guidelines for Stormwater
Management". At a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contairted within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. Atypical cross section of the 248 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" foz the following
land use action:
1. Binding Site Plan No. 16-87
C) The following fmprovements within adjacent Right of Way
are required prior to the release of a building per mit:
1. Approach permits must be obtained from the County
Engineering Department the following streets:
a. Montgomery Drive
