The County Engfneering Department has completed a review of
the above referenced praject. The followinq information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
J1. Drainage calculatione for stormwater voluiaes
generated on site.
J. Calculations for total impervious surfaces
contained within the site.
J36 Finished grade elevations for structures to be
constructed on site.
J4. Finished grade elevations at the top and bottom of
4 the 208 swale.
. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
. Elevation of drywell inlets where applicable.
80 Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following

We are unable to proceed with our review. We will need

a. A parking and traffic circulation plan ahall
be submitted and approved by the Spokane County Engineer. The
desiqn, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Pavinq as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles.

TNIS MATTER, an application fram Max Spalding has been received and
decided upon, pursuant to Spokane County Binding Site Plan policies and R.C.W.
58.17.020 (7) on the 1st day of July, 1986.
The individual signing below has further been properly delegated the
responsibility for rendering the decision by the Spokane County Director of
Planning.
FINDINGS OF FAC? AND CONCLUSION
i. The ~roposal is to divlde approximately 21.2 acres into 18 lots for the
deveopment of industrial sites.
2. The proposal is located north of and adjacent to Montgomery Drive and
Nest of and adjacent to Woodruff Road 1n Section 8, Township 25N, Range
44 E.MI.M., Spokane County, Mashington.
3. The current zoning of the property is Restricted Industrial. The
proposed lot sizes, frontage and intended uses are atloxed within this
zone.
4. The Spokane County Comprehensive Plan designates this area as
Industrial. The density and uses proposed are in accord Mith this
planning category.
5. That i n consi derati on of the reconmended condi ti ons and Spokane County
devetopment standards, the proposal is not detrimental to the publlc
health, safety and general we]fare.
6. That the project 1 s not exempt from envi rornnental review under the State
Envlronmental Policy Act.
(A Declaraton of Non-Significance was issued on June 3, 1986 and
circuiated to 4 agencies for revierr and conment. There has not been a
recomaendation for a more detailed environmental revieN).
7. That individual review of building locations and other requirements will
be establlshed when building permits are sought for on the individual
1 ots.
DECISION
Based upon the above noted Findings of Fact, Short Plat Application
8SP-15-86 is hereby APPROVED subject to conditions Mhich shall be complied

11. That no building permit will be issued for any lot within the Binding
Site Plan until certified by a Washington State licensed engineer "that
the water system has been installed pursuant the approved WATER PLAN for
the Binding Site Plan", signed and stamped by said engineer. The
certification may be in the form of a letter but is preferred to be
certified on a copy of the WATER PLAN as a schematic map showing the "As
Bui 1 t" Nater system.
SPOKANE COUNTY ENGINEER DEPARTMENT
1. Appllcant sha11 deed to Spokane County suffient right-of-way so as to
permit the construction of the cul-de-sac turn around depicted on the
preliminary plan at the terminus of Locust Road. Applicant sha11 also
deed a 20 ft. radius at Montgomery and woodruff.
2. That plans, proflles, and cross-sections as deslgned to County standards
showing proposed street centerline and curb qrades be submitted to the
County Engineer for approval prior to constructlon and/or the fiting of
each final plat; road plans to be prepared under the direction of a
1 icensed Professi onal Ci vi 1 Engi neer,
3. That drainage plans and deslgn calculations shoMing the alignment of
dral nage faci 1 i ties be submi tted to the County Engi neer for approval
prior to constructlon and/or the filing of each final plat. Drainage
pl ans to be prepared under the di recti on of a 1 icensed Professi onal
Civil Engineer.
4. That road and drainage plans shall be submitted for review and approval
by the County Engineer for the roadw$y improvements Mhich have been
specifled for Montgomery Drive, woodruff Road and Locust Road and the
proposed private road.
5. That the private road as depicted on the preliminary site plan is
approved by the County Engineer. It shall be designated as a"Tract X"
future public right-of-way tract.
6. That the following statement be placed on the face of the Binding Site
Plan:
wARNIN6:Spokane County has no responsibillty to build, improve,
maintain, or otherwise service the private roads contained within or
providing service to the property described in this plat. 6y accepting
this plat or subsequently by allowing a building permit to be issued on
property on a private road, Spokane County assumes no obligation for
said ?rivate road and the oMners hereby acknowledge that the County has
no oblgation of any klnd or nature whatsoever to establish, examine,
survey, construct, alter, repair, improve, malntain, provide drainage or
snow removal on a pri vate road. Thi s requi rement is and sha11 run Mi th
the land and shall be binding upon the owner, their heirs, successors or
assigns including the obligation to participate in the maintenance of
Lhe private road as provided herein.
7. That the applicant shall provide to Spokane County a surety acceptable
to the County Engineer which warranties the construction of the
specified roadway imprrovements.
The following condltions must be complied with prior to the release of a
bui 1 di ng penal t for arUr 1 ot or porti on of a 1 ot contai ned wi thi n the 8indi ng
Site Plan:
1. That the improvements for the private road shall at a minimum consist of
a paved strip 24 ft. in width which 1s designed to accommodate the truck
traffic normally associated wlth lndustrial areas.
2. The County Engineer has designated typical roadway sectlon number one,
access standard for the improvement of Woodruff Road which is adjacent
to the Bi ndi ng Si te P1 an. Thi s wi 11 requi re the addi t10n of
approximately 10 ft.+ of asphalt and the installation of curb and
sideKalk along the frontages on Woodruff.

3. The County Engineer has designated typical roadway section number one,
access standard for Locust Road which is adjacent to the Binding Site
P1 an. Thi s wi 11 requi re the addl tion of approximately 30 ft. + of
asphalt and the lnstallation of curb and sidewalk along the frontages on
Locust.
4. The County Engi neer has desl gnated typi cal roadwaUr secti on number one,
major arterial standard for the improvement of Montgomery Avenue which
i s adjacent to the Bi ndi ng Si te P1 an. Th1 s N111 requl re the addi t1 on of
approximately 6 to 10 ft. + of asphalt and the installation of curb and
sidewalk along the frontages on Montgomery.
5. The proposed Binding Site Plan sha11 be improved to the standards set
forth in Spokane County Board of Conmissioners Resolution No. 80-1592,
as amended, which establishes regulations for roads, approaches,
dralnage and fees in neM construction.
COUNTY HEALTH DISTRICT
1. The final Binding Site Plan shall be designed as indicated on the
preliminary plan of record and/or any attached sheets as noted.
2. The dedicatory language of the plat will state that: "Subject to
speclfic application approval and issuance of permits by the Health
Officer, the use of individual on-site sewage systems may be authorized."
3. Kater service shall be coordinated through the Director of Utilities,
Spokane County.
49 Mater service shall be by an existing public Kater supply when approved
by the Reglonal Englneer (Spokane), State Department of Social b Health
Services.
5. Pr1or to filing the final plat, the sponsor sha)1 present evidence that
the si te 1 i es Mi thi n the recorded servi ce area of the rrater system
proposed to serve the site. The dedicatory language on the binding site
pl an shal l state: "Use of pri vate wel l s and water systems i s
prohibited."
6. The binding site dedication will contain a statement to the effect
that: °The publlc water system as approved by County and State health
authori ties and the 1 ocal f i re di stri ct and purveyor Ni 11 be f nstal l ed
within this plat, and the subdivider w111 provide for individual
domestlc Nater service as well as fire protection to each tract prior to
sale of each tract."
7. Di sposal of sewage effl uent beneath paved surfaces i s currently
prohibited.
8. Prior to filing the final binding site plan, the sponsor shall
demonstrate to the satisfaction of the Spokane County Health District
that sui tabl e si tes for on-s1 te sewage d1 sposal systems i s ava11 abl e on
all tracts.
COUNTY UTILI7IES
1 Pursuant to the Board of County Commissioners Resolution No.80-0418, the
use of on-si te seMer di sposal systems i s hereby authorized. Thi s
authorization is conditioned on compliance with all rules and
regulations of the Spokane County Health D1strlct and is further
condltioned and subject Lo specific applicaton approval and issuance of
