The followinq information must be provided in order for us to proceed with our review. A) For any new hard surface area, for an asphaltic roof, or a roof containinq HVAC machinery, a drainage plan for the site shall be prepared in compliance with Spokane County "Guidelines for Stormwater Management". At a minimwon the plan must contain: ' 1. Drainaqe calculations for stormwater volumes generated on site. 2. Calculations for total impervious surfaces contained within the site. ' 3. Finished grade elevations for structures to be constructed on site. 4. Finished qrade elevations at the top and bottom of the 208 swale. 5. A typical cross section of the 208 swale. 6. Calculations to justify the number and type of drywells proposed. 7. Elevation of drywell inlets where applicable. 8. Copy of the proposed landscape plan. B) The subject praperty is affected by the "Findings and Order" and the "Conditions of Approval" for the following land use action: Binding Site Plan No. 15-86 C) Insufficient information was submitted with the proposal. We are unable to proceed with our review. We will need the following before we can proceed: 1. Site Plan. 2. Drainage plan as specified. 3. Other information: a. A parking and traffic circulation plan shall be submitted and approved by the Spokane County Engineer. The design, location and arrangement of parkinq stalls shall be in accordance with standard traffic engineering practices. Paving as required by the County Planning Ordinance, will be required for any portion of the project which is to be occupied or traveled by vehicles. ~ . . • Page 2 b. The approved road plans for Farr Lane show several items that have not been constructed yet. These include paving of the Cul de Sac, and drainage swales at the end of the Cul de Sac and the west swale at station 5+00. These items must be constructed according to the approved plan before a permit can be released. c. The applicant is reminded that Farr Lane is a private road and therefore Spokane County has no obligation as to maintenance or improvements. D) Utility Condition: Permittee is responsible for arranging for all necessary utility adjustments or relocation as required for completion of the improvement. E) The owner of the property or the authorized representative must complete and sign Spokane County Engineers "Agreement to Pay Fees". This docwaent must be returned to the County Engineers Office. Plan review will not be completed until this document is executed. This document is attached to these comments. Please return the completed Agreement to your contact person at the Engineers Department. Only after all the information and requirements listed above are supplied or completed and the necessary review has been accomplished will your building permit be released. The individual signing below has furlther been properly delegated the responsibllity for rendering the decision by the Spokane County Director of Planning. FINDINGS OF FACT AND CONCLUSION 1. The current toning of the property is Restricted Industrial. The proposed lot sizes, frontage and intended uses are allowed within this zone. 4. The Spokane County Comprehensive Plan desfgnates this area as Industrial. The density and uses proposed are in accord with this pl anni ng category. 5. That in consideration of the recommended conditions and Spokane County development standards, the proposal is not detrimental to the public health, safety and general welfare. 6. That the project i s not exempt from envi ronmental review under the State Environmental Pol icy Act. (A Declaraton of Non-Significance was issued on June 3, 1986 and circulated to 4 agencies for review and comment. There has not been a recommendation for a more detailed environmental revierr). 7. That the preliminary Bindinq Site Plan be given conditional approval to July 1, 1989. The Subdivision Administrator may administratively approve a request for a one year extension of time if the sponsor submits a written request forty -five (45) days prior to the above expiration date. A request for an Extension of Time may subject the proposal to new conditions required by reviewing agencies. 2. That the 8inding Site Plan be designed as indicated on the preliminary drawing of record and/or attached sheets as noted. 3. That the binding site plan provide for right-of-way width for streets as i ndi cated on the prel i mi nary Bi ndi ng Si te P1 an of record. 4. That appropriate street names be indicated. 5. That appropriate utility easements be indicated on copies of the approved binding site plan for distribution to the Planning Oepartment and the utility companies. Written approval of the easements by the utility company must be received prior to the submittal of the final binding site R1an. 6, That a certificate of title be furnished the Planning Department prior to the filing of the final binding site plan. 7. That the provisions of SEPA'S NOTICE OF ACTION pursuant to Chapter 43.21C.080 RCW and the 6oard of Count,y Comnissioners Resolution #77-1392 be accompZished by the project applicant within thirty (30) days of fornnal action by the Administrator on or before the filing of the final binding site plan, as instructed by the Planning Department. 8. That a survey be required prior to the filing of a final Binding Site Plan. 9. That individual parking, landscaping and other site improvements required by the Spokane County Zoning regulations will be established when development requests are made for the individual lots. 10. That a plan for water facilities adequate for domestic service and fire protection be approved by the water supplier, fire protection district, Spokane County Building 8 Safety Department and County health authorities. The agencies will certify on the WATER PLAN, prior to the filing of the final Binding Site Plan or any phase that the plan is in conformance with their respective needs and regulations. The WATER PLAtd and certification will be drafted on a transparency suitable for reproduction. The purveyor will also certify that appropriate contractual arrangements and schedule of improvements have been made with the sponsor for construction of the water system fn accordance with the approved WATER PLAN. The time schedule will provide for completion of the water systen and inspection by the appropriate health authorities prior to application for building permits within the final binding site plan. The arrangements or agreements will include a provision holding Spokane County and the purveyor harmless from claims by any lot purchaser refused a building permit due to the failure of the sponsor to sati sfactori 1y compl ete the approved water system. The sponsor shall also sign the WATER PLAN to canfirm the cantractual arrangements or agreements. The final binding site plan dedication will contain the following statement: "The publ ic water system, pursuant the WATER PLAN approved by County and State Nealth authorities, the local fire district, County Building & Safety Department, and water purveyor, will be installed within this binding site p1an, and the sponsor will provide for individual domestic water service as well as fire protection to each lot prior to sale of each lot and prior to issuance of a building permit for each lot." ♦ . • ' Conditions of Approval for BSp-15-86 (Cont'd) County Planning Department (Cont'd) 11. Applicant shall deed to Spokane County suffient right-of-way so as to permlt the construction of the cul-de-sac turn around depicted on the preliminary plan at the terminus of Locust Road.
