The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) A drainage plan for the site shall be prepared in
compliance with Spokane County "Guidelines for Stormwater
Management". At a minimum the plan must contain:
1. Drai.nage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious aurfaces
contained within the site.
3. Finished grade elevations for 8tructures to be
conastructed an site.
4. Copy of the proposed landscape plan.
5. A typical cro9s section of the 208 swale.
6. Calculatione to jusstify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Finiahed grade elevations at the top and bottom of
the 206 swale.
B) The aubject property ia affected by the "Findings and
Order" and the "Coaditions of Approval" for the following
land use action:
Spokane County Binding Site Plan BSP 86-15
C) The following improvements within adjacent roadway
are required prior to the release of a building permit:
Construction of Farr Lane as ehown on the road plans
of BSP 86-15.
D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.

3. Other information:
a. A parking and traffic circulation plan shall
be submitted arfd approved by the Spokane County Engineer. The
design, location and arrangement of parking stalls shall be in
accordance with atandard traffic engineering practicea. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project wh,ich ie to be occupied or traveled by
vehicles. It is illegal to back out onto the Right of Way.
E) Utility Condition: Permittee ia reaponsible for arranging
for all necessary utility adjustments or relocation as
reguired for completion of the improvement.
F) The owner of the property or the authorized
repreaentative muet complete and sign Spokane County
EngineerB "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. ThiB
document is attaChed to these comments. Please return
the completed Agreement to your cantact person at the
Engineers Department.

The applicant or their representative is responsible for
including each item that is marked "Required By This Project" in
their submittal in accordance with the checklist descriptions.
Each item submitted that is to meet the checklist shall be
checked off by the applicant or their representative. Submittale
which do not conform to the above requirements will be returned
for further items with no review being accomplished. This will
prolong the review process. If changes occur in the requirements
for the project becauee of further conversations with Spokane
County representatives, please attach a note explaining the
agreed upon change in requiremente. When the applicants'
submittal ie finally approved, the Engineera department will
release their portion of the Building Perm.it.

Thank you for the opportunity to comment on the environmental documents submitted to our
office. Following is a list of concernsrssues thet, at a minimum, need to be addressed for this
project. SCAPCA encourages proponents to contact their offices at 1101 West College,
Spokane, WA 99201 for additional information.
* All air pollution regulations must be met.
D
* Air pollution regulations reqwre that dust emissions during demolition, construction and
excavation projects be controlled. This may require the use of water sprays, tarps,
sprinklers or suspension of activity during certain weather conditions. Haul roads should
be treated and emissions from the transfer of earthen material must be controlled as well
as emissions from all other construction related activities.
* SCAPCA strongly recommends that all travelled surfaces (i.e., ingress, egress, parking
areas, access roads) be paved and kept clean to mirnmize dust emissions.
* Measures must be taken to avoid the deposition of dirt and mud from unpaved surfaces
onto paved surfaces. If tracking or spills occur on paved surfaces, measures must be
taken immediately to clean these surfaces.
* SCAPCA Regulation I, Article V, requires that a Notice of Construction and Application
for Approval be submitted to and approved by our Agency prior to the construction,
installation or establishment of an air pollution source. This includes any fuel fired
equipment rated at greater than 400,000 BTU/hour (boilers, hot water heaters, ovens,
etc...). It also includes paint booths, and other sources of air contaminants.
* SCAPCA Regulation I, Article IV may require registration with this agency.

SCAPCA Regulation I, Article VI, and SCAPCA Regulation II, Article IV, address emission
standards. All emission standards must be met.
* Debris generated as a result of this project must be disposed of by means other than
burrnng ti.e., construction waste, etc...i.
Some abjectionable odors will likely resuit from this project. SCAPCA's regulations state
that effective control apparatus and measures must be used to reduce odors to a
minimum.
" All solid fuel burning devices (wood stoves, pellet stoves, etc...) must comply with local,
state, and federal rules and regulations.
" Chapter 173-491 WAC requires that all new gesotine dispensing facilities with total
storage capacity of 10,000 gallons or more must install and use Stage I vapor recovery
equipment. Prior to the instellation of the storage tanks and vapor control equipment a
Notice of Construction must be filed with and approved by SCAPCA.
Failure to meet SCAPCA regulations may result in delays, ciosure and civil andlor criminai
sanctions.
