SCOPE/PROJECT DESCRIPTIONs
I. General Overview - Proposed is the construction of a 6,600
square foot buildinq. The is requestinq a B-2 Occupancy
classification and will have approximately 5 to 6 employees. The
buildinq will be used as a place to apply special finishes to metal
components. The applicant would like to beqin construction around
the end of July.

I. Planninq Department (456-2205)
A. Discussion/Requirements
1. A copy of comments were given to the applicant and
Building and Safety by Allan deLaubenfels.
2. The proposed use is permitted in the Restricted
Industrial Zone.
3. The Restricted Industrial Zone requires that the
proposed have frontaqe on an improved public street. Road
improvements must be completed prior to occupancy.

IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. One fire hydrant is required to be installed at the
site. The hydrant is to be installed prior to occupancy
and shall be shown on an approved water plan.
2. A lock (Knox) box entry system for fire department
personnel access is required to be installed.
V. Department of 8uildinqs (456-3675)
A. Discussion/Requirements
1. Plan revfew has been completed on the preliminary
site plan only and a letter was sent to the applicant by
Tom Postlewait.
2. Please submit a description of the plating operation
for review so that final occupancy classification of the
building can be determined.
3. The north wall of the proposed shall be of one-hour
fire-resistive construction.
4. The proposed must meet the minimum requirements of the
Requlations for Barrier-Free Facilities.
5. Please submit a critical materials list to Buildinq
and Safety for review. Double containment may be required
for the proposed.
6. Cross connection devices shall be installed on
equipment which may cause pollution of the domestic water
supply.
7. Floor drains shall be reviewed by the Department of
Ecology and the Health District.
8. Special inspections are required for concrete with a
design strength of over 2,500 p.s.i., structural welding,
and hiqh strength boltinq. Please indicate the nauae of
the testing laboratory and submit copies of the reports to
the Department of Buildinq and Safety.
9. All plans shall be directly stamped and signed by the
architect (wet stamp).
10. The applicant stated that he was concerned with the
occupancy type for the proposed. The current proposal was

. submitted to the city building department. The city
determined the proposal to be a B-2 Occupancy. Tom
Postlewait asked the applicant to submit all the
information submitted to the city so that he could make a
determination on the occupancy.
8. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting and other
i.tems from the plan review letter needs to be submitted
for review and approval.

TNIS MATTER, an application from Max Spalding has been received and
decfded upon, pursuant to Spokane County 6inding Site Plan policies and R.C.W.
58.17.020 (7) on the lst day of Ju1y, 1986.
The individual signing below has further been properly delegated the
responsibi 1 i ty for renderi ng the deci si on by the Spokane County Oi rector of
Planning.
FINDINGS OF FACT AND CONCLUSION
1. The proposal is to divide approximately 21.2 acres lnto 18 lots for the
development of industrial sites.
2. The proposal 1s located north of and adjacent to Montgomery Drive and
west of and adjacent to Woodruff Road in Section 8, Township 25N, Range
44 E.W.M., Spokane County, washington.
3. The current zoning of the property is Restrlcted Industrial. The
proposed lot sizes, frontage and intended uses are allowed within this
zone.
4. The Spokane County Comprehensive Plan designates this area as
Industrial. The density and uses proposed are in accord with this
planning category.
5. That i n consi derati on of the reconmended condi ti ons and Spokane County
development standards, the proposal is not detrimental to the pubtic
health, safety and general welfare.
6. That the project is not exempt from environmental review under the State
Envirornnental Pol icy Act.
(A Declaraton of Non-Siqnificance was issued on June 3, 1986 and
circulated to 4 agencies for revieM and conment. There has not been a
recomnendati on for a more detai 1 ed envi ronmental revi eM) .
7. That individual review of building locations and other requirements will
be establlshed when building pennits are sought for on the individual
lots.
DECISION

CONDITIONS OF APPROYAL FOR BSP-15-86
PLANNING OEPARTMENT
1. That the preliminary Binding Site Plan be 9iven conditional approval to
July 1, 1989. The Subdivision Administrator may administratively
approve a request for a one year extension of time if the sponsor
submits a written request forty-five (45) days prior to the above
expiration date. A request for an Extension of Time may subject the
proposal to new conditions required by reviewing agencies.
2. That the Binding Site Plan be designed as indicated on the preliminary
drawing of record and/or attached sheets as noted.
3. That the binding site plan provide for right-of-way width for streets as
lndicated on the preliminary 8inding Site Plan of record.
4. That appropriate street names be indicated.
5. That appropriate utility easements be indicated on copies of the
approved binding slte plan for distribution to the Planning Department
and the utility companies, written approval of the easements by the
utility company must be receiYed prior to the submitta1 of the final
binding site plan.
6. That a certificate of title be furnished the Plannfng Department prior
to the filing of the finai binding site plan.
7. That the provisions of SEPA'S NOTICE OF ACTION pursuant to Chapter
43.21C.080 RCw and the Board of County Comnissioners Resolution #77-1392
be accomplished by the project applicant within thirty (30) days of
formal action by the Administrator on or before the filing of the final
binding site plan, as instructed by the Planning Department.
8. That a survey be required prior to the ftling of a ffnal Binding Site
Plan.
9. That individuat parking, landscaping and other site improvements
required by the Spokane County Zoning regulations will be established
when development requests are made for the lndividuat 1ots.
10. That a pl an for water faci 1 i tf es adequate for domestic service and fi re
protection be approved by the water supplier, fire protection district.
Spokane County Building 8 Safety Department and County health
authorities. The agencies wi11 certify on the WATER PLAN, prior to the
filing of the final Binding Site P1an or any phase that the plan is in
conformance with their respectlve needs and regutations. The WATER PLAN
and certification will be drafted on a transparency suitable for
reproduction.
The purveyor will also certify that appropriat@ contractual arrangements
and schedule of improvements have been made with the sponsor for
construction of the water system 1n accordance with the approved WATER
PLAN. The time schedule wi11 provide for completion of the water system
and inspection by the appropriate health authoritles prior to
application for bullding permits within the final binding site plan.
The arrangements or agreements will include a provision holding Spokane
County and the purveyor harmless from claims by any lot purchaser
refused a building permit due to the failure of the sponsor ta
satisfactorily complete the approved water system.
The sponsor shall also sign the WATER PLAN to confirm the contractual
arrangements or agreements.
The final binding site plan dedfcation will contain the following
statement: pThe public water system. pursuant the WATER PLAN approved
by County and State Nealth authorities, the local fire district, County
Building & Safety Department, and water purveyor, will be installed
within this binding site plan, and the sponsor will provide for

SPOKANE COUNTY ENGINEER DEPARTMENT
1. Applicant shall deed to Spokane County sufflent right-of-way so as to
permit the construction of the cul-de-sac turn around depicted on the
preliminary plan at the terminus of Locust Road. Applicant shall also
deed a 20 ft, radius at Montgomery and Woodruff.
2. That plans, profiles, and cross-sections as designed to County standards
showing proposed street centerline and curb grades be submitted to the
County Engineer for approval prior to construction and/or the filing of

6. That the following statement be placed on the face of the Binding Site

WARNING:Spokane County has no responsibilitjr to build, improve,
maintain, or otherwise service the private roads contained within or
providing service to the property desc ribed in this plat. 8y accepting
this plat or subsequently by allowing a building permit to be lssued on
property on a private road, Spokane County assumes no obligation for
said private road and the owners hereby acknowledge that the County has
no obligation of any kind or nature whatsoever to establish, examine,
survey, construct, alter, repair, improve, ma9ntain, provide drainage or

Modern Electric Water Company requires 3epatate erclusive trenches for
water anri electrical underground linEs. No other utility may be in
these trenches. Five foot minimum segaration between water and
underground power.

easemant af Lot 1, Block 1. The water service to the Novation Bldg must
at least five feet away from proposed dry well and its meter vault
` located in the upper edge of the swale area or out of the swale area.
Garco Construction blueprint shows the electric distribution line in the
easement area af Zot 2, Block 1. No one has contacted the company
reqarding this electrical line placement. The company would appreciate
a conference reqarding both water and electrical service and their
locat3.on. •
The Company requires completion of a Service Application for electric
and water service. Their is no chargQ for this application. .
Their are charges far water and eleetric service and they require
prepayment.
We need to know the size of the water service and electr3.ca1 loads for
the Novation Building.
