prooesses throughout Spokane County govesnment Once we get a gnp on the situanon, the
camm~t~ee may boll down to a team af middle maaagement persons who will work fairly
uidependendy, regulariy and qunckly to put together a proposal, keepmg the vanous depanment
and division heads infonned as we go along

• Establishes a means by which cities and counties will "docket",
i e, cornpile and maintain a list, of suggested plan or development
regulation amendments and consider them dunng the annuai -
amendment process
• The permitting process is not to be used as a substitute for the
comprehensive pfanning process
• Cities and counties must include in their development regulations a
procedure for any interested person to suggest plan or development
regulation amendments
• Goals and policies of a city or county's shoreline master program
become an eiement of the comprehensive pian
• Special consideration must be given to measures which preserve and
enhance anadromous fisheries
• Pubiic participation programs tnust be developed for proposed
amendments or revisions to the comprehensive plen
& Appeals of Hearing Board decisions may now be filed in any superior
ccurt, instead of only the Thurston County superior court
• The "Growth Management Planning and Environmental Review Fund"
is established to make grants to focal govemments to help pay for
detailed environmental irnpact statements which are integrated with

refiected in our SEPA/GMA workbook, reported in our progress report
to the Legislature in December 1994, implemented by recent changes
to the SEPA rules, and addressed in six pilot projects conducted by
local government in 1994-95 Cail us for any of these materials
• Proposed projects should receive environmental review which is
integfated in a smgle project review process
Part III - Shorelme Management Act
• Reaffirms the cooperative program of shoreline management between

Part IV - Local Permit Process
• The project review process must integrate land use and environmental
impact analysis
• Project review is based on the fundamental land use ptanning choices
made in the community comprehensive plan and development
regufations
• Project review should not require additional studies or mitigation where
existing regulations have adequately addressed e proposed project s
probable adverse environmental impacts
~ Consistency in the project review process is determined by considering
four factors found in applicable regulations or plans The type of land
use allowed, the level of development aliowed, infrastructure, and the
character of the proposed development Projects consistent with
adopted pians and regulations should enjoy greater certainty
o By March 31, 1996, each local government must pass regutations
which mandate the combining of the environmental review process
with the review ofi proJeci permrts, and provide for no more than one
open record hearing and one closed record appeat
• All local governments planning under 36 70A 040 must establish a
permit review process that provides for the integrated and
consolidated review and decisian on two or more project permrts
relating to a project action
• Local govemments not plannmg under 36 70A 040 may incorporate
some or all of the provisions relating to integrated end consolidated
permit review
• A local government is not Iiabie for damages rf it fails to make a final
decision within the one hundred twenty day penod tollowing
notification to the applicant that the application is complete
• The legistative body of the city or county may adopt a heanng
examiner system as an alternative to the planning commission for the
purpose of hearing and reponing on any proposai to amend a toning
ordinance, when the zoning change is not of general appiicability, as
well as those other issues tt believes should be reviewed and decided
by a hearing examiner
• Sole authority to approve finai plats, and to adopt or amend platting
ordinances witl reside in the legislative bodies
• The Department of Communtty, Trade and Economic Developrnent will
provide techrncal assistance to local communities in deve{oping local
permit processes which comply wnh these new regulations
Part V - Devetopment Agreements
• A local government may enter into a development agreement with a
person having ownership or control of reai property within its
jurisdiction
• A development agreement sets forth the development standards and
other provisions that apply to and govem and vest the development,
use, and mitigation of the development of the real property for the
duration specified in the agreement
• Dunng the tetm of the agreement, n is binding on the parties and their
~ successors
• A development agreemsnt mey not be subject to an amendment to a
zoning ordinance or development standard or regulation or a new
zoning ordinance or development standard adopted after the effective
date of the agreement
• Within twenty-eight days after receiving a project permrt application a
local governmeni planning under 36 70A 040 must provide the
applicant with a written determination of completeness (or non
compieteness) Once the applicant submits the addittonal information
(if any) identtfied by the local government as necessary for
completeness the local government must notify the appiicant within
fourteen days whether the application is now complete or if additional
information is stili necessary
~ Once an application is complete, a final decision must be issued within
one hundred -twentp days
• ylJithin fourteen daysfollowing the determination that the application is
complete, the local government must provide a notice of application to
the public and to the agencies and departments with jurisdiction The
notice must contain a description of the proposed project, a iist of the
project permits tncluded in the application, identification of other
permits not tncfuded in the application, identification of ex,sting
environmentai documents and studies that evaluate the proposed
project, the dates of the public comment period, ihe hearing (if
appiicabie), and a statement of the preliminary detercnination of those
development regulations which wiil be used for project mitigation and
consistency
• Except for a determination of significance, the locai government may
not issue its threshold determination, or issue a decision or a
recommendation on a project permit untii the expiration of the pubiic
comment penod
• if an open record predecision heanng is required and the local
govemment's threshold determination requires public notice, the
threshoid determination must be issued at least fifteen days pnor to
ihe open record predecision hearing
• Ail state and local agencies must cooperate to the fullest extent
possible wrth the local govemment in holding a joint hearing if
requested to do so
• A local government is not required to provide for administrative
appeals
• All local governments planning under 36 70A 040 musi adopt
procedures for administrative interpretation of their development
regulations
• There must be a pubfic hearing before a local government can approve
a development agreement
Part VI - State Permit Coordination
• The Permit Assistance Center is established within the Department of
Ecology
• An administrative process will be established for designating a
coordinating permit agency for a proJect, which wili ensure that the
applicant has atl the infomnation needed to apply for the component
permits that are incorparated in the coordinated permit process for the
project coordinate the review of those permits by the respective
partlcipating permit agencres, ensure that timely permit decisions are
made by the participating permit agencies, and assist in resolving any
confiict or tnconststency among the permit requirement and conditions
that are to be imposed by the participating permtt agencies with regard
to the project
• If an applicant requests, the Permit Assistance Center will designate a
coordinating permrt agency
• Within twenty-one days of the date thai the coordinating pernnit
agency is designated, the permrt agency will convene a meeting with
the project applicant and the participating permit agencies to discuss
required permits application requirements, and timelines
~ The applicant may withdraw from the coordinated permit process at
any time
• The applicant may request at any time that a participating permit
agency withdraw from participation in the process on the basis of a
reasonabie belief that the issuance of the coordinated permit would be
accelerated by the agency s withdrawal
Part VII -Appeals
• The writ of certiorari for appeal of land use decisions is replaced by

• The petition is timely if tt is filed and served on all identified persons
within twenty-one days of the issuance of the land use decision

GENERAL
The 3rd and Koren Commercial Development is the commercial re-development of a 2 5 a,cre
site in the northwest quadrant of the 3rd Avenue and Koren Road intersection in the Spokane
Valley, within Spokane County, Washuigton The site is currently vacant with weeds and dirt
stockpiles and some demohaon debns The cunent zonmg is B-3 which is consistent vnth the
development proposed A 1" to 400' scale vicimty and soils map is provided
PURPOSE
The purpose of this report is tA deternnne the extent of storm drainage facilities which will be
requued to dispose of the site generated stormwater runoff created by the development of the
3rd and Koren Commer+cial site The storm drainage facilities on ttus project srte will be
designed to dispose of runoff from the ten year design storm Tlus development is witlun the
Aquifer Sensitive Area of Spokane County and is subject to '208' requuements For tlus project
the 10-year curve from the Spokane, Medical Lake, Reardon, Cheney and Rockford intensity,
duration and frequency (IDF) curves were used
AIVALYSIS METHODOLOGY
The Rational Method, which is recommended for basins less than ten a,cres in sm, will be used
to determine the geak discharges and runoff volumes for all onsite basms
PROJLCT DESCRIPT70N
The 3rd and Koren Commemaal Developcnent pr+oject will develop the 2 5 acre parcel into two
seperate buddtngs, the first will be a mixed use office and warehousmg building of 19876 sq
ft and the seoond budding benng a 12075 sq ft smgle use funuture store retail buddmg The
3rd and Koren Commercial Developme.nt pMect is located m Section 23, T 25 N, R 43 E,
W M in Spokane County, Washmgton
TIOPOGRAPHY ~
At the present time the 3rd and Kore.n Commercial ate is a faarly flat vacant lot with weeds, old
budding matenals and dut stockpiles For development purposes, the natural sloping was used
far design and is mauitained as possible throughout the project

SOILS
As can be seen from the accompanying soils map from the Spokane County Soils Survey as
performed by the SCS, the site consists of the Gamson Senes of sods, pnmanly Gamson
Gravelly Loam (GgA) on 0 to S percent slopes These sods as defined, ar+e excessively drained
and have moderately rapid permeablhty Wittun tius area, due to soil types and slopes, this type
of soil can be expected to drain slowly wnth a nunimum potential for erosion As defined vvithin
the Spokane County Drainage Guideline, this type of soil has been pre-apprnved for the
installation of drywells

Ba.sed upon the tapography of ttus site there are no offsite basuis considered for tlus project
Onszte
All onsite drainage will be collected aad treated using the "208" runoff inethod as descnbed in
the Spokane County Guideluies for Stormwater Management To facihtate this analysls the 3rd
and Koren Commercial site was divided into 5 permaaent basms A, B, C, D and B These
basins are shown on the attached Basul Map Please note that for this anayLsts the buildings
were not included in the calculahons as they will have non-asphaltic surfaces and therefore will
discharge directly to drywells
"208" Calculations
Wittun each basin the streets and impervious surfaces are either left as an entire urut or divided
into sub-basrns by curb drops or uilets which capture upstream stormwater runoff from the
imperviaus street surface and duect the runoff into grassy '208' ponds either by overland or
piped flows As shown on ihe '208' calculation worksheet included, the '208' storage volume
pravided is adequate to perform '208' treatment for the runoff created by the first half inch of
rauifall
Curb Dcop Caiculatious
It is usually necessary to check the adequacy of the curb drops provided to divert the runoff
from the gutter int4 the '208' ponds Please note that no curb drop calculations are provided
for ttus project as an attempt has been made to keep all curb drops in the sump condirion where
the assumptton is that a 4 0' curb drop can handle 4 0 cfs of flow

summanzed below with the remauung calculations in the appendix

incorporated to demonstrate assumptions and conclusions

Basin A- Basin A is made up of the northeast partang lot and landscaped pomon of the north
half of the project site It is seperated from Basui B by the 19876 sq ft building as shown in
the Basin Map The water is intended to access Pond A using overland and gutter flow through
a curb drap
Basm B- Basm B is made up of the northwest garla.ng lot and landscaped pomon of the north
half of the project site as well as the landscaped area over the on-site septic sysrem It is
seperated from Basm A by the 19876 sq ft buildmg as shown in the Basm Map The water
is intended to access Pond A using overland and gutter flow through a curb drop
Basm C- Basm C is made up of the southeast pariang lot and landscaped portion of ihe south
half of the project stte It is seperated from Basia D aad B by t6e 12075 sq ft buildmg and
from Basm A by the crown section of the aocess road as shown in the Basm Map The water
is mtended to acoess Pond A usmg overland and gutter flow through a curb drop
Basm D- Basm D is made up of the southwest parking lot and landscaped portioa of the south
half of the project site as well as the lands~raped area over the on-site septic system It is
seperated from Basm C and E by the 12075 sq ft builduig as shown in the Basm Map The
water is iatended to access Pond A using overland and gutter flow through a curb drop
Basin E- Basm E is made up of a small portion of the south parlang lot and landscaped pomon
of the south half of the project site It is seperated from Basm D and E by lugh points created
through site grading as shown in the Basm Map The water is intended to access Pond A usuig
overland and gutter flow through a curb drop

The 3rd and Koren Commercial Developme,nt is the commercial re-development of a 2 5 acre
site in the northwest quadrant of the 3rd Avenue and Koren Road intersection in the Spokane
Valley, widun Spokane County, Washmgton The site is currently vacant with weeds and dut
stockpiles and some demoution debns The current zorung is B-3 which is consistent with the
development proposed A 1" to 400' scale vicvuty and soils map is provided
PURPOSE
The purpose of dus report is to deternune the ext,ent of storm draunage facilities which will be
r+equued to dispose of the site generated stormwater runoff created by the develapment of tbe
3rd and Koren Commercial srte The storm drainage facthties on this project site will be
designed to dispo5e of runoff from the ten year design storm Tlus development ts within the
Aquifer Sensitive Area of Spokane County aad is subject to '208' requuements For tlus project
the 10-year curve from the Sgokane, Medical Lake, Reardon, Cheney and Rockford inteauty,
durataon and frequency (IDF) curve.s wer+e used
ANALYSIS METHODOLOGY
The Rational Method, wiuch is recommended for basms less th~an ten acres in size, will be used
to determine the peak discharges and runoff volumes for all onsite basins
PROJECT DESCRIPTION
The 3rd and Koren Commercial Develapment project will develop the 2 5 acre paroel into two
seperate builduigs, the first will be a mUCed use office and warehousuig building of 19876 sq
ft and the sevond budding bemg a 12075 sq ft single use furruture score retail buddmg The
3rd and Koren Commercial Development project is located in Section 23, T 25 N, R 43 E,
W M in Spokane Couaty, Washington

At the present tirne the 3rd and Koren Commercial sit,e is a fairly flat vacant lot with weed,s, old
bwldmg matenals and dut stockpdes For development purposes, the natural slopwg was used
for design and is mamtmned as possible throughout the project

As can be seen from the accompanying soils map from the Spokane County Sods Survey as
performed by the SCS, the scte conasts of the Garnson Senes of soils, pnmanly Gamson
Gravelly Loam (GgA) on 0 to 5-percent slopes These srnls as defined, are excessively drauted
and have moderately rapid permeability Witlun this area, due to sotl types and slopes, ttus type
of soil can be expected to drain slowly wnth a rturumum potential for erosion As defined withm
the Spokane County Drainage Guideluie, tius rype of soil has been pre-apprnved for the
installation of drywells

Based upon the topography of ttus site there are no offsite basms considered for this projecL

All oasite drainage will be collected and treated using the "208" runoff inethod as descnbed m
the Spokane County Guidelines for Stormwater Management To faciLtate this analysis the 3rd
and Koren Commercial site was divided urto 5 permanent ba,sins A, B, C, D and E These
basins are shown on the attached Basin Map Please note that for ttus anaylsis the buddings
were not included in the calculations as they wdl have non-asphaltic surfaces and therefore will
discharge directiy to drywells

Within each basin the stmts and impemous surfaces am eather left as an entire urut or divided
into sub-basins by curb drops or uilets wtuch capture upstream stormwater runoff from the
impernous street surface and direct the runoff into grassy '208' ponds either by overland or
piped flows As shown on the '208' calculation worksheet included, the '208' storage volume
provided is adequate to perform '208' breatment for the runoff created by the first half uich of
rauifall
Curb Drop Calculatious
It is usually necessary to check the adequacy of the curb drops provided to divert the runoff
from the gutt,er into the '208' ponds Please note that no curb drop catculations aze pmvided
for ttus project as an attempt has been made to keep all curb drops in the sump condition where
the assumption is that a 4 0' curb drop can handle 4 0 cfs of flow

DRAINAGE CALCULATIONS SUMMARY
Calculations have been uicluded as required for Drainage Basin oonsiderations such as QTR SS
and pond routxng calculations, Peak Flow, Tune of Concentration, "208" sizing, drywell
requirements, Wet smng, curb drops as well as culverts and pipe flow some of wtuch are
summanzed below wnth the remauung calculations in the appendix
Withn the calculaaon section several sket,ches, as well as pond detads from the plans have been
incorporated to demonstrate assumptioas and conclumons
The enclosed basin map should be used for reference when reviewing the basin descnptions
below
Basm A- Basm Ais made up of the northeast parlang lot and landscaped pomon of the north
hal.f of the project site It is seperated from Basin B by the 19876 sq ft buildmg as showa in
the Basm Map The water is intended tro access Pond A using overland and gutter flow through
a curb drop
Basm B- Basm B is made up of the northwest parlang lot and landscaped pornon of the north
half of the project site as well as the landscaped area over the on-site septtc system It is
seeperated from Basm A by the 19876 sq ft bui.ldmg as shown in the Basm Map The water
is intended to aocess Pond A using overland and gutter flow through a curb drop
Basm C- Basm C is made up of the southeast parkang lot and landscaped portion of the south
half of the project site It is seperated from Basm D and E by the 12075 sq ft. budduig and
from Basm A by the crown section of the aocess road as shown in the Basin Map The water
is intended to access Pond A usuig overland and gutter flow through a curb drop
Basm D- Basm D is made up of the southwest pariang lot and landscaped pomon of the south
half of the project site as well as the laadscaped area over the on-site septic system It is
seperated from Basm C and E by the 12075 sq ft building as shown in the Basm Map The
water is intended to access Pond A using overland and gutter flow through a curb drop
Basm E- Basm E is made up of a small portion of the south parlang lot and landscaped portivn
