1 A note was added to the Graduig Plan mdicating the minimum grade for
concrete channels is 0025 ft/ft
2 Per our telephone conversation, the parking area south of the building was not
accounted for in the Boston Market draulage report since thLs area had been
taken into account with the Safeway development The attached drawings show
the area that was anticipated to be paved with the Safeway project but for some
reason were not completed These areas are now slated for paving with the
Boston Market development Final paved areas will not exceed those previously
calculated for Safeway

A INTRODUCTION
This matter having come before the Zoning Hearing Examiner Committee on
August 7, 1986, and the members of the Commlttee present being
Phillip D Harris, Chairman, Ron Ode11 and Gary N Anderberg
6 PROPOSAL
The sponsor, Zaremba Midwest, is requesting approval of a zone
reclassification, File No ?.E-15-86, Agricultural and Commercial to
Regional Business (B-3), for the purpose of developing a Cortenercial
Center
C FINDINGS OF FACT
1. That the existing land use in the area is residential, conmercial,
storage sheds and vacant
2 That the Comprehensive Plan designates this area as appropriate for
Major Commercial development
3 That the existing zoning of the property described in the application
is Agricultural and Commercial
4 That the provisions of RCW 43 21C (The State Environmental Policy
Act) have been complied with, and the Conanittee concurs with the
Determination of Non-Significance
5. That the proper legal requirefients for advertisment of the Agenda

6 That the land in this area is suitable for the propose~ use, or
uses within the proposed Zone Classification.
7 That the applicant has demonstrated that conditions have
substantially changed since the original zontng of this area and
accordingly, the proposed rezone is justified

have accepted the conditions of approval and have agreed to

not allowed within this approval

lighting plan for the approved area prior to installation of
such lighting (Such plan shall attempt to confine illumination
to the area with full consideration to adjacent properties)
2 A specific landscape p1an, planting schedule and provisions for
maintenance acceptable to the Spokane County Zoning
Administrator shall be submitted with a performance bond for the
project prior to release of building permits Landscaping shall
be installed and maintained such that sight distance at access
points is not obscured or tmpaired
3 The applicant shall develop subject property generally in
accordance within the concept presented to the Hearing Examiner
Comittee Variations when approved by the Zoning Administra-tor
will be permitted, including, but not limited to the following
changes 6uilding location, landscape plans, and general
allowable uses of the permitted zone A11 variations must
conform to regulations set forth in the ZONING CODE FOR SPOKANE
COUNTY. The original intent of the development plans shall be
maintained

SAFEWAY CENTER BOSTON MARIKET
Project Descnption
The proposed project mcludes constructing a Boston Mazket restaurant on Sprague
Avenue, just east of the Evergreen Road The new btulduig will have an approximate
footpruit area of 2950 sf and will consist af a one-story structure New parking,
laadscape and a drive-through window will be included with ttus development
The project is located on the south side of Sprague Avenue, between Evergreen and
Best Roads The site was previously occupied by a house that was bewg usei as an
andque business, the house and outbuiiduigs will be demolished (See Vicuuty Map,
Attachment "A" )
Methodology
The procedures as outlined in "Guideluies for Stormwater Management" (GSM) as
published by Spokane Cour►ty Enguieers were followed The Rahonal Method was
used with a 10-year retum frequency for on-site drauiage The drauiage report
completed for the Safeway store was used with this analysis since the drainage swales
and some parkuig areas are common to both busmesses The Safeway drauLage report
was completed by 7UB Engineers, Inc of Coeur d' Alene, Idaho
Sods (See map, Attaclunent nB")
Soils are classified as GgA - Garrtson Gravelley Loam in accordance with ihe "Soil
Survey, Spokane County Washingtoa, 1968"
GgA - 0 to 5 percent slopes Gravelly, medium-textured, somewhat excessively
drained soils formed in gravelly glacial outwash material from a vanety of
acid, igneous parent rock, on nearly level to moderately sloping terraces, depth
to mixture of sand, gravel, aad cobblestones ranges from 2-1/2 to 5 feet
This sod group is acceptable for dryweils per the GSM
Topograpluc Data (See map, Attachment "C
The majonty of the site slopes from the southwest to the northeast wrth grades varyuig
from 0 % to 2 %

The Boston Market site Ls currently occupied by a house wluch Ls beuig used as a
business Neighbormg businesses mclude a Puza Pipeline and Fashion Nails to the
west, a Safeway grocery store to the southeast, aad an office buddmg and a funuture
store to the north
Ramfall Data
Data used is m accordance with Figure 2, page 6-3 of the "Guidelines for Stormwater
Management", by Spokane County Engumrs A 10-year return frequency event was
used Thus chart is included with the calculations of this report
Methods of Runoff Control
Ruaoff wdl be controlled by draulage basms which flow overland to grass percolation
areas (208 swates) and drywells which are located in the landscaped areas of the site
The 208 swales uistalled for Safeway will be enlarged to mclude runoff from the
unpervious areas from the Boston Market site Runoff from the roof areas will be
discharged duectly onto splash blocks near the budding and allowed to flow overland to
the 208 swales Each swale will be sodded
Methods of Disposal
Two (2) existing grass percolatlon areas (208 swales) will be enlarged and utdized for
treatment of runoff from the new asphalt parking areas and roof areas The 208 swales
contain Spokane County standard single depth drywells that were mstalled for the
Safeway project These dryweU capacities were checked with the addition of the
Boston Market development and were found to be adequately sued for both Swales
and drywell capaciUes were sized using the 10-year on-site storm

The site has been divided uito two (2) drauiage basins, labeled alphabetically
Suice a large portion of the parkwg lot is existuig, the drainage basuis and
respective facilities were sized for only those portions not taken mto account
with the Safeway development Bowstna,g calculanons used for the Safeway
development were revised to mclude the Boston Market information. No
addiuonal drywells were found to be necessary (Bowstrmg calculations are
attached)

b Inlet Capacities
The uilet mstalled m basin A was sued using the Haestad Methois computer
program, Quick HEC-12 The uilet was sized to handle the total flow from the
asphalt area for this basin The calculation shows that ponduig will be
approxunately 0 04 feet durmg a 10-year storm event
The inlet was placed at the low spot ia the drive through lane and a concrete
spillway was added to extend to the bottom of the swale The spillway will
elimuiate erosion from ihe side slope of the swale and will provide a clean uilet
to the pond
Two (2) existing uilets are also used to convey drainage to the 208 swales
Inlets are depicted on the drainage plan and individual calculatrons can be found
in the following pages
c Detention/Retention Storage Capacities
The 208 swales were calculated to hold the first 1/2" of runoff over the new
parlang lot and roof area See Calculations on the foUowing pages Swates are
a muumum of 6 inches deep and will be sodded
