The completion of such a project would benefit the implementation of the
Comprehensive Plan The rear of fihe parcel being as big as it is benefits
the Comprehensive Pian by providing a buffer between the proposed
professional offices and residential development to the north Because it
rests over the Spokane Valley Aquifer, it wiil be necessary for such an
estalishment to meet 1208' Water Quality recommendations Staff recom-
mends approval of this rezone, subject to the following conditions

strator shalf be submitted with a performance bond for the
proJect prior to release of building permits
3 The applicant shall develop subJect property generally in accord-
ance within the concepfi presented to the Hearing Examiner
Committee Variatians when approved by the Zoning Admini-
strator will be permitted, including, but not iimited to the follow-
ing changes 8ujiding location, landscape plans, and general

6 Pursuant to the provistions of Chapter 43 21C RCW, the SEPA
Guidelines (WAC 197-10) and the Spokane Caunty Environmental
Ordinance (SCEO), a proposed declaration of non-signrficance
has been issued at least fifteen (15) days prior to this date, the
official fjle, written comments and/or public testimony confiain
information regardrng assessmer►t of the proposa!'s adverse
impacts to the physical environment, a finding tis hereby made
that no potentially significant adverse impacts upon the physical
environment are anticipated as a result of the project, and a
finai deciaration of non-significance is hereby to be issued
b) COUNTY ENGINEERING DEPARTMENT
1 The applicant shali submit for approval by the Spokane Caunty
Engineer and the Spokane County Heafth District a detaiied
combtned on-site sewage system plan and surface water disposal
plan for the entire project prtor to the issuance of any building
permit on the property
2 A parking plan and traffic circulation plan shall be submrtted
and approved by the Spokane County Engineer prior to the
issuance of a building permit on the property The design,
locatian, and arrangement of parking stalis shall be in accord-
ance with standard traffic engineering practices Pavtng or
surfacing as approved by the County Engineer, wi(I be required
for any portion of the project which is to be occupied or
traveied by vehicles
3 The word "applicant" shall inc(ude the owner or owners of the
