Residential-3,5 (UR-3.5) zone.
3. The praposal zs located at the southwest corner of the intei-section of Valleyvvay and

feet be dedicated on V'a1leyway and thaC a strip of property 12-5 feet in vvidth along the
frontage be set aside as a Future Acquisition Area. In additian, the Spokane County
Al°terial Road Plan identifies Dick Road as a Lacal Access Raad with a future right oF
u{ay width of 60 feet. 7'he existing right af way width is 40 feet. In order to
implerrient the A.F-terial Raad Plan, astrip of praperty 10 feeti in width along the frorrtage
be set aside a~ a Future Acquisitian Area. Therefore, as conditioned, (such as
impravements, sidewalks, dedications and acquisition arreas.) the proposal conforms to
the Road Plan.
8. The site is located within the Public Transportation Benefit Area {PTBA}. The 5pokane
Trarisit Authorit~ (STA) East Sprague Route # 9 pravides connecting services to the

The RID waiver contained in this agreement shall expue after ten (10) years from the date
of execution below. This provision is applicable to Valleyway and Dick Road.
9. The Counry Engineer has designated a Collector Arterial Roadway Section for the
improvement of Valleyway, which is adjacent to the proposed development. This will
require the addition of approximately 8.5 - 10.5 feet of asphalt along the frontage of the
development. The construction of curbing and sidewalk is also required.
10. The County Engineer has designated a Local Access Roadway Section for the improvement
of Dick Road, which is adjacent to the proposed development. This will require the
addition of approximately 7-9 feet of asphalt along the frontage of the development.
Sidewalk is to be constructed on one side of the road.
11. The proposed plat shall be improved to the standards set forth in Spokane County Board of
Corrunissioners Resolution No. 80-1592, as amended, which resolution establishes
regulations for roads, approaches, drainage and fees in new construction.
12. The Counry Engineer has examined this development proposal and has determined that the
impact of this proposal upon the existing county road system warrants the dedication of 2.5
feet of additional right-of-way and the roadway improvements herein specified.

13 The following statement shall be placed in the final plat dedication: "The private road as
shown hereon is an easement which provides a means of ingress and egress for those lots
within the subdivision having frontage thereon."
14. The applicant shall dedicate the applicable radius on Valleyway and Dick Road.
15. The County Arterial Road Plan identifies Valleyway as a 70 foot Collector Arterial. The
existing right-of-way width of 40 feet is not consistent with that specified in The Plan. In
order to implement the Arterial Road Plan, in addition to the required right-of-way
dedication, a strip of property 12.5 feet in width along the Valleyway frontage shall be set
aside in reserve. This property may be acquired by Spokane County at the time when
arterial improvements are made to Valleyway.
16. There may exist utilities, either underground or overhead, affecting the subject property,
including property to be dedicated or set aside for future acquisition. Spokane County
assumes no financial obligation for adjustments or relocation regarding these utilities.
Applicant(s) should check with the applicable utility purveyor and the Spokane County
Engineer to deterrrune whether applicant(s) or the utility is responsible for adjustment or
relocation costs and to make arrangements for any necessary work.
17. The applicant shall grant applicable border easements adjacent to Spokane County Right
of Way per Spokane Counry Standards.
COUNTY DIVISION OF UTILITIES CONDITIONS
1. Any water service for this project shall be provided in accordance with the Coordinated
Water System Plan for Spokane County, as amended.
2. Pursuant to the Board of County Commissioners Resolution No. 80-0418, the use of
on-site sewer disposal systems is hereby authorized. This authorization is conditioned
in compliance with all rules and regulations of the Spokane County Health District and
is further conditioned and subject to specific application approval and issuance of
pernuts by the Health District.

3. The dedicatory language on the plat shall state: "Each new dwelling unit shall be
double-plumbed for connection to future area-wide collection systems."
COUNTY HEALTH DISTRICT CONDITIONS
1. The final plat sha11 be designed as indicated on the preliminary plat of record andlor any
attached sheets as noted.
2. Appropriate utility easements shall be indicated on copies of the preliminary plat of
record for distribution by the Building and Planning Division to the utility companies,
Spokane County Engineer and the Spokane County Health District. Written approval
of the easements by the utility companies must be received prior to the submittal of the
final plat.
3. Sewage disposal method shall be as authorized by the Director of Utilities, Spokane
County.
4. Water service shall be coordinated through the Director of Utilities, Spokane County.
5. Water service sha11 be by an existing public water supply when approved by the
Regional Engineer (Spokane), State Department of Health.
6. Prior to filing the final plat, the sponsor shall demonstrate to the satisfaction of the
, Spokane County Health District that an adequate and potable water supply is available
to each lot of the plat.
7. Prior to filing the final plat, the sponsor shall present evidence that the plat lies within
the recorded service area of the water system proposed to serve the plat.
8. Prior to filing the final plat, the sponsor shall demonstrate to the satisfaction of the
Spokane County Health District that suitable sites for on-site sewage disposal systems
are available on Tract "B".

9. Subject to specific application approval and issuance of perm.its by the Health Officer,

the use of individual on-site sewage disposal systems may be authorized.
10. The dedicatory language of the plat will state: "Subject to specific application approval

COUNTY PARKS DEPARTMENT CONDITIONS
1. To satisfy the requirements of RCW-58-17-110 that a subdivision make appropriate
provisions for public parks, recreation and playgrounds, the owner, at his/her option,
shall either dedicate land within the subdivision or enter into a voluntary agreement with
Spokane County to mitigate the direct impacts that the subdivision has on public parks,
open spaces and recreational facilities within the unincorporated areas of Spokane Counry.
If the owner opts to enter into a voluntary agreement, the agreement shall be executed prior
to the finalization and recording of the plat and recorded in conjunction therewith. the
agreement shall be consistent with RCW 82.02.020 an substantially the same as the
standardized agreement prepared by the Spokane County Parks, Recreation and Fair
Department. Prior to finalization of the plat, the owner shall advise any purchaser of
property, as authorized under RCW 58.17.205, of the obligations within the voluntary
agreement. Additionally, the owner shall submit a recorded copy of said voluntary
agreement to the Spokane County Division of Building and Planning prior to finalization.
