the above referenced project The following information must be
provided in order for us to proceed with our review
A) For any new hard surface area, for an asphaltic roof, or
a roof containinq HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management" At
a minuaum the plan must contain
1 Drainage calculations for stormwater volumes
generated on site
2 Calculations for total impervious surfaces
contained within the site
3 Finished grade elevations for structures to be
constructed on site
f 4 Finished grade elevations at the top and bottom of
the 208 swale
5 A typical cross section of the 208 swale
6 Calculations to justify the number and type of

7 Elevation of drywell inlets where applicable
8 Copy of the proposed landscape plan

KNOW ALL MEN BY THESE PRESENTS, That H F Grinalds, a married man, as his
segarate property,
being the ownere of the followinq deecribed lande in coneideration of Mutual
Henefite to be hereafter derived do for themeelvee, their heire, granteee, assigns
and eucceseor(e) in intereet hereby agree to authorize Spokane County to place their
name(e) on a petition for the formation of a Road Improvement Dietrict (RZD) by the
petition method pureuant to Chapter 36 88 ACW, which petition includee the owner(s)
property, and further not to object, by the eigning of s ballot, or not to proteet
to the formation of a RID by the reeolution method pureuant to Chapter 36 88 RCW,
which reaolution includee the owner(e) property If a RID ie formed by either the
petition or resolution method, ae provided for in Chapter 36 88 RCW, the owner(e) or
sucaeeeor(e) further agrees (1) that the improvemente or conetruction contemplated
within the propoeed RID are feaeible, (2) that the benefite to be derived from the
formation of the RIO by the property included therein, together with the amount of
any County participation, exceede the cost and expense of formation of the R2D, and
(3) that the property within the propoeed R2D ie eulficientiy developed Provided,
further, the owner(s) or eucceeeor(e) ehall retain the riqht, ae authorized under
RCW 36 88 090, to object to any aeeeeement(e) on the property ae a reeult of the
improvemente called fc~r in conjunction with the formation of a RID by either the
petition or reeolution method under Chapter 36 88 RCW and to appeal to the Superior
Court the decisien of the 8oard of County Commieeionere affirming the final
aeeeeement roll
It ie further agreed that at euch time ae an RID ie created or any Road Improvement
Froject ie eanctioned by Spokane County, the improvemente required (curb, sidewalk,
drainage control and paviog to exieting pavement) ehall be at the eole expense of
the undereiqned owner, thefr heire, qranteee and aeeigne without any monetary
participation by Spokane Couhty
The RID waiver contained in thie aqreement ehall expire after ten (10) years frorn
the date of execution below However, at the expiration date the owner(e) or
succeeeor(s) agree to congtruct the reqvired improvemente at their own expenee, pay
to Spokane County the then eetimated coet of tbe required improvemente to enable the
County to complete the eamel or furnieh a bond or other eecure method euitable to
the County, providing for or eecuring to the County tha actual conetruction of the
improvemente

way along Main Avenue and recommending no access to Main, as well as
the issue of possibly vacating Wilbur
IV CONCLUSION The zone change applicatioa is consistent with past decisions
along Sprague Avenue The proj,ect extends to a resideatial area, if
properly conditioned for protection to those residences, as recommended by
the Comprehenaive Plan Teut and staff suggestions, this project could thea
be compatible with those adjacent uses
