Failure to request required inspections and obtain the necessary approvals prior to progressing beyond the point where inspections are required may necessitate removal of certain parts of the construction at the owner's/permittee's expense. At a minimum, the following inspections ARE REQUIRED by County Code: 1. FOOTING - when forms and reinforcement are in place and prior to placement of concrete. NOTE: This inspection includes review of the structure's setbacks from property lines. Minimum setbacks are established by County zoning regulations.Typically, side and rear yard setbacks are measured from property lines,while setbacks for yards abutting streets are measured from the property line or the center line of the roadway right-of-way, whichever provides the greater setback from the center line of the roadway right-of-way. Curb lines and fence lines are not necessarily indicative of property lines. In some residential areas, the County can own as much as 20 feet of right-of-way between your property and the actual improved street/curb. The responsibility to comply with applicable setback provisions lies solely with the permittee—neither Spokane County nor its authorized representatives assume any responsibility for the verification or location of your property lines. Please verify their location prior to locating your structure. Failure to properly locate the structure may require its relocation at the owner's/permittee's expense. 2. FOUNDATION - when forms and reinforcement are in place and prior to placement of concrete. (Blocking for a manufactured home is required to be inspected prior to the installation of skirting.) 3. FRAMING - after all framing, bracing and blocking is in place, and prior to concealing. 4. INSULATION - prior to the installation of drywall. 5. PLUMBING - after rough-in, before covering, and final. 6. MECHANICAL - rough-in of piping, before covering, metal chimneys before concealment, and final. 7. FINAL - when complete and prior to occupancy and/or use. Please provide 24 hours notice. NOTE: In addition to inspection of the structure, this inspection includes review of site improvements (typically depicted on the approved site plan) required by ordinance or as a condition of approval of this permit. Items such as the installation of fire hydrants, fire department access, on-site drainage("208 swales"), road improvements, parking, and landscaping are common requirements of a permit/site plan which must be completed prior to final approval of a building or issuance of a Certificate of Occupancy. At a minimum an inspection should be requested at least once every 180 days to assure the validity of the permit. A permit may be renewed within one year of the date of expiration for one-half the original fee, subject to certain limitations—please call us if you have any questions. MISTAKES? They have not been reviewed for compliance with requirements of federal or other.state and local agencies. The following items will need to be addressed/clarified on the plans and/or included as an addendum. Before the permit can be issued, review and approval of the project by the Spokane County Health District, the Spokane County Planning Department, the Spokane County Division of Engineering, and the Spokane County Utilities Department will be necessary. Please check with Fire District No.1 for the number(s) and location of the hydrant(s) to satisfy the minimum fire flow of 1500 G.P.M. Hydrant(s) are required to be installed prior to commencement of construction unless otherwise approved by the Fire District. If such approval is obtained, it should specify when hydrant installation is deemed necessary by the district (i.e., "prior to occupancy", "within _days of occupancy", etc.) Such statements should be included in the letter from the district delineating the hydrant(s) location. 1. (3107) (Accessible route of travel) (1:48 slope or permitted by 3106(d)3 & 3106(h)) OCCUPANCY AND EXIT COMMENTS (BASED ON UBC CHAPTER 33) 1. The rise of every step in a stairway shall be not less than 4 inches nor greater than 7 inches. The run shall be not less than 11 inches as measured horizontally between the vertical planes of the furthermost projection of adjacent treads. (3306(c)) 2. Please indicate on the drawings compliance with the Washington State Ventilation and Indoor Air Quality Code. See Section 302.2.2 and 303. 3. Locate and detail on the drawings all devices used to meet the radon resistive construction standards as required by Chapter 5 of W.A.C. 51-13. • CONSTRUCTION COMMENTS 1. Footings shall be a minimum of 3"-0" below finished grade as required by the Spokane County Building Regulations 3.03.030. 2. All escape or rescue windows from sleeping rooms shall have a minimum net clear openable area of 5.7 square feet. The minimum net clear openable height dimension shall be 24 inches. The minimum net clear openable width dimension shall be 20 inches. Where windows are provided as a means of escape or rescue they shall have a finished sill height not more than 44 inches above the floor. (UBC Section 1204) 3. Open guardrails shall have intermediate rails or pattern such that a sphere 4 inches in diameter cannot pass through. (UBC Section 1712) 4. Accessible under-floor areas shall be provided with a minimum 18 inch by 24 inch access opening unobstructed by pipes ducts and similar construction. All under-floor access openings shall be effectively screened or covered. Pipes, ducts and other construction shall not interfere with the accessibility to or within under-floor areas. (UBC Section 2516(c)2) 5. Under-floor areas shall be ventilated by an approved mechanical means or openings in exterior foundation walls. Such openings shall have a net area of not less than 1 square foot for each 150 square feet of under-floor area. Openings shall be located as close to corners as practical and shall provide cross ventilation. The required area of such openings shall be approximately equally distributed along the length of at least two opposite sides. Openings shall meet the minimum requirements of UBC Section 2516(c)6. 6. An attic access opening not less than 22 inches by 30 inches shall be provided in the ceiling of the top floor of buildings with combustible ceiling or roof construction. (UBC Section 3205(a)) 7. Please specify and submit details for the Sound Transmission Class (S.T.C.) for walls and floor-ceiling assemblies for review. (UBC Section 3501) 8. Safety glazing is required in locations adjacent to a door where the nearest exposed edge is within a 24-inch arc of either vertical edge of the door per UBC Section 5406(d). STRUCTURAL COMMENTS 1. Prior to erection, truss diagrams from the truss manufacturer showing loading (mechanical, etc.) and bracing shall be submitted to Department of Buildings for review. 2. The interior non-bearing stud walls should be shown to allow roof truss deflection without loading the wall, such as use of Simpson STC Clip or equivalent. 3. Foundation plates or sills shall be bolted to the foundation or foundation wall with not less than 1/2 inch nominal diameter steel bolts embedded at least 7 inches into the concrete or masonry and spaced not more than 6 feet apart. There shall be a minimum of two bolts per piece with one bolt located within 12 inches of each end of each piece. (UBC Section 2907(f)) 4. Structural stair drawings shall be submitted after architect, engineer and/or fabricator review to the Department of Buildings for review. ENERGY COMMENTS 1. Indicate the prescriptive requirement that this building will follow under the guidelines of the Washington State Energy Code. MECHANICAL 1. Mechanical permits shall be obtained before work begins.
