The Caunty EhgfneeYing Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our revfew.
A) A drainaqe plan for the site which has been prepared in
compliance with Spokane County "Guidelines for Stozmwater
Management". At a minimum the plan must contain:
1. Drainage calculations foz stormwater volumes
generated on site.
2. Calculatfons for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
9. Calculations to justify the number and type of
drywells proposed.
5. Elevation ot drywell inlets where applicable.
8) Insufficient fnformation was submitted with the Proposal.
We are unable to proceed with ouY review. We will need
the following before we can proceed:
1. Drainage plan as specified.
C) The owner of the ptoperty or the authorized
repzesentative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
D) Utility Condition: Permittee is responsible for arranging
for all necessary ut3lfty adjustments or relocation as
required for completion of the improvement.

A. Conditions :
1. Dedication and improvement of the East 5' of the advertised property
along Moffitt Road for R,/W. (Improvements shall include curb,
drainage control, and paving to existing oil. )
2. Dedication and improvement of the West S' of the advertised property
along Gillis Road for R/W. (Improvements shall include curb,
drafnage control, and paving to existing oil.)
3. Dedication of 20' radii at the northeast corner of Gillis and Sprague
and the northwe st corner of Moffitt and Sprague.
4. The site shall be developed in substantial conformance with the
development plan on file with the application; i. e., existing and
proposed offfce structures on the west portion of the site, retail
space in the center of the site, and a restaurant in the east portion
of the site. Provisions shall also be made to comply with the set-
backs and parking requirements of the Local 8usines s Zone. Signfng
shall be installed in accordance with Section 4.09.125 of the Spokane
County Zoning mdinance.(Local Business signing requirements.)
5. Any parking area exceeding a six (6) car capacity shall provide a
screen forty-two (42) inches in height along the periphery of the
parking area ad j oining any re sidential zone. Such screen shall be
constructed of ornamental masonry, The Planning Director may
approve an ornamental fence or a planted screen in lieu of said
ornamental masonry wall.
6. The design location and arrangement of parking stalls and driveways
shall be in accordance with standard traffic engineering practices.
Any portion of the lot which is to be driven on by automobiles shall
be maintained in harri-surface paving.
7. Parking areas between the proposed buildings and the north property
line shall be unlighted, except that walkways, driveways, and land-
scaped traffic islands may be illuminated by low intensity lighting

1. A clarification of the parcel is required.
2. Lauren Lakshas will verify if landscaping is required
for the new parking area and get back tothe applicant.
3. Seven additional parking stalls are required for the
proposed for a total of 47.
B. Permit Release Requirements
_ 1. If additional landscaping is required to be installed
an estimate from a nursery including siZe, type, and
quantity along with a promissory letter from the owner
stating the landscapinq will be installed shall be
submitted.

1. Comments were given to the applicant and the
Department of Buildinqs by Sob Turner.
2. Please submit a drainage plan that is in conformance
with Spokane County Guidelfnes for Stormwater Management
for review and approval. Drainage swales (208) is not
being require, however, a description on how the
stormwater will be retained on site needs to be submitted.
3. An Aqreement to Pay Fees was qiven to the applicant
during the meetfnq. The agreentent is to be signed by the
owner and returned to the Engineerinq Department. Plan
review will not be completed until this document is
executed.
8. Permit Release Requirements
1. Please submit a description on how stormwater is being
controlled as described above for review and approval.
2. Please submit a copy of the Aqreement to Pay Fees
signed by the owner.
III. Health District (456-6040)
A. Discussion/Requirements
1. The proposed is connected to the public sewer system.
2. Please submit a room finish schedule along with
catalogue cuts or model numbers for the equipment to be
installed in the proposed.
3. Please submit a floor plan for review and approval.
B. Permit Release Requirements
1. The Health District will release their portion of the
building permit once plan review has been completed.

IV. Department of Buildinqs (4§6-3675)
A. Discussion/Requirements
1. Plan review has been completed on preliminary plans
and a letter was sent to the applicant by Tom Postlewait.
2. Exterior walls which are less than 40 feet from the
property line shall be of one hour fire resistive
construction.
3. The proposed shall meet the minimum requirements of
the Regulatfons for Barrier Free Facilities.
4. A second exit and landing from the dining area is
required, please illustrate on plans.
5. Please submit a critical materials list to the
Department of Buildinqs for review.
6. Fire extinguishers are required to be installed as per
code.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting and other
items from the plan review letter needs to be submitted
for review and approval.
COUNTY ACTION:
Lauren Lakshas will check to see if additional landscaping is
required for the proposed and get back to the applicant.

NOT$ TO APPLICANT: Some time ago the County recoqnized the need to
streamline the building permit system and accordingly initiated
these Pre-Construction Conferences. Comments so far would indicate
these conferences are successful and do enhance the permit system.
