The following information must be provided in order for us to proceed with our review. A) For any new hard surface area, for an asphaltic roof, or a roof containing HVAC machinery, a drainage plan for the s3.te shall be prepared in compliance with Spokane County "Guidelines for Stormwater Management". At a minimwn the plan must contain: 1. Drainage calculations for stormwater voluiaes generated on site. 2. Calculations for total impervious surfaces contained within the site. 3. Finished grade elevations for structures to be constructed on site. 4. Finished grade elevations at the top and bottom of the 208 swale. 5. A typical cross section of the 208 swale. 6. Calculations to justify the number and type of drywells proposed. 7. Elevation of drywell inlets where applicable. 8. Copy of the proposed landscape plan. 8j The subject property is affected by the "Findings and Order" and the "Conditions of Approval" for the following land use action: Spokane County Zone Chanqe No. ZE-119-84 C) The following improvements within adjacent Riqht of Way are required prior to the release of a building permit: 1. The desiqn, location and arrangement of parking stalls shall be in accordance with standard traffic engineering practices. Paving as required by the County Planning Ordinance, will be required for any portion of the project which is to be occupied or traveled by vehicles. E) Utility Condition: Permittee is responsible for arrangi3ng for all necessary utility adjustments or relocation as required for completion of the iniprovement. F) The owner of the property or the authorized representative must complete and sign Spokane County $nqineers "Agreement to Pay Fees". This document must be returned to the County Engineers Office. Plan review will not be completed until this docuYaent is executed. This document is attached to these conunents. Please return the completed Aqreement to your contact person at the Engineers Department. The applicant or his representative has been given a minimum requirements list. This list is not inclusive of all the requirements needed but should be used as a minimwa guideline. ZE-119-84 b) COUNTY ENGINEERING DEPARTMENT (continued) 6. A parking plan and traffic circulation plan shall be submitted and approved by the Spokane County Engineer prior to the issuance of a building permit on the property. The destign, location, and arrangement af parking stalls shall be in accardance with standard traffic engineering practices. Paving or surfacing as approved by the County Engineer, will be requi red for any portion of the project which is to be occupied or travel ed by vehicl es. 7. The word "applicant" shall include the owner or owners of the property, his heirs, assigns, and successors. 8. The construction of the road improvements stated heretn shall be accomplished as approved by the Spokane County Engjneer. 9. The site is located in Fire Uistrict # l. 2. Reclassification of an existing building shall require an application for change of occupancy permit and subsequent inspection for approval. 3. Trash enclosures shall not be located adjacent to combustible construction or underneath wtindows or nonprotected eaves. 5 ZflNE RECLASSIFICATION N0. LE-119-84 e) COUNTY BUILDING ANU SAFETY DEPARTAIENT (continued) 4. Fire Hydrants which meet the fire flow are required to be installed prior to any construction. These hydrants shall be placed so that no portion of the building exterior is more than 175 feet f rom the tydrant. The bottom of the 1 owest outl et of the hydrant sha11 be no less than 18 inches above grade. A water plan showing each fire hydrant (specifying the gallons per mi nute for each fi re hydrant ) and meeti ng the requi rements i n Chapter 10.04 of the Uniform Fire Code is required prior to construction of the water service. All required fire protection facilities shall be installed and made serviceable prior to and duri ng the time of constructi on. f) WA7ER PURYEYOR 1. Water Purveyor is «odern Electric Water Company, and they will supply the site wi th adequate water for domestic, fi re and irrigation uses; however, satisfactory arrangements have not been made to serve the proposal. g) COUNTY AIR POLLUTION CONTROL AUTHORITY 1. Ai r po11 ution regul ati ons require that dust emissi ons duri ng demolition, excavation and construction projects be contralled. This may require use of water sprays, tarps, sprinklers, or suspensi on of acti vi ty duri ng certai n weather condi tions. Naul roads should be treated and emissions from the transfer of earthen material must be controlled as well as emissions from al l other constructi on rel ated activi ties. ~ 2. 14easures must be taken to avoid the deposition of dirt and mud from unpaved surfaces onto paved surfaces. If tracking or spills occur on paved surfaces, measures must b@ taken immediately to clean these surfaces. 3.
