The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the s3.te shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimwn the plan must contain:
1. Drainage calculations for stormwater voluiaes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
8j The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
Spokane County Zone Chanqe No. ZE-119-84
C) The following improvements within adjacent Riqht of Way
are required prior to the release of a building permit:
1. You must submit road and drainage plans coneistent
with approved design deviation for Gloria Jeans,
permit #B92059 for the following streets:
a. Gillis Road
A11 required construction (sidewalk) within the Public Road
Right of Way is to be completed prior to the release of a
building permit or a financial quaranty in an ainount estimated by
the County Engineer to cover the cost of construction or
improvements shall be filed with the County Engineer. Required
plans are to be submitted prior to estimatinq the amount of the
financial guaranty or permit release.
2. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineering

Department for any new or improved driveway
approaches to the following streets:
a. Gillis Road
D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
i. site Plan.
2. Drainage plan as specified.
3. other information:
a. A parking and traffic circulation plan shall
be submitted and approved by the Spokane County Enqineer. The
desiqn, location and arrangement of parking stalls shall be in
accordance with standard traffic engineering practices. Paving as
required by the County Planning Ordinance, will be required for
any portion of the project which is to be occupied or traveled by
vehicles.
E) Utility Condition: Permittee is responsible for arrangi3ng
for all necessary utility adjustments or relocation as
required for completion of the iniprovement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
$nqineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this docuYaent is executed. This
document is attached to these conunents. Please return
the completed Aqreement to your contact person at the
Engineers Department.
The applicant or his representative has been given a minimum
requirements list. This list is not inclusive of all the
requirements needed but should be used as a minimwa guideline.
Without the "minimum" requirements the Engineers Department may
not be able to perform a complete review of the project and could
result in prolonging the period before permit issuance. Only
after all the information and requirements listed above are
supplied or completed and the necessary review has been
accomplished will your building permit be released.

FINDINGS AND ORDER
A. INTROOUCTION
This matter having come before the Zoning Hearing Examiner Comnittee on
February 7, 1985, and the members of the Conmittee present being
' Jane E. Myers, Chairperson and Richard L. Skalstad.
B. PROPOSAL
The sponsar, Melross, Inc., is requesting approval of a zone
reclassification, File No. ZE-119-b4, Mu1tiple Fami1y Suburban to
Cammercial, for the purpose of devel npt ng Of fice and Retai 1 Uses.
C. F IND INGS QF FACT
1. That the existing land use in the area is residentlal, affices and
commerci al .
2. That the Comprehensive Plan designates this area as appropriate for
Ma,jor Commercial development.
3. That the exi sti ng zoni ng of the property described in the appl i cati on
is Mu1tiple Family Suburban.
4. That the provisions of RCW 43.21C (The State Environmental Policy
Act) have been complied with, and the Committee concurs with the
Declaration of Non-Significance.
5. That the proper legal requi rements for advertisement of the Agenda
Item have been ful fi 11 ed.
6. That the land in this area is suitable for the proposed use, or
uses within the proposed Zone Classification.
7. That the applicant has demonstrated that conditions have
substantially changed since the original zoning of this area and
accordingly, the proposed rezone i s justi fied.
8. That the proposed use is compatible with existing uses in the
area.

a) COUNTY PLANNNING DEPARTMENT
l. All current standards of the Commercial tone, as amended, shall
be complied with in the development of this site.
2. That the project is subject to Section 4.16A.050, the Aquifer
Sensitive Area Overlay Zone of the Spokane County Zoning
Urdinance, which sets forth various measures for Aquifer
protection; specifically, measures dealing with wastewater
disposal, spill protection measures, and stormwater runoff.
3. Any division of land for the purpose of sale, lease or transfer,
shall comply with RCW 58-17 and the Spokane County Platting
Ordinances prior to issuance of building permits.
4. That the provisions of SEPA's NOTICE OF ACTION pursuant to
Chapter 43.21C.080 RCW and the Board of Spokane County
Commissioners Resolution #77-1392 be initiated by the project
applicant within thirty (30) days of final disposition of this
application, and prior to any on-site improvements.
In addition to the dbOYE, the fol1owing condltions shall be complled
wi th prior to issuance of bu11 ding pe rmi ts :
5. Approval by the toning Administrator of a specific lighting and
signing plan for the described property prior to the release of
any building permits.
6. A specific landscape plan, planting schedule and provisions for
maintenance acceptable to the Spokane County Zoning
Admim strator shall be submltted with a performance bond for the
project prior to release of buildin9 permits. Landscaping shall
be installed and maintained such that sight distance at access
points is not obscured or impaired.

lU. That a landscape strip and sight-obscuring buffer/fence be
provided along the north property 11ne of this site and along
that portion of the east property line adjoining the residential
zoned property. Plans shall be as approved by the Zoning
Administrator. Additional site perimeter landscaping shall be
as approved by the Zoning Administrator.
b) COUNIY ENGINEERIN6 DEPARTMENT
Prior To The Issuance Of A Building Permit:
1. Applicant shall dedicate 10 feet on Gillis Road and a 20 foot
radius on Gillis Road and Sprague Avenue for right-of-way prior
to any use of the property.
2. Access permits for approaches to the County Road System shall be
obtained from the Spokane County Engineer.
3. Applicant shall improve Gillis Road in a manner consistent wTth
Spokane County TYPICAL roadway section No. 1 minimum paving
width Access Standard.
4. Applicant shall submit for approval by the Spokane County
Engineer road, drainage, and access plans prior to the issuance
of a building permit on the property.
5. The applicant shall submit for approval by the Spokane County
Engineer and the Spokane County Nealth District a detailed
cambi ned on-si te sewage system pl an and surface water di sposal
pl an for the entire project pri or to the i ssuance of any
building permlt on the property.

b) COUNTY ENGINEERING DEPARTMENT (continued)
6. A parking plan and traffic circulation plan shall be submitted
and approved by the Spokane County Engineer prior to the
issuance of a building permit on the property. The destign,
location, and arrangement af parking stalls shall be in
accardance with standard traffic engineering practices. Paving
or surfacing as approved by the County Engineer, will be
requi red for any portion of the project which is to be occupied
or travel ed by vehicl es.
7. The word "applicant" shall include the owner or owners of the
property, his heirs, assigns, and successors.
8. The construction of the road improvements stated heretn shall be
accomplished as approved by the Spokane County Engjneer.
9. All required improvements shall conform to the current State of
Washington Standard Specifications for Raad and Brldge
Construction, and other applicable County standards and/ar
adopted resoluttons pertaining to Road Standards and Stormwater
Management in effect at the date of construction, unless
otherwise approved by the Caunty Engineer.
lU. Roadway standards, typical roadway sections and drainage plan
requirements are found in Spokane 6oard of County Commisstoners'
Resolution No. 80-1592 as amended and are applicable to this
proposal.
c) CUUNTY UTILITIES DEPARTMENT
l. Pursuant to Board of County Commissioners Resolutian No.
8U-0418, the use of on-site sewer disposal systems is hereby
authorized. Thts authorization is candytioned on compliance
with al 1 rul es and regul ati ons of the 5pokane Cou rty Hea1 th
Oistrict and 1s further conditioned and subject to specific
application approval and issuance of permits by the Mealth
Ui strict.
2. The owner(s) or Successor(s) in interest agree to authorize the
County to place their name(s) on a petition for the formation of
a ULID by petition method pursuant to RCW 36.94 which the
petition includes the Owner(s) property and further not to
object by the signi nq of a protest petition agai nst the
formation of a ULIO by resolution method pursuant to RCW Chapter
36,94 which includes the Owner(s) property. PROVIDED, this
condition shall not prohibit the Owner(s) or Successor(s) from
obJection to any assessment(s) on the property as a result of
improvements callea for in conjunction with the formation of a
ULIU by either petition or resolution method under RCW Chapter
36.94.

d) COUNTY HEALTN DISTRICT
1. A combined surface water and sewage disposal detailed plan shall
be approved by the County Engi neer and the Heal th District pri or
to the issuance of any building permit for this pro3ect.
2. Sewage disposal method shall be as authorized by the Director of
UtYlities, Spokane County.
3. Subject to specrfic application approval and issuance of permits
by the health Officer, the use of an individual on-site sewage
system may be authorized.
4. Water service shall be coordinated through the Oirector of
Utilities, Spokane County.
5. Water service shall be by an existing public water supply when
approved by the Regtonal EnginQer (Spokane), State Department of
Social and Health Services.
6. Use of pri vate wel l s and water systems is prohi bi ted.
7. Disposal of sewage effluent beneath paved surfaces is currently
prohibi ted.
e) COUNTY BUIIDING AND SAFETY DEPARTMENT
1. The site is located in Fire Uistrict # l.
2. Reclassification of an existing building shall require an
application for change of occupancy permit and subsequent
inspection for approval.
3. Trash enclosures shall not be located adjacent to combustible
construction or underneath wtindows or nonprotected eaves.

e) COUNTY BUILDING ANU SAFETY DEPARTAIENT (continued)
4. Fire Hydrants which meet the fire flow are required to be
installed prior to any construction. These hydrants shall be
placed so that no portion of the building exterior is more than
175 feet f rom the tydrant. The bottom of the 1 owest outl et of
the hydrant sha11 be no less than 18 inches above grade. A
water plan showing each fire hydrant (specifying the gallons per
mi nute for each fi re hydrant ) and meeti ng the requi rements i n
Chapter 10.04 of the Uniform Fire Code is required prior to
construction of the water service. All required fire protection
facilities shall be installed and made serviceable prior to and
duri ng the time of constructi on.
f) WA7ER PURYEYOR
1. Water Purveyor is «odern Electric Water Company, and they will
supply the site wi th adequate water for domestic, fi re and
irrigation uses; however, satisfactory arrangements have not
been made to serve the proposal.
g) COUNTY AIR POLLUTION CONTROL AUTHORITY
1. Ai r po11 ution regul ati ons require that dust emissi ons duri ng
demolition, excavation and construction projects be contralled.
This may require use of water sprays, tarps, sprinklers, or
suspensi on of acti vi ty duri ng certai n weather condi tions. Naul
roads should be treated and emissions from the transfer of
earthen material must be controlled as well as emissions from
al l other constructi on rel ated activi ties. ~
2. 14easures must be taken to avoid the deposition of dirt and mud
from unpaved surfaces onto paved surfaces. If tracking or
spills occur on paved surfaces, measures must b@ taken
immediately to clean these surfaces.
3. A11 travelled surfaces (ingress, egress, parking areas, access
roads) must be paved and kept clean.
4. All air pollution regulations must be met.

The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainaqe plan
for the site shallbe prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimwn the plan must contain:
1. Drainage calculations for stormwater volwnes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished qrade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findinqs and
Order" and the "Conditions of Approval" for the following
land use action:

C) The following improvements within adjacent Right of Way
are required prio= to the release of a building permit:
1. You must submit road and drainage plans consistent
with approved design deviation for Gloria Jeans,
permit #892059 for the following streets:
a. Gillis Road
All required construction (sidewalk) within the Public Road
Riqht of Way is to be completed prior to the release of a
building permit or a financial guaranty in an amount esti.mated by
the County Engineer to cover the cost of construction or
improvements shall be filed with the County Engineer. Required
plans are to be submitted prior to esti.mating the amount of the
financial guaranty or permit release.
2. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the Cour►ty Engineering

D) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:

2. Drainage plan as specified.

be submitted and approved by the Spokane County Engineer. The

E) Utility Condition: Permittee is responsible for arranqing

required for completion of the improvement.
F) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
The applicant or his representative has been qiven a minimum
requirements list. This list is not inclusive of all the
requirements needed but should be used as a minimum guideline.
