N. Health Distact (324-1577) - Daryl Way
A. Discussion Items
1. The water purveyor for the pmposed is an on-site well. Please confirm that
the Washingt+on State Department of Health has reviewed and approved the
on-site well which is privately operated aad owned, but is considered a public
water systera.
2. Proposed is served by two (2) on site sewage disposal systems.. A 1957
permit illushates one system as located to the southwest corner of a bwldiag. A
1963 permit illustrates another system as located on the south side of a
warehavse. Please illustrate on the revised site plans the Iocation of all b'' gs
on the site and the locatioa of the two on-site sewage disposal systems. A
determination cannot be made without this information as to if thene might be
potential prvblems. The applicant stated that one of the syst+ems is located in a
parlQng garage under paving. It was notad that there is access to this septic tank
for maintenance purposes. Paving over septic systems was legal at the time the
system was installed.
3. No floor drains will be allowed in the praposed.
4. Please submit docuinentation as to the total axupanVemployee count far the
site. A 1983 permit states that there are six (6) employees. The total employee
couat will be oompared to the capacity of the two septic tanks to determine if the
cagacity is adequate. The ap►plicant stated that there are approximatiely 14
employees on site, excludtng dnvers. It would appear that there should not be a
problem with over usage of the existing systems.

5. Please submit a criticai materials list to the Department of Buildings for
review. The Heaith District has determined that the proposed is a critical
materials user, therefore a Sampling Agreement will be required. The agreement
allows the Health District to sample the effluent of the septic tank on an annual
basis. All costs for sample r+etrieva►1 and analysis shaU be paid by the owner.
6. All construction debris shall be taken to a'censed landfill.
B. Fermit Release Requiremeuts
1. Ple,ase illustrate on the revised site plans the location of all buildings on the
site and the location of the two on-site sewage disposal systems.

V. Fire District No. 1(928-2462) - Eric Olson
A. Discussion Items
1. Fire flow for the proposed has been calculated for 1,500 G.P.M..
2. One (1) new fire hydrant is required to be installed at the entrance to the site
off of Fancher Road. A 12 inch water main exists in Fancher. The fire hydrant
shall be installed as per an approved water plan. Prior to the preparation of the
water plan, the apphc;ant shall contact City of Spokane as soon as possible to
obtain the purveyor requirements including specifications. Tfie water plan shall
vontain the location of the hydrant, hydrant assembly detait, and plumbing detail.
The water plan shall be subrYUtted to the Fue Distnct and water purveyor for
approval pnor Co instaliation. The fire hydrant shall b►e installed prior to
occupancy. It was noted that the City of Spokane will locate the exact location
of the water main.
2. A lock (Knox) box entry system for fire department personnel a,oce.ss is
required to be installed. Forms for ordering was given to the applicant. The
cotnpleted forms are to be retumed to the Fire District prior to release of the
building peamit. The box shall be insWled pnor to oceupancy.
B. Permit Release Requirements
1. The order fornn for the lock (Knox) box entry system shall be submitted to the
Fire District prior to relase of the building permit.
VI. Department of Buildings (456-3675) - Bobby Stone
A. Diseussion Items .
1. Plan review has been completed on the site plan by Bobby Stone.
2. The proposed building is being classified as a B-2, Type VN construction.
3. Structural calculations should be submitted to justify the adequacy of the
structuml sysbem (including foundation) for seismic, wind, dead, snow and live
loads. (LTBC Chapter 23)
4. The proposed shall meet the minimum requiremeat of the Regulations for
Barrier Free Facilities. Proposed should also comply with the provisians of the
American Disabilities Act. The Department of buildings will not be requuing
compliance with this act unai it is adopted as part of the Washington State

Bamer Free Regulations, which is not expected to occur until July, 1992. For

5. Please submit an updated critical materials list for review.
6. Proposed must vomply with the Washington State Energy Code if any portion
of the building is heated to above 50 de;grees Fahrenheit.
7. Please illustrate the location of any existing and/or removed undergrouad
storage tanks on the revised site plans.
8. Please identify the exact uses of the surrounding structures so a detenminatioa
can be made as to the requirements for fire separation walls.
9. The front page (cover sheet) of the construction drawings shatl oontain, at a
nunimum, the professional stamp with an original dated signature. This cover
sheet shall include the building address, legal description and index of pages
being submitted uader the professional stamp.

The County Enqineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site. ,
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Drainage plan as specified.
C) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
D) The owner of the property or the authorized
representative must complete and siqn Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.
Only after all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your building permit be released.
