The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) A drainaqe plan for the site which has been ptepared in
compliance with Spokane County "Guidelines for Stormwater
, Management". At a minimum the plan must contain:

We are unable to proceed with our review. We will need
the following before we can proceed:

D) Utflity Candition: Permittee is responsible for arrangfng
for all necessary utility ad7ustments or relocation as
required for completion of the improvement.
E) The owner of the property or the authorized
zepresentative must complete and s3gn Spokane County
Engineers "Agreement to Pay Fees". This document must be
returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
document is attached to these comments. Please return
the completed Agreement to your contact person at the
Engineers Department.

SCOPEIPROJFCT DESCRZPTION:
I. General Overview - Proposed is the construction of a warehouse
addition and the remodel of offices. The north portion of the
building will be Type II-N Construction and the south portion of the
building will be Type V-N Construction. The applicant would like to
begin construction as soon as possible.
SDMMARY OF DEPARTMFNTAL It$QIIIItBMENTB:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The parkinq that 3.s shown on the south side of the
building can not be approved parkinq spaces. The spaces
require maneuvering on the street and must be moved to a
different location.
2. Parking for the proposed will be calculated by using
the rations of 1-2000 for the warehouse area and 1-400 for
the manufacturing/office area.

1 3. Please submit a revised site plan illustrating the new
parkinq area and the landscaping that is to be installed
in the 208 drainaqe area.
4. A Certificate of Exemption shall be obtained for the
proposed.
B. Permit Release Requirements
1. Please submit a revised site plan as described above
for review and approval.
2. Obtain a Certificate of Exemption for the proposed.
II. Engineerinq Departaaent (456-3600)
A. Discussion/Requirement
1. Comments were given to the applicant and the
Department of Buildings by Bob Turner.
2. Please submit drainage calculations for the new paved
area for review and approval.
3. An RID/CRP Aqreement, Notice to the Public No. 6is
required on Desn►et Road. Please submit a copy of the
recorded property deed so that the aqreement can be
prepared.
4. Approach permit shall be obtained for any new driveway
approaches along county right of way.
5. Please submit a revised site plan illustratinq every
thing that is new and existing at the site.
6. An Agreement to Pay Fees was given to the applicant
during the meeting. The agreement is to be signed by the
owner and returned to the Enqineering Department. Plan
review will not be completed until this document is
executed.
B. Permit Release Requirements
1. Please submit a revised drainage/site plan as
described above for revfew and approval.
2. Please submit a copy of the recorded property deed so
that the RID/CRP Agreement can be prepared.

3. Pleas submit a copy of the Agreement to Pay Fees
siqned by the owner.
III. Health District (456-6040)
A. Discussion/Requirements
1. Please submit a critical materials list to the
Department of Buildinqs for review.
2. If it is determined that the proposed is a critical
materials user a Samplinq AgreeYaent will be required to be
signed by the owner. The agreement allows the Health
District to sample the effluent of the septic tank on an
annual basis. Cost for sample retrieval and analysis
shall be paid by the owner.
3. The existing drainfield has the capacity to
accommodate 16 persons per shift per day.
4. The existinq septic tank is located where the proposed
addition will be constructed. The septic tank needs to be
moved and shall have a riser to grade iron ring lid for
easy sampling access.
5. All construction debris shall be taken to a licensed
landfill.
8. Pernit Release Requirements
1. Please apply for a permit to move the septic tank.
IV. Air Pollution (456-4727)
A. Discussion/Requirements
1. The Air Pollution Control Authority was not present
during the Pre-Application Conference. However, comments
were submitted to Tom Davis prior to the meeting and are
as follows.
2. Aix pollution regulations require that dust emissions
during demolition, construction and excavation projects be
controlled.
3. All travelled surfaces need to be paved and kept
clean. If trackinq or spills occur on paved surfaces,
measures must be taken immediately to clean these
surfaces.

4. Debris generated as a result of this proj ect must be
disposed of by means other than burninq.
5. Solid fuel heating devices shall meet the provisions
of SCAPCA Regulation I, Article VIII.
6. SCAPCA Regulation I, Article V requires that a Notice
of Construction and Application for Approval be submitted
to and approved by our agency prior to the construction,
installation or establishment of an air pollution source.
7. Demolition and renovation projects must comply with
the requirements of CFR 40 Part 61, Subpart M. Intent to
Demolish and Renovate forms are available at the SCAPCA
off ices.
V. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. Fire flow for the proposed is 3000 g.p.m.
2. One additional fire hydrant is required to be
installed. It is to be located on the south side of
Desmet in the middle of the block. Appropriate protection
from vehicular traffic shall be provided for the hydrant.
VI. Department of Buildinqs (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on preliminary plans
by Jun Mascardo.
2. The applicant stated that the warehouse area will not
be heated over 50 degrees.
3. The proposed shall meet the minimum requirements of
the Regulations for Barrier-Free Facilities.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting needs to be
submitted for review and approval.

It is furrher agreed that at such time as an RID is created or any Road Improvement
Project is sanctioned by Spokane County, the improvements required (curb, sidewalk,
drainage control and paving to existing pavement) shall be at the sole expense of
the undersigned owner, their heirs, graatees and assigns without any monetary

The RID waiver contained in this agreement shall expire after ten (10) yeare,fro%, r`
the date of execution below. However, at the expiration date the ow~ner(s) or

County to complete the same; or furnish a bond or other secure method suitable to
