In the apinion of the Comprehene ive Plan Committea it should not be
claeaified Agricultural--Suburban because of its pareaeat uee and
because there is insufficient evidence that it will be develaped in
the near future ae a residential axea. It is believed tbat an
Agricultural Zone will be adequate at the present time.
It ie recommended that the portion deecribed as Aestriated Indwetrial
be ao classified because of itn proximity to three railroed 11nes.
A plan of community developmeat must provide for every tyge of land
use required to support a commuaity. Induetrial activity ie essential
to the ecanomy but shou? d be located in axeae which will make for
efPicient and economical operation aad operated withia euch etaadarde
ae to make it compatible with ad.jacent property uaee. It ie believed
that the Restricted Industrxal zone etaadards provide adequate con-
trol to give protection to the adjacent reaidential property.

1. It is r ecommended that the area shown ae Agricultural-Suburbau
(1) be so classified because duariag the past year it has beea
the fastest growing reaidential area of the Spokane Yalley. Moat
of t,hie area is subdivided into residential lote wit;h reatriati9e
dedicatfoas limiting the land to residential uae. Additianal
land is in the procese of being pla,tted. Niaty-f3.ve building
permite were issued in the year 1954 for resid,ential conetructioa
in this area. Aome owners aad hame buildere have req.ueeted
the.t thie area be classified Agricultural--Suburbaa to preserve
the character of the area and t;o protect their fnveetmeat.
2. It is recommended that the area ahovin ae Agricultural (2) be eo
classified to preserve the basic character of the oommuaity
and inaure ita ea3ue as a future residential arga. Because of
the preaent lot,r density of population aad eparce developmeat
at this tl.me it is believed the area ahould aaw be zoned
Agr3.cultural ral,her than Agricultural-Suburbaa.
3. It is reaommaended that the area ehawn as Local Bueinese (3) be
so classified becav.se it is believed tha.t it will eoon be fouad
that a loca.l shopping aenter will be needed to eerve the resi-
dential area. This particular area ie recommeaded as being
centrally located and acceseable. Commercial development in
this locatioa will have relatively little adverse effect oa the
resideatial valuee of the area and will have a beneficial
effect generally because of providing aeighborhood faailitiee
to aa area more thaa a mile t`rom local neighborhood needs.

without a phyeical barrier on the north of Sprague. No action wae
taken on the area between Perrine and Pines and Riveraide extended

the west and Unioa Street extended oa the north eide of Sprague Ave.l

differential between the highway and the railroa.d tracks and property

used almoet exclusively ae a reeidential area.
9. It ie recommended that the propert,y eaet of NcDonald 8oad to a depth
of 250 feet be zoned Local Bueineas (11) as ehown oa the me,p e,t euch
time ae a publia right-of-way is deeded to the Couaty from HaDonald
Boad to the propert.y to the eaet of the area propoaed as a Local
Businese Zone. This right-of-wa9 is eseential to ensure that develop-
meat along McDonald Road wfll not make inacceeesble the property to
the rear as has been the case elaewhere along Sprague Avenue. Thie

cultwral. They purchaeed the propert,y arith aotice that it was
claeeified Agricultural anci that ita uses were 13mited to the Btandarda
of that zone. If a plan of develoDment and zoning is to have a
beneficial effect on land valuee for tha entire valley or the entire
County aad ie to promote the general good, a line must be dravon at
aome poiat. That line for maay years has been at MoDonald xoad.

aorth of the center line of Valleyway, east of the oenter liae of
Thiermaat west of the center line of Coleman 8oad. The petitionera
were advieed that further coneideratioa would be given to the matter
at the negt regular maeting if the petitioners wiehed to amend their
petition asking for a cliange to a Manufacturing Zone rather than a
eand pit zoae. A Hanufacturing Zone will permit the aperatioa of a
eand pit in addition to msauf8aturing uses while a sand pit zone will
limit to the single use of a sand pit, gravel pit or qvarry.
