SCOPEIPROJSCT DSSCRIPTIONs
I. General Overview - Proposed is the aonstruction of a 2,500
square foot office addition and minor remocleling of the exfsting
office building. The proposed addition will be separated from the
existing warehouse by a two hour area separation wall. The existinq
on site sewage disposal system will be relocated to allow
construction of the addition.
80MMARY OF DEPARTMBNTAL R$QIIIREMENTS=
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The parcel number submitted no lonqer exists, please
submit the correct parcel number.
2. Please submit a revised site plan illustrating all
existing structures on the site, the uses and square
footaqes of the existing and proposed structures,
landscaping, parking, and a loqo illustratinq the entire
parcel and the location of the proposed on the parcel.
3. Eight additional parkinq stalls are required for the
proposed addition.

4. Landscapinq is required for the new parkfng area. A
three to five foot wide strip of landscapinq alonq Mission
Avenue is also required.
5. All parking stalls are required to be Wfthin 60 feet
of a landscape featutre consisting of 32 square feet in
area. A copy of landscaping requireaaents were given to
the applicant during the meeting.
6. A Certificate of Exemption is required to be obtained
for the proposed property. Forms were given to the
applicant durfnq the meeti.nq.
7. The applicant stated that he would like to meet with
Lauren Lakshas at a later date to further discuss the
landscaping requirements.
B. Permit Release Requirements
1. Please submit a revised site plan as descrfbed abave
for review and approval.
2. An estimate from a nursery fndicatinq size, type, and
quantity alorig with a promissory letter from the owner
stating the landscaping will be installed shall be
submitted.
3. A Certificate of Exemption shall be obtained for the
subject property.
II. Enqineering Department (456-3600)
A. Discussion/Requirement
1. Coments were qiven to the applicant and the
Department of Buildings by Bob Turner.
2. Please submit calculations for roof drainage. The
proposed will have a metal roof, therefore, all roof
drainage may qo directly into a drywell.
3. A conditfon of Short Plat No. 86-428 required that
curb and sidewalk along Missfon Avenue be installed, the
Enqineering Department waived this condition.
B. Permft Release Requirements
1. Please submit calculations for roof drainaqe for
review and approval.

III. Health District (456-6040)
A. Discussion/Requirements
1. Apply for a permft to install a new on site sewaqe
disposal system.
2. The exfstinq septic tank ehall be pumped and removed.
3. Please subinft a water use data report so that the size
of the new on site sewage disposal system can be
determined. Daryl Way advised the applicant to install a
leach bed to save space.
4. Please submit a critical materials list to the
Department of Buildinqs for revfew.
5. If it is deterlained that the proposed is a critfcal
materials° user, the owner will be required to siqn a
Samplinq Agreement. The aqreement allaws the Health
District to sample the effluent of the septic tank on an
annual basis. Al1 cost for sample retrieval and analysis
shall be pafd by the owrier.
6. The drainfield ehall be barricaded from vehicular
traffic.
7. All constructfon debris is to be taken to a licensed
landfill.
B. Permit Release Requixements
i. Apply for a permit to install a new on site sewage
disposal system.
2. if the proposed fs a critical materials user, a
Sampling Agreement siqned by the owner shall be submitted.
IV. Fire District No. 1(928-2462)
A. Discussion/Requiretaents
1. The existing bufldinq fs sprinklered and the sprinkler
system is required to be extended into the proposed
addition.
2. A lock (Knox) box entry system for ffre department
personnel access is required to be installed.

V. Department of Buildings (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on the site plan only
and a letter was sent to the applicant by Tom Pastlewait.
2. Compaction tests are required for the on site sewage
disposal area to be abandoned for the new addition.
3. Please verify that the existing warehouse meets the
minimum requirements of Type II-H Construction and that
the existinq office meets the minimum requirements of Type
V-N Construction.
4. Please submit detafls of the proposed two hour area
separation wall.
5. Please submit a critical materials list to the
Department of Buildinqs for review.
6. Special inspections are required for concrete with a
design strenqth over 2,500 p.s.i., hiqh strenqth bolting,
and etructural weldinq. Please indicate the name of the
testing laboratory and submit copfes of the testing
reports to the Department of Buildinqs for review.
7. Drawings shall be directly stamped and signed by the
architect (wet stamp).
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting and other
items from the plan review letter needs to be submitted
for review and approval.

consistent with Spokane County Road Standa rd Typical Roadway Section #1,
Access Standard. The roadway improvements are herein speclfied per the
provisions of Spokane County Board of Comnissioner's Resolution 80-1592.
SPOKANE COUNTY HEALTH DISTRICT

preliminary plat of record for distribution by the Planning Department
to the utility companies, Spokane County Engineer and the Spokane County
Heal th Oi stri ct. Wri tten approval of the easements by the uti 1 ity

2. A combined surface water and sewage disposal detailed plan shall be
appraved by the County Engineer and the Spokane County Health Oistrict
pri or to the 1 s suance of any bui 1 di ng permi t for thi s pro3 ect.
3. Sewage dlsposal method shall be as authorized by the Director of
Utilities, Spokane County.
4. The dedicatory language of the plat wi11 state that: "Subject to
specific applicatlon approval and issuance of permits by the Health
Officer, the use of (an) on-site sewage system(s) may be authorized."
5. Water service shall be coordinated through the Director of Utilities,
Spokane County.
6. Water service shall be by an existing public water supply when approved
by the Regional Engineer (Spokane), State Department of Socia1 & Health
Services.
7. Prior to filing the final plat, the sponsor sha11 present evidence that
the plat lies within the recorded service area of the water system
proposed to serve the plat. The dedicatory language on the plat sha11
state :"Use of pri vate wel l s and water systems i s prohi bi ted. "
8. The plat dedication will contain a statement to the effect that: "The
public water system as approved by County and State health authorities
and the 1 ocal fi re di stri ct and purveyor wi11 be i nstall ed wi thi n thi s
pl at, and the subdi vi der wi 11 provi de for i ndi vi dual domesti c water
service as well as fire protection to each 1ot/tract prior to sale of
each 1 ot/tract. "
9. Prior to filing the final plat, the sponsor sha11 demonstrate to the
satlsfaction of the Spokane County Nealth District that suitable site
for on-site sewage disposal system is available on Tract B.
10. Prior to filing the final plat, the sponsor shall demonstrate to the
satisfaction of the Spokane County Health District that the existing
on-site sewage disposal system serving the residence located on
Lot/Tract A is wholly located wlthin the boundaries of the lot/tract.
COUNTY UTILITIES DEPARTMENT
1. Pursuant to the Board of County Commissloners Resolution No.80-0418, the
use of on-si te sewer di sposal systems i s hereby authori zed. Thi s

agree to authorize the County to place their name(s) on a petition for
the forination of ULID by petition method pursuant to RCW 36.94 which the
petition tncludes the Owner(s) property and further not to object by the
si gni ng of a protest peti ti on agai nst the formatl on of a ULID by
resolution method pursuant to RCW Chapter 36.94 which includes the
Owner(s) property. PROVIDED, this condition sha11 not prohibit the
owner(s) or successor(s) from objectlon to any assessment(s) on the the
property as a result of improvements called for in conjunction with the
formation of a ULID by either petition or resolution method under RCW
Chapter 36.94.
3. Any water service for this project shall be provided in accordance with
the Coordlnated Water System Plan for Spokane County, as amended.

the above referenced project. The following fnformation must be
provicled in order for us to pzoceed with our review.
A) A drainaqe plan for the site which has been prepared in
compliance wfth Spokane County "Guidelines for Stormwater
Management". At a minimum the plan must contain:
l. Drainage calculations for stormwater volumes
qenetated on site.
2. Calculatians for total impe=vious surfaces
contained within the site.
3. Finished grade elevations foz structutes to be
constructed on site.
9. Calculations to Justify the number and type of
drywells proposed.
5. Elevation of drywell inlets wheze applicable.
8) The subject property is affected by the "Findings and
Order" and the "Conditions of Appzoval" for the followinq

C) Insufficient information was submitted with the proposal.

returned to the County Engineers Office. Plan review will
not be completed until this document is executed. This
