The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drpwells proposed.
Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
lanct use action :
Spokane County Zone Change No. 231-41
C) The following improvements within ad]acent Right of Way
are required prior to the release of a building permit:
l. You must submit road and drainage plans for street
improvements. These must be prepared by an
engineer. Plans must be prepared for the following
streets:
a. Sharp Avenue, (Access-Industrial/Commercial)
b. Lake Road, (Access-Industrial/Conunercial)
Al1 required construction (sidewalk/curbing/pavement) within
the Public Road Right of Way is to be completed prior to the
release of a building permit or a financial guaranty in an amount
estimated by the County Engineer to cover the cost of
construction or improvements shall be filed with the County
Engineer. Required plans are to be submitted prior to estimating
the amount of the financial guaranty or permit release.

The County Engineera.ng Department has completed a review of
the above referenced project. The following items need to be
addressed.

1. The County Engineers road map 9howa a portion of the
intersection of Sharp and Lake has already been dedicated.
Determine if this is the case and rev3se the plans if
necessary.
2. The plans show that there are currently three power poles and
a guy anchor located along the property frontage which would
conflict with the construction of the sidewalk. The County is
proposing two possible solutions:
A. Construct a 6' sidewalk contiguous with the curb and
move the poles behind the sidewalk;
OR
B. Conetruct a 5' eidewalk 5' from the back of the
curb.
The owner should consult Dan Walsh at Washington Water Power
to determine what would be most acceptable to them.
3. The approach must be located at least 7.5' from the property
line, measured from the bottom of the curb flare to the
property line.
4. Coordinate grate elevation with prof ile elevation.
5. Coordinate profile elevations with elevations in grade calcs.
6. Three inchee (311) of Clasa A A.C.P. is required in this area.

The applir.ant requests deviations to construct a 50' approach, construct curb grades
less than 0.8%, and use Type R curb instead of Type B curb The project is located in
an industrial area and uses large trucks for shipping Type R curb was constructed
adjacent to the project under a recent R I.D Therefore, I recommend the approval of

The County Engineering Department has completed a review of
the above referenced project. The following items need to be
addressed.
Road Plans
1. The County Engineers road map shows a portion of the
intersection of Sharp and Lake has already been dedicated.
Determine if this is the case and revise the plans if
necessary.
2. The plans show that there are currently three power poles and
a guy anchor located along the property frontage which would
conflict with the construction of the sidewalk. The County is
proposing two possible solutions:
A. Construct a 6' eidewalk contiguous with the curb and
move the poles behind the sidewalk;
OR
B. Construct a 5' sidewalk 5' from the back of the
curb.
The owner ahould consult Dan Waleh at Washington water Power
to determine what would be most acceptable to them.
3. The approach must be located at least 7.5' from the property
line, measured from the bottom of the curb flare to the
property line.
4. Coordinate grate elevation with profile elevation.
5. Coordinate profile elevations with elevations in grade calcs.
6. Three inches (311) of Class A A.C.P. is required in this area.

Following is a list of concernsAssues that, at a minimum, need to be addressed for this project.
SCAPCA encourages proponents to contact their offices at 1101 West College, Spokane, WA
99201 for additional information.
Ail air polluUon reAulaUons must be met.
* Air pollution reAulations require that dust emissions dunne demolmon, construction and excavatron
projects be controlled. This may require the use of water sprays, tarps, sprinklers or suspension
of actiwty during certam weather condnions. Haul roads should be treated and emissions from
the transfer of earthen material must be conuolled as weli as emissions from ali other construction
related activities.
* SCAPCA stron8fy recommends that all travelled surFaces (i.e., inAress, epress, parkinA areas,
access roads) be paved and kept clean to minimize dust emissions.
Measures must be taken to avoid the deposition of dirt and mud from unpaved surfaces onto
paved surfaces. If traclnng or spills occur on paved surfaces, measures must be tak`en immediatety
to clean these surfaces.
Debris generated as a resutt of this project must be disposed of by means other than burning li.e.,
consuuction waste, etc...).
Faiture to meet SCAPCA reeulaUons may result in delays, closure and civil and/or criminal sanctions.

1. Reirnburse Spokane County for project review and inspection fees as specified in Chapter
9.14 of the Spokane County Code The fees will be based on actual salary costs incutred
by Spokane Counry for pco}ect ccviews and ! or inspections plus a ten percent
administrative charge, and wi11 be billed monthly as accrued Any billmg amowits due,
including any expenses incurred in the collection af an overdue account, must be paid
prior to the County's acceptance of the project for filing If aproject is approved and/or
filed with a balance stdt owing, the unpaid balance sha11 be paid within 30 days of the
invoice date.
2 The undersigned agree.s lhat these fees are due and payable upon receipt of the billing as
specified above
3. Any invoices not paid within 30 days of the invoice date will be considered delinquent.
If any outstanding batance on the account for this project is not paid within 30 days of
the invoice date, no further reviews of the projecE documents will be conduc#ed until the
entire account balance is paid Any balance on the account for this project not paid
within 65 days of the invoice date may result in legal action or the initiatian of other
cvllection procedures, including refettat to a coltection agency. The Sponsor wiil be
liable for any and all expenses incurred by the County for the collection of overdue
accounts
